We wish to stress once again that the methodological measures in support of Law 258/2013, were conceived according to OIE standards and EU directives and were released by authorities only recently: the government released the norms for stray dog management system at the end of December 2013(capturing, neutering, registration, adoption, euthanasia, etc) and the norms for dog-owners, completing the previous norms with measures regarding responsibility of adopters by mid-January 2014.

30 Under these circumstances, an official accurate position regarding the legal implementation results is premature and groundless and we consider that an official letter to Romanian Government and the Prime Minister, such as the two MPs intend to sent, should be supported by facts gathered on site after a reasonable interval of implementation of the aforementioned norms, not only by complaints, petitions or informal news sent by email. In the second place, the MEPs disapproval regarding requirements for adoption are unfounded as adoption from public shelter is free, but documents proving the adopters housing and caring capability are still required, together with an affidavit in order to prevent false adoptions or abandonment. In the last years the authorities were faced with situations in which 17 people have adopted a total of 1,100 dogs - these false adoptions fueled the mass releasing of dogs back on the streets. In November 2013 the authorities started to check on adopters and prosecuted 4 adopters in Bucharest who abandoned their animals, another 23 persons being investigated for non-conformity. This is what the organizations ANTI STRAY DOGS want : - stray dogs on the streets should be 0 (zero) - Microchip and tattoos to be the only way to identify dogs, because collars with tags or ear tags can be easily removed. - the owners or the tenants must ask for the written approval from their neighbors , if they want, have or adopt 3 dogs - shelters MUST be at far distances from the cities so the citizens are not smell and sound polluted - visits to shelters must be permitted only for adoptions - eliminate the dogs from around the building, the dismantling of dog houses - adoptions events organized only TWICE a year, so public funds are not wasted (attention, this violates the RIGHT to PRIVACY....) - shorter than 14 working days, for the adoption ( basically lets kill them SOONER !) - the implementation of a mechanism which can verify the person who adopt dogs, and those who adopt dogs must also present the proof that they have the necessary space to adopt a dog. - the capture of dogs should not be done in the presence of a veterinarian ( too costly even if it is THE law which requires the presence of a veterinarian because they use tranquilizers in a word, SO WHAT if unqualified personnel use tranquilizer and KILL DOGS !!) - get rid of adoption at distance. - nobody should know, when and where the capture of dogs will take place. - ban the feeding of stray animals anywhere

I would like to ask the readers to study this article about thetpath and the timing of the tragedy which took place QUITE FAR from the Parcul Tei , in Bucharest, where the children were supposed to be ALL THE TIME under the close surveillance of their grandmother. The time line goes like this 9:20 am, the kids are seen on cameras running...on the main alley...no more sighting of these kids on cameras until 11:36 am, when a man brings BACK in the park the older one, and gives him back in the care of the grandmother...the call to the POLICE, has been made after 12:22 pm...

49 And it took the Police almost ONE HOUR to find the body of the 4 years old Ionut, almost ONE MILE away, at the end of a PRIVATE PROPERTY...this happened around 1:30 pm. One more detail, the man who brought back the older brother, found him ALONE, on a street, outside of the park, also very far away. NOW, who was supposed to watch the children all the time? This grandmother, who let two children go wherever they wanted, has never been charged with criminal negligence. Anything could have happened to them All alone in that area, the dogs did not run into the park to attack ANYBODY. We will keep you updated February 24.2014
