Ensuring Safe Design and Construction Contraventions and Enforcement

INTRODUCTiON

In a densely built-up area like Singapore, special attention should be paid to ensure construction works are designed and carried out safely, so as not to compromise the safety of the workers, the public, as well as the surrounding buildings. It is therefore important for the stakeholders of the industry to comply with regulations and follow good practices while performing construction works.

OBJECTiVES

In this seminar, experienced speakers from regulatory agencies such as BCA, MOM and NEA will share on the common contraventions detected on sites and the enforcement actions taken to reduce such incidents. Information on how proper design and construction works can be carried out such that the works will not cause danger to the public/workers or damage to the surrounding properties will also be shared.

SEMiNAR CONTENT
TOPiC 1: LEARNiNG FROM BUilDiNG FAilURES Buildings do collapse due to lapses in design process, carelessness in supervision, substandard materials being used for construction, incompetent persons taking charge of the design or supervision and occurrence of unusual or extreme loadings. In this presentation, case studies of building collapses will be shared to highlight the learning points. TOPiC 2: ENSURiNG SAFE DEMOliTiON WORK A successful and safe demolition of building requires careful planning and execution so as to mitigate potential risks. The presentation will outline key duties of stakeholders under the Building Control Act and its regulations. It will share good demolition practices, which are key factors for successful completion of demolition work. TOPiC 3: RAiSiNG STANDARDS OF CRANE SAFETY iN SiNGAPORE - A COllABORATiVE APPROACH Workplace incidents involving cranes continue to be a key concern in Singapore. This presentation outlines the three-pronged total system approach taken by MOM, to address workplace accidents involving cranes, which includes Enhancing Capability and Competency, Enhancing Awareness of Key Issues as well as Strengthening Standards and Practices. TOPiC 4: INADEQUACiES iN ERSS SUBMiSSiON AND EXECUTiON STAGES It is always a challenge to design and build earth retaining and stabilizing structures especially adjacent to MRT tunnels and existing older buildings. This presentation will share some experiences in the checking of ERSS submission and ndings during site inspections at the execution stages. TOPiC 5: WSH iN CONSTRUCTiON SECTOR iN SiNGAPORE Despite an overall improvement in Workplace Safety and Health (WSH) standards in Singapore over the past few years, the gains in the construction industry is still limited. This presentation will provide the key focus areas as well as our approach in improving safety management within the industry. Accident case studies will also be included to highlight the learning points. TOPiC 6: CONTRAVENTiONS ON SiTE Construction works proceed with many queries in mind on whether the works carried out are in accordance with the Act and Regulations. This presentation will showcase common noncompliances detected during BCA inspections and the enforcement actions taken by BCA. TOPiC 7: REGUlATiONS ON CONTROl OF NOiSE AT CONSTRUCTiON SiTES With developments getting nearer to each other and with the increase in expectation for a quality living environment, more effective control and management of noise from construction projects is required. This session will share with the participants the new regulatory controls, prole of construction noise complaints and some best practices in noise control. TOPiC 8: ISSUES ON BORED PilE DESiGN AND CONSTRUCTiON The speaker will highlight common causes of pile defects, and share with audience good practices that stakeholders including developers, pile designers and piling contractors can embrace to minimise pile defects to ensure that our buildings are built on sound foundation.

His portfolio in BCA includes formulating and reviewing policies on building safety, and overseeing the safety of buildings and infrastructure projects. ER CHANG HENG CHOY, Principal Engineer, Bridges & Structural Steel Department, Building Engineering Group, BCA. He is a registered PE(Civil) with more than 20 years of experience. He is a senior member of the Institution of Engineers, Singapore and a BCA representative to the Singapore Concrete Institute. ER MOHD ISMADi, Deputy Director (OSH Specialists Department), Ministry Of Manpower. He has over 20 years of professional experience in the eld of Workplace Safety and Health (WSH) particularly in the areas of WSH Legislation, Operations, Management Systems, Pressure Vessel Safety and Lifting Equipment Safety. ER DR Li GUOJUN, Senior Geotechnical Specialist, Deep Excavation & Geotechnical Department, Building Engineering Group, BCA. He is a registered PE(Civil) and PE(Geo) with more than 20 years of experience. He majors in deep excavation works, tunnelling and major geotechnical works. MR KEViN TEOH, Director (Occupational Safety & Health Inspectorate) Occupational Safety & Health Division, Ministry of Manpower. He focuses on reducing risks from safety and health hazards through the inspection of workplaces, the investigation of accidents and the conduct of enforcement actions. ER TAN GEOK LEE, Senior Engineer, Construction & Enforcement Department, Building Engineering Group, BCA. Er Tan is a registered PE (Civil) with more than 20 years of experience. Her experiences were mainly gained from major civil infrastructure projects. MR SiVAPAlAN PERUMAl, Engineer, Pollution Control Department (PCD), National Environment Agency. He is involved in the enforcement of the regulatory requirements on construction noise. He is also implementing noise management plans for major construction projects. ER DR YET NAi SONG, Principal Geotechnical Specialist, Deep Excavation & Geotechnical Department, Building Engineering Group, BCA. Dr Yet is registered as PE(Civil) Spore, PE(Civil) Msia, PE(Geo) and AC(Geo). He has more than 20 years of experience in Geotechnical Engineering.
