SPECIAL INVESTIGATION SECTION - Section Functions and Responsibilities The Special Investigation Section (SIS) was reorganized on 26 May 10. It was created to merge several organizational units within the Criminal Investigation Division (CID) into one section thereby increasing our communication and aligning units with inter-related and interdependent enforcement strategies. It required the reorganization and consolidation of several units within the Department. We also co-located units with related enforcement responsibilities in an effort to augment the Departments ability to impact gangs and violent crime. The co-location of units in the Special Investigation Section increases intelligence, personnel, equipment, and resource sharing which contributes to our overall goal of thwarting crime and dismantling criminal organizations.

Witnesses located Thirty three (33) homicide witnesses were located.

Search Warrants, Probation/Parole Searches The TETF II has conducted or assisted 15+ searches, excluding Stingray operations.

Recoveries The TETF II has recovered or assisted in the recovery of 75+ firearms.

Significant Accomplishments TETF I continued to support the Alameda Countys prosecutions from 2008s Nutcracker wiretap investigation. TETF I was also instrumental in obtaining and performing wiretap investigations in the high-profile murder investigations, such as the Hassani Campbell case. TETF I continued to be a leader in the field of electronic surveillance to include vehicle trackers and Pen Registers, which provided information which often proved to be invaluable in ongoing narcotics and violent crime investigations.

GITF recovered: o 110 firearms, o nearly $100,000 in cash and o over $1,000,000 (street value) in narcotics and controlled substances, GITF arrested over 100 violent offenders to include gang members. GITF participated in the federal charging of 30 known felons targeted by the unit.

GITF put together operations involving the entire Department to recover firearms from prohibited persons through the Automated Prohibited Persons System (APPS). During one operation, the Department was able to recover 24 firearms within 3 hours. In June 2009, GITF established a Department wide reward system to recognize officers who recover firearms. The reward is called the 12025 Top Gun pin and works similar to the existing 10851 VC (auto theft) pin. All firearms recovered are tracked by GITF to ascertain which ten (10) officers recover the most firearms during a six (6) month period. To date, the unit has identified the first ten (10) officers to receive their pins.

PAROLE AND CORRECTIONS TEAM (PACT) The Oakland Police Departments Parole and Corrections Team (PACT) is made up of six OPD officers, three parole agents and one probation agent. Based out of the Special Operations Section most of the year, the unit was transferred to the Criminal Investigation Division in December of 2009.

This focus will support and complement the Departments overall crime reduction plan and will require multi-dimensional thinking. The gathering, analyzing, and dissemination of intelligence information to dismantle/disrupt gangs and gang-related activity will be the primary objectives for 2010. The resources within CID will be directed, realigned, and focused at known gangs and their sphere of influence, utilizing a variety of innovative and creative strategies, while respecting the rule of law and adhering to the Departmental and NSA policies.
