That a warning notice be issued to the Richmond School Governing Body under the powers delegated to the Local Authority within Part 4 of the Education and Inspections Act 2006.

Part 4 of the Education and Inspections Act 2006 defines when maintained schools are eligible for interventions by Local Authorities. The issuing of a warning notice to governors is due to the serious concerns of the Local Authority about the governance of the school. It is the LAs view that the breakdown of the relationship between the governors, headteacher and leadership team in the school has seriously compromised the schools capacity to address school improvement issues and to promote high standards of educational achievement. Richmond School is eligible specifically for intervention under Section 60(2) which states a Local Authority may use its powers of intervention when: the safety of pupils or staff at the school is threatened (whether by a breakdown of discipline or otherwise., and/or there has been a serious breakdown in the way the school is managed or governed which is prejudicing, or likely to prejudice, standards of performance
