Thesis Abstract TITLE : The Pantawid Pamilyang Pilipino Program and Its Effect to the Capability of the Grantees to Educate Their Children in Selected Barangays in District I, Tondo, Manila. Poverty is one of the major problems of different countries around the world. One of the tools used by the Philippine Government is to enact several programs to reduce the increasing rate of poverty. As define in Article II Section 9 of the 1987 Philippine Constitution that The state shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services,

promote full employment, a rising standard of living, and an imp roved quality of life for all. The Philippine Government formulated the conditional cash transfer or the CCT which is patterned after the conditional cash transfer scheme of the developing countries which later on called 4Ps or Pantawid Pamilyang Pilipino Program by the virtue of Administrative Order No. 16 Series of 2008. This study aims to determine the effect of the Pantawid Pamilyang Pilipino program to capability of grantees to educate their children in selected barangays in District I Tondo, Manila. Pantawid Pamilyang Pilipino Program is a human development program of the national government to eradicate extreme poverty. The focus of the 4Ps is the education and health of the student grantees. The total number of grantees in six different barangays are 587. Only 238 of the grantees are considered as respondents of the study. There grantees are proportionately divided in six different barangays, where: barangay 50 has 53 grantees, barangay 51 has 43 grantees, barangay 52 has 58 grantees, barangay 53 has 30 grantees, barangay 54 has 7 grantees and barangay 55 has 47 grantees for a total of 238 grantees. They are classified according to gender, age, number of children in the family, educational attainment and monthly income. The researchers made use of questionnaire in gathering the needed data for the study. Descriptive method of research was used by the researchers to allow them to be objective and fair in the result of the research because it focused in the present condition of the study. The sampling technique that was used is random

sampling technique in which all members of a group has an equal and independent chance of being selected. Based on the findings of the study, the following conclusions were drawn: according to gender, majority of the grantees are female; according to age, most of the grantees are in the age bracket of 34-39; according to the number of children in the family, most of the grantees has 0-3 children in the family; according to educational attainment, majority of the grantees are high school graduate and according to monthly income, majority of the grantees earned 1,000-4,000 a month. It also conclude that Pantawid Pamilyang Pilipino Program has low effect in achieving universal primary education because of the insufficiency of the cash grant given by the program. Some of the grantees complaint that the cash grants are not sufficient to afford the things and expenses needed by their children for their education. According to the result, the financial assistance of the grantees is being distributed by the used of automated teller machine, the grantees used the financial assistance for the education of their children and the partial amount of the cash grants are reserve for the health of their children. Over all, the state of implementation of the program has moderate effect to the grantees because of the assistance provided by the program. This assistance helps the grantees to sustain the needs of their children in terms of health and education.
