BulSU Bulacan State University (BulSU) is a state-funded institution of higher learning established in 1904 and converted into a university

ty in 1993 by virtue of Repeublic Act 7665. The University has four campuses located in the province of Bulacan. Its seven-hectare main campus is located in the City of Malolos, the capital of Bulacan. The external campuses are: Bustos Campus in the town of Bustos, Sarmiento Campus in the City of San Jose Del Monte, the Meneses Campus in the town of Bulakan VISION : A recognized leader for excellence in instruction, research, extension and production services, a key player in the education and formation of professionally competent, service oriented, and productive citizens, and a prime mover of the nation's sustainable socioeconomic growth and development. BulSU ELECTRICAL ENGINEERING DEPARTMENT The College of Engineering had its beginning when the five-year civil and mechanical courses were offered in 1970. In 1978, the degree of Bachelor of Science in Electrical Engineering was offered with Engr. Mauro S. Tolentino as the department head, then on November 1981 he was replaced by Engr. Efren Pagtalunan for one and one half month and on January 6, 1982 Engr. Divinia B. Abracosa replaced him as department head. Vision : Empower engineering graduates making them responsive to ever changing local and international environment. Mission : The primary thrust of the College of Engineering is to provide instruction and training in the various engineering discipline reinforced with desirable work attitudes and ideals, leadership skills and work competencies capable of responding to the needs of the region and the demands of global standards. Goals : Ensuring the attainment of empowered and globally competitive graduates through: o Quality and Excellence. The College of Engineering shall channel its resources to develop empowered graduates who can respond effectively to regional, national and global engineering needs in the context of rapid social and technological change. o Relevance and Responsiveness. It will endeavor to provide quality higher education that will nurture the analytical problem-solving and professional skills of the students.

IEEE (INSTITUTE OF ELECTRICAL AND ELECTRONICS ENGINEERS) IEEE, an association dedicated to advancing innovation and technological excellence for the benefit of humanity, is the worlds largest technical professional society. It is designed to serve professionals involved in all aspects of the electrical, electronic, and computing fields and related areas of science and technology that underlie modern civilization. IEEE, pronounced "Eye-triple-E," stands for the Institute of Electrical and Electronics Engineers. However, as the world's largest technical professional association, IEEE's membership has long been composed of engineers, scientists, and allied professionals. These include computer scientists, software developers, information technology professionals, physicists, medical doctors, and many others in addition to IEEE's electrical and electronics engineering core. For this reason the organization no longer goes by the full name, except on legal business documents, and is referred to simply as IEEE.

PRC (PHILIPPINE REGULATORY COMISSION) The PRC has one of the most daunting mandates in national development, as it regulates and supervises the practice of the professionals who constitute the highly skilled manpower of the country. As the agency-in-charge of the professional sector, the PRC plays a strategic role in developing the corps of professionals for industry, commerce, governance, and the economy. Professional regulation impacts not only on the lives of the 2.4 million registered Filipino professionals from 42 various fields and the hundreds of thousands of aspiring professionals who take the licensure examinations every year. More, so, PRC affects the lives of every Filipino relying on the services of the professionals. PRC has in the past been tagged as the cradle of anomalies and fixing activities. Examination leakages easily got their way into review center and examination sites. Professional licenses and Board Certificates can easily be bought along C. M. Recto Avenue. Syndicates and fixers freely roamed the agencys premises. No doubt, the PRC has been generally misconstrued and unappreciated by the general public and even by the professionals it is mandated to serve. PRC mandate has then gone far beyond licensing board passers into promoting and sustaining a corps of world-class, technical proficient, and ethically competent Filipino professionals.

AIEE (AMERICAN INSTITUTE OF ELECTRICAL ENGINEERS A new organization to support professionals in their nascent field and to aid them in their efforts to apply innovation for the betterment of humanity. The AIEE became increasingly focused on electrical power and its ability to change peoples lives through the unprecedented products and services it could deliver. There was a secondary focus on wired communication, both the telegraph and the telephone. Through technical meetings, publications, and promotion of standards, the AIEE led the growth of the electrical engineering profession, while through local sections and student branches, it brought its benefits to engineers in widespread places.

Mandate Nurture Filipino Professionals towards technical proficiency and civic responsibility in the service of the Filipino nation Republic Act 8981 mandates the following: 1. Institutionalization of centerpiece programs Full computerization careful selection of Professional Regulatory Board members, and monitoring of school performance to upgrade quality of education Updating of organizational structure for operational efficiency and effectiveness; Strengthening of PRC's enforcement powers, including regulatory powers over foreign professionals practicing in the country; Authority to use income for full computerization; and Upgrading of compensation and allowances of Chairperson to that of a Department Secretary and those of the Commissioners to that of Undersecretary.

IRE (INSTITUE OF RADIO ENGINEERS) The IRE was modeled on the AIEE but was devoted to radio, and then broadly to electronics. It also furthered its profession by linking members through publications, standards, and conferences and encouraging them to organize local sections and meetings to exchange information and ideas.

THE SOCIETIES CONVERGE AND MERGE Through the help of leadership from the two societies, and with the applications of its members' innovations to industry, electricity wove its way more deeply into every corner of life, through television, radar, transistors, and computers. Increasingly, the interests of the societies overlapped. On 1 January 1963, the AIEE and the IRE merged to form the Institute of Electrical and Electronics Engineers, or IEEE.

Vision : The Professional Regulation Commission is the instrument of the Filipino people in securing for the nation a reliable, trustworthy and progressive system of determining the competence of professionals by credible and valid licensure examinations and standards of professional practice that are globally recognized. Mission : To deliberately, scientifically and consistently determine the competence of professionals through the provision of professional standards and judicious issuance of professional license. Vision statement : IEEE will be essential to the global technical community and to technical professionals everywhere, and be universally recognized for the contributions of technology and of technical professionals in improving global conditions.

Functions Quasi-Judical : Investigates cases against erring examinees and professionals. Its decisions have the force and effect of the decisions of a court of law, with the same level of authority as a Regional Trial Court. After the lapse of the period within which to file an appeal, Commission decisions become final and executory. Quasi-Legislative : Formulates rules and policies on professional regulation. When published in the official gazette, these rules have the force and effect of law. Executives : Administer, implements, and enforces the regulatory policies of the national government, including the maintenance of professional and occupational standards and ethics and the enforcement of the rules and regulations relative thereto.

IIEE (Institute of Integrated Electrical Engineers of the Philippines, Inc.) organization of electrical practitioners and the only accredited professional organization (APO) of electrical practitioners by the Professional Regulation Commission (PRC). Founded in 1975, the organization, which started with 500 members, has now 23,000 members and more are joining. IIEE is committed to (1) upgrade the professional credentials of its members through the Continuing Professional Education (CPE) programs; (2) enhance their social standing through the promotion of high ideals of integrity and ethics; (3) facilitate advancement of technology transfer through carefully conceived educational and training programs; (4) provide opportunity for regular interaction among electrical practitioners.

BEE (BOARD OF ELECTRICAL ENGINEER) Under the Commission are the forty-six (46) Professional Regulatory Boards which exercise administrative, quasi-legislative, and quasi-judicial powers over their respective professions. The 46 PRBs which were created by separate enabling laws, perform these functions subject to review and approval by the Commission: o Prepare the contents of licensure examinations. Determine, prescribe, and revise the course requirements o Recommend measures necessary for advancement in their fields o Visit / inspect schools and establishments for feedback o Adopt and enforce a Code of ethics for the practice of their respective professions o Administer oaths and issue Certificate of Registration o Investigate violations of set professional standards and adjudicate administrative and other cases against erring registrants o Suspend, revoke, or reissue Certificate of Registration for causes provided by law

MISSION : To deliver high-quality products and services in order to instill excellence in the Electrical Practitioner, and to enhance the technical profession to enable it to make positive contributions to national development. VISION: To be the best and most prestigious professional technical organization in the Philippines. OBJECTIVES: To enroll the membership and unite all registered electrical engineers and master electricians into one dynamic, national association. To promote the interest and protect the rights of all members in the exercise of their profession. To foster and maintain high ethical standards in the electrical engineering profession. To advance the technical knowledge and encourage technical cooperation among the members through exchange of information, ideas and experience and the periodic staging of technical seminars and other activities. To promote closer ties and fellowship among the members of the profession and with other engineers and associated technologists. To cooperate with other engineering and technical societies and/or with the agencies of the Republic of the Philippines in all endeavors which enhance public service and the common will. To encourage the study of the science of electrical engineering and allied sciences, and to promote their practical applications. To promote and encourage researches in electrical engineering and allied sciences. To give guidance to young electrical engineers, master electricians, practitioners of other electrical trades and students of electrical engineering. To cooperate with the Professional Regulation Commission (PRC), and other government entities and other technical associations in the continuous upgrading of electrical engineering practice and education.

Practice of Electrical Engineering : A person is deemed to be in the practice of electrical engineering when he renders or offers to render professional electrical engineering service in the form of: Consultation, investigation, valuation and management of services requiring electrical engineering knowledge; Design and preparation of plans, specifications and estimates for electric powers systems, power plans, power distribution system including power transformers, transmissions lines and network protection, switchgear, building wiring, electrical machines, equipment and others; Supervision of erection, installation, testing and commissioning of power plans, substation, transmission lines, industrial plans and others; Supervisions of operation and maintenance of electrical equipment in powers plants, industrial plants, watercrafts, electric locomotives and others; Supervisions on the manufacture and repair of electrical equipment including switchboards, transformers, generators, motors, apparatus and others; Teaching of electrical engineering professional subject; and Taking charge of the sale and distribution of electrical equipment and systems requiring engineering calculations or applications of engineering data.

EPIRA (ELECTRIC POWER INDUSTRY REFORM ACT OF 2001) Designed to bring down electricity rates and to improve the delivery of power supply to end users by encouraging greater competition and efficiency in the electricity industry. These reforms are aimed at making sure our country will have reliable and competitively priced electricity. The strategy is to put an end to monopolies that breed inefficiency, encourage the entry of many more industry players, and generate competition that will benefits consumers in terms of better rates and services. These Rules are promulgated under the authority of the DOE to formulate, in consultation with relevant government agencies, Electric Power Industry Participants, non-government organizations, End-users and consumers, such rules and regulations as may be necessary to implement the objectives of the Act and pursuant to the exercise of such other powers as may be necessary or incidental to attain the objectives of the Act. These Rules shall govern the relation and responsibilities of Electric Power Industry Participants and governmental authorities, including but not limited to: the DOE, NPC, NEA, ERC and PSALM.

Encourage private sector investments in the electricity sector and promote development of indigenous and Renewable Energy Sources including small-scale renewable energy generating sources Develop and update annually the existing Philippine Energy Plan, hereinafter referred to as PEP, which shall provide for an integrated and comprehensive exploration, development, utilization, distribution, and conservation of energy resources, with preferential bias for environment-friendly, indigenous, and low-cost sources of energy. Prepare and update annually a Power Development Program (PDP) and integrate the same into the PEP

Responsibilities of the NPC (National Power Corporation) NPC shall remain as a National Government-owned and -controlled corporation to perform the missionary electrification function through the Small Power Utilities Group (SPUG) and shall be responsible for providing power generation and its associated power delivery systems in areas that are not connected to the transmission system NPC/PSALM may continue to generate and sell electricity only from the undisposed generating assets and IPP contracts of PSALM. NPC/PSALM shall not incur any new obligations to purchase power through bilateral contracts with Generation Companies or other Suppliers

Declaration of Policy It is hereby declared the policy of the State: To ensure and accelerate the total electrification of the country To ensure the quality, reliability, security and affordability of the supply of electric power To ensure transparent and reasonable prices of electricity in a regime of free and fair competition and full public accountability to achieve greater operational and economic efficiency, promote consumer choice and enhance the competitiveness of Philippine products in the global market To enhance the inflow of private capital, participation in the attendant risks, and broaden the ownership base of the power generation, transmission and distribution sectors To ensure fair and non-discriminatory treatment of public and private sector entities in the process of Restructuring the electric power industry To protect the public interest as it is affected by the rates and services of electric utilities and other providers of electric power To assure socially and environmentally compatible energy sources and infrastructure To promote the utilization of indigenous and new and renewable energy resources in power generation in order to reduce dependence on imported energy To provide for an orderly and transparent Privatization of the assets and liabilities of the NPC To establish a strong and purely independent regulatory body and system to ensure consumer protection and enhance the competitive operation of the electricity market To encourage the efficient use of energy and other modalities of Demand Side Management (DSM)

Responsibilities of the NEA (National Electrification Administration) NEA shall continue to be under the supervision of the DOE The new NEA is a revitalized corporation focused on strengthening its partners in the rural electrification program, the electric cooperatives, by ensuring that they become more efficient, reliable and globally competitive.

Responsibilities of the ERC (Energy Regulatory Commission) the ERC shall have the responsibility of promoting competition, encouraging market development, ensuring customer choice, and penalizing abuse of market power in the electric power industry To promote efficiency and non-discrimination, It shall fix and regulate the rates and charges to be imposed by Distribution Utilities on their Captive Market as well as the Universal Charge to be imposed on all electricity End-users including self-generating entities The ERC shall set the criteria for eligibility and authorize eligible Generation Companies, Distribution Utilities, Suppliers, IPP Administrators, End-users and other entities authorized by ERC in accordance with the Act for membership in the WESM. For the purpose of ensuring a greater supply and rational pricing of electricity, the ERC shall enforce the rules and regulations governing the operations of WESM and the activities of the WESM Operator and other WESM Participants. In cases of national and international security emergencies or natural calamities, it can suspend spot market operations within the WESM the distribution rates should unbundle at least the following business activities or assets: supply, distribution, and such other services as the ERC may determine

Responsibilities of the DOE (Department of Energy) Ensure the reliability, quality and security of supply of electric power Jointly with the Electric Power Industry Participants, establish the Wholesale Electricity Spot Market (WESM) and formulate the detailed rules governing the operations thereof Establish and administer programs for the exploration, transportation, marketing, distribution, utilization, conservation, stockpiling, and storage of energy resources of all forms, whether conventional or non-conventional Exercise supervision and control over all government activities relative to energy projects

Responsibilities of the PSALM (Power Sector Assets and Liabilities Management Corporation) PSALM shall take ownership of all existing NPC generation assets, liabilities, IPP (Individual Power Producer) contracts, real estate and all other disposable assets. All outstanding obligations of NPC arising from loans, issuances of bonds, securities and other instruments of indebtedness shall be transferred to and assumed by PSALM The PSALM shall formulate and implement a program for the sale and Privatization of the NPC assets and IPP contracts and the liquidation of NPC Debts and Stranded Contract Costs in accordance with the Act the PSALM shall assume all outstanding financial obligations of ECs to NEA and other government agencies arising from their respective Rural Electrification Program. This shall be done in accordance with the program duly approved by the President of the Philippines

WESM (Wholesale Electricity Spot Market) the DOE shall establish a WESM composed of the WESM Participants. For this purpose, the DOE shall, jointly with Electric Power Industry Participants, promulgate the WESM Rules, and undertake actions The WESM Rules shall provide the mechanism for identifying and setting the price of actual variations from the quantities transacted under contracts between sellers and purchasers of electricity. The WESM Rules shall include rules governing the central scheduling and dispatch, and settlement of quantities sold and purchased under bilateral contracts in order to identify variations therefrom. The WESM Rules shall also reflect accepted economic principles and provide an open, competitive market for all WESM Participants Provide an efficient, competitive, transparent and reliable spot market

TRANSCO (National Transmission Corporation) Act as the system operator of the nationwide electrical transmission and Subtransmission System, transferred to it by NPC Provide open and non-discriminatory access to its system to all electricity users Ensure and maintain the reliability, adequacy, security, stability and integrity of the Grid in accordance with the performance standards for the operation and maintenance of the Grid, as set forth in the Grid Code and the Distribution Code

REGISTERED MASTER ELECTRICAIN field of practice includes theinstallation, wiring, operation, maintenance and repair of electrical machinery, equipment and devices, in residential, commercial, institutional, commercial and industrial buildings, in power plants, substations, watercrafts, electric locomotives, and the like: Provided, That if the installation or the machinery is rated in excess of five hundred kilovoltamperes (500 Kva), or in excess of six hundred volts (600 V) the work shall be under the supervision of a professional electrical engineer or a registered electrical engineer.

PEC (Philippine Electrical Code) Practical Safeguarding: The purpose of this code is the practical safeguarding of persons and property from hazards arising from the use of electricity Adequacy: This Code contains provisions that are considered minimum requirements necessary for safety. Compliance therewith and proper maintenance will result in an installation that is essentially free from hazard but not necessarily efficient, convenient, adequate for good service or future expansion of electrical use. Intention: This code is intended for the exclusive use of licensed electrical practitioners (PEE, REE, and RME). This code is not intended as a design specification nor an instruction manual for a nonlicensed electrical practitioner, unless under the supervision of a licensed electrical practitioner.
