CHAPTER TWO COREN ENGINEERS REGISTRATION REQUIREMENTS AND PROCEDURE 2.1 REGULATIONS ON EDUCATION AND TRAINING OF ENGINEERS 2.1.

1 PRACTISE OF ENGINEERING The term Practise of Engineering within the meaning and intent of the Decree shall mean any professional service or creative work requiring engineering education training and experience and, the application of special knowledge of the mathematical physical and engineering sciences to such professional services or creative work This may !e in the form of consultation, investigation, discovery, planning, design, operation,

maintenance and supervision of construction and installation, e t c 2.1.2 DEFINITION OF REGISTERED ENGINEER " #egistered Engineer is one who has successfully completed a course of training at an institution approved !y the $ouncil and holds an approved or recogni%ed degree, diploma or qualification to that effect& and in addition holds a certificate of experience 'or an equivalent professional qualification approved !y the $ouncil( after undergoing a period of practical

training under a #egistered Engineer, and the name is for the time !eing entered in the #egister of Engineers maintained !y the $ouncil " #egistered Engineer, for as long as his name remains on the #egister, shall !e construed to have conferred on him a legal recognition of his professional status which ena!le him to practice the profession of Engineering and he shall !e entitled to the use of the style or title E)*+)EE# and to use !efore his name the a!!reviated designation Engr 2.1.3 STANDARDS OF KNOWLEDGE $ouncil has powers to assess the content and quality of training !eing given any institution ',ections - and . of the Decree( " person would !e deemed to have attained the requisite standard of knowledge if after attending and completing an approved course of instruction, he o!tains a degree, diploma or qualification approved !y $ouncil The !asic approach of $ouncil is to grant recognition to an institution only after $ouncil has satisfied itself as to the adequacy of the educational standard of the particular institution " list of institutions approved !y $ouncil is pu!lished periodically in the /ederal *overnment *a%ette and is availa!le from $ouncils offices 2.1.4 CERTIFICATE OF EXPERIENCE

+n pursuance of ,ection 0 of the Decree, an Employer who himself shall !e a #egistered Engineer, must certify that an engineer under his charge has !een given every opportunity to acquire engineering experience

The Employer shall issue a $ertificate of Experience to a person who has undergone training for the profession of engineering or has held a position or positions deemed to provide such training, which satisfies the training requirements of $ouncil, provided the period of training !e not less than 1 years and that the Employer is satisfied a!out the quality and adequacy of the training

$ertificate of Experience may !e o!tained from more than one Employer, !ut to quality for consideration !y $ouncil, the total period covered shall not !e less than 1 years post2 qualification

2.1.5 TRAINING REQUIREMENTS " person, desiring to !ecome a #egistered Engineer must, after passing the required examinations in the theory of engineering, o!tain practical experience under the supervision of a #egistered Engineer for a period not less than two years 2.1.6 COMMITTEES OF COUNCIL

The following are some of the committees of $ouncil 3 En !n""#$ R" !$%#&%!'n The functions of the committee are as follow4 'a( To examine the training and qualifications of persons seeking to !ecome #egistered Engineers& and '!( To consider the quality of experience of such persons in accordance with sections 5 and 0 of Decree 66 1 'a( E()*&%!'n &n( T#&!n!n

To determine what standards of knowledge and skill are to !e o!tained !y persons seeking to !ecome #egistered Engineers and to review those standards from time to time as circumstance may require

To draw up a list of accepted qualification for the purpose of the Decree

To arrange for periodic visits to Engineering /aculties and institutions in )igeria !y competent person or persons who must either !e #egistered Engineers or possesses such qualifications and experience as can facilitate thorough evaluation of engineering teaching programmes for the sole purpose of assessing the content and quality of the training !eing given

To undertake a study of the quality of training o!taina!le in engineering discipline in institutions of learning and in industries outside )igeria

+'&#( ', A--"&. ,'# C"#%!,!*&%!'n ', E/-"#!"n*" This is a $ommittee of $ouncil with the following functions4 To receive and investigate appeals from non2certification of experience and take appropriate action in accordance with ,ection 0, su!section 8 of the Decree

REGULATIONS

ENGINEERING

PRACTICE IN NIGERIA The $ouncil for the #egulation of Engineering in )igeria '$9#E)(, acting under the powers conferred on it !y ,ection 3, ,u!section 3 'e( and schedule 3, ,ection 1, of the Engineers '#egistration, etc,( Decree )o 66 of 30-:, here!y makes the following regulations

2.2.1 THE CONSULTANC0 FIRM

The more usual mode of operation of a professional firm of $onsulting Engineers is that of partnership& however, it is possi!le for a firm of $onsulting Engineers to operate as an unlimited company 2.2.2
FIRMS PROCEDURE FOR ESTA+LISHING CONSULTANC0

" person, or persons, wishing to set up a $onsulting /irm shall apply in writing to $9#E) at least six months prior to the intended date of commencement of practice $ouncil shall examine the credentials of Principals and Partners and communicate a decision within six months to the receipt of application 2.2.3 QUALIFICATIONS FOR CONSULTANC0 STATUS 3 Each principal, Partner or $onsulting Engineer in an Engineering $onsulting firm shall !e a #egistered Engineer and each shall !e a corporate ;em!er of a professional !ody recogni%ed !y $9#E) 1 Each Principal or Partner shall have acquired a minimum of 3: years relevant postgraduate engineering experience, of which at least 6 years shall have !een in positions and assignments that permit the exercise of professional responsi!ility 7 The Principal of an Engineering $onsulting firm shall !e on full2time, while Partners may !e on part2time

The Engineering $onsulting firm shall offer services only in the areas of competence covered !y #egistered Engineering within the firm

<pon coming into force of this regulation, a person shall not !e qualified to carry on !usiness as a $onsulting Engineer, and if he has previously so carried on !usiness shall not !e qualified to continue the practice of a $onsulting Engineer, it4 'a( he is managing director, director, partner or an employee in a company, firm or enterprise which is engaged in construction works '!( =e is a director or employee or an agent of any company firm or enterprise undertaking engineering insurance work engineering
