General Qualification Criteria for UGD

(A) Turn over -: Estimated Cost up to Rs. 20 crore : 50% of amount put to tender Estimated Cost more than Rs. 20 crore and up to 100 crore: 75% of amount put to tender Estimated more than Rs. 100 crore : 100% of amount put to tender The minimum annual turnover of the bidder should be minimum Rs. .. crore in any one year of the last five years. i. e, from 2007-08 to 2011-12.
Turnover of the last five (5) years shall be given additional weightage of ten percent per year to bring them to previous completed financial year's price level to account for price escalation as illustrated as below. (B) EXPERINCE OF WORK (a) Financial -: Satisfactorily executed minimum work (completed) of similar nature as given in below table as a contractor (viz. water supply and sewage works, O & M work ) and amount of work done of that executed work shall not be less than the amount as shown in below mentioned Table in last five (5) completed financial years. i.e. (2007-08) to (2012-13). The contractor should have successfully carried out minimum work in any one year during last five financial years 2007-08 to 2011-12. (b) Physical-: The contractor should have successfully carried out minimum quantity of work in Water supply or drainage project at least one project during last five financial years 2007-08 to 2011-12. As under-: 1. Metallic or Non Metallic pipe line: 50% of total length of pipe required in the project-.km. 2. STP/Oxidation pond : 50% of total capacity of STP - .. MLD 3. Pumping machinery : 50% of pump capacity in KW required in project -.. kw. 4. Pumping Station/ Sump : 50% of total capacity of Pumping station required in the project - .. MLD ( C ) BIDDERS CAPACITY (i) The Bidder who fulfills the qualifying criteria mentioned above shall be qualified only if he fulfills the requirement of bidder's capacity. The bidding capacity of any tender/ Bidder is required to be more than or equal to the estimated cost of the work. The bidder's capacity shall be computed as shown below. Bid Capacity = [(A x N x 2) - B)] Where A = Performance of the Bidder for the criteria of the minimum annual turnover i.e. updated (at the price level of last completed financial year) maximum annual turnover of the last five (5) completed financial years. B = Value of the existing commitments as on the end of the previous month of the month in which the Tender is received and commitments for works (complete or partial) to be completed in the coming next (time limit of work in year) years (updated to the last completed financial year's price level.) For the existing contracted works, the value of works completed by the end of March-(current year) and those which remain incomplete as on month up to previous month of the month in which the tender is received along with time period left for construction shall be got countersigned by the Executive Engineer or the equivalent officer of the employer on whose behalf the firm is carrying out the works. In the case of a Joint Venture, parameters A and B shall be determined based on details pertaining to such partners who propose to undertake physical execution of work and in proportion to their participation/stake as specified. N = Years prescribed for completion of the work for which bids are invited i.e. (time limit of work in year) years.

(D) Joint venture -: Joint venture should be allowed for the estimated amount more than Rs. 20 crore , provided following condition. (a) Bidder can be joint venture of not more than 3 firms (b) Each partner firm should have valid registration (c) Lead partner firm must have more than 51% financial participation and other member must have not less than 20% financial participation. ( total should be 100%) (d) Combined strength of JV shall meet 1.0 times the physical and financial criteria. (E) Liquidated Damage The liquidated damage should be 0.1 % per day of the contract value and should be applicable after the time limit and the maximum limit should be 10% of the contract value. (F) REGISTRATION-: The Contractor registered in other state with equivalent AA -Class registration, may eligible for this tender but they have to apply for registration in Gujarat State competent authority after L.O.A. of this tender but before work order given by GWSSB .
