Executive Summary

The Argonath RPG United Nations (ARUN) is the primary official and dedicated oversight body of all factions in the Argonath RPG Community. It currently operates solely on the SA:MP RPG server, although plans are being discussed to expand its scope to the rest of the Argonath RPG servers. For several years, the ARUN has been plagued by its failure to consolidate a cohesive and efficient framework for the governance of its operations, resulting in a stagnation of activities.

In order to revitalize its operations and formally affirm its status as an oversight and disciplinary body of the various Argonath RPG factions, the ARUN must put together an effective framework for its operations and management. This project proposal aims to fulfill those objectives.

After further revisions, this proposal is to be submitted to the Argonath RPG Ownership for final approval and implementation as part of the official ARUN framework.

Design Objectives

The Project Proposal aims to fulfill the following objectives:

1.) Assemble a cohesive framework of operations and objectives for ARUN, to be used as a crucial base for the finalized ARUN Charter and By-Laws / implementing regulations.

2.) Define various roles within ARUN crucial to its membership and governance, such as member groups / factions and ARUNs internal management.

3.) Lay out a roadmap for cooperation between the ARUN and the Argonath RPG Administration aimed at enforcing order among, and furthering beneficial interaction between the various groups / factions in the Argonath RPG Community.

The desired end result, after the implementation of the groundwork presented in this proposal, is a functional ARUN ready to resume its operations within the Argonath RPG Community.

CHAPTER I: DEFINITION OF MAIN ROLES

ARUN Management

The ARUN Management is responsible for the overall management of the ARUN, including but not limited to: matters of membership, designation of roles and appointments, and settling internal disputes. The main officer exercising the powers and responsibilities of the ARUN Management is the ARUN Manager, appointed by the Argonath RPG HQ and/or the Argonath Clans and Groups Administration.

ARUN Executive Committee and Advisory Council (ARUN Execomm)

Currently, the ARUN Advisory Council set to be composed of experienced individuals and advisers, whose main purpose is to advice the ARUN Manager on the governance of ARUN. Under this project proposal, the ARUN Advisory Council is to be redefined as the ARUN Executive Committee and Advisory Council, (ARUN Execomm) which advices and assists the ARUN Manager (also its Chair) in the implementation of ARUN regulations.

ARUN Execomm members will also serve as deputies to the ARUN Manager, and will be responsible en banc (as a body) for the ARUNs management in the event of the ARUN Managers temporary incapacity / absence. Should the ARUN Manager be permanently removed, the Executive Committee will exercise all management duties until a replacement is chosen.

Membership of the ARUN Execomm is strictly limited to players who are not affiliated with any group / faction registered with the ARUN, so as to prevent conflict of interest. The ARUN Execomm shall also serve as the standing committee for Internal Affairs. (to be further explained in Chapter 3.3.1., Internal Affairs Committee)

Group Members and Factions

The ARUNs main constituency, groups and factions, are divided into two categories:

ARUN Member Groups / Factions (Registered Groups)

Registered Groups are defined as all Argonath factions (on servers where the ARUN operates) that have achieved stability as groups and registered their official representatives / ARUN Delegates (a maximum of one per group) with the ARUN. Final qualifications for registered groups are to be determined in the finalized ARUN Charter and By-Laws, although Official Groups automatically fall under this category.

Unregistered Groups / Factions

Unregistered Groups are defined as new groups that have not yet become stable on Argonath, and / or groups that have not registered a representative with ARUN. Even if they lack

voice in the ARUNs proceedings, they are still subject to the authority and sanctions of the ARUN.

CHAPTER II: ARUN AND THE ARGONATH RPG ADMINISTRATION

Being designated as the Argonath RPG Communitys primary oversight body for groups and factions, the ARUN shall work hand-in-hand with the Argonath RPG Administration. With its authority and mandate given by the Argonath RPG HQ, the ARUN is to assist the Administration by overseeing matters pertaining to groups and the community, while the Administration is to assist the ARUN as the enforcer of official decisions (that require administrative aid), directives, and resolutions.

Community Owners and Leaders (Global HQ)

As the heads of the Argonath RPG Administration and HQ, the Argonath RPG Owners shall also hold position as ex officio Chairs of the ARUN Execomm. Being second to, and the primary deputies of the Argonath Owners, Argonath Community Leaders shall also hold position as ex officio members of the ARUN Execomm. The Community Leadership (Global HQ), by default, holds the same authority as the ARUN Manager, as well as the administrative right to negotiate or overrule any directive enforced by ARUN.

Server / Division Management (Server HQ)

Argonath RPG Server / Division Management (Server HQ) shall also hold position as ex officio members of the ARUN Execomm, advising the Execomm on matters pertaining to their respective servers. They shall also hold position as ex officio Chairs of all server-specific executive/oversight committees, on their respective servers.

Additionally, the Server HQ shall retain the administrative authority to negotiate or overrule any directive enforced by the ARUN on their respective servers. Actions taken by the Server HQ against any faction will also be reflected within the ARUN.

Finally, the Server HQ (as well as the Global HQ) shall be consulted on major ARUN decisions that require external guidance.

Server Administration (Moderators and Administrators)

Moderators and Administrators shall be granted special access to ARUN discussion regarding their respective servers. The ARUN shall work closely with the Server Administration in monitoring groups and maintaining order, calling upon Moderators and Administrators as consultants (when necessary) in cases involving groups on a particular server. In addition to sanctions imposed on group members by the Server HQ / Administration, additional internal sanctions may be imposed as well on poorly-behaving groups that may affect their membership (status as registered groups) and voice in the decision-making processes of the ARUN.

CHAPTER III: ARUNs Internal Framework

This Chapter shall establish the framework of guidelines and regulations that govern the ARUNs internal operations.

Objectives of the ARUN

As the primary oversight body for groups / factions, the ARUN shall: Organize and facilitate interaction between the various groups / factions. Serve as the groups main decision-making body, in cooperation with the Administration with regards to changes in the community primarily aimed at groups. Act as mediator and arbiter of disputes between the various groups / factions. Discipline and issue sanctions against groups that fail to abide by the Communitys rules, Argonath Administration orders (if necessary), and ARUN directives / regulations.

Planned ARUN Charter

After the approval and implementation of this proposal, the primary document establishing the primary rules, guidelines, and mandate of the ARUN shall be drawn up, and referred to as the ARUN Charter. After its implementation, the ARUN Charter shall serve as the primary framework for all ARUN decisions and directives.

Councils with the ARUN

Assisting the ARUN Management in the day-to-day operations of the ARUN are several player Councils, composed of ARUN Group Representatives, in addition to others who may be designated by the Global / Server HQ and/or ARUN Management. The various ARUN Councils are defined as follows:

1.) ARUN High Council The ARUN High Council is composed of the most distinguished and experienced ARUN Delegate. The ARUN Manager shall serve as Chair of the High Council, with the rest of the ARUN Execomm shall hold position as ex officio Vice Chairs (to preside in the absence of the ARUN Manager). Resolutions from the ARUN High Council shall carry the full force and authority of the ARUN.

2.) ARUN General Council The ARUN General Council is the widest assembly within the ARUN, composed of ARUN Delegates It shall serve as a deliberating body on affairs pertaining to ARUN and the Argonath RPG Community, and shall be the main avenue for groups to raise wide-reaching concerns. 3.) ARUN Server Council ARUN Server Councils are composed of all ARUN Delegates from a given server. While the ARUNs operations are limited to one server, that servers Server Council shall be synonymous with the ARUN General Council.

Committees and Tasks

In order to bring players and factions closer to the ARUNs affairs, the internal operations of ARUN shall rely on various Committees, composed of ARUN Delegates. Each Committee shall be devoted to a particular field / task, for more efficiency. No ARUN Delegate shall hold membership in more than two Committees, and no ARUN Delegate may hold the position of Committee Chair and Committee Vice-Chair in more than one Committee. Committees shall report their activities and accomplishments to the ARUN Execomm and the ARUN High Council. The various Committees are defined as follows.

Internal Affairs Committee

The Internal Affairs Committee shall decide on cases where groups have violated Argonath RPG Community Rules and Guidelines (regarding ARUN) and/or ARUN directives and resolutions, as well as cases where such may result. To prevent conflict of interest, the Internal Affairs Committee shall be composed solely of the ARUN Execomm. Decisions and sanctions carried out by the Internal Affairs Committee shall overrule all other ARUN Resolutions and directives (including those of the ARUN High Council), and shall come second only to those issued by the Global / Server HQ. With the exception of the ARUN Manager and [R*] / [Rstar] clan members, no Internal Affairs Committee member may be part of any Registered Group, keeping in line with the requirements for ARUN Execomm members.

Other Standing Committees

The other Standing Committees of the ARUN are composed of Delegates from all servers where ARUN operates. New committees may be suggested later on, with the existing committees being defined as follows:

1.) Secretariat Committee Responsible for facilitating communications, memos / reminders, and records. The Secretariat Committee Chair shall serve as the Secretary General of the ARUN High Council and the ARUN General Council. Members are taken by default from Secretaries-General of the various ARUN Server Councils.

2.) Development Committee Responsible for deliberating on proposals for changes to servers (i.e. scripts) with regards to groups and factions. 3.) Group Good Governance (3G) Committee Responsible for helping newer (and current delinquent) groups by offering advice / assistance to (junior) group leaders on how to run their groups, as well as achieving stability. (and eventually, becoming Registered Groups) 4.) Projects and Initiatives (PIN) Committee Responsible for deliberating on ideas for possible ARUN projects and initiatives. 5.) Crime and Law (CLAW) Committee Responsible for dialogue between Criminal and Law (Government + Legal Families) Factions and settling specific related disputes. Members are taken from leaders of criminal and law organizations.

CHAPTER IV: ARUN AND THE MAINTENANCE OF ORDER

As an oversight and disciplinary body, the ARUN shall work closely with the Argonath Administration to promote harmony among players, by ensuring that groups / factions abide by the Argonath RPG Community Rules and Guidelines.

Sanctions

The ARUN, with the Administration, shall issue the following sanctions to delinquent groups:

1.) Verbal Warning For slight offenses, groups shall be given a verbal warning. Only one verbal warning is allowed, with the next punishment being at least an Official Warning.

2.) Official Warning For slight to medium offenses, delinquent groups shall be issued an Official Warning. After three (3) Official Warnings, Suspension automatically follows. 3.) Suspension For medium to heavy offenses, delinquent groups shall be issued a suspension; registered groups shall have membership of their ARUN Delegate suspended, 4.) Dissolution For the heaviest offenses, continuously delinquent groups shall be shut down, losing all support they may (currently) have on the server. As the heaviest sanction, Dissolution requires approval from the Global and/or Server HQ.
