INSTRUCTIONS FOR CANDIDATES SELECTED FOR JULY 2010 COURSES AT AIR FORCE ACADEMY 1.

Name of candidates selected for Flying and Technical courses commencing in July 2010 are listed in alphabetical order and placed at Annexure A. 2. Please note that the selection is subject to medical fitness as given by the competent Air Force medical authority and having submitted requisite documents as proof of having achieved the minimum educational qualification for the course besides other qualifications. 3. All courses commence on 05 Jul 2010 at Air Force Academy, Dundigal, Hyderabad, Andhra Pradesh. Candidates are to report at Reception Cell located on Platform No. 1 of Secunderabad Railway Station between 1000 h 2000 h on 03 Jul 2010. Detailed instructions for compliance before reporting at AFA are placed at Annexure B. 4. Candidates are required to submit proof of acquiring qualifying degree with requisite marks by 15 Jun 10. If the condition has been complied with the Joining Instructions (JI) would be despatched to the address available at Air HQ by Registered Post. 5. In the event of the candidates inability to submit the certificates mentioned in before due date, the following procedure will be followed for issue of Joining Instructions (JI) to eligible candidates:(a) Eligible candidates in the Selection List (Annexure A) who are unable to produce requisite proof of acquiring the qualifying degree by 15 Jun 10 but are confident of doing so may seek entry on Additional Bond Basis. The authority letter to this effect along with Joining Instructions (Bond Basis) would be despatched to the address available at Air HQs on receipt of confirmation of Medical Fitness. (b) Such candidates would be provisionally inducted for training on submission of additional bond and submission of demand draft of Rs. 30,000/- (Rupees thirty thousand only) in favour of Commandant, Air Force Academy, payable at Secunderabad. The specimen copy of Bond which has to be executed is placed at Annexure C. (c) The Additional Bond and Demand Draft are NOT (R) NOT to be sent to Air HQ. They need to be carried along and handed over at the time of reporting at Air Force Academy. 6. Candidates joining on Additional Bond Basis will be required to produce the original / provisional degree and original mark statements of all semesters / years latest by 04 Sep 10 to the Training Wing Adjutant, Air Force Academy. On production of the proof, the deposit of Rs. 30,000/- would be refunded in full. In case of failure to do so by 04 Sep 10, the training will be terminated and the cost of training would be adjusted against the Rs. 30,000/- deposited with Air Force Academy. 7. Candidates joining on additional bond basis are to deposit the following to the Training Wing Adjutant (TWA) on arrival at Air Force Academy in addition to all formalities given in Joining Instructions. (a) Joining Authority and Joining Instructions Booklet issued by Air HQ duly signed by JDPO 3 (A/B). (b) Original X and XII Std Pass certificates. (d) Original mark statements (upto VII semester / II Year, as applicable). (c) Additional Bond executed in Stamp Paper as given in Annexure C. (d) Certificate from the college Principal / University as given in Annexure D. (e) Draft for Rs. 30,000 (Rs. Thirty Thousand Only) in favour of Commandant, Air Force Academy, payable at Secunderabad.

8. These certificates and draft would be returned on production of required Original / Provisional degree and other relevant certificates. In case of termination of training, the certificates would be returned after recovery of cost of training. 9. It is reiterated that the aforesaid procedure is applicable only to those candidates whose name are in the Selection List and who are found to be medically fit. Candidates in the Appeal / Review Medical stage will be issued joining Instructions only if found fit by the authorized Armed Forces medical authority.

Note: This is the first selection list issued for courses commencing in Jul 2010. Some recommended candidates may not find their names in the current selection list. Subsequent selection list will be displayed in the web site on 28 Jun 10.

Annexure B

DETAILED INSTRUCTIONS FOR CANDIDATES REPORTING AT AIR FORCE ACADEMY, DUNDIGAL, HYDERABAD

TRAVELLING 1. You are entitled to travel by rail in Second Class Sleeper. If your home town is not connected to Secunderabad by rail you can travel by road. You will be entitled to road mileage allowance as admissible under the rules to Grade II officers. You are to travel at your own expense and the amount you are entitled to will be refunded by AFA Hyderabad. All candidates are to be in possession of train / bus tickets and supporting documents to claim the same. Airmen Candidates. You are entitled to travel by mode/class entitled to your present rank from your unit to Academy. RECEPTION 2. A Reception Cell is located on Platform No. 1 of Secunderabad Railway Station between 1000 h 2000 h on 03 Jul 2010. Your move from Railway Station to Air Force Academy will be arranged by the reception centre. The Movement Control Officer (MCO) at the railway station can also be contacted for guidance. REPORTING 3. Report for training on the due date and time as specified in the covering letter. Reporting late without proper authority is not permissible. In case you report early please make your own arrangement till you report to reception centre as per laid down instructions. DURATION OF TRAINING AND FITNESS 4. (a) variations. The duration of training will be 74/52 weeks. However, this period is subject to

(b) The training at AFA demands a very high level of physical fitness. Outdoor activities are given equal importance as academics. Failure to achieve the desired standards in outdoor training or academics will render your training to be terminated. Therefore, it is in your interest that you are physically and mentally prepared to undergo the rigours of training. You will be required to participate in athletics, cross country and games, so you should keep yourself fit to undertake physical exercise like sit ups, push ups, short and long distance running etc. If you have any sportswear/equipment like football boots, tennis racquet or golf sets, please bring them along with you. RAGGING 5. Ragging in any form is strictly prohibited at all Air Force Training Establishments. Such an act/ incident, if any, is to be brought to the notice of appropriate authority in the Training Establishment. ACCOMMODATION 6. You will be provided suitable accommodation during the period of training. It will be free of cost for those joining Flying/GDO Courses whereas on rent as per government rates would be charged from Under Training Flying Officers (i.e. of Tech Courses/Met branch of GDO

Course). Permission to live out under own arrangement will not be granted during training period. MESSING 7. Free Messing will be arranged in the Flight Cadets Mess as per the entitlement. You may be charged for allied services as per the current rates. MEDICAL 8. (a) Free medical facilities will be provided to you during training period. Please note that you will not be entitled to claim any compensation for any injury sustained while under training. If you have any injury or have fallen sick after your Air Force Medical Examination, you are to intimate AFA about the same on arrival. (b) A medical certificate as per proforma at Appendix B completed by you and a qualified medical practitioner is to be furnished to the AFA on your arrival. (c) You are required to continue to maintain your medical fitness for the said course. Another medical examination will be held immediately after you join AFA, wherein your medical fitness for commissioning in the Air Force, which was intimated to you vide your Initial/Appeal/Review Medical Board, held at AFCME/IAM/Air HQ/AFMC/AHRR, as applicable, will be re-confirmed. Any shortfall in medical fitness will lead to your being declared medically unfit to join the Air Force and you would be returned home. Please be especially careful about your weight, which should be within permissible limits of your ideal weight as has been informed to you at the time of Initial/Appeal Medical Examination at IAM/AFCME/Air HQ. LEAVE/DISCIPLINE 9. (a) While under training, no leave will be granted except on medical or compassionate grounds. Wedding ceremonies, festivals and similar occasions will not be considered as compassionate reasons for leave. The grant of leave will always be subject to exigencies of training. If a trainee officer fails to report at the academy after expiry of the leave period, his/her commission/cadetship is liable to be terminated in absentia. The cost of training and other expenses upon such termination become payable by him/her or his/her guarantor to the government, as in the case of voluntary withdrawal from training. (b) While undergoing training at AFA, you will be governed by the rules and regulations in force and those which may be laid down in future. An indifferent attitude towards training may amount to deliberate failure and termination of training and he/she may be required to pay the entire cost of training. U/T Flying Officers/Flight Cadets considered in disciplined and suspended on these grounds will be debarred from entering Defence Services in any capacity. AE & Met branch trainee officers will be governed by AF Act 1950 and rules thereof. Therefore, they may be tried by a Court Martial or punished otherwise for any of the offences as laid down in that Act. (c) Ex-airmen cadets/Under Training Fg Offrs are entitled for free railway conveyance on FRW by entitled Class, once annually during the term break to and from their homes. Free travel is not admissible to other cadets while proceeding on term break. CLOTHING 10. To equip you with correct kitting requirements during training, as also subsequently during your service career post commissioning, certain items (including various uniforms) will be issued to you on arrival at AFA, whose payment will be effected through the Outfit Allowance

which you will be entitled to. Certain other items will also be issued to you on arrival at AFA and payment effected subsequently. 12. In case of airmen candidates the cost of the items listed above would be met from the pay and allowances that they receive whilst their training at AFA. 13. The Academy is equipped with well stocked Canteen, to meet day to day requirements.

POCKET ALLOWANCE 14. You must carry at least Rs 10,000/- as pocket allowance to meet your initial kitting requirements. This is to meet the cost of kit issued to you and not covered by outfit allowance. This may be carried by a DD to be in favour of PMC, Flight Cadets Mess payable at Dundigal/Secunderabad/Hyderabad.

15. Also do bring along a pocket calculator. DECLARATION 16. The text of various declarations which have to be completed before your reporting for training are given at Appendices attached. Please read the text of the declarations carefully and submit them as per instructions. RESIGNATIONS/WITHDRAWAL 17. Please note that in case you wish to withdraw from training for any reason whatsoever or refuse to accept the commission, if offered, you will be required to pay the entire cost of training to the Government as per the undertaking given by yourself/your parents/guarantor. This amount will have to be deposited by you before your resignation or request for withdrawal from training is forwarded to the higher authorities by the Training Institute. DOCUMENTS 18. You are neither allowed to keep any pets in AFA nor any private servant. WILL 20. You are required to execute a WILL, the text of which is given at Appendix F and hand over the same at the AFA. MARRIAGE 21. Only unmarried candidates are permitted to join training. Unmarried excludes widows and divorcees even though without encumbrances. However, marriage is no bar for candidates above 25 years. You will not be permitted to marry during the period of training. You will not be allowed to live with family during the period of training, even if you are married and above 25 years of age. FOR AIRMEN CANDIDATES 22. (a) Airmen candidates will report for training with their full kit. Items for personal and public clothing will be deposited in AFA Lgs Section on form IAFF(Q) 402. On completion of training action in terms of AFO 289/74 will be taken to dispose off the kit. (b) All loans taken from non-public and/or Benevolent Funds are to be returned prior to the airmen proceeding for training. ADDRESS FOR CORRESPONDENCE 23. Your provisional commission/SSC is also subject to satisfactory verification of your character and antecedents by the police/civil Government authorities. Your commission will be terminated forthwith in the event of adverse report being received from the police/civil Government authorities. PAY/STIPEND 25. For Flying / GD Branches : As Flight Cadets, you will receive a fixed stipend of Rs 21,000/- per month, for the full period of training. On successful completion of training you will be commissioned in the rank of Flying Officer and your pay will be in the pay band of Rs.15600/- to Rs.39100/-. For Met branch only : The stipend will be converted to pay for all purposes on successful completion of training with retrospective effect and the allowances admissible on such pay will be paid thereupon on such conversion. For Tech Branches : On commissioning as a U/T Flying Officer, your pay in the integrated pay band of Rs.15600/- to Rs.39100/-. will be

ALLOWANCES 26. Flying /Technical Allowance. Officers of these branches are entitled to these allowances at the rate and conditions laid down. 27. Separation Allowance. Married Officers posted to Units/Formations located at nonfamily stations/areas notified as such by the government for this purpose, where families are not permitted to accompany them, will receive separation allowance. Dearness and Compensatory Allowance. 28. at the rates and conditions laid down for civilians. Officers are entitled to these allowances

29. You will also be eligible for Kit Maintenance Allowance, Outfit Allowance and Qualification Pay Grant as per existing rules. 30. Free Ration. Officers of all ranks are entitled to free ration for themselves in kind.

GROUP INSURANCE 31. You will be insured for Rs. 30.00 lakhs on contribution as applicable to serving officers from the day your training commences. 32. Gratuity. On completion of your tenure you shall be paid Gratuity at the rates applicable to PC/SSC officers of the IAF from time to time. TERMS AND CONDITIONS OF SERVICE 33. You shall not be deemed to be commissioned in the Air Force until you have subscribed to an oath/affirmation of allegiance (Appendix A) which will be administered to you at AFA. Should you fail to take such oath/affirmation you shall not be allowed to join the Course and no TA/DA shall be admissible to you for reporting to or returning from the AFA. You shall also be debarred from joining the Air Force at any time in the future. Further, failure to take an oath/affirmation of allegiance even after Commissioning, as and when directed by the authority, will entail termination of your Commission on that ground, and for the purposes of your liability to repay to the Government the entire training costs and other expenses, such termination shall be deemed to be due to the cause within your control. 34. Terms and Conditions of service for various branches are as governed by government rules amended from time to time. VISITORS 35. The visits by Parents / Guardians to trainers adversely affect the training and the trainees emotional balance. Hence no Parents / Guardians / Friends are allowed to visit trainees while undergoing training at AFA. However, under exceptional circumstances visit by Parents / Guardians may be permitted with prior concurrence of the Commandant, Air Force Academy.

Appendix D DECLARATION-BOND AND CERTIFICATES TO BE COMPLETED BY CANDIDATES BEFORE REPORTING FOR TRAINING (Not applicable for airmen candidates) BOND / CONVENANT TO BE SIGNED BY PARENT / GUARDIAN AND THE SELECTED CANDIDATES Instructions (a) A Bond (or convenant) as per text given overleaf is to be executed by the parent or guardian and the selected cadet immediately on acceptance of offer of selection. It should be executed or stamped until the candidate has been finally selected by the Government for admission. The Guarantor and the Candidate must sign all papers in such manner that no further addition can be made. (b) It should be executed on non-judicial stamp paper of value Rs. 100/-. Necessary stamp paper is to be purchased by the Guarantor (for explanation of the term Guarantor see (c) below) from the local revenue officer. The value of stamp paper on which the agreement (i.e. the bond) has to be executed should be ascertained by the Guarantor from the superintendent of stamps of the District in which he normally resides. The bond is a security bond and for purpose of stamp duty comes within ambit of Article 57 (b) of first schedule of Indian Stamps Act 1989. (c) The word Guarantor means parent (father) or guardian as the case may be. The bond should not be executed by the mother of the cadet in case the father is alive. Now it is agreed between the parties referred to above that in consideration of the Cadet being selected by the Government for the purpose of the aforesaid training, the Guarantor convenants with the Government that the Cadet will attend the aforesaid training as the Government may determine from time to time for the prescribed periods or until he/ she is declared fit (as to which the decision of the appropriate authority prescribed by the Government for the time being shall be final) to be granted a commission and the Cadet will, if offered a commission as an officer in the IAF, accept such commission, unless he/ she, the Cadet is prevented from doing so by death or on account of ill health or some other reason over which the Cadet, has no control or by being removed on the ground that the Cadet is considered by the said appropriate authority to be unfit to continues as a Cadet or to be commissioned. 4. I an account of his/ her termination of his/ her cadetship for knowingly furnishing false particulars or suppressing material information in his/ her application for admission to the IAF or for marrying while under training at the IAF or for any reason not beyond the control of the Cadet he/ she does not complete the prescribed period of his/ her training or he/ she, the Cadet does not accept a commission, if offered, as consented above, then the Guarantor and the Cadet shall jointly and severally, be liable to pay forthwith to the Government in cash such sum as the Government shall fix, but not exceeding such expenses as shall have been incurred by the Government on account of the Cadet on his training and all money received by the Cadet as pay and allowances from the Government together with interest on the said money calculated at the rates in force for Government loans. 5. And it is lastly agreed that in any dispute as to effect or meaning of these presents, the decision of which has not been expressed herein before provided for, the same shall be referred to the decision of some person appointed by the Secretary to the Government of India in the Ministry of Defence, whose decision shall be final.
