Sample Feasibility Study Components The Feasibility Study includes the following subtasks: Subtasks 1.

Evaluate the site wind resource as documented by data collected via MET tower site, and available from other sources In order to provide the following information . . . Identify any obstructions or characteristics at the site which could impact the wind resource at specific locations Compile a wind resource profile for the site (monthly or seasonal average wind speed, average wind power density, and diurnal profile) Evaluate the level of confidence in Site wind resource estimates Estimate the potential wind resource at 80 meters above ground level Make recommendations regarding additional wind resources monitoring or validation Evaluate the suitability of potential wind turbine locations from safety and operational viewpoints Describe required and recommended spatial separation of turbine from buildings and pedestrian or vehicular traffic Evaluate the ability to deliver wind turbine components and installation equipment to the site Assess the feasibility of interconnecting the wind turbine to the existing electrical infrastructure Identify opportunities for use of wind turbine electrical output on site Identify key visual and noise receptors and characterize the potential level of impact Identify potential airspace restrictions Evaluate the anticipated level of community acceptance Assess the likelihood that the proposed turbine will have unacceptable environmental impacts, or that environmental permitting will be overly contentious and time consuming Identify and list required permits and approvals Identify additional research that must be completed prior to filing for permits and approvals Estimate the required timeframe for securing permits and approvals Support assignment of approvals process roles between MTC, Site Owner and the Contractor Identify potential locations for wind turbines; provide a preliminary recommendation for a specific location for installation of the turbines, ancillary equipment, and electrical interconnection Describe the spatial separation between potential turbine locations and (a) key on-site facilities (e.g. buildings, highuse areas) and (b) key off-site visual and noise receptors Evaluate the overall appropriateness and community impact of the proposed turbine locations

2. Evaluate site physical characteristics, including: topography, land cover, land use, access roads, buildings 3. Evaluate site electrical infrastructure, including existing transmission and/or distribution system line locations and voltages 4. Characteristics of the site vicinity (area within approximately mile of the site) including: type and proximity of neighbors, typical activities (recreation, commerce, industry, air traffic), nearby historic or scenic sites 5. Environmental concerns, including the likely presence of rare or endangered species and wetlands, through a cursory site inspection and publicly available databases 6. Identify and evaluate required permits and approvals, including federal, state local, and utility interconnection requirements

7. Prepare a conceptual wind plant configuration, including number, size and location of wind turbines

Subtasks 8. Prepare a schematic Project site plan with preliminary layout of turbine, components and interconnection point 9. Estimate wind plant energy production 10. Estimate wind plant costs 11. Estimate Project revenues (Note: MTC is not requesting a pro forma analysis that assumes a particular ownership and financing strategy.)
