Hong Kong Mahjong General A hand which is merely complete is scored at 0 fan (Chicken Hand).

If the winning tile is Self-Picked (not a discard), 1 fan. All Up/Concealed Hand (no melded Chows, Pungs or Kongs can go out on discard) 1 fan Whenever you make a Kong you always pick up a fresh tile (from the Kings Wall/Dead Wall) to even out your hand. If that tile causes you to win, you get the 1 fan for Self-Pick plus a 1 fan bonus. Whenever an opponent converts a melded Pung to a Kong, that fourth tile is available to you to complete your hand. This is known as Robbing the Kong and earns a 1 fan bonus. Payment Everyone starts with 2,000 points. The person who Discards the winning tile pays double, the others pay single score. If the winner goes out by Self-Pick then everyone pays the double score. Fan 0 1 2 3 4, 5, 6 7, 8, 9 10 or more (Max.) 4, 5, or 6 fan is called a Full House 7, 8, or 9 fan is called a Double Full House 10 or more fan is called a Triple Full House Penalties Nine Pieces Penalty If any players has 3 sets of one suit showing and you throw a tile of the same suit, and it causes them to win, and their hand is Pure, you must pay for everyone. Twelve Pieces Penalty If you throw a tile that causes a player to have 12 pieces of the same suit revealed, and that player then Self-Picks the winning tile, and their hand is Pure, you must pay for everyone. Fifth Tile Penalty If there are less than five tiles left in the wall (not counting the Dead Wall), and you throw a tile not yet seen on the table, and someone claims it to win, you must pay for everyone. Maximum Penalty (optional) If you wrongly declare a win, the hand ends and you must pay 128 points to each opponent. Other Options Minimum Hand Choose to play for a minimum of 0, 1, 2, or 3 fans to win. The default is 0 (calle d a Chicken Hand). Kings Wall/Dead Wall each hand ends when the Wall is down to 14 tiles. Dead Hand Pot This option forces each player to contribute 5 or 10 chips to a pot or kitty at the end of a Dead Hand (no one wins). The chips are paid to the next player to win a hand. The Game A game consists of 4 rounds: the East round, the South, the West, and the North. Within a round, each players seat is designated the East seat, the the South seat, etc., as each hand is played, except that the W inds dont rotate if the player whose seat is East is the winner or if no one wins (Dead Hand). A complete game, then, is four rounds of four Winds each. A half game (East round, South round) can be chosen to shorten the length. The wall should be 18 tiles long, stacked two high (17 tiles long if not using Flowers/Seasons). Determine who will be East. Build the wall, East throws 3 dice. Count counter-clockwise. Then count from the right side of the wall to create the break. Starting with the dealer take 4 tiles at a time moving clockwise though the wall (but counter-clockwise around the table). When every player has 12 tiles, everyone grabs 1 tile more with the dealer grabbing 2 tiles. You can only Chow from the player on your left, unless you can Win. Pung trumps Chow, Mahjong trumps all.
