(Project) Associate

HQ, Washington DC The primary function of this Project Associate position is to provide general project management and proposal management assistance to Technical Practice areas and the Practice Leads. The role involves direct client and partner relationship, research, analysis, project management and intelligence gathering in a flexible, dynamic work environment. The incumbent will work collaboratively with Partners, colleagues and client teams. The incumbent is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and to work respectfully with Dexis colleagues. The job requires adherence to Dexis policies & procedures. Key Responsibilities: A. PROPOSAL MANAGEMENT Pre-Request for Proposal (RFP) Identifies new RFP leads from sources such as GovWIN, FBO and presents to Practice Leads for approval Supports Practice Leads in analyzing RFP requirements via client site visits Assists Practice Leads and senior teams in forging new partnerships with other key players to gather competitive information. Sources, selects and proposes personnel for RFP submission Prepares an estimated budget for each new pre-award activity planned, under the overall supervision of Practice Leads

Initiates the Expression of Interest process, identifies the SME/Capture Team and presents to Practice Leads for approval

RFP activities Assists Practice leads in confirming the SME/Capture Team and partnerships. Recruits personnel identified at pre-RFP stage managing the entire recruitment cycle, coordinates with Dexis Corporate HR where required. Drafts sections on Personnel Response and Corporate capabilities statement Assists Practice Leads in drafting Technical Response, Management Plan, Budgets and Cost notes working closely with Cost and Pricing Manager Coordinates with partners, clients and bid teams on RFP Manages production, establishes proposal guidelines (matrix, compliances) Post-RFP Updates and notifies partners and project personnel, coordinates the negotiation stage Maintain records of pre-RFP, RFP and Post-RFP documentation in Dexis KM systems such as Egnyte, Corporate & Practice Brag Book B. PROJECT MANAGEMENT Project Start-up activities Ensures Direct Labor Short-term Technical Assistance (STTA), Long-term Technical Assistance (LTTA) orientation Manages Direct Labor mobilization and verifies compliance with Dexis 32-point checklist Sets up project collaboration in Basecamp, Listserv; organizes Internal Kick-off meetings, oversees Direct Labor setup working closely with Embassy for international locations Assists Contracts Manager to set up sub-contractors, offices and local registration in International locations, filing and uploading contract related records in Dexis KM systems Deltek, Egnyte, Contract Logix Project Implementation/Operations Provides general project operations assistance to project technical staff and backstops projects /country programs in assigned Practice Area on a regular basis through e-mail and phone calls, Assists Practice Leads in general client engagement and in risk management of client/personnel contracts violation Assists Contracts Manager in contract compliance and financial tracking Provides scheduled and ad-hoc financial and/or budget reports. Drafts and finalizes reports for project quarterly, annual and close-out reports for internal and external use. Tracks and manages Project Accounts Receivables (invoices) and Accounts Payables (field expense reports, timesheets)

Manages project related procurement in accordance with client and Dexis policies Compiles, analyzes, and summarizes financial and project operational data using various database programs for inclusion in reports or presentation materials.

Close out activities Manages demobilization of Personnel and Facilities (where applicable) and financial reconciliation (travel claims, timesheet, invoices) Assists Practice Lead in contract close-out notifications, conducting exit survey/interviews, past performance setup (CPAR, PPR, Website Blurb) Maintain filing system for project administrative, financial, and technical documents in Dexis KM systems such as Egnyte, Corporate & Practice Brag Book

Undertake any other duties which may from time to time be required; this service schedule is not intended to be either prescriptive or exhaustive but is issued as a general guideline to the main areas of responsibilities and allows for the substitution of others to maximize the qualitative outputs. JOB REQUIREMENTS Experience, Skills, and Knowledge: Requirements: 2-5 years of project planning and budget control experience in a research, consulting practice, non-profit or international development environment. Experience working on applied research and project monitoring and evaluation for donorfunded projects (experience with USAID-funded projects highly desirable) as well as exposure to developing countries. Strong analytical, financial, quantitative and qualitative research skills and/or evaluative skills required. Strong written and oral communication skills, excellent writing, editing and research skills are required. Proficient in all Microsoft Office Products.

Qualifications a. Bachelors degree in business, finance, international relations, public health, or related field required.
