AGREEMENT OF INTENT TOWARDS A NETWORK OF SOUTH AMERICAN CITIES

We the mayors of Bogot, District Capital City, The Metropolitan Municipality of Lima, the Quito Metropolitan District, the Autonomous City of Buenos Aires, the Autonomous Municipal Government of Sucre, the Autonomous Municipal Government of La Paz, the Municipality of Asuncion, the City of Montevideo, the Prefecture of Rio de Janeiro, gathered in the city of Bogota on November 20, 2012. Considering the processes of urbanization, transformation and growth in the cities and the dynamics of human mobility that have led 4 out of 5 people to establish themselves in urban areas as a result of accelerated metropolization of the region, especially in South America. Recognizing the role that local governments have acquired as promoters of sustainable development, good governance, promoting citizens rights and multi-culturalism, and our role in solving global problems and challenges such as public safety, eco-mobility, urban planning, economic development and sustainable environment. Confirming the active leadership that local governments in various international scenarios have achieved to find areas of cooperation, including South - South cooperation that allow us to tackle and seek joint strategies to achieve social cohesion and equity. Supporting initiatives and cooperation networks, generating synergies and solidarity. Recognizing the importance of establishing a scenario of integration, participation and dialogue between South American cities to advance sustainable development and good living standards for our people and to help address and solve the problems that still affect the region through the strengthening of democratic institutions within local governments. Recognizing the importance of defending local democracy and the respect for institutional autonomy. Renewing the commitment of the South American people for non-violence and peace, by ratifying the vocation of our people as the fundamental basis for coexistence and progress. Based on the autonomy and competencies of cities and their respective governments to promote regional cooperation as an instrument for achieving their developmental goals. Agree to work towards building a network and commonwealth of cities in order to establish in a participatory and consensual manner, an integration platform and union to encourage dialogue between local governments and help strengthen democracy and governance, and to promote an identity of South American citizenship, to promote the exchange of good practices in order to strengthen social cohesion policies and equity. This integration scenario, seeks to create innovative solutions to common problems, to jointly face the challenges of the XXI Century and advance the economic, social, cultural and political development among our people, through environmentally sustainable models and strengthening an inter-cultural and participatory democracy.
