Evolution of Hydraulic System Standards for Stationary Industrial Equipment

General Rules and Safety Requirements for Stationary Industrial

ISO 4413-2010

NFPA T2.24.1-2000 supplement ISO 4413-1998 ANSI/(NFPA/JIC) T2.24.1-1991 NFPA T2.24.1-1990 ISO 4413 General Rules -1979 JIC Hyd. Standard H-1 1973

and Mobile Equipment

Goals for the Revision of ISO 4413 and ISO 4414 by ISO TC131/SC9
Integrate safety provisions of EN982:1996. Comply with Machinery Directive 2006/42/EC. Expand scope to include mobile equipment Concurrently revise ISO 4413 and ISO 4414, maintaining common style and structure Integrate into ISO 4413 significant provisions of the NFPA T2.24.1 supplement and reservoir standards

ISO 4413 Clause 5 General Rules and Topics Covered

System operation and function Control of movements Unintended pressures Control of noise, leakage, temperature Installation, transportation, handling Maintenance

ISO 4413 is a Type B Standard in the Machinery Safety Standards Hierarchy

Type A standards (basic safety) Type B standards (generic safety standards)
Basic concepts and principles applicable to all machinery One safety aspect or type of safeguard applicable to a wide range of machinery Detailed requirements for a particular machine or group of machines

Type C standards (machine safety standards)

When a type C standard deviates from one or more provisions of a type B standard, the type C standard takes precedence. (See ISO 12100-1 for complete definitions)

ISO 4413 Clause 5 Safety Requirements

Consider all intended system operation and use Includes foreseeable misuse Perform a risk assessment in accordance with ISO 14121-1 Complete a control system risk assessment per ISO 13849-1 or acceptable alternative

Risk Assessment Based on ISO 14121-1

Use the Type C standard for the machine as a template, if one exists
Determine limits of the machinery Identify Hazards Estimate Risks Evaluate Risks
Risk adequately reduced?

Yes

END

No Eliminate or Reduce Risks

Categories of Hazards Addressed in ISO 4413 Annex A

Assembly Installation Adjustment Uninterrupted system operation Ease and economy of maintenance Reliable operation in all intended uses Energy efficiency Environment

Actions to Address Identified Risks

Follow ISO 12100-1 hierarchy

1. Inherently safe design measures

2. Safeguarding and complementary protective measures 3. Information for use from the supplier

(Eliminate risks by design where possible)

4. Protective measures taken by the user

Warning signs, signals, or devices at the machine Warnings in the instruction manual Procedures, supervision, permit to work systems Additional safeguards Training, use of PPE

6 Verification of Safety Requirements
System verification (Identification, connections, function, no leakage) Through inspection and/or testing Documentation and identification Maintenance and operating data Certificates and safety data sheets, as required Special requirements for gas loaded accumulators

7 Information for Use

8 Identification Statement

Voluntary conformance declaration
