Pursuant to the provisions of Republic Act 8485, otherwise nown as the !Animal "elfare Act of 1##8$, the followin% rules an& re%ulations are hereb' promul%ate& for the information, %ui&ance an& compliance of all concerne&( Section 1. )AS$C !O&$C' AND O)*EC#$+ES All poultr' processin% plants shall ensure a&e)uate protection an& welfare of the bir&s while awaitin% slau%hter in or&er to avoi& mishan&lin% or the infliction of unnecessar' pain or &istress &urin% the slau%hterin% process* +eat ,ontrol -fficers or +eat .nspectors from the National +eat .nspection ,ommission or from the local %overnment shall supervise the meat inspection wor * /he followin% %ui&elines shall be followe&( 1*1 1*2 0lau%hterin% an&1or &ressin% of shall be &one in the presence of an Animal "elfare -fficer* /he +eat ,ontrol -fficer or 2ocal +eat .nspector, Provincial, ,it' an& +unicipal 3eterinarian shall be &eputi4e& as Animal "elfare -fficers b' the 5ureau of Animal .n&ustr' 65A.7 throu%h the N+.,* All +eat ,ontrol -fficers or +eat .nspectors con&uctin% meat inspection wor shall be traine& b' the National +eat .nspection ,ommission 6N+.,7* /he' shall be ept abreast of the implementin% rules an& %ui&elines of RA 8485 otherwise nown as !Animal "elfare Act$* DE $N$#$ON O #E",S Deputized Animal Welfare Officer refers to a person &eputi4e& b' the 5ureau of Animal .n&ustr' to monitor the welfare of the animals before an& &urin% slau%hter process* Management refers to the in&ivi&ual or %roup of persons mana%in% the whole operation of the &ressin% plant*

8*1* ?ol&in% accommo&ations for bir&s awaitin% slau%hter shall be provi&e& with proper ventilation an& protection from a&verse weather* 8*2* @nloa&in% arran%ements shall be provi&e&* 8*8* /he s'stem of movin% loose crates containin% bir&s from the &eliver' vehicle to the point at which the bir&s are remove& from the crates shall be in a manner that avoi& an' <oltin% or un&ue tiltin%* 8*4* /he unloa&in% an& shac lin% arran%ements shall be &esi%ne& to re&uce to a minimum the ph'sical effort re)uire& of the personnel an& to lessen stress to the bir&s* 8*5* /he positionin% of the shac le line shall ensure that suspen&e& bir&s are ept well clear of all obstructions even when their win%s are outstretche&* 8*6* .n the whole len%th of the shac le line up to the point of entr' into the scal&in% tan , the presence of the wor er is necessar' to provi&e the bir&s imme&iate attention when necessar'* 8*A* /he spee& of the shac le line shall be limite& to that which enables the wor er to perform their tas s efficientl' without un&ue haste an& with proper re%ar& for the welfare of the bir&s* 8*8* All &ressin% plants shall have contin%enc' plans to ensure that bir&s awaitin% slau%hter are not hel& in e>cess of the recommen&e& twelve 6127 hours time limit* 8*#* 0ufferin% bir&s shall be slau%htere& without un&ue &ela'* 8*10* All personnel emplo'e& in the &ressin% plant shall be oriente& to all aspects of RA 8485* 8*11* All &ressin% plants shall be re%istere& with the 5ureau of Animal .n&ustr' throu%h the N+., with an annual re%istration fee of P 200*00* Section /. %N&OAD$N( AND S0AC1&$N( O )$"DS

4*1* +ana%ement shall ensure that the operation of removin% poultr' from crates an& han%in% on shac les is un&er the &irect supervision an& constant control of the animal welfare officer*

4*2* Poultr' bir&s must not be suspen&e& with the hea& &ownwar&s for more than three 687 minutes while tur e's for no more than si> 667 minutes before slau%hter or stunnin%* 4*8* -perators shall ensure that all loose bir&s are fre)uentl' collecte&* Section 2. S#%NN$N( AND S&$##$N(

5*1* 9lectrical stunnin% either b' ro& or water shall be use& in poultr' slau%hter* 5*2* 9lectrical stunner shall be use& in poultr'* Provi&e& however, that no unstunne& chic en shall be ble& properl'

5*8* +ana%ement shall ensure that the stunnin% e)uipment is in %oo& wor in% con&ition at all times* 5*4* 0tunnin% e)uipment shall incorporate visual an& au&ible warnin% &evices to &etect an' mechanical an& electrical failure* .n the case of chic ens, the effective stunnin% current shall be provi&e& b' the manufacturer an& &ispla'e& near the &evice* 5*5* A bac Bup stunner shall alwa's be available in case an automatic electrical stunner fails* 5*6* 5ir&s which are not stunne& to the satisfaction of the operator shall be appropriatel' &ealt with imme&iatel'* 5*A 5ir&s shall be ble& imme&iatel' after the' are stunne&* 5*8 Section 3. A bac Bup slitter shall be properl' positione& at all times* !ENA& !"O+$S$ONS 3iolation of an' of the provisions of this ,o&e of Practice shall be penali4e& in accor&ance with the law* Section 7. SE!A"A)$&$#' C&A%SE .n case an' provision of this ,o&e of Practice is &eclare& contrar' to law an&1or unconstitutional, other provisions which are not affecte& thereb' shall continue to be enforce& an& in effect* Section 7. "E!EA&$N( C&A%SE All A&ministrative -r&ers, Rules an& Re%ulations an& other a&ministrative issuance or parts thereof, inconsistent with the provisions of this ,o&e are hereb' repeale& or mo&ifie& accor&in%l'*
