1.1 Background
Introduction
* The stock enhancement and grow-out culture of Abalone is made an important part of Taggat Norte Marine Protected Area. It is a MPA-based, considering that it would be easier to manage because activities within the MPA are regulated and the area is protected. * Restocking of abalones within the marine sanctuary will hasten the recovery of this threatened and depleting marine resource which have decreased in population/production due to overharvesting in the wild. * Grow-out of abalone will be undertaken within the marine reserve within the MPA.

Introduction . . . Background
* More or less all the 134 fishermen of Taggat Norte with an average monthly income of P6,000.00 from fishing are affected with the establishment of MPA, thus a need to have alternative livelihood project. Why abalone (Haliotis asinina) * Abalone has been known as one of the marine species of high economic importance. It contributes to food production and human health and nutrition. It is nutritious high in calcium and protein, palatable. * Acconding to BFAR, there is an increasing demand of abalone in the world market, but supply is low. It is expected then to command better price.
* Proposed restocking area for the Abalone (Taggat Norte Marine Protected Area) clean, clear, with high salinity salt water with rocky substrate suitable for grow-out * Haliotis asinina grow faster than other abalone species (BFAR) like that of the abalone present in the MPA. * Availability of juveniles for stocking from BFAR-High Value Species Hatchery, Taggat Sur, Claveria, Cagayan and from Sta. Ana. * Shorter culture period as compared to other abalone species. * Readily available and abundant feed (seaweeds, gracilaria) as the area is very accessible to the Gracilaria farm of BFAR at Pata East.

Legal Bases:
* MOA signed between the DENR & TNFA on November 28, 2012 and amended November 2013.
* The project actually started on June 2012 with consultation conducted by the TNFA & LGU in coordination with DENR-ICRMP, Region 02.
Scope of the Project: The biodiversity conservation project will be conducted within Taggat Norte MPA, Barangay Taggat Norte, Claveria, Cagayan. Monitoring & evaluation and reporting of the project will be done by TNFA with the assistance of DENR & LGU-Claveria.

TNFA reviews the implementation of its abalone project and other related projects and plans for activities to be undertaken in 2014.
The ICRMP Focal person informs the members of MFARMC & FLET ICRMP Subprojects status in a meeting.
TNFA conducts regular inside sea water clean-up activity aside from coastal clean-up.
The regular conduct of monitoring and patrolling by TNFA that is incharge of managing the Taggat Norte MPA in collaboration with the MFARMC has reduced illegal activitiesin the MPA & suburbs, thus Taggat Norte Fisherfolk improved coral cover

The LGU, DOJ & PO attend FLET training and gain better knowledge on fishery and coastal law enforcement.

TNFA in collaboration with MFARMC supports trainings of members of fisherfolk associations. For better law enforcement and disaster rescue operations, a MFARMC patrol boat was purchased.
Signage on environmental protection, conservation & management are established for information awareness.
MFARMC Meetings are good opportunities for information, education and communication.

Close coordination, collaboration, and linkages and partnerships are effective in facilitating implementation of activities/tasks. It is always good to start a project right. If there is a will, there is a way. Opportunity knocks but once Regular monitoring and patrolling of MPA & sea water is imperative for law enforcement. Granting incentives is more effective than disincentive system. Review of fishery code and other related laws Provision of incentives to volunteer workers like the fish warden/bantay dagat Seek for accreditation of organization to the SB for representation to special bodies in the LGU Participative bottoms-up planning leads to a more effective and efficient implementation, and monitoring
