1.INTRODUCTION
Background

The Municipality of Mobo as part of the Philippines archipelago is naturally blessed with the high diversity of sea cucumber species, locally called BALAT that inhabit its sea grass beds, soft bottom areas and reefs. Sea cucumber rank 8th major fishery export of the Municipality. In the year 1960 up to 1970 , sea cucumber were abundant anywhere in the coastal water of Mobo. Every morning the local traders flock the seashore of the coastal water of Mobo to gather different types of sea cucumber, of which some fetch a high price. Among the sea cucumber species abound in the area where the chalky sea cucumber (local name-Lawayan Lawayan Hongkong), the hairy black fish (local name Khaki), the lollyfish ( local name Black Beauty), and the Brown spotted sand fish (local name lawayan tagukan).

Objectives

1. To sustain the sea cucumber fishery in the seagrass zone near the MPA while undertaking MPA protection activities; 2. To contribute to maintain coral cover and fish density in the MPA due to consistent visibility of MPA stewards in the area; and 3. To sustain long term source of livelihood for the MPA stewards and other fisherfolks.

There are four (4) kinds of sea cucumber locally called BALAT in the coastal water of Mobo, that once abundant and command higher price in the market that goes as far as Manila, particularly the Chinese people . Namely ,these are Scientific Name : Bohadchia Marmorata Common Name : Chalky sea cucumber Local Name : Lawayan-Lawayan Hongkong Scientific Name : Actinopyga millaris Common Name : Hairy Blackfish Local Name : Khaki Scientific Name : Holothuria Atra Common Name : Lollyfish Local Name : Black Beauty Scientific Name : Bohadschia ef Simillis Common Name : Brown spotted sandfish Local Name : Lawayan Tagukan

In 1980s, sea cucumber stock started to diminish due to uncontrolled human collection . Dynamite fishing use of noxious poisonous substance that destroyed not only the sea cucumber but also sea grass beds, that is considered the sea cucumbers breeding ground.
The rich and diverse marine Environment of Mobo , Masbate and the resources there in continous to be the subject of relentless exploitation. It was aggravated by the rapid increase of fishermen in the area making their way to the coastal waters. Due to the declining of fish catch, fishermen resorted to the destructive fishing method to increase volume of fishcatch and continous extraction of FISHERY RESOURCES. The urgent need for sustainable management of marine resources was recognized by local Government of Mobo, Barangay Dacu and the FISHERFOLK ORGANIZATION themselves and recently supported coastal resources management.

The Municipality and fisherfolk adopted the establishing and maintenance of Marine sanctuary as away to revive its declining fishery Resources stock enhancement of an identified local resources such as sea cucumber and livelihood assistance to the marine sanctuary or marine protected area stewards one activity strategies being proposed to support the marine sanctuary protection efforts.

LEGAL BASIS: MUNICIPAL RESOLUTION NO.19-11 Resolution AFFIRMING the interest of the local Government unit of Mobo to avail the integrated Coastal Resource Management Projects (ICRMP) and authorizing Hon .Mayor Atty. Percival D. Castillo to apply , negotiate and inter into grant and loan agreement with the ICRMP,DENR ,BFAR, THE Asian Development Bank(ADB) ,Department of Finance (DOF), Municipal Development Office (MDFO), and the other authorized financial loan institution and to undertake other acts necessary and proper to the effective implementation of the Coastal-Eco-System preservation and protected thru establishing of seaport ,material recovery facilities ,Mari-culture ,Marine Sanctuaries Reforestation and other coastal resources management activities. MUNICIPAL RESOLUTION NO.68-12 Resolution approving ordinance number 05-12 increasing the coverage of Protected Area (MPA) of Municipality of Mobo.

MUNICIPAL ORDINANCE NO. 05-12 Increasing the coverage of ordinance No.03-11 to include the coastal areas of Barangay Luyong Catungan and Barangay Dacu Mobo Masbate as the part of Marine Protected Areas (MPA) of this Municipality .

NOTE: Bagapantao Marine Sanctuary located in the coastal area of Barangay Dacu. MUNICIPAL ORDINANCE NO. 20-09 Adopting the Integrated coastal resources management plan of Municipality of Mobo. E.O. NO.533 Adopting coastal management as a national strategy to insure sustainable development of the country coastal and marine environment and resources and establishing supporting mechanisms for its implementation.

Observation: The kind of sea cucumber releases sticky/waxy liquid when taken off from the water.

Scientific name: Bohad Chia Argas Common Name: Leopard Fish Local name : Matan No of pieces: 24

Observation: It was observed that this sea cucumber rolling inside the sea pen then it Makes a hole on the sand around 8:00 in the morning it delivered eggs at the hole. And around 5:00 in the afternoon this sea cucumber stops rolling.

Observation: The most common sea cucumber.

Observation: The most sensitive among the sea cucumber, if it is prolong on the air it will quickly die.

2.5 Gender Development The women members has a big role in the implementations of project, the treasurer, bookkeeper and others officials are women, they also participated in On Site training ,Food Preparation , Clean-up Drives, IEC and Decision making.

PROBLEMS ENCOUNTERED AND ACTION TAKEN TO ADDRESS PROBLEM 3.1 Technical Any technical problems we refer it to the DENR PERSONNEL Provincial and Regional Units for Assistance 3.2 Training - We Experienced Bad Weather during Training on Site particularly on proper handling, scaling and weighing of the sea cucumber. Solution Re-training during the inspection by the DENR Personnel Provincial and Regional UNITS 3.3 IEC - Some members of the community are not aware or not interested with the project. - Solution - We conduct a Barangay Assembly and the Barangay Officials helps to explain the benefits of the project to the community.

3.4 Procurement - Majority of the local suppliers are not registered with the BIR or Government Agencies - Some ITEMS are not available in Masbate. Solutions-We just used RER for the transactions We seek assistance from DENR provincial unit to purchase the needed items not available in Masbate. 3.5 Financial - Delayed Release of the Budget - The Organization is not capable to finance the Activities Solution- We borrowed from local lenders 3.6 Gender and Development Total No. of Members- 119 Male- 86 Female- 33 Officers- 14

Lessons Learned and Good Practices We learned a lot especially the importance of the project and realized that it will benefit our community. People are now aware of the biodiversity at of sea. They are now supporting to the government by reporting any illegal activities in the MPA area and cleaning the foreshore area. The members of the FISHERFOLK and community actively participated on the project. We would like to thanks the DENR Personnel from the Provincial and Regional, National Headed by Dr. Ninette Lazola and Mr. Benito Salazar for their support and guiding the people organization and community for the success of the project. Also to the LGU MOBO headed by the Municipal Mayor and most of all my family who helps me for doing this report.

ACTIVITY: IEC II BARANGAY ASSEMBLY

Procedure: One of the major topic agenda is about the ICRMP project which is the Biodiversity Conservation Project the Stock Enhancement of Sea Cucumber (Balat) in Bagapantao Marine Sanctuary. Barangay Officials headed by the Brgy Captain and Dacu Fisherfolk Organization Officials presented the tarpaulin of the said project. Also the P.O president discussed the Municipal Ordinance of Marine Protected Area. The chairman of the committee on Health also discussed and encouraged the people tohelp on the Clean-up drives at the seashores and rivers.
