A field visit to Agriculture Extension Department Charsadda was made on & 26th January 2011 to monitor the physical and financial progress of developmental schemes of sector in the district Charsadda. Before proceedings of the visit, a meeting conducted with District Officer Agriculture in his office on 25/01/2011, attended by the Agriculture Officer, District Officer Soil Conservation and other related staff of the sector. The following schemes were identified for detail inspection. 25th 1. Establishment of Modal Fruit Orchard in Khyber Pakhtunkhwa according to ecological zones. (ADP No. 534 / 60288). 2. Vegetables promotion in Khyber Pakhtunkhwa. (ADP No.537/80602). 3. Increasing productivity of major crops (Cereal) in Khyber Pakhtunkhwa (ADP No.538(80603). 4. Soil and Water Conservation (ADP No. 614/90300) Practices in Khyber Pakhtunkhwa

The scheme has been approved for a total cost of Rs.25.00 million in a DDWP meeting held on 29.9.2006. An expenditure of Rs.15.291 millions has been incurred on the scheme up to June 2010. The Project will be completed in June 2011.The allocation of Rs.9.709 million has been made for ADP of current financial year 2011. The climate of Charsadda is very suitable for the production of Citrus as well as other fruit crops. The target given to the District was 100 acres Citrus Orchards and 100 Acres Deciduous fruit plantation as modal Orchards. The main objectives of the project are to improve the socio economic status of the poor families by providing them high yielding/improved varieties of fruit plants. To establish modal fruit orchards in the district, this will serve as progeny and will be used for further distribution of improved fruit plants amongst the farming community and to replace indigenous varieties. It will also help in the extending technology to the farmers and fruit growers in their own fields. . Year wise Physical/ Financial achievement. According to the statement provided by the DO Charsadda the total releases since commencement of the project are Rs.1.103 millions and the expenditure made by the department up to June 2010 are Rs. 0.862 million. Analysis/Recommendations. 1. According to approved PC-1, the project modal fruit orchards at farmers field will be laid out in order to introduce improved varieties of Fruits as per ecological condition and training will be arranged for farmers about modern technology & establishment of modal orchards in the district. During the field visit it has been observed that the department has purchased the fruit plants at provincial level and issued to the district offices for further distribution among the growers which become severely damaged during transportation. It is recommended that the department should ensure the availability of fresh healthy plants to the farmers for proper implementation of the activity. 2. At the site visit of Shabqadar Circle the Agriculture Officer informed that out of 4 Orchards plantation (One Acre each) only one Orchard is still intact in which only fourteen plants are available and the remaining are totally failed due to the reason that dried/damaged plants were provided to the farmers. It is proposed that the competent authority may investigate into the matter and fix the responsibility. Photographs are as under.

The schemes has been approved for a total cost of Rs.39.940 millions by DDWP in a meeting held on 24/9/2008.An expenditure of Rs.8.00 millions has been incurred on the schemes up to June 2009.An allocation of Rs.10.00 millions has been made for the current financial year 2010-11. Vegetable promotion is one of the most important activities to ensure vegetable production and generate the income of poor farmers as well as ensure availability of vegetables for the consumption on daily basis to the ordinary consumers in province. The main broad objectives of the scheme are as under. Enhancement of productivity in agriculture sector through increasing per unit yield of vegetables (high value crops) Improving food security of the province. Poverty alleviation and improving the socio economic condition of the farmers in rural areas through increasing crop income. Environment protection through good agriculture practices.

2. Under the head of Farmers training the department has claimed that they have conducted two training courses regarding vegetable growing during the session 200910 but no record has produced by the department to the monitoring team. Similarly the record of staff training and Field days was also not available with the department. A training course for staff was arranged by the District Officer with no financial cost estimates etc. 3. During the visit most of the Agriculture Officers, Field Assistants complaints that there is no stationary provided by the DO from the last five years. Similarly, no stock register, daily work done register was available within the circle offices. It is proposed that a special audit may be conducted in this regard and responsibilities may be fixed against the officials concerned. 3Increasing productivity of major crops (Cereal) in Khyber Pakhtunkhwa (ADP No. 538/80603).
The scheme has been approved for a total cost of Rs.12.972 millions in a DDWP meeting held on 24.9.2008. An expenditure of Rs.5.263 millions has been incurred on the scheme up to June 2010 and allocation of Rs.4.327 millions has been made of ADP for the current financial year 2010-11. Project objectives: The objectives of the Agriculture Sector are to enhance production of agricultural commodities, alleviate poverty in rural aeas & promotion of environment friendly farming through using Good Agricultural Practices. Enhance & ensure availability of quality seed and all inputs to the farmers. Training will be organised just before start of the crop season. Training schedule will be prepared by the District Officer Agriculture. Subject matter will include important / technical tips on land preparation, sowing time, sowing techniques, seed rate, characteristics of crop varieties to be sown, number of irrigations, time & quantity, fertilizer application technology, weedicides, their application techniques, rogueing (removal of off type plants), thinning in maize crops to maintain required number of plants per unit, knowledge of proper crop maturity, harvesting, threshing/shelling and storage conditions etc. Light refreshment will be served to the participants during training. A guide line circular on wheat and maize crop production will be prepared and distributed by the District Officer Agriculture. At least 1000 copies on each subject will be circulated/distributed in each district per year. Analysis and Recommendations: 1. During monitoring the District Officer Charsadda informed that detail list s are demanded from the concerned Agriculture Officers for verification but they could no submitted the list up till now, which shows that the activities are not conducted properly. The District Officer further explained that the utilization of budget will be made on actual basis. It is proposed that the District Officer should call explanation from the official concerned and efforts should be made to improve the working environment in the best interest of the poor farmers of the area. 2. According to the PC-I, the target was assigned to the department to train the 50-60 farmers in wheat and maize crops. During the field visit and record checking no record was available with the department related to the training of farmers. It is recommended that the District Office should take proper action and develop strategy to train the farmers for their income generation in the major cereal crops. 3. The Agriculture Officer Shabqadar explained that no plot of SMP has been laid out by the AO due to the reason that no target was assigned nor the seed was provided by the District Office. He further explained that no stationary has been provided by the District Office since my arrival. The scheme has been approved for a total cost of Rs.80.00 million in a PDWP meeting held on 26.09.2009. An expenditure of Rs.10.00 millions has been incurred on the scheme up to June 2010. The Project will be completed up to June 2012.The allocation of Rs.10.864 million has been made for ADP of current financial year 201011. This has to be implemented in 24 districts of the Province. The main objectives of the project are as under:1- Capacity building of the farmers towards sustainable development of valuable resources of Soil and Water. 2- Increasing Agriculture production per acre yield through efficient use of Soil and Water. 3- Enabling the farmers community to operate and maintain their valuable natural resources i.e. Soil and Water efficiently. 4- Combating drought by effective utilization of water resources through Water harvesting techniques. 5- Saving millions of acres of valuable land from physical loss i.e. texture/structure through provision of enabling environment. 6- Insuring safe disposal of rain/flood water through low cost Soil Conservation practices. 7- Provide Soil Conservation technology and institutional supports in the province. Physical /Financial Achievements. During the first year of the project 2009-10 an amount Rs.200, 000/- only was released to the District Officer Charsadda for soil conservation works in the District. The department utilization was 100% and constructed Protection bunds and Check Dames in the district. For the year 2010-11 an amount of Rs.200, 000/- only has been released to the District Office and the utilization is Nil. 2. During the visit it has been also observed that the District Officer have no Computer facilities for official documentation and official correspondence. The Directorate of Soil Conservation department may provide the basic equipment for official use to the District Officer Charsadda for smooth running of the activities. 5. Soil Conservation Structures through District Government (Non-ADP)
Different Soil Conservation structures for Charsadda District were approved for a total cost of Rs.1.00 million by the District Government for the year 2009-10 and the amount directly released to the District Officer Soil Conservation Charsadda. An expenditure of Rs.1.00 millions has been incurred on the scheme up to June 2010 which is 100% of the total released budget. The main Objectives of the Soil Conservation structures were to conserve soil from the damages and negative effects of erosion which contain valuable nutrients for the crops, reclaim the eroded and cultivable wasteland. These activities are also aimed at achieving the sectoral goals i.e. reclaiming, conserving land vulnerable to floods resulting an attaining increased productivity in collaboration with the other wing of Agriculture department like Agriculture Extension, On Farm Water Management to conserve runoff water for raising of crops productivities to meet the food requirements of the increasing population.
2. During the field visit it has been observed that the department assigned the duties to the farmers for construction of soil conservation works like Spurs, Protection Bund and Check dames etc and the releases are made to the farmers after completion of the structure. It is recommended that the department technical staff should ensure regular visits during the construction of works in order to provide the technical assistance and to achieve the set goal as per specification.
