TACLOBAN CITY, Leyte, As part of its continuing assistance to the recovery and rehabilitation of the disaster-hit areas of the Philippines, the United Nations Childrens Fund (UNICEF) will formally turnover to the Philippine Government immunization equipment and supplies on Thursday, March 20, 2014. UNICEFs Margaretha Francia told the Philippine Information Agency that the turnover will be held at 12 noon at the Sagkahan District Health and Birthing Center in Tacloban City. PARR: No Build Zone Policy not recommended in Yolanda-affected areas

A No Build Zone policy in the Yolanda affected areas would have prohibited building any structure within 40 meters from the coastline. However, Presidential Assistant for Recovery & Rehabilitation (PARR) Panfilo Lacson says that a blanket application of the No Build Zone will not address exceptional circumstances and may be impractical for certain areas. In a statemet, the Office of the Presidential Assistant for Rehabilitation and Recovery (PARR) said that for instance, Lacson points out that areas with fishing industries or tourism-oriented businesses still need to build structures within 40 meters from the coastline. Other areas are located in high elevations which are not susceptible to storm surges. to page 3

DSWD receives more aid for Yolanda victims

MANILA -- Four months after Typhoon Yolanda devastated the Visayas region, the Department of Social Welfare and Development (DSWD) continues to receive financial and inkind donations from different countries intended for the survivors. On Tuesday, the Department of Foreign Affairs (DFA) turned over to DSWD the amount of US$ 1 million from the Government of Pakistan as contribution to the relief efforts for the victims of Yolanda, during a simple ceremony at the DFA office in Pasay City. DFA also turned over the US$300 donation of Madame Dian Haseng, spouse of the Indonesian Ambassador in Nigeria which was coursed through the Philippine Embassy in Abuja, Nigeria. The donor requested that the amount be used for the rebuilding of mosques in Muslim communities in the areas affected by Yolanda. On the other hand, DSWD-Field Office VII Director Mercedita Jabagat received 800 metric tons of rice from the Peoples Republic of China, coursed through the Department of Agriculture (DA). angalang in the province of Leyte. The model community is situated 18 kilometers from Tacloban City which is considered ground zero of the destruction brought about by typhoon Yolanda. Through the housing and livelihood project, the INC hopes to contribute to the speedy recovery and rehabilitation of the Yolanda stricken province of Leyte. It was learned that the area to be initially developed for housing, eco-farming and garments factory is 768 hectares which will be expanded in the future. The INC targets to build 250 quadruplex studio type homes with one quadruplex having an area of 140 square meters. MANILA, March 16 -- United Nations Emergency Relief Coordinator Valerie Amos commended the Philippines in her Briefing for Member States in Geneva on March 7, for the significant progress after the devastation wrought by Typhoon Yolanda (Haiyan), which she saw firsthand during her last visit to the Philippines. The Department of Foreign Affairs in a statement said, Undersecretary General Amos drew particular attention to the early signs of recovery which were visible everywhere, with women and men continuing to make every effort to rebuild their lives. She stated that even as she saw the progress, much remains to be done. Millions of people still require urgent assistance to rebuild their lives and livelihoods, and the need ensure that the gains attained thus far are not rolled back. She stressed that it is crucial for the international humanitarian community to help the Government and people build back safer so that the next massive storm does not bring the terrible levels of devastation that we saw with Typhoon Yolanda (Haiyan), noting that typhoon season in the Philippines is about to commence. Minister Noralyn Jubaira-Baja, Charge d Affaires, a.i., of the Permanent Mission of the Philippines to the United Nations, informed the Member States and humanitarian donor community that the Philippines is now in the early recovery, reconstruction and development phase, with a particular focus on livelihood and agriculture. She reiterated the Philippine Governments commitment to Build Back Better and safer, and work in close cooperation with the international humanitarian community and the private sector to carry out the massive rehabilitation effort in 171 municipalities and cities affected by Yolanda/Haiyan.

TACLOBAN CITYPhilippine Climate Change Commissioner Naderev Yeb Sao admitted its no rumor anymore that climate change has also contributed to last years supertyphoon Yolanda which leveled central Philippines and killed over 8,000 persons. We have enough evidence to show that climate change is already upon us and the science is coming very much clearer into focus. That when you have warmer temperature around the world, like in the western hemisphere, that will breed more storms, Sano said during a visit to the city on March 2. Thats the bad news. But then again I would like to emphasize that disaster is not only the function of the hazards. There are lots of things that I believe are within our control including moving people out of harms way, doing good urban planning and addressing poverty in an effective way then disasters will be minimized. That is why we are working with the local government of Tacloban, as it is important that the way Tacloban will recover becomes the model for the rest of the Philippines, he added. In terms of its recovery, the commissioner said that Taclobans recovery is inspiring, faster. We as a global community are working closely together, he said, adding that nine out of ten disasters are relayed to climate. Meantime, Margareta Wahlstrom, special representative of UN Secretary General Ban Ki-Moon for UN International Strategy for Disaster Reduction, also warned that while the country is reeling from its massive rehabilitation and reconstruction program, people should learn not to forget the lessons brought by the disaster. The disaster also brings opportunity for the country to work together and do better. Typhoon Yolanda, the most powerful storm ever recorded, resulted in the displacement of 4.4 million persons including more than 1.8 million children. Health care infrastructures have been severely damaged and health workers were victims as well. UNICEF reaches out to the most vulnerable children in the Philippines especially those affected by disasters. In the event of emergencies, immunization is one of the most successful and cost-effective public health interventions to protect children from illnesses. UNICEF, which is currently supplying vaccines reaching 36% of the worlds children, works with partners and manufacturers to obtain vaccines at affordable prices while maintaining a healthy market. UNICEF works with governments, partners and communities to increase demand for immunization establish better cold chain and logistic systems; design approaches to reach the unreached; and increase national ownership for immunization. From the preparation of the learning activity or lesson plan, there is no question for my other members on the use of technology. Of course they are advance and they are really great in using the technology. But I worked more on the content of our learning activity on how it will be delivered to the panel of judges. From the objectives down to the task on how the students will perform, Fernandez noted. Personally however Fernandez said that one thing he learned from his teammates and other participants is the use of technology as strategy. There are programs or ICT tools that I really dont know how to use but they introduce it to me. In the presentation, I have the longest part. I

discuss how the students will work in the group and how they will acquire the 21st century skills, which I believed got the attention of the judges and for sure we earned points from it. During the question and answer, it was Kurt Socer who answered the questions. What I did, I let showed something on our presentation that gives us points again. It was the details on how students will have their groupings. Michio Inaba from Japan is a SPED teacher and he is deafWe used a great software and Bing Translator that translated English to Japanese, this with the assistance of Tamer from Egypt while Michio made a video presentation on how we collaborate, , Fernandez said, recalling his efforts in his team in order to get the top place. Now that Fernandez is heading homeward, he only got one thing on his mind: to share his knowledge abroad to his students in school. It was learned that some 7,000 to 8,000 INC individual members or a total number of 2,630 INC families were affected by Typhoon Yolanda. Of this number, some 1,500 are from East Leyte,

1,000 are from Western Leyte; and 130 from Samar. It was also gathered that all the construction workers and other workers helping build the INC projects in New Era including the housing projects, garments factory, dried fish plant, bottle plant, and other structures in the area are provided an income by the Iglesia Ni Cristo. The beneficiaries are also being given financial aid while the whole project is still being completed. INC families affected by typhoon Yolanda, who have either lost their houses/or their livelihood, were also given food aid and cash P20,000 or P10,000 each depending on the damage to their homes in the immediate aftermath of typhoon Yolanda. Funding for the relief goods, resettlement project and the eco-farming project, including the garments factory, dried fish plant, and bottle plant came from the funds generated by the Iglesia Ni Cristos Worldwide Walk for those affected by typhoon Yolanda held on February 15, 2014 and from the donations of Iglesia Ni Cristo members for the Lingap sa Mamamayan or Aid to Humanity. This would require mapping all the areas and determining the particular risks for each area (for example, inundation or landslides). Based on this determination, PARR will recommend that no structures be built on Unsafe Zones. The local government units will issue the appropriate ordinance with respect to land use.

For areas considered Unsafe but are needed for livelihoodsuch as areas where fishermen build structures PARR proposes to consider them as No Dwelling Zones. This means that structures necessary for livelihood or commercial purposes can be allowed on No Dwelling Zone areas, but residential structures will be prohibited. PARR adds that in case of an impending calamity, persons in the No Dwelling Zones would be subject to emergency evacuation. Asked whether some

existing structures would have to be located, Lacson says: There is no compromise espe-

cially when it comes to municipal halls and other government buildings in Unsafe Zones. How can the local government respond to calamities when they are, themselves, susceptible to high risks when a calamity strikes?

Management a function of charity

THATS right. Managing people is actually a matter of loving them, and loving them all the way. While we have to be most thankful for the tremendous light we have gained from the many management theories so far articulated, we have to be very clear that no theory takes off the ground, let alone, flourishes unless it is infused with the living substance of charity. Managing people, for sure, is not merely a matter of techniques, though techniques and methods, with their corresponding tools and instruments, would always be helpful and necessary. In this regard, lets hope and pray that the effort to refine these techniques and methods, and to improve the tools and instruments, would continue. Theres still a lot of room for improvement in this area. But we should avoid falling into the thinking that management is just a matter of playing up these elements in some clever manner. The reason is that people are not mere objects. They are persons, and as persons they need to be dealt with properly by entering into their mind and heart, giving them the indispensable motives that should also go beyond the material and worldly values and standards. Their innate dignity as persons and children of God should not be put in brackets in any given moment. They simply cannot and should not be managed to achieve a purely economic, social or political goal. The criteria to measure their efficiency and effectiveness should not just be in purely worldly terms, like profit, popularity, etc. Charity has to be always the moving spirit behind every management task. It should be a constant, and not only to be seen as the principle or as the result of the management process. It should not be regarded as something that can be turned on and off in certain instances. It has to be on all the time. No one can actually ignore the requirement of charity for long. While some immediate benefits can be reaped with a mere application of techniques and methods, the same cannot go far unless the demands of charity are truly met. The human need for

Through time we have seen many caricatures of charity that only have the name and appearance of charity but not the substance. They dont work for long. This is the charity expressed by Christ who said, Love one another as I have loved you. It is the charity that is actually being given to us in an abiding way through his grace. Its not just an idea, a policy, a slogan, or a mere sentiment. Its a living and effective thing that embodies all virtues proper to us. It certainly includes justice, prudence, mercy, affection, compassion, creativity, etc. Remember St. Paul describing it as something that bears all things, believes all things, hopes all things, endures all things. (1 Cor 13,7) We have to disabuse ourselves from the fear that charity would just put us in a weak position in our management activities, or that it would do away with penal justice altogether, or that it would lead us to be easily taken advantage of, etc. Charity, in fact, would prod us to face certain inconvenient truths and situations bravely and would guide us in tackling difficult decisions to be made. But it certainly starts with affection, understanding, compassion and patience. It tells us to think well of the others even if they have done some wrong for which justice also has t be served. It is the charity of God who is slow to anger and quick to forgive. It knows how to reinvent itself as often as necessary all the way to death. This is the charity that will be sustained by prayer and sacrifice, by constant recourse to the sacraments, without neglecting the human need to attain the competence we need in our management activities, which means continuing study and formation. Charity makes use of both human and spiritual means, human and supernatural means. Only then can our management duties be carried out properly.

Tetta shares her blessings to the Yolanda victims

Tacloban City - There is one way to spread charity in this world that could impact humanity and that is to give it in anonymity without inhibitions and put smile and comfort to the needy. Four months ago Tacloban City, a thriving city, was hit with the strongest typhoon to make a landfall in the history of the world. With the world watching the devastation brought upon the people in eastern visayas several private organizations and the United Nations immediately sent help thereby assisting the areas hit to move forward and build anew. With all the restorations going, one of the rare occasions that comes to the aid of the people is a helping hand from a private person, nonetheless a woman with glamour, wealth and international reputation as the first Asian model for Givenchy, a famous designer in Paris, France. Tetta Agustin, a Filipina based in Europe and a well-known personality in the fashion industry, has now come to bring help in her own capacity. In an interview with the Leyte Samar Daily Express, she told that she has been involve in charity works in Europe as well as in Los Angeles, California but less here in the Philippines. Although since 1999 she parted ways with the charity groups, she continues her mission by her own personal ways. When she knew that her relatives from Ejercito Clan in Manila came an visited the city of Tacloban after the Super Typhoon Yolanda, she thought that with her advocacy to lend hand it would definitely uplift the morale of the victims. Ms. Tetta Agustin came in this city with her bestfriend Ms.Tina Mondejar-Diloy, who is a Taclobanon and the sister of JE Mondejar Foundation College President Jose Rene Mondejar, to look for a better location for her project which is to build few school buildings. JE Mondejar College may be a recipient for the project. she stated. We will roam the city first before assessment and I have six days to do that. she said. She is positive that with the connection within Tacloban and help of the Mondejar family her project will be accomplished in due time. Im using my own funds to help the victims. My friends were trying to share but I have to have an assessment first. she added. This is maybe the first time that a former supermodel will directly fund a project from her own pocket and that she had been first in a lot of ways. Like in a recent exclusive interview with Phil. Star she said that after her retirement from modeling in 1982 she was the first Filipina to open a remittance business in Europe for the Kababayans. Dr. Don Ejercito, a cousin of Ms. Tetta Agustin, had already come last December few weeks after the storm as a volunteer to help the victims. When Ms. Tetta came back to the Philippines also last December she eventually planned a trip to Tacloban. My daughter has her charity works and I have my own also. she said.
