In Januaryand February2007, VeraJones, forher companyD. M.Jones Construction,Inc,
personallyprovidedseveralwritingsto theEffinghamCountyFinance Departmentand Public
WorksDepartment,falsely claimingthat Effingham County, Georgia, apoliticalsubdivisionofthe
State ofGeorgia, was indebtedtoher closelyheld companyinthe amountof $739,844.00.(See
ExhibitAcontaining4pagesincludingInvoicedated 1/31/07 andvariousemailsof VeraJones).
The paymentof$739, 844.00 to D.M.JonesConstructionCompany, Inc. was not approvedbythe
EffinghamCounty Commissionersatapublic meetingnor inexecutivesession. The refusal ofthe
said Commissionerstoauthorizethe paymentof$739,844.86was known by VeraJoneswho was
notified of such refusal. At no time has the Effingham County Board of Commissioners authorized
payment of the amount of $739,844.86 to Vera Jones or to her company, DM Jones Construction,
Inc. Without authorization, the County Finance Department issued a check to DM Jones
Construction Company, Inc. by delivery to Vera Jones, check #0913, dated 2/14/07 in the total
amount 01'$739,844.86 drawn on accounts of Effingham County, Georgia. (See Exhibit B).
Vera Jones, in her individual and official capacity as an officer ofDM Jones Construction, Inc., a
closely held company owned by herself and her husband, negotiated the check, knowing, at the time
of such negotiation, that the check tor $739,844.86 was not authorized by the Effingham County
Board ofCommissioners and with knowledge that an error had occurred.
The Effingham County Board of Commissioners learned of the issuance of the check within days
and promptly notified Vera Jones, individually and as an officer ofDM Jones Construction, Inc.,
that the check obtained by Vera Jones was erroneous, The Board of Commissioners demanded
immediate return of the funds.
Vera Jones, on behalf of the company in which she held an official position and from which she
obtained financial support, refused to return the money, individually and on behalf of the closely
held company.
As of the date of this challenge, DM Jones Construction Company, Inc. and Vera Jones have failed
to return the monies to the taxpayers of Effingham County, Georgia, and continue to hold such
public monies in the amount of$739,844.00 PLUS INTEREST AT THE HIGHEST LEGAL RATE
from February 14,2007 to the detriment of the taxpayers and citizens of Effingham County,
Georgia which has suffered the loss of many programs dedicated to the well-being of mentally and
physically challenged children and young adults, the loss of revenues used for the nourishment and
care of needy children, and the loss of funds for roads, schools, hospitals, and recreational
improvements.
The challengers intend to present various public documents obtained from the public record of the
Effingham County Board of Commissioners, documents arising out of third party investigations,
testimony and other evidence in support of these facts.

The Challenger/elector requests the opportunity to appear and present evidence at the required
hearing to be held by the Superintendent of Elections, requests that proper notice ofthis challenge
be served on Vera Jones as required by law, and requests that a time certain be set for the hearing,
all as required under the laws of the State of Georgia. The undersigned further request that the
hearing by fully recorded and that a complete record be allowed for public inspection.
