Inside Regional Conference on
Learning from Successes held
A two-day Regional Conference on
Learning from Successes involving the
States/Union Territories of Northern,
North-Eastern and Eastern regions was
organised by the Department of
Administrative Reforms & Public
Grievances, Government of India and the
Government of Haryana at Haryana
I nstitute of Public Administration
(HIPA), Gurgaon on December 16, 2013.
While inaugurating the Conference,
Shri Randeep Singh Surjewala, Minister
of State (I ndustries & Commerce,
Parliamentary Affairs, Science &
Technology, and Public Work (B&R),
Government of Haryana, exhorted civil
servants to bring reforms in governance
in order to improve the delivery of basic
services like water, electricity, sanitation,
health and such essential services to the
people.
Speaking on the occasion, Shri Sanjay
Kothari, Secretary, DARPG, Government
of I ndia mentioned that this is the
nineteenth conference in a row and for
the first time, the participants from three
different regions, namely, North, North-
Eastern and Eastern regions, participated
together in the Conference. He
highlighted the need for simplification of
official procedures such as abolition of
affidavits, business process re-
engineering and making small changes
in procedures in order to make
governance citizen centric.
The Inaugural Session was followed
by a Panel Discussion on Innovation in
Governance during which the panellists
and the participants highlighted the role
of innovation in improving Governance
for better public service delivery. Later
every participatory State shared its best
practice in governance followed by
discussion for its possible replication
elsewhere.
The Conferences was organised with
the objective of bringing national and
State-level organisations along with other
stakeholders, intelligentsia, etc., on the

their adaption, replication and further
innovation. Senior officers from 15
States/UTs and the Central government
departments attended the Conference.
Lokpal and Lokayuktas Bill,
2011
The Lokpal and Lokayuktas Bill,
2011 has been passed by Rajya Sabha and
the Lok Sabha on December 17-18, 2013
respectively.
Some of the important features in the
Bill are as below:-
Lokpal at the Centre and Lokayukta
at the level of the States.
The Lokpal will consist of a
Chairperson and a maximum of eight
Members, of which fifty per-cent shall
be judicial members.
Fifty per cent of members of Lokpal
shall be from amongst SC/ST/OBCs,
Minorities and Women.
The selection of Chairperson and
Members of Lokpal shall be through
a Selection Committee consisting of
Prime Minister; Speaker of Lok
Sabha; Leader of Opposition in the
Lok Sabha; Chief J ustice of India or a
sitting Supreme Court judge
nominated by CJ I; and an Eminent
jurist to be nominated by the President
of I ndia on the basis of
recommendations of the first four
members of the Selection
Committee.
Prime Minister has been brought
under the purview of the Lokpal.
Lokpals jurisdiction will cover all
categories of public servants.
All entities receiving donations from
foreign source in the context of the
Foreign Contribution Regulation Act
(FCRA) in excess of Rs. 10 lakh per
year are brought under the jurisdiction
of Lokpal.
Lokpal will have power of
superintendence and direction over
any investigation agency including
CBI for cases referred to them by
Lokpal.
A high powered Committee chaired by
the Prime Minister will recommend
selection of the Director,CBI.
Directorate of Prosecution headed by
a Director of Prosecution under the
overall control of Director;
The Bill lays down clear time lines for
Preliminary enquiry & investigation
and trial and towards this end, the Bill
provides for setting up of Special
Courts.
A mandate for setting up of the
institution of Lokayukta through
enactment of a law by the State
Legislature within a period of 365 days
from the date of commencement of the
Act.

Cashless Health Cards Scheme
Launched
The State government of Andhra
Pradesh has launched Cashless Health
Cards Scheme.The main objective of the
scheme is to provide healthcare to all the
State government employees, all
employees of local bodies, pensioners
including re-employed pensioners,
family pensioners and their dependent
family members in the State. For 1885
treatment procedures available in
empanelled hospitals (both Government
and private), 60 per cent of total amount
will be borne by the State government
and 40 per cent by the Employee/
Pensioner contribution.

Merger of Postal Dispensaries
with CGHS
The Government has decided to
merge 19 Postal Dispensaries, presently
functioning in 12 Central Government
Health Scheme (CGHS) covered cities
with CGHS. The decision has been taken
by the Government on recommendations
of Sixth Pay Commission. These cities
are - Ahmadabad (3), Bhopal (1),
Bhubaneswar (1), Dehradun (1),
Guwahati (2), J aipur (2), J ammu (1),
J abalpur(1), Lucknow (3), Pune (2),
Ranchi (1) and Shillong (1).
All serving employees and
pensioners of Department of Posts (DoP)
and Department of Telecom (DoT) who
are residing/settled in these 12 cities and
are beneficiaries of the 19 Postal
Dispensaries shall now be covered under
CGHS and the Postal Dispensaries shall
be rechristened as CGHS Wellness
Centres. CGHS membership to the
pensioners will be confined to those who
are residing / settled in these cities.
All serving employees and pensioners
of DoP and DoT shall have to abide by
the CGHS rules and guidelines to become
a member.

New Programme
AV Magni-Visualiser Screening
Device for Cervical Cancer
Launched
The Union Minister for Health and
Family Welfare launched screening
device for cervical cancer, called AV
Magni-Visualiser, on December 23,
2013. The device has been designed and
developed at Institute of Cytology and
Preventive Oncology (ICPO), NOIDA
which is one of the premier Institutes of
ICMR and is involved in epidemiology
and development of indigenous HPV
vaccine.

Transformation of Mineral
Administration through e-
Governance
Karnataka, which occupies an
important position on the mineral map of
the country, pioneered the introduction
of the system of permits for efficient
mineral administration.
In the recent past, the mining sector
in Karnataka was characterised by large
scale illegal mining and severe leakage
of royalty payable to the Government
which was the result of inadequate
manpower, manual processes, loopholes
in the system and weak enforcement.
Evolving robust procedures and their
effective implementation was required to
curb illegal mining. It is at this juncture
Department of Mines and Geology, the
Government of Karnataka introduced the
project Transformation of Mineral
Administration through e-Governance to
plug the loopholes in the entire mining
value chain.
In the extraction phase, the system
validates the compliance of the lessee
with various Government regulations,
which has led to a near total arrest of
illegal mining. The new system has
several checks to curb illegalities in the
transportation of minerals. By this
system, total transparency in transactions
between the department & the lessees has
been achieved and at the same time,
efficiency of such transactions is greatly
enhanced. There is a significant
improvement in the departmental service
delivery; reduced harassment of lessees;
and reduced drudgery for officials.
Through e-auction of iron ore, Rs.7,000
crore have been realised in just one year.
The new system has won the
appreciation of the Supreme Court and
is being replicated in the States of Andhra
Pradesh and Orissa.
The initiative has been conferred with
the Silver award of National e-
Governance Awards, 2012-13.
Comprehensive Handlooms
Development Scheme
The Government of India has been
following a policy of promoting and
encouraging the handloom sector through
a number of policies and programmes.
The Comprehensive Handlooms
Development Scheme (CHDS) is such a
Centrally sponsored Plan scheme.
It has been formulated by merging all
the major components of the schemes
namely I ntegrated Handlooms
Development Schemes (IHDS), and
Export Promotion Scheme (MEPS) and
Diversified Handloom Development
Scheme (DHDS) implemented during the

Plan and 2012-13 which is one of
Brainstorming Session
The Department of Administrative
Reforms & Public Grievances has

floor, Conference Hall, S.P. Bhawan,
New Delhi, on important schemes and
issues related to its implementations.
Tentative topics of the forthcoming
sessions in one month are Food
Security: Steps Towards Ending
Hunger, Triggering Growth
(23.01.2014); Policy alternatives for
implementing the recent rights based
legislations for Good Governance with
special references to RTI and RTPS
Acts(30.01.2014); and Flood Early
Warning System (06.02.2014).

The scheme will follow need based
approach for integrated and holistic
development of handlooms and welfare
of handloom weavers. The scheme will
support weavers, both within and outside
the cooperative fold including self help
groups, NGOs etc. towards raw material,
design inputs, technology up-gradation,
marketing support through exhibitions,
create permanent infrastructure in the
form of Urban Haats, marketing
complexes, setting up of Weavers Service
Centre (WSCs) and Indian Institutes of
Handlooms Technology (I I HTs),
development of web portal for e-
marketing of handloom products etc.
International Conference on
HIV/AIDS held
The Department of AIDS Control
(DAC), Government of India inaugurated
the first International Conference on
HI V/AI DS and Sensitive Social
Protection on December 11, 2013. The
conference was organised by DAC and
the United Nations Development
Programme (UNDP). December being
the month of World AIDS Day, the year
2013s goal had been zero
discrimination.
More than 200 participants from all
sectors were present during the inaugural
session. Participants came from Djibouti
in Somalia, Algeria, Dominican
Republic, Egypt, Sri Lanka, Cambodia,
Thailand and Indonesia.
