POSSIBILITIES OF INCORPORTATING THE SOCIAL PROTECTION QUESTIONS IN THE HOUSEHOLD SURVEY

Available surveys
1. Labour-employment survey (Labour force survey)
- Quarterly survey (representatives for national level, ruralurban, and 6 economic-geographical areas) - Sample size in year 2013: ~50,640 HHs/quarter (or 16,880 HHs/month)

2. Household living standards survey (Household survey)


- The survey is carried out in every even-year - Duration of the survey: Quarters 2, 3, 4 of the year and the 1st quarter of the next year - Sample size: > 69,000 HHs. Of which: > 37,000 HHs are asked about income & other issues; ~10,000 HHs are asked about income, expenditure and other issues.

Section 2 on Education
- Quest 9, 10 to identify who are exempted, deducted education fees/other edu costs

Section 3 on Health Care


- Quest 9, 10 to identify who are provided free health care certificates. - Quest 11 to identify who use free health care certificate

Section 4A on Employment and Wage, Salary


- Quest 27 to identify who received unemployment benefit, employment compensation, pension for eligible and early retirees, monthly allowance for persons lost working capacity - Quest 28a, b, c and d to identify the amount of each benefit (as in Quest 27) for benneficiaries.

Section 8 on Social Assistance Participation


- Quest 1 to identify the poor/non-poor HHs - Quest 2 to identify HHs accessed to SA policies on:
Health insurance, health care treatment, edu fees exemption/reduction, vocational training, policy scholarships, housing, clean-water, cultivating land, food subsidies, gas/oil subsidies, machines and production inputs (fertilizer, seeds), preferential credits, cash transfer.

Section 8 on Social Assistance Participation


- Quest 2a to identify the amount of SA that HHs received both in cash and in kinds (electricity, foods in emergency cases, cash transfer for poor HHs and national devotees) - Quest 4 to identify who accessed preferential credits of social policy bank; employment promotion fund, poverty reduction fund. - Quest 5, 6 to measure each loan and its preferential interest rate.

Limitations
- Can not measure the amount of exemption/reduction of edu fees and other edu costs for HHs and each beneficiary as well - Can not measure the support levels of health care for HHs and each beneficiary as well in the year (do not identify how many times they used the certificate and the amount of supports). - Lack of many other information for SP: - SI: information of other schemes, such as: benefits of maternity, sickness, working accidents and occupational disease, survivor benefits, funeral allowances - SA: information of other SA, such as: for the disability, the elderly living on their own, single parent feeding-up children, orphans and family feeding-up the orphans.

Recommendations
- Supplement a module of SP in the HH survey - Thinking of an independent survey of SP that will be carried out for every 2-year in the odd-year (alternately with the current HH survey).
