Minutes of the Board of Directors Meeting, January 13, 2013


The following board members were present: Melissa Wittmer (President), Jackie Campbell (Secretary), Rick Pettit (Pool & Tennis Courts), Charles Hyde (Architectural), Edd Linegar (Neighborhood Watch). The following were absent: Terry Ebrecht (Clubhouse), Jennifer Choi (Treasurer). Resident Mark Lanois was present.

Old Business a. Secretary-minutes of the November 2014 Meeting i. Discussion/need of motion to approve ii. Motion to approve made by Rick Pettit, second by Charles Hyde. Carried. Treasurer Report-Jennifer Choi (given by Melissa): a. Discussed treasurer to give report on arrears and time of arrears as part of treasurer report. b. Treasurer to follow up on instruction to trash company to cease service on severe delinquencies. Neighborhood Watch update-Edd Liniger. a. Nothing new to report. b. Ed will contact PD for training class arrangements. Clubhouse Update-Terry Ebbrecht. a. Absent. Pool Update-Rick Petitt. Fence Project Update-Melissa Wittmer a. Deposit of $7,383.00 (50%) paid on fence project and contract signed and submitted to lock in 2013, prices. b. Melissa to submit contract to Atlas for security wiring as previously discussed and approved by the board. Melissa to request cost on monitoring one or more cameras. Right now, all are to be dummies. Board members to be authorized persons for security company. c. Rick to contact brick layer for estimate on raising brick fence corner posts. Architectural Control Update-Charles Hyde a. Proposal for consequences for failure to adhere to covenants b. Letter templates discussed of rst and second violation letters.

Charles Hyde discussed ongoing issue with trash container violations. ii. Templates approved and to be attached to minutes. iii. Discuss article in newsletter regarding boards approach and amnesty period. iv. Jackie to draft article for newsletter by February 14 (explain that board members to not patrol for violations. The process is for the board to address resident complaints. If residents have questions they should contact a board member or come to a meeting.

New Business and other Updates a. Spring yard sale: Saturday May 3rd, 8am to noon. b. Trees to by clubhouse to be removed when fence is down. Melissa with talk to Anchor fence & work with Rick to coordinate times for tree & stump removal with removal of fence. Motion to Adjourn by Jackie. Second by Ed. Carried.

Dear (Mr./Ms. __________), This is written notice, pursuant to Chestereld Village Covenants Article VII, Section 32, that the Chestereld Homeowners Association Board of Directors (hereinafter The Board), has determined that you have violated, or have permitted to be violated, Chestereld Village Covenant (Name specic covenant here), in the following specics: - (Here type a full and clear description of the violation so that it can be readily and easily identied) The Board respectfully requests you voluntarily (use the word terminate or remedy here whichever is appropriate to the circumstance) the violation forthwith. If the violation has not been (terminated/remedied (whichever is appropriate)) within 30 (thirty) days of the date of this letter, The Board, pursuant to its powers under the Covenants, may immediately pursue and effect any and all procedures which may be calculated as reasonably necessary to remove/terminate the cause of said violation. This may include, but not be limited to, legal action, and/or, employing laborers to enter your premises for purposes of removing and/or terminating the cause of said violation. If, in exercising any remedy at it s disposal, The Board shall incur expense, including but not limited to attorney fees, court fees, or labor costs, it shall take legal action against you to recover said expenses. It is The Boards sincere hope that you will remedy your Covenant Violation without delay, so there is no need for The Board to take further action to protect and preserve the integrity of our neighborhood and its property values. Dear (Mr./Ms. __________), This is THE SECOND WRITTEN NOTICE, that the Chestereld Homeowners Association Board of Directors (hereinafter The Board), has determined that you have violated, or have permitted to be violated, Chestereld Village Covenant (Name specic covenant here), in the following specics: - (Here type a full and clear description of the violation so that it can be readily and easily identied) This second notice is a courtesy. Pursuant to pursuant to Chestereld Village Covenants Article VII, Section 32, the letter The Board sent to you dated (name date of prior letter) was sufcient notice to remedy the violation. THIS IS THE LAST NOTICE YOU WILL RECEIVE. AGAIN, THE BOARD REQUESTS YOU VOLUNTARILY TERMINATE OR REMEDY THE VIOLATION FORTHWITH. If the violation has not been (terminated/remedied (whichever is appropriate)) WITHIN 15 (FIFTEEN) DAYS OF THIS LETTER, The Board, pursuant to its powers under the Covenants, WILL immediately pursue and effect any and all procedures which may be calculated as reasonably necessary to remove/terminate the cause of said violation. This may include, but not be limited to, legal action, and/or, employing laborers to enter your premises for purposes of removing and/or terminating the cause of said violation.
