ORGANISMES CHARGES DES SERVICES DE LA CIRCULATION AERIENNE MARSEILLE ACC et NICE APP assurent la fourniture des services de la circulation arienne de la TMA NICE (cf. ENR 2.3). Espaces dlgus NICE APP Limites latrales et verticales (cf. ENR 2.3). CALAGE ALTIMETRIQUE Laltitude de transition pour la TMA NICE est de 5000 ft. Le niveau de transition est calcul par NICE APP. PROCEDURES Limitation de vitesse Sauf clairance particulire de NICE APP la vitesse indique (IAS) ne devra pas excder 250 kt en dessous du FL 100. Itinraires IFR lintrieur de la TMA Les itinraires normaliss darrives aux instruments figurent sur les cartes AD2 LFMN STAR. Les itinraires normaliss darrives STAR conventionnelles contiennent la lettre C comme indicateur ditinraire. Certains itinraires normaliss darrives STAR comportent des tronons RNAV dfinis selon la spcification de navigation PBN RNAV5 et sont utilisables en B-RNAV. Lindicatif de ces itinraires darrive RNAV contient la lettre R et ils sont prfrentiels. Parmi ces itinraires darrives RNAV, certains sont utilisables sur instruction du contrle. Leur indicatif contient alors la lettre S. En labsence de la capacit RNAV requise, le pilote doit sannoncer Non RNAV afin, soit de bnficier dun guidage radar, soit de se voir attribuer une arrive conventionnelle. En cas de perte de la capacit RNAV le pilote doit lannoncer (cf. 3.2.2.3) et suivre ou rejoindre larrive conventionnelle correspondante. La porte de la clairance STAR ne concerne que le suivi de la route publie. Tout changement de niveau de vol et de vitesse doit faire lobjet dune clairance dlivre sur linitiative de lorganisme ATC ou sur demande pilote. Sur STAR ou en guidage radar, le pilote doit adapter le profil de descente afin de respecter les contraintes publies. En cas dimpossibilit, il doit immdiatement en aviser lorganisme ATC.

AIR TRAFFIC SERVICE UNITS MARSEILLE ACC and NICE APP provide air traffic services in NICE TMA (ref. ENR 2.3). Airspaces assigned to NICE APP Lateral and vertical limits (ref. ENR 2.3). ALTIMETER SETTING The transition altitude in NICE TMA is 5000 ft. The transition level is calculated by NICE APP. PROCEDURES Speed restriction Except under special clearance from NICE APP, the indicated airspeed (IAS) shall not exceed 250 kts below FL 100. IFR routes within the TMA The Standard Instrument Arrival Routes are shown on charts AD2 LFMN STAR. Conventionnal Standard instrument Arrival Routes have the letter C as route indicator. Some Standard instrument Arrival Routes include RNAV route legs defined by PBN RNAV5 Navigation specification and are available in B-RNAV. The RNAV STAR identification has the letter R as route indicator and are the preferred routes. Among these RNAV arrival routes, some are available with ATC instructions. In that case, their route identification has the letter S. Without the required RNAV capability, the pilot must report "Non RNAV" in order to get a radar vectoring or a conventional arrival procedure. In case of loss of the required RNAV, the pilot must report it (cf. 3.2.2.3) and follow or join the corresponding conventional arrival. The STAR clearance coverage only affects the published route data. Any change in speed or flight level shall be subject to a clearance issued on ATC proposal or on pilot request. On STAR or with radar vectoring, the pilot shall adapt the descent profile in order to observe the published requirements. When it is not possible, the pilot must immediately inform the ATC unit.

3.2.2 Itinraires normaliss de dpart aux instruments (SID) 3.2.2.1 Les itinraires normaliss de dpart aux instruments figurent sur les cartes AD2 LFMN SID. Sauf autorisation contraire de l'approche, les aronefs devront se conformer aux spcifications fixes pour chaque itinraire normalis de dpart. En cas d'impossibilit, le pilote doit en aviser le contrle lors du premier contact (cf.3.2.2.3). Les pilotes devront mentionner obligatoirement dans le champ route de leur plan de vol, le point de fin de SID. 3.2.2.2 Dparts P-RNAV Lquipement requis pour lutilisation des procdures de dpart PRNAV est un quipement P-RNAV utilisant un capteur GNSS ou/et un capteur DME/DME. Toutefois, les quipements P-RNAV ne disposant pas de capteur GNSS devront, en complment du capteur DME/DME, disposer dune possibilit de navigation inertielle pour utiliser les SIDs P-RNAV. Dans ce cas, lquipage doit sassurer, avant lalignement que la prcision de la position fournie par le systme de navigation est meilleure que 0.17 NM par rapport une position connue (ex : seuil de piste). Cela peut-tre ralis au moyen dune fonction de recalage du systme de navigation (ex : FMS) automatique (fonction Automatic runway update) ou manuelle.
3.2.2 Standard Instrument Departure Routes (SID) 3.2.2.1 The Standard Instrument Departure Routes are shown on charts AD2 LFMN SID. Except otherwise cleared by the Approach Center, aircraft shall comply with the requirements specified for each SID. If it is not possible, the pilot shall inform the ATC unit on the first contact (cf. 3.2.2.3). Pilots must notify in the "route" field of their flight plan the SID final point. 3.2.2.2 P-RNAV Departures Required equipment for P-RNAV Departures is P-RNAV equipment with a GNSS sensor and/or DME/DME sensor. However P-RNAV equipment not having a GNSS sensor must have inertial navigation to use P-RNAV SIDs in addition to a DME/DME sensor.
In this case, the crew must be sure before lining-up, that the precision of the position provided by the navigation system is better than 0.17 NM in comparison with a know position (ex. runway threshold). This may be done by means of the function automatic runway update or done manually.

PANNE DE RADIOCOMMUNICATION Afficher 7600 Dpart En VMC : lintrieur de la TMA, faire demi-tour pour atterrir sur larodrome. Sinon appliquer la procdure IMC ci-dessous. En IMC : respecter litinraire normalis de dpart aux instruments en se conformant aux spcifications fixes et en maintenant le niveau assign jusqu la sortie de la TMA . Poursuivre ensuite le vol selon le plan de vol en vigueur. Note : dans le cas o le dernier niveau assign ne serait pas compatible avec laltitude minimale de scurit, la monte sera poursuivie vers le niveau de croisire. Arrive - Suivre la STAR PLN ou autorise. En cas de guidage radar rejoindre la STAR initiale. - Respecter les contraintes de niveau et de vitesse publis. - Se prsenter lIAF au dernier niveau de vol assign pour lequel il y a eu accus de rception sil est utilisable dans lattente, dfaut le niveau le plus lev de lattente. - Attendre ce niveau jusqu la plus tardive des heures suivantes : . HAP, . Heure dentre dans lattente plus 10 minutes. - Puis descendre dans le circuit dattente jusquau FL 080 (IAF MUS) ou FL 070 (IAF NERAS). - Quitter lIAF ce niveau pour entreprendre la procdure dapproche connue ou estime jusqu latterrissage. Panne suivie d'une API Effectuer la procdure de dgagement de la TMA ou effectuer la procdure d'approche interrompue jusqu' NERAS pour une nouvelle approche partir de ce point. Procdure de dgagement de la TMA (procdure obligatoire au terme de la seconde tentative d'approche) : effectuer la procdure API jusqu' NERAS puis quitter 3000 ft la TMA NICE sur le RDL 118 AZR (RM 118) pour rechercher les conditions VMC sur la Mditerrane.

RADIOCOMMUNICATION FAILURE Squawk 7600 Departure In VMC: within the TMA, fly back and land on the departure aerodrome. Otherwise apply the following IMC procedure. In IMC: follow the Standard Instrument Departure Route and comply with the specified requirements, maintaining the assigned level until leaving the TMA. Then continue the flight according to the current flight plan. Note: In the case of the last assigned level is not consistent with the minimum safety altitude, climb to the cruising level.

Arrival - Follow the authorized or PLN STAR. In case of radar guidance, proceed to the initial STAR. - Observe the published flight level and speed requirements. - Proceed to the IAF at the last assigned level that was acknowledged, if this level is available in the holding pattern, otherwise at the highest level in the holding pattern. - stay in the holding pattern at this level until the latest time of the following: . EAT, . Arrival time in the holding pattern plus 10 minutes. - Then descent in the holding pattern to FL 080 (IAF MUS) or FL 070 (IAF NERAS). - Leave the IAF at this level to perform the known or estimated approach procedure until landing. Failure followed with API Carry out the TMA clearing procedure or the missed approach procedure to NERAS for a new approach from this point.TMA clearing procedure (mandatory procedure after the second missed approach): carry out the API procedure to NERAS then leave at 3000 ft the NICE TMA, on RDL 118 AZR (MAG 118) and attempt to fly VMC over the Mediterranean sea.

EXIGENCES OPERATIONNELLES APPLICABLES AUX EXPLOITANTS EN TRANSPORT PUBLIC Le commandant de bord devra avoir obligatoirement suivi une instruction portant sur lensemble des procdures utilisables et sur les caractristiques principales de linfrastructure de laroport. Il est demand aux exploitants de classer cet arodrome en catgorie B en application des critres dfinis par lAMC lOPS 1.975 relatif la reconnaissance darodrome. EXIGENCES OPERATIONNELLES APPLICABLES AUX EXPLOITANTS EN AVIATION GENERALE Il est recommand que le commandant de bord ait suivi une instruction lensemble des procdures utilisables et aux caractristiques de linfrastructure de larodrome. 1 1.1 PARTICULARITES TOPOGRAPHIQUES ET METEOROLOGIQUES Situation La plate-forme est situe sur la cte ; elle est borde au Nord et l'Est par la ville de Nice. Son emprise au sol est de taille limite. La proximit immdiate de la mer ainsi que la prsence du lit du Var occasionnent frquemment des risques aviaires (lutte aviaire HJ). Doublet de pistes spcialis Par suite de sa superficie rduite, larodrome dispose dun doublet de pistes rapproch spcialis ; la piste sud ddie aux dcollages et la piste nord ddie aux atterrissages (contrairement la pratique la plus courante qui consiste utiliser la piste adjacente aux installations terminales pour les dcollages). Pour rejoindre la piste de dcollage, les cheminements croisent la piste en service pour les atterrissages. Lalimentation de la piste 04R au dcollage est complexe. Si, pour des raisons oprationnelles ou de scurit, lquipage demande larrive la piste 04R, les servitudes de dgagement imposent que le taxiway W soit libre de tout trafic, ce qui peut ncessiter un long pravis. Obstacles/Relief Il existe des sommets 850 ft et 2000 ft, respectivement 3,5 NM et 5 NM des seuils 22, des sommets 4200 ft 9 NM dans le NW et le NE du terrain ; des sommets plus de 10 000 ft 29 NM dans le N-NE du terrain. Consquences sur les espaces et trajectoires Le volume utile pour les arrives/dparts est concentr essentiellement dans un secteur de 130 environ (QDR 090 - QDR 220). Orientations des pistes et vents L'orientation des pistes a t dtermine par la topographie et non par la situation de vents dominants. Compte tenu des caractristiques, des minima et des capacits horaires des procdures au QFU 224, le QFU 044 est privilgi et pourra tre mis en service jusqu une composante de vent arrire de 6 kt. Il existe des situations occasionnelles de cisaillement de vent (windshear) et parfois une composante de vent arrire simultanment aux 2 QFU. A noter une assez forte occurrence de vents de travers ou plein travers due essentiellement aux brises de mer et de valle (surtout au seuil 04 proche de la valle du Var). 1 1.1
OPERATIONAL REQUIREMENTS FOR GENERAL AVIATION It is recommended that Captains follow a training programme on current procedures and the basic characteristics of the airport infrastructure.
TOPOGRAPHICAL AND METEOROLOGICAL FEATURES Location On the coast and in close proximity to the built-up areas of Nice to the West and North, the rest surrounded by sea, limiting the surface area. Due to the proximity of the sea and the river Var to the South there is the risk of bird hazard (day time bird control from SR to SS). Specialised parallel runways Due to the limited available space, the airport has dedicated close proximity parallel runways; south runway for take-offs and north runway for landings (unlike most airports where the runway adjacent to airport terminals is used for departures). For access to the take off runway, taxi routes cross the active landing runway. For RWY 04R departures access to the runway is complex. If, for any reason, the crew requests an arrival on 04R, it is necessary that taxiway W be free of all traffic and this may require a long delay.

Effects on airspace and routes Useful volume for arrivals and departures mainly concentrated in a sector of about 130 (QDR 090-QDR 220). Runway direction (QFU) and wind Runway direction was determined by local topography, not prevailing wind direction. Due to the complexity, capacity and the high minima of QFU 224, landings and take-offs at QFU 044 are accepted with up to a 6 kt tail wind component. Possibility of wind shear on final 04/22 combined with a strong tail wind component at medium altitude and cross wind on short final (confluent of gradient wind and sea breeze). Serious risk of cross or full crosswind component due to the sea and river valley proximity and in particular RWY 04 threshold (close to the Var estuary).

QFU 224 ARRIVALS 224 arrivals occur about 10 % of the time, about 120 days peryear for periods of several hours at most (sea breezes) and occasionally all day with strong West/South Westerly winds. Ceiling and visibility are usually good RWY 22R, 2570 meters, is dedicated to landings.
On RWY 22, the preferential approach is the VOR B approach followed by VPT B RWY 22R. The conventional approach will be the VOR C RWY 22R approach followed by the VPT C RWY22R, if VOR/DME AZR is U/S. Due to obstacles, these approaches have high minimas, 8 km and 1500 ft (VOR B and C). Under adverse weather conditions (visibility BLW 8 km, ceiling BLW 1500 ft), RNAV RWY 22 procedure will be in use. Without required RNAV capability, holding or diversion is to be expected. To carry out these RWY 22 procedures aircrews should: - check speed and aircraft set-up BEFORE the visual phase of the approach, - strictly maintain published altitudes (vertical cut-away view) (see IAC 06, 08 and 10) because of the presence of VFR helicopter traffic flying at 500 ft MAX under the procedure, - be aware of marked high obstacles on the right of base leg, - note the very short final descent at 3.5 degrees. At night, if these marked obstacles are not visible, these procedures will not be carried out. During strong Westerly winds there may be high turbulenceon short final that could result in missed approaches; in this case the traffic may be carried exceptionnally on RWY 22L. Circling to land will not normally be designated by NICE ATC to be used for landing on RWY 22L or 22R. Notably, the mere absence of operating conditions for VPT 22 procedures has not to be considered like an exceptional situation and does not constitute a reason for using circling to land RWY 22 procedure except on limited basis.
The 3,5 degree 22L and 22R PAPI, respectively located left of threshold 22L and 22R, are calibrated for threshold overflight of type B747 planes.

Due to the 309,50 m separation of the two runways they are not independent. This close proximity of the runways results in a complex taxi configuration: When both RWY 04 are in use, TWY W, marked in green, is to be used systematically. When only RWY 04R is in use, TWY V, marked in green, is to be used systematically. At night TWY A3 cannot be used from North to South. 3.2 Between 2200 and 0730 local time, for departures via IRMAR and OKTET, preferred use of IRMAR 5M/C and OKTET 5M/C SIDs (RWY 04) or IRMAR 5T/Z and OKTET 5T/Z (RWY 22). Departure clearance data-link service: The data-link departure clearance request must be initiated by aircrews ten minutes before scheduled start-up time. The clearance echo-back message must be received by air traffic control at the latest three minutes after clearance has been issued. In case of lack of response three minutes before the scheduled start up time, the aircrew should contact the preflight frequency to obtain departure clearance. The departure clearance data-link service should not be initiated by the aircrew if their sheduled flight plan does not comply wih the published SID and climb gradients. Unless otherwise mentionned in the message, the data link departure clearance means start up clearance as well, according to CTOT if any. Push back and taxi clearance will be delivered on ground frequency. Differencies with ENR 1.5 C: - Value of t1: 3 minutes - In case of CTOT, the pilot gets the values CTOT - 3 to CTOT + 3 with the clearance. 3.4 Before crossing runway (04L/22R) an explicit clearance to cross or enter any RWY shall be issued by ATC. If no such clearance is received, pilot shall obtain such clearance from ATC before crossing the relevant holding position marking. An exact readback of RWY crossing clearance is compulsory.

USE OF SINGLE RUNWAY 04L Because the TWY U between TWY N and A, as well as holding point A1, interfere with GP NI 04L critical area, the following operating conditions will be applied by ATC (depending on MTO conditions) : - VIS > 10 km and CEILING > 3000 ft. The VOR A and RNAV (GNSS) RWY 04L procedures are in use. GP NI is off. Holding point A1 is used to line-up departing ACFT. - VIS > 5 km and CEILING > 1000 ft. Procedure LOC DME RWY 04L is in use, GP NI is off. Holding point A1 is used to line-up departing ACFT.

Le point darrt B1 est utilis pour lalignement des ACFT au dpart pouvant accepter une distance dclare au dcollage de 2225 m. Le point darrt A1 est utilis pour lalignement des autres ACFT. Lalignement sera fonction des aronefs tablis sur le Glide en approche (risque dattente). 5 HELISTATION Prsence d'une hlistation recevant un trafic important au sud de la plate-forme. Elle est situe 300 m environ au sud de l'axe de piste 04R/22L. CLAIRANCE DE SEPARATION A VUE A des fins dacclration du trafic, en drogation au RCA 3 paragraphe 3.8.4, possibilit de sparation vue en condition VMC de nuit : 1. Entre une arrive VFR hlicoptre Nice et un vol IFR larrive ou au dpart de Nice ; 2. Sur proposition du contrleur uniquement au pilote hlicoptre (et sans laccord de lautre pilote) ; 3. Sous rserve de lacceptation et du maintien de la sparation vue par le pilote hlicoptre. 7 VOLS DENTRAINEMENT Les vols dentranement des aronefs dont la masse maximale au dcollage est suprieure 5,7 t sont interdits. Les vols dentranement des aronefs dont la masse maximale au dcollage est infrieure ou gale 5,7 t sont interdits tous les jours, entre 1100 et 1300, heures locales. PLAN DE VOL L aroport de NICE COTE DAZUR est un aroport coordonn au sens du rglement communautaire 95/93 du 18 janvier 1993 modifi par le rglement 793/2004 du 21 avril 2004, dsign par arrt du Ministre charg de laviation civile. Tout atterrissage et tout dcollage partir de cet aroport doit imprativement faire lobjet dune attribution pralable de crneau horaire aroportuaire par lassociation COHOR . Pour un vol ne relevant pas dune srie de crneau (vol non rgulier) larrive ou au dpart de NICE COTE DAZUR, il est obligatoire de renseigner le champ 18 du plan de vol avec le numro dautorisation attribu par COHOR, conformment aux instructions figurant dans lAIP France ENR 1.10. Les dparts de Cannes sous plan de vol Zoulou avec passage lapplication des rgles de vol aux instruments (IFR) dans la TMA de Nice sont interdits. 7 5
HELIPORT To the South of the field there is a Helistop that has high traffic density. It is located 300 m South of the 04R/22L centreline.
VISUAL SEPARATION CLEARANCE In order to augment the volume of traffic, in exception to RCA 3 paragraph 3.8.4, there is the possibility for visual separation with VMC conditions at night: 1. Between an VFR helicopter arriving from Nice and an IFR flight arriving or departing from Nice; 2. By proposal from the ATC to the helicopter pilot only (and without the agreement from the other pilot); 3. Subject to acceptance and maintenance of visual separation by the helicopter pilot. TRAINING FLIGHTS Trainings flights of aircraft with a maximum take off weight exceeding 5,7 t, are prohibited. Trainings flights of aircraft with a maximum take off weight of less than or equal 5,7 t, are prohibited every day, between 1100 and 1300, local time. FLIGHT PLAN NICE COTE DAZUR AD is an AD coordinated under the terms of the European community regulation 95/93 dated 18 January 1993 amended by the regulation 793/2004 dated 21 April 2004, designed by a decree from the relevant Minister of civil aviation. Any landing and take-off from these airports shall be subject to a previous allocation of an airport time slot by the COHOR schedule coordination association. For flights not concerned by serial slots allocation (non-scheduled flights), arriving to or leaving from NICE COTE DAZUR, it is compulsory to fill in item 18 of the flight plan the authorization number given by COHOR, accordig to the regulation published in AIP FRANCE ENR 1.10. Cannes departures with Zoulou flight plan are not allowed to change to instrument flight rules (IFR) within the limits of Nice TMA.

These provisions are the following: Night flights "The cumulative margin of a turbojet engine" is defined as the sum of the difference between the three points between the certified noise level and the admissible level as defined in the International Civil Aviation Organization (December 7th, 1944) Annexe 16, Volume I, Part II, Chapter 3 for each of the three measurement points as defined in this Annex. All commercial flight companies arriving or departing from NICE COTE DAZUR airfield must publish in their operating manuals the classification and the cumulative margin of their aircraft. Turbojet aircraft not complying with standards specified in International Civil Aviation Organization Annex 16, Volume I, Part II, Chapter 3 or Chapter 4, are not allowed at NICE COTE DAZUR airfield to: - land between 2330 and 0615 local time for arrivals on the apron; - depart between 2315 and 0600 (local time) for departures from the apron. No jet aircraft whose noise certification corresponds with the norms according to the International Civil Aviation Organisation (December 7th, 1944) Annex 16 Volume I, Part II, Chapter 3 with a cumulative margin < 13 EPNdB can: - land between 2330 and 0615 (local time) for arrival on the apron; - depart between 2315 and 0600 (local time) for departure from the apron.

IFR flights Aircraft operating IFR must comply with noise abatement procedures published in the AIP. Any detected deviations with overflying land may lead to a request for explanation from the crew, and may result in the filing of an infringement report to the ACNUSA.

Procedures VOR A or RNAV (GNSS) RWY 04L/04R followed by VPT A RWY 04L/04R The procedures VOR A or RNAV (GNSS) followed by VPT A, used on RWY 04L or 04R, are noise abatement procedures intended to better manage the noise nuisances over the cities of Cannes, Vallauris and Antibes. They are the preferred arrival procedures to NICE. In order not to overfly land (cape and city of Antibes) during the approach, pilots are requested to avoid all deviations west of CGS 175 RDL (refer to AIP France AD2 LFMN IAC 01 and 02). Any execution of an ILS procedure when VOR A or RNAV (GNSS) procedures are in use will be followed by an analysis of the causes. Based on this analysis, an infringement report could be filed.

Procedures RNAV (GNSS) followed by VPT D and VOR B (or VOR C) RWY 22L/22R followed by VPT B (or VPT C) RWY 22L/R. OTHER RESTRICTIONS Instrument straight-in approaches RWY 04 (ILS or LOC or NDB) In order to reduce the noise nuisances generated by aircraft, RWY 04 instrument straight-in approaches shall be carried out, except for safety reasons, in accordance with noise abatement procedures described in operating manuals and shall comply with the following instructions: - avoid increases in power and thrust during final approach; - comply with maximum indicated airspeed of 200 kt MAX at points shown on approach charts; - landing gear extension recommended after passing NC. Reverse thrust On landing, reverse thrust and propeller reverse pitch should not be used beyond idle power other than for safety or operational requirements. Exemptions Dispensations Exemptions The provisions specified in paragraphs 1.1 to 1.6 do not prevent the following aircraft from landing and/or taking-off under special circumstances: - aircraft performing humanitarian or ambulance flights; - for flight safety reasons for aircraft in emergency situations; - aircraft mentioned in Article L.110-2 of French Civil Aviation Code (military aircraft and French State aircraft); - aircraft operating government missions. Dispensations Dispensations from the regulations specified in Paragraphs 1.1 to 1.3 can be exceptionally given by the minister in charge of civil aviation. The flight captain can only waive the regulations defined in Paragraphs 1.1 to 1.6 and in paragraphs 2.1 and 2.2 if he thinks it is absolutely necessary for flight safety reasons. The ATC unit can, for flight safety reasons, issue clearance waiving the regulations specified in Paragraphs 1.4 to 1.6 and in paragraphs 2.1 and 2.2.
