2013 Anti-Red Tape Act (ARTA) Report Card Survey (RCS) Results

ection 5 of Republic Act No. 9485 (An Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape, Preventing Graft and Corruption, Providing Penalties Thereof), or Anti-Red Tape Act, states that all offices and agencies providing frontline services shall be subjected to a Report Card Survey to be initiated by the Civil Service Commission The RCS shall be used to obtain feedback on how the agency follows its Citizens Charter (which includes documents to be submitted, fees to be paid, time to conclude the procedure), complies with ARTA provisions (which includes the nonoon break policy, no fixing activities, easy-to-read IDs or nameplates, and presence of public assistance and complaints desk), and fulfills customer satisfaction. From January to December 2013, CSC administered the Report Card Survey to 929 offices nationwide. Of these offices, 620 were national government agencies, 303 government corporations, and six state universities and colleges. The results of the 2013 RCS are presented below. Offices which obtained a score of 90 to 100 are rated Excellent. Those with scores of 90 to 100 but have a failing mark in any of the sub-areas are rated Outstanding; scores of 80-89.99 are rated Good; 70-70.99 Acceptable; 69.99 below, Failed. In 2013, a remarkable improvement in the rating of offices surveyed was observed. Offices which obtained an Excellent rating increased, from 8% in 2012 (50 service offices out of 599 surveyed) to 18% in 2013 (168 service offices out of 929 surveyed). The percentage of offices that failed decreased, from 25% in 2012 (150 service offices out of 599 surveyed) to 7% in 2013 (67 service offices out of 929 surveyed). Offices which failed the RCS were subjected to the Service Delivery Excellence Program (SDEP) to determine and address problem areas in frontline service delivery. The CSC will again conduct the RCS nationwide in 1,243 service offices in 2014. When transacting with government offices, the public is encouraged to give feedback on the quality of frontline services through the CSCs Public Assistance and Complaints Desks, and the Contact Center ng Bayan.
