New Cross Neighbourhood Forum Constitution A statement explaining that our organisation is a relevant body for the purposes

of section 61G of the Town and Country Planning Act 1990 (as amended).

1. The name of the forum shall be New Cross Neighbourhood Forum, hereafter referred to as the Forum 2. The Forum will pursue its objectives in our designated area of the London Borough of Lewisham for the benefit of the inhabitants of the area, including residents, business operators and community and voluntary groups. The Area is defined in the Neighbourhood Plan map. 3. The purpose of the Forum is to promote, protect and improve the social, economic and environmental well-being of the Neighbourhood Plan Area. 4. The provision for a neighbourhood forum is set up under the provisions of the 2011 Localism Act. The main purpose of the neighbourhood forums in that Act is to produce a Neighbourhood Plan to further the social, economic and environmental well-being of individuals and organisations in the Area. 5. The objectives of the Forum shall be: to improve the New Cross Neighbourhood Area for the benefit of the inhabitants of the area to prepare in partnership with the local planning authority a Neighbourhood Plan for the area to promote the social, economic and environmental well-being of the area to work with members of the local community in assessing the priority of needs, and to work together to address these needs to encourage the goodwill and involvement of the wider community; and to foster community spirit and increase integration.

6. The Forum will comprise at least 21 individuals who live, volunteer or work in the designated neighbourhood area, or who are elected members of Lewisham Councils wards in the neighbourhood area. 7. Membership is voluntary and open to individuals who live, work or volunteer in the Neighbourhood Area and who have an interest in assisting the Forum to achieve its objectives. 8. Membership shall be drawn from different places in the neighbourhood area and different sections of the community in the neighbourhood to reflect the diversity, character and inclusivity of the area. 9. All members shall have an equal vote and have the opportunity to vote at forum meetings, which will take place at least every two months until the neighbourhood plan is submitted to Lewisham Planning Authority. 10. More active members of the forum who join sub-groups around areas of interest will meet on a more regular basis at workshops and so on to research community needs and relevant policy, explore opportunities and constraints, and develop ideas to present at each forum meeting to be voted on. It is likely that the sub-groups will be:

a. Urban design of public realm i. Improving pedestrian crossings and increasing permeability ii. Creating inviting public gathering spaces for pedestrians iii. Steering new building development iv. Conserving and complimenting existing period buildings b. Community facilities and services (health / education / community space / legal advice, social services, emergency services etc) c. Local economy i. The high street ii. Affordable workspace iii. Training and skills development, as well as employment opportunities for local people. d. Affordable housing and emergency housing e. Transport (including cycling provision, private vehicles and public transport) f. Environment. 11. The forum has a small management committee who organise the forum meetings, communications and workshops, and generally co-ordinate and promote the forums activities and plans. It currently consists of: a. Tessa Gooding (resident since 1985) b. John Bingham-Hall (resident since 2006) c. Richard Amos (resident since 2014) d. James Holland (resident since 2009). 12. The Forums Management Committee may exercise the power: to promote the health and social, economic and environmental wellbeing of the residents of the area and to work together as members irrespective of gender, ethnicity, ability, religion, sexual orientation or political view to promote sustainable development to work with groups of a similar nature and exchange information, advice and knowledge with them, including cooperation with other voluntary bodies, charities, statutory and non-statutory organisations to publicise and promote the work of the Forum and organise meetings, training courses, events, seminars, etc; invite and receive contributions and raise funds where appropriate, to finance the work of the Forum, and to open a bank account to manage such funds to employ staff and/or volunteers (who shall not be members of the Management Committee) as are necessary to conduct activities to meet the objectives; to take any form of action that is lawful, which is necessary to achieve the objects of the Forum, including taking out any contracts which it may see fit.
