POSITION VACANT Regional Waste Coordinator Temporary Full Time, until 30 June 2017
Reference Number: SCG0014 The Southern Councils Group (SCG) is a voluntary association of six Southern Local Government Areas that work with both State and Federal Governments to consult, plan and deliver services to the Bega Valley, Kiama, Shellharbour, Shoalhaven, Wingecarribee and Wollongong LGAs. Council is seeking a suitably qualified and experienced person to assist the Southern Councils Group to manage the development of the Regional Waste Avoidance and Recovery Strategy and all reporting requirements of the NSW Environmental Protection Authority (EPA) Regional Waste Coordination Support Package. The essential criteria include: Relevant tertiary Degree and/or Diploma qualifications (e.g. project management, waste

management). Highly developed communications, negotiation and conflict resolution skills with the ability to build constructive working relationships. Demonstrated ability to influence senior level decision making. Demonstrated understanding of the waste hierarchy and NSW Government waste policies and programs as well as their application to local government waste management.

Additional criteria are detailed below on page 3. This position is dual classified at Grade 15/16 of Councils salary structure. An incumbent with a diploma qualification will be classified at Grade 15 with a commencing weekly salary from $1316.60 (Step 1) to $1402.40 (Step 4) and progression to $1557.30 (Step 9) is subject to competence and performance. An incumbent with a degree qualification will be classified at Grade 16 with a commencing weekly salary from $1382.10 (Step 1) to $1470.90 (Step 4) and progression to $1631.70 (Step 9) is subject to competence and performance. Objectives 1. Manage development of the Regional Waste Avoidance and Recovery Strategy and all reporting requirements of the NSW Environmental Protection Authority (EPA) Regional Waste Coordination Support Package. 2. Coordinate regional waste avoidance and resource recovery initiatives, working parties and committees to achieve positive outcomes for member councils. 3. Manage development and implementation of regional waste projects and programs as identified in the Regional Waste Avoidance and Resource Recovery Strategy or agreed by councils. 4. Identify and maximise grant opportunities for member councils and SCG. 5. Develop and maintain strong and mutually beneficial relationships with and between SCG councils and external stakeholders. 6. Actively implement, adhere to and comply with safety policies and procedures in order to maintain and ensure a safe, healthy and clean working environment for all staff, contractors and visitors.

Tasks/Duties

1. Coordinate development of the Regional Waste Strategy and Action Plan in conjunction with council staff, NSW EPA and other organisations as appropriate. 2. Engage and project manage consultancies and contractors as required. 3. Prepare and submit all reports required by the EPA in accordance with grant funding agreement schedules. 4. Coordinate all major region-wide regional waste avoidance and resource recovery initiatives. 5. Liaise with professional staff from councils, NSW EPA and other organisations. 6. Coordinate and chair meetings of the Regional Waste Working Group and other project teams. 7. Provide coordination and secretariat services for the SCG committee. 8. Communicate project objectives and outcomes to SCG, council and external stakeholders. 9. Identify new opportunities for: a. waste avoidance and resource recovery programs and projects b. waste and resource initiatives linked to regional priorities 10. Develop and implement project plans including objectives, timelines, activities, communication and engagement plans and budgets. 11. Identify, consolidate and analyse data required for related projects. 12. Maintain awareness of grant opportunities and timelines and communicate opportunities to

member councils. 13. Coordinate grant applications where required. 14. Work with council staff to manage projects including tender process, implementation, and education of the community. 15. Build and manage effective and mutually beneficial relationships with and between SCG councils and other relevant councils and stakeholders. 16. Clearly articulate regional SCG strategies and their rationale to the Councils in order to develop understanding and gain support. 17. Directly encourage and demonstrate a strong community service focus. 18. Ensure that safe working practices and procedures are implemented and adhered to in accordance with SCG policies, incidents reported in a no blame manner, and the Executive Officer kept informed of all matters relating to WHS. 19. Participate in ongoing professional development activities and training programs. 20. Maintain detailed knowledge of all relevant SCG services, relevant legislation and current developments in the Local Government field.

Selection Criteria Essential: 1. Highly developed communications, negotiation and conflict resolution skills with the ability to build constructive working relationships. 2. Demonstrated ability to influence senior level decision making. 3. Demonstrated understanding of the waste hierarchy and NSW Government waste policies and programs as well as their application to local government waste management. 4. Demonstrated understanding of current waste management and resource recovery technology. 5. Significant project management experience and demonstrated knowledge and use of project management methodology in complex scenarios such as partnership, joint venture or regional arrangements. 6. Demonstrated knowledge and experience in contract management in a government context. 7. High level analytical and problem solving skills, including the ability to initiate and respond effectively to change. 8. Relevant tertiary Degree and/or Diploma qualifications (e.g. project management, waste management). 9. Be physically and mentally capable of completing all the inherent requirements of this position. Desirable: 1. Understanding of local government processes, services and systems, 2. Financial management/budgeting skills and experience in applying for government grants.
