HOURS: Scheduled on a rotating shift basis, to include weekends

FUNCTIONS: Under the general supervision of the Air Conditioning Mechanic


Supervisor, the incumbent is responsible for maintaining, repairing, and modifying a
variety of heating, air conditioning and ventilating systems and components within
DCPL facilities; operates and properly maintains low pressure (oil-fired or gas- fired)
steam or hot water heating plant, its controls and auxiliaries; makes periodic
temperature checks of areas in the facility in order to maintain proper room temperature,
calibrates thermostats as necessary and records temperature in log book; cleans boilers
as scheduled and prepares heating plant for annual inspection; operates and maintains
air conditioning systems (chill water or direct expansion); tests for proper operation,
makes necessary repairs; makes recommendations for equipment replacement, major
system modification, and notifies supervisor of unsafe conditions; frequently
communicates with branch librarians to assess needs and resolve problems;
participates with other staff in removal of ice and snow from exterior grounds of
facilities. Performs other related duties as assigned.

QUALIFICATIONS: Applicants must possess a valid 3rd Class Steam Engineer’s


License and must have a minimum of one year of demonstrated skill in operating
independently with a 3rd Class Operating Steam Engineer License. Applicants will be
evaluated on their knowledge, skills and abilities to perform the duties of the position as
stated in the KSA’s below.

In addition, the incumbent must possess a Driver’s License and have the ability to
obtain a government permit and ability to obtain an annual certification to work around
asbestos containing materials.

KSA #1: Thorough knowledge of the refrigeration cycle of a variety of commercial and
industrial systems.

KSA #2: Ability to visually check for leaks and make audible examination of equipment
components for proper operation.

KSA #3: Ability to apply prescribed test procedures and to explore probable reasons
for equipment failure.

KSA #4: Ability to dismantle, repair, and reassemble units such as pumps, impellers,
compressors, chillers, receivers and evaporators.

Employment Benefits: Selectee will be eligible for health and life insurance, annual
(vacation) and sick leave and will be covered under the District of Columbia
government’s retirement plan. However, if selectee was previously employed in the
District of Columbia government under an appointment for which he/she was eligible for
Civil Service Retirement (CSR), contributions to CSR will resume upon reemployment.

RESIDENCY: A person applying for a position in the Career Service, or Management


Supervisory Service, who is a bona fide District resident AT THE TIME OF
APPLICATION for the position, may be awarded a 10-point residency preference over
non-District applicants, unless the person declines the preference points. If selected the
person shall be required to present no less than 8 proofs of bona fide District residency
and maintain such residency for 7 consecutive years from the effective date of the
appointment. Failure to maintain bona fide District residency for the 7 – year period will
result in forfeiture of employment.
