EXECUTIVE ORDER NO.

2
Amending Executive Order No. 2 (s. 2013) WHEREAS, Article IV, Section 2 of the 2005 XU-CSG Constitution mandates the XU-CSG to formulate a general plan of action (GPOA) to oversee student activities concerning its constituency which will be directly handled by the respective XU-CSG departments and special committees, with the participation of the college council and student organizations; WHEREAS, Article IV, Section 3 of the 2005 XU-CSG Constitution states that departments and special committees, which shall compose the executive units, may be created to closely monitor and coordinate the activities of the XU-CSG, college councils and student organizations; WHEREAS, Article VI, Section 4.3.3 of the 2005 XU-CSG Constitution provides the XU-CSG President with the responsibility to create committees which respond to certain pressing concerns that need to be addressed immediately; WHEREAS, XU-CSG recognizes that linkages among student governments of Ateneo universities in the Philippines, and ofschools, colleges and universities in Cagayan de Oro City are a component of the formation of Xavier University students as these linkages make the students more aware of their relationship and responsibilities in active youth engagement and nation-building; WHEREAS, XU-CSG recognizes that creative and dynamic awareness campaigns, through the use of videos, posters, infographics and publications, must be considered by the student government in effectively communicating its projects, programs and initiatives towards the constituents. WHEREAS, Executive Order No. 2 (s. 2013) established BuklodAtenista Committee, and ONE CDO Committee. These committees take charge in building relevant linkages between XU-CSG with the student governments of other Ateneo universities in the Philippines and of other schools, colleges and universities in Cagayan de Oro City; WHEREAS, Executive Order No. 2 (s. 2013) also established Multimedia Committee. This committee takes charge in providing publication materials to increase the XU communitys awareness on the ongoing and future initiatives of the student government; WHEREAS, some provisions of Executive Order No. 2 (s. 2013) are inconsistent with the provisions of Executive Order No. 1 (s. 2014); NOW, THEREFORE, I, HAROLD JOHN M LABORTE, Xavier University-Central Student Government President, by virtue of the power vested in me by law, do hereby amend Executive Order No. 2 (s. 2013) as follows:

SECTION 1. Establishment and Functions of Buklod Atenista Committee. There is hereby established the Buklod Atenista Committee of XU-CSG. The Buklod Atenista Committee is a representative committee of XU-CSG which organizes the mobilizations of the resolutions passed during the Buklod Atenista Congress, the bi-annual assembly of the student governments of the five Ateneo universities. Should the permanent secretariat privilege be given to XU-CSG, the Buklod Atenista Committee takes charge in convening the Ateneo student governments, with the Buklod Atenista Convener presiding the assembly. Moreover, the Buklod Atenista Committee serves as the primary organizing group of the bi-annual congress in the case that hosting rights of Buklod Atenista will be given to XU-CSG. The head of the Buklod Atenista Committee is referred as Buklod Atenista Ambassador. The committee directly reports or coordinates with XU-CSG Department of External Affairs and Corporate Relations for administrative supervision purposes. SECTION 2. Establishment and Functions of ONE CDO Committee. There is hereby established the ONE CDO Committee of XU-CSG. The ONE CDO Committee is a representative committee of XU-CSG which organizes the mobilizations of the decisions made during ONE CDO formal gatherings or meetings. Should the secretariat privilege be given to XU-CSG, the ONE CDO Committee takes charge in convening the student governments of schools, colleges, and universities in Cagayan de Oro City, with the ONE CDO Convener presiding the assembly,for active youth engagement and nation-building. Moreover, the ONE CDO Committee serves as the primary organizing group of various social events in the case that hosting rights of ONE CDO will be given to XU-CSG. The head of the ONE CDO Committee is referred as ONE CDO Ambassador. The committee directly reports or coordinates with XU-CSG Department of External Affairs and Corporate Relations for administrative supervision purposes. SECTION 3. Establishment and Functions of Multimedia Committee. There is hereby established the Multimedia Committee of XU-CSG. The Multimedia Committee is a creative and technical committee of XU-CSG which conceptualizes, designs, and creates publication materials of the student government which will be released to the general public. The head of the Multimedia Committee is referred as Multimedia Committee Head. The committee directly reports or coordinates with XU-CSG Department of Communications Management for administrative supervision purposes. SECTION 4. General Mandate of Buklod Atenista and ONE CDO Committees. The Buklod Atenista and ONE CDO Committees shall be given the general mandate to seek partnerships with institutions in Cagayan de Oro and around the country to provide better synergy for XU-CSGs nationalization efforts. The committees are also mandated to act as the executive unit that assists and/or collaborates with the school administration in organizing the activities or initiatives of the two alliances of student governments wherein XU-CSG is actively part of.

SECTION 5. General Mandate of Multimedia Committee. The Multimedia Committee shall be given the general mandate to provide publication materials that shall be maximized to improve XUCSGs visibility efforts. SECTION 6. Separability. Any portion or provision of this Executive Order that may be declared invalid or unconstitutional shall not have the effect of nullifying other portions or provisions that can still subsist and be given effect in their entirety. SECTION 7. Repeal. This Order supersedes Executive Order No. 2 (s. 2013). All executive orders, policies, rules, regulations, and other issuances of the Executive Branch or parts thereof, which are inconsistent with this Executive Order are hereby repealed or modified accordingly. SECTION 8. Effectivity. This Executive Order shall take effect immediately.
