SM Foundation extend assistance to its scholars in Eastern Visayas


TACLOBAN CITYThe SM Foundation extended assistance to all of its scholars in the region who were all victims of the supertyphoon Yolanda. However, out of the 20 scholars of the foundation, one of them perished due to the typhoon, said Carmen Linda Atayde, executive director for education of the SM Foundation. But Atayde hastened to add that the scholarship would be transferred to the victims brother. She said her team visited the houses of their scholars across the region not only to hear their sad experiences due to Yolanda but especially to check on their conditions and extend assistance to them as well. They have plenty of (harrowing) stories imparted to us that made us all cry, Atayde told Leyte Samar Daily Express. The SM Foundation official said that they provided P10, 000 of assistance to all their 20 scholars in the region who were the first group to avail the scholarship program of said foundation in Eastern Visayas. We know that our scholars need help because they are also victims of the supertyphoon Yolanda, Atayde said. (And) we are not disappointed with our scholars in the region because some of them are even deans lister while others have good grades, she added.

Fisherfolks in E. Samar receive assistance


G U I U A N , Eastern Samar- Two hundred motor engines and another three hundred fishing boats were distributed recently by the Bureau of Fisheries and Aquatic Resources to fishermen coming from different towns of this province. About 143 cash for work fishermenbeneficiaries were also given financial assistance amounting to P1, 500 each. The distribution of the fishing facilities is under the Ahon!Sampung Libong Bangka para sa Dalawampung Libong Pamilya is a project of BFAR which aim to provide 10,000 fishing boats or bancas in three months to help rebuild the livelihood of some 20,000 fishermen hit by Yolanda. In Eastern Visayas, BFAR-8 reported that out of the projected 19,000 fishermen hit by Yolanda, 5,000 of them would be given assistance. The BFAR-8 reported that 1,864 fishing boats were either repaired or replaced for fishermen from the 11 municipalities of Eastern Samar. For Guiuan,880 units were distributed; 284 in Salcedo;135 in Quinapondan;130 for Lawaan;114 for Giporlos;106 for Llorente;89 for Gen. Mcarthur;79 for Hernani and other fishermen from other municipalities of the province.

DOLE slates job fair in Guiuan, E. Samar


TACLOBAN CITY -- The Department of Labor and Employment (DOLE) here will continue to hold job fairs to extend much needed assistance to job seekers. DOLE regional director Exequiel Sarcauga said that as early as now, he has instructed his field office in Borongan to start coordinating with managers of Public Employment Services Office (PESO) of various local government units in the province and other necessary preparations for the mega job fair in April. The mega job fair will bring in local and overseas recruitment placement agencies to Guiuan to bring employment opportunities to Eastern Samar. Guiuan was where the first landfall of Yolanda occurred early morning of November 8 last year. The proposed dynamics he said was to encourage local government units to support the program by providing transport facilities for applicants from their locality to the venue and vice-versa. The event will also serve as a one-stop-shop as DOLE intends to invite government offices that offer front-line service such as the National Statistics Office (NSO), Department of Foreign Affairs (DFA), Social Security System (SSS) and the Home Mutual to page 2

Under the auspice of the Sustainable Livelihood Recovery Program, the affected farmers shall render labor on their own respective areas; the UN-WFP shall pay the farmer for the labor rendered-one laborer per family under the cash for work sub-project of the program; and DAR shall implement monitor and supervise the implementation of the program in the identified affected areas. DAR help Samar farmers hit by Yolanda


C AT BA LO G A N CITY- It is over three months since super Tyhoon Yolanda wrought havoc in the Visayas regions that cost lives and leaving severe damages to the economic livelihood and properties in these regions, yet, the victims are still in dire need of assistance to which every agency and sector, local and foreign, is trying to address. At the Department of Agrarian Reform (DAR), the focus of its intervention is on the farmers in worst hit agrarian reform communities (ARCs). In an effort to revive the livelihood industry of the affected farmers in the ARCs, a rapid survey and assessment was conducted by DAR late last year in partnership with the United Nations World Food Programme to come up with information as to priority areas in the province needing immediate assistance. Headed by provincial agrarian reform program officer I Segundino L. Pagliawan, another round of survey is being undertaken in the ARCs of Marabut, Basey and Sta. Rita, having been identified as the worst hit municipalities in Samar per result of the rapid survey earlier conducted. The survey is to come up with a master list of the farmers in said areas who shall directly benefit from the program. Included in the survey is gathering of data on the available labor force of the affected family within the ARC; the extent of damage on community facility or assets specifically related to farming like irrigation; and farm areas still filled with debris caused by the super typhoon that needs clearing; or any other needed farm inputs. Sec. Alcala names BFAR chief as point man of EV agri, fishery rehab
TACLOBAN CITY Agriculture Secretary Proceso Alcala designated Bureau of Fisheries and Aquatic Resources (BFAR) Director Asis Perez to supervise all interventions for the rehabilitation of farming and fishery sectors in the region. Alcala said during his visit in the city on February 28 that Perez will be regularly meeting the members of the regional management council (RMC), a body composed of regional directors of Department of Agriculture (DA) attached agencies to get updates of recovery efforts. I give him a memorandum to find out needed interventions for all industries in the agriculture sector of Region 8. We need to immediately rehabilitate the farming sector to restore the livelihood of people, Alcala said in a press briefing. Alcala signed Special Order No.134 on February 10, designating Asis as special supervising officer. Perez, in his message, said his primary task is to coordinate rehabilitation activities of the RMC member agencies and help create unity in assisting the farming and fishery sectors. Each agency needs to further improve the delivery of services through an operational strategy called the PPP approach or partnership among the people, public and private entities to deliver result through production, Perez said. The BFAR chief officially started to perform his duty through a special meeting on February 26 with DA-8 RMC members held inside the MV/DA-BFAR multi-purpose vessel. Through the PPP scheme, the BFAR

International aid groups donates chainsaws to PCA-8


TACLOBAN CITYAbout 500 chainsaws were donated to the Philippine Coconut Authority that would be used to clear debris in Yolanda-hit coconut planted areas. These chainsaws, donated by the Swedish power tool producer Husqvarna to the United Nations High Commissioner for Refugees (UNHCR) and later turned over to the other international organizations such as the US-based Catholic Relief Service (CRS) and the International Organization for Migration (IOM) for distribution would be a big help in their effort in clearing the areas where millions of coconut trees felled during the supertyphoon, PCA Edilberto Nierva said. Nierva disclosed in a press conference that with the 13 million coconut trees that felled during the typhoon, and at 528 trees to cut for each chainsaw, the agency will require 24,000 units of chainsaws to totally dispose the voluminous number of coco lumber. The 500 chainsaws donated by the UNHCR to the farmers through the CRS, IOM and other non-government organizations partners, augments the 171 chainsaws initially deployed by the PCA in badly hit areas in the region, particularly the provinces of Leyte and Eastern Samar. About 1.1 million farmers were adversely affected by Yolanda that walloped the eastern coast of the region with a 5 7 meter high storm surges and hurricane-type pouncing wind, the PCA regional manager said. Nierva reported about 40,000 coco lumbers that were sliced equivalent to 40 million board feet and involving 7,000 farmer beneficiaries. He added that of the 50 million coconut trees damaged, about 15 million of them were rendered crownless. What the PCA fears more, however, is the development of the population of the renovator. If the totally damaged trees are not disposed of immediately, this will cause another disaster, Nierva disclosed pertaining to the outbreak of the renovator, which he added is equally disastrous in the coco industry. He said he population of these renovators are expected to develop in six months, thus the agency has to do everything to avert this occurrence with the help of non-government partners in the face of its limited capacity. In the simple turn-over rite and MOA signing held at the Tacloban office of IOM, Nierva admitted that the agency could not do the entire rehabilitation program on its own, citing the cooperation among the performers in this process as key in achieving the ends sought for and accomplishing the purpose of these efforts, that is to rehabilitate the coco industry and help the affected coco farmer rebuild their shelters and re-establish their livelihood. Nierva was a witness in the turn-over ceremony attended by UNHCR head of office Stella Ogunalde, IOM head of office Bradley Mel licker and CRS regional training adviser Elizabeth Tromans.

FAO to continue to support Yolandaaffected farmers, DG da Silva said


BASEY, Samar- The director general of the United Nations Food and Agriculture Organization (UN-FAO) visited this town on March 10 to assess the progress of the projects implemented for the recovery efforts of the Yolanda affected agricultural areas and the farmers and fishermen who were victims and were displaced by the calamity. UN-FAO Director General Jose Graziano da Silva who was with the Department Agriculture Secretary Proceso Alcala distributed rice seeds, fertilizers and farming tools to the farmers. During the press conference, Silva expressed his satisfaction with the recovery efforts and celebrated the success of the UN-FAOs Yolanda response program and committed FAOs supports on the recovery of the fishing and farming livelihoods in the longer term. Silva said that FAO responded to the appeal of the national government for support to affected rice

farmers. He informed reporters that the recovery program efforts of his agency continues and at present UN-FAO is distributing 4,000 tons of fertilizers to more than 80, 000 families along with 13,000 farming tools on the Yolanda affected agricultural areas which ensures planted rice seeds can reach full production potential and optimum yield, which in turn, ensures food security and full recovery of the farmers.(RESTITUTO A. Also, at least 119 boat engines have been replaced and functional fishing boats were tallied at 482 for fishermen of this town, considered to have the highest number of fishermen affected by the massive typhoon. And under the cash-for-work program of BFAR, 156 fishermen availed such program receiving P1, 500 each of them. Dinky Soliman should resign or be removed from office after being shown to be unfit by this incident as well as the dismal performance of her department in general in the two major calamities of Pablo and Yolanda, she said. According to Bautista, firing Soliman would be too easy for the Aquino government without addressing the lack of relief and rehabilitation efforts. Thousands of storm victims trooped to Malacanang last February to submit their petition for Aquino to speed up delivery of relief goods, rehabilitation and a demand for P40,000 financial assistance which the President ignored.

Knights of Columbus extends financial assistance to families who lost members due to Yolanda
PALO, Leyte- The Knights of Columbus extended financial assistance to the 22 of its members who perished during the supertyphoon Yolanda. The giving of P5,000 cash assistance to the members of the family of those who were killed by the massive typhoon was led by no less than the Visayas State Deputy Rodrigo Sorongon last week. Of course I am happy for this financial assistance extended by the Knights of Columbus to us who lost their loved ones during Yolanda. Still, the money would remain to be not of big concern to us considering that in my case, I lost a grandson, said Emilio Lim who was among those who received the financial help. Lim lost his grandson Joven, 24, during the typhoon when their house located at Magallanes area was destroyed by the storm surge generated by Yolanda, considered to be the worst typhoon on record in the world. The giving of financial assistance to the members of the Knights of Columbus whose members died during the disaster was held at the San Joaquin Church, this town. The churchyard had become a mass gravesite with more than 200 people, including children, were hastily buried. Sorongon said that the financial assistance extended to the next of kin who lost their loved ones during the typhoon is just one way of showing their support to them. Our lifelong warfare


WITH Lent in our midst, we should be reminded of our duty to hone up our skills in spiritual warfare. We should not let this Lenten season pass without doing anything to improve ourselves in this particular department. Christ already hinted this much when he said: From the days of John the Baptist until now, the kingdom of heaven suffers violence, and the violent bear it away. (Mt 11,12) We have to understand though that to be violent in this sense does not mean to be destructive but rather constructive, driven by love and the desire to be united with God and with the others in a way proper to us as children of God and brothers and sisters among ourselves. Our life here on earth cannot but be in some form of struggle. Aside from our innate urge to grow and develop that requires some effort, we also have to contend with enemies whose sole intent is precisely to bring us down, to divert us from our proper path toward holiness. We are not simply ranged against natural difficulties, challenges and trials in life, but rather with very powerful and subtle nemeses. The natural enemies alone are already formidable. St. John describes them this way: For all that is in the world is the concupiscence of the flesh, and the concupiscence of the eyes, and the pride of life, which is not of the Father, but is of the world. (1 Jn 2,16) Thats why we can talk easily about envy, jealousy, vanity, lust, greed, sloth, etc. For this type of enemies alone, we need an extensive spiritual pharmacopeia and moral regimen to cleanse us of their affliction. Thats why we are encouraged, especially during Lent, to intensify our fasting and abstinence, and other forms of mortification. We should not take this indication lightly. They are very necessary. Yes, we need to pray a lot and grow in the different virtues so we can be strong, optimistic and cheerful, prudent and capable of handling these challenges. We have to learn how to deal with our weaknesses and the usual temptations that come from the flesh and the world. But we still have enemies tougher than these. As St. Paul said, Our wrestling is not against flesh and blood, but against principalities and power, against the rulers of the world of darkness, against the spirits of wickedness in the high places. (Eph 6,12) This type of enemies affects us more deeply. They corrupt not only the body, but also our very spirit that is supposed to be our immediate and direct conduit with God. They bring our warfare from the arena of the natural to that of the spiritual and supernatural. With these enemies, our intelligence and will, our thoughts and desires would then operate outside the context of Gods will. Our thoughts and desires would then be at the mercy of evil spirits that can only be handled properly if we also use spiritual and supernatural means, and not just some natural power. When we fail to deliberately offer everything we think, say and do to God, as told to us in the gospel, then we open ourselves to the coming of another spirit that will offer us, at first, a lot of attraction and allurement, until we are so enslaved by it that it would be very difficult for us to detach ourselves from it. Thats why today we have such phenomena as atheism, agnosticism, materialism, and other forms of ungodliness, with their corresponding manifestations, such as, the legalization of abortion, the spreading culture of death, all forms of corruption, etc. This big and open hostility against God and also against our nature always starts in a small, unobtrusive way, cleverly spiced and glibly packaged to grab

TACLOBAN CITY A fashion designer who traces her root in this Yolanda-hit city is making waves at the London fashion scene with the massive typhoon serving as her inspiration. Tipay Caintic, 25, got to showcase her designs now getting raves at the prestigious London Fashion Week, an experience she finds as surreal. Its surreal to be here, being at an exhibit in London Fashion Week. The genuine appreciation and attention the collection has been getting is still is, Caintic said in an online interview. The fashion showcase, participated by 120 young designers from 30 countries, ran for 10 days from February 12-22 at 180 The Strand, London. Caintic, who made her concept just in two weeks, was interviewed by Kellie Morgan and Myleen Klass both of CNN and another one in News Arise of Sky Channel. The young designer specializes in knitted street wear with pineapple fiber as her main material. (But) for my IFS collection, I also used bamboo yarn, rubber silicone, acrylic and molded plastic. This has a personal take on me, my family and even strangers during the typhoon, Caintic said. Calling her collection Hell Knows No Wrath like Yolanda at the International Fashion Show 2014 of London Fashion Week, Caintic made waves and moved fashion critics with her fresh collection. This collection is a reflection of what my hometown Tacloban City experienced during the supertyphoon Haiyan (local name Yolanda) last November 8, 2013. It has six looks and each look is a stage that described a certain feeling or theme during and after the typhoon. The devastation wrought by Yolanda is my inspiration here, Caintic said. The first stage of the collection is downpour, how the surge, the black, dirty water swallowed the city of Tacloban. Caintic, a graduate of Bachelor of Science in Visual Communication at University of the P h i l ippi n e s - D i l i m an , pursued her passion in design and enrolled at School of Fashion and the Arts (SoFA) Design Institute in Makati City and eventually became a scholar. Caintic was part of PEFTA (Preview Magazines Emerging Fashion Talent Awards) in 2012. She is grateful that PEFTA and SoFA endorsed her to IFS. Notwithstanding this deprivation of direct parental supervision, there are parents who rather push their children to err and be placed in correctional institutions as way of escaping their elementary responsibility of caring and providing the basic needs of their misguided children. Therefore, to break this unproductive habit and seen as a measure to effectively minimize the incidents of children involving in crimes, the parents should be penalized.
