Operational for the last decade, Oxfam's Pan Africa programme is a continental public policy advocacy programme with staff in based Nairobi and Dakar. It seeks to influence powerful local, national and continental and international institutions to ensure that poor men and women improve their lives and livelihoods and have a say in decisions that affect them. The programme now seeks a Finance Administrator to provide financial management and administration support. The Finance Administrator will be thefirst point of contact for donors and grantees and with regional finance officers in 3 Africa regions on the management of the budget. Post holder will also work closely with the HECA regional centre finance team, logistics and administration with regards to payments, procurement and other central functions. He/she is expected to provide quality financial information and other relevant tools to help the programme manage its budgets more effectively.

Key Responsibilities

The post holder will be responsible for:


Prepare and monitor all programme budgets, including following up with the Director, project managers and partners on budget variances and agreeing corrective actions Provide sufficient financial analysis to allow effective decision making by the Director and the Project Managers Reviewing the programme accounts and ensuring that corrections and necessary re-coding of expenditure is done promptly. Produce quality finance reports for the programme and maintain accurate records of all financial payments Support the regional centre finance team to ensure all payments are made and take the lead in resolving issues where Pan Africa activities are affecting balance sheet accounts etc in the regional centre Ensure proper invoicing/re-charging of other Oxfam offices for expenses incurred by the programme on behalf of other offices and staff for any private use of Oxfam resources

Ensure accurate and timely donor reporting, budgets and forecast submissions and monthly management
reporting Perform financial assessment of new partners and audit checks on financial returns submitted by partners in consultation with relevant country and regional staff across Africa.

Ensure that all systems are operated effectively and that financial data makes sense when computed between OPAL, CRIMSON and the GL Ensure efficient and cost effective administrative and logistical systems and procedures; compliance with relevant local laws and a safe and healthy working environment

Skills and Competence

The Person

Minimum three (3) years accounting experience in providing a wide range of accounting and financial services, ideally within an International NGO. Knowledge and experience of donor financial reporting requirements, donor contract management Demonstrable experience in handling significant budgets. Education to first degree level and progress in accountancy qualification (at least level 2) A good understanding of financial and accounting systems, procedures and processes Ability to prioritize own workload, to work independently and a commitment to work to strict deadlines Proven knowledge and experience of working with computerized accounting packages and spreadsheets. High level of numerical accuracy and analytical skills Ability to work effectively with others across teams and with competing demands Good interpersonal skills and ability to work in a multicultural environment Drive to achieve results Excellent written and verbal communication skills and ability to present information and concepts clearly
