Summary of Training Workshop on Gender and Social Dimension of Climate Change 17-18 February 2014 at Pan Pacific Sonargaon

A.

Overview

1. The Ministry of Environment and Forests (MoEF) and the Asian Development Bank(ADB) jointly organized and delivered 2-days training workshop on Gender and Social Dimension of Climate Change on 17-18 February 2014 at Pan Pacific Sonargaon Hotel, Dhaka under TA7848-BAN: Climate Change Capacity Building and Knowledge Management. The training was conducted by internationally and nationally reputed experts and other resource person. BRM staffs1 and TA consultants2 functioned as resource persons while guest resource persons3 were also invited for conducting some of the technical sessions. The main objectives of this training workshop was to enhance capacity of the relevant ministries and line agencies of the Government of Bangladesh(GoB) on (i) Gender and social dimension of climate change, (ii) Climate change and gender action plan and relevant policies, (iii) Mainstreaming gender and climate change in development interventions in Bangladesh, etc. The training workshops were conducted based on a standard program schedule (Attachment 1). About 22 participants from the Ministries and line agencies implementing gender, climate change and disaster related project participated in this training workshop (Attachment 2). Dr. Md. Nasiruddin, Joint Secretary (Development), Ministry of Environment and Forests spokes on the inaugural session as Chief Guest and awarded certificate to the participants in closing session. Dr. Saleemul Huq, Senior Fellow, International Institute for Environment and Development, UK and Dr. A. Atiq Rahman, Executive Director, Bangladesh Centre for Advance Studies also spokes in the training session. B. KEY HIGHLIGHTS OF TRAINING WORKSHOP 2. The technical sessions were interactive and participatory. The training workshop was designed to comprise lecture, technical presentations, case study on field experiences and open discussion. Beside these, group exercise and hands on exercise on integrating gender and climate change in development interventions were offered in the training. The participants acquired significant knowledge about the technical aspects of climate change impacts and vulnerability and nexus between gender and climate change adaptation and mitigation, the national and international policy commitments to address the adverse effect of climate change and gender equity, etc. The participants, in particular, took away key message and technical know-how on integration of gender and climate change elements in project design and relevant development interventions. 3. Other key topics discussed among participants include climate change, extreme events and development scenarios; challenges in addressing gender and social dimensions of climate change; gender equality and climate change in development plans, policies and action plans; mainstreaming gender and climate change in development planning and management; integrating climate change and gender elements in the government interventions and ADB operation in Bangladesh, etc. There was case study and group exercise on project specific interventions. are attached (Attachment 3). Each participant received a certificate at the end of the training workshop for their successful participation. C. PARTICIPANTS FEEDBACK/EVALUATION 4. In the closing session of the training workshop, each participant was provided with an evaluation form to evaluate each sessions, overall program content, methodology and materials, logistic support, resource persons and facilitators of the training workshop. About 50% of the participants rated the program contents very satisfied and the rest 50% of the participants rated satisfied. On appropriateness of methods and materials used, 90 % rated satisfied. About 15 % participants rated the program experience (overall satisfaction and learning) as excellent while 65 % mentioned very good and the rest evaluated as good. None of the participants was dissatisfied while only few evaluated neutral. Most of the participants rated the logistics and other arrangements of the workshops as very satisfied. According to the participants, project related case study, group exercise on integrating gender and climate change elements in project design session were the most useful 5. Among the important recommendations, participants suggested increasing duration of the training workshop to 3-4 days and engaging participants in more group exercises, exposure visit to the vulnerable sites to make the training more authentic. Other recommendation from the participants includes sharing of course module to the participants with the invitation letter, provide reference materials including relevant reports, published articles/ documents before the sessions, emphasis on practical knowledge with use of audiovisual aids including screening of documentaries, video clips, etc. in the training session, arrange residential training workshop with accommodation of the participants, inclusion of a exposure visit to the relevant project site, etc. Some of the participants recommend conducting conceptual topics in morning session and practical lessons/case study/group exercise in the afternoon session. D. CONCLUSION

6. The TA team considers that the purpose of the training workshops was successfully fulfilled. The group exercise, open discussion and sharing of project related case studies were well taken by the participants. It was opined by most of the participants that GOB officials are generally dependent upon consultants and experts for integration of gender and climate change elements in project design (TPP and DPP). Moreover, in the process of mainstreaming gender and climate change in the development planning, they have little experience to contribute since they were not much sensitized on the various dimension of gender and climate change. They agreed that they will now be able to integrate gender aspects in climate change components in relevant project design without support from consultants and they will be able to carefully supervise the implementation of relevant project. They also agreed that they will now be able to provide gender and climate related inputs to the development planning and programming. E. RECCOMENDATION AND NEXT STEPS

7. To enhance capacity of the government, NGOs and private sectors TA team recommend delivering similar types of training in other ADBs developing member countries. TA team is now preparing a training manual on the training workshop based on the presentation, handout and other training materials which will be uploaded to the web based climate change information and knowledge management network setup under the TA.
