countr" or even each location areaC ,0) and cell in each network have strict numbersC to ensure that ever" cell worldwide has a uniDue number. 0he use of this numbering scheme can achieve the following purposes: !t allows the M) to correctl" identif" the current network so that it can select the network the subscriber #or operator$ wants to enter in an" environment. !t allows the network to know the e@act location of a M) in real time so that the network can normall" connect various service reDuests to the M). !t allows the M) to report the correct adjacent cells to the network during callsC so that the network can maintain the calls through handover when necessar". 0he C ! is one of the major network identit" parameters.

0he MCC should not be modified. 0he M5C should not be modified. 0he 87C should be set in strict accordance with the related specification of China 0elecom. 7void the cases where two or more location areas in the network #throughout the countr"$ have the same 87C. 1hen "ou set the C!C "ou must note that no two or more cells can have the same C! in one location area.

1." Base Station Identity Code (BSIC)

!n the )M s"stemC each ,0) is allocated with one local color codeC known as ,)!C.

!f a M) can receive the ,CC/ carriers of two cells at a location with the same channel numberC the M) distinguishes them according to the ,)!C. !n network planningC the ,CC/ carriers of the adjacent cells should use different freDuencies in order to reduce co;freDuenc" interference. On the other handC the characteristics of the cellular communication s"stem determine that the ,CC/ carriers are certain to have the possibilit" of reuse. (. 1hen the M) is in the connection mode #during calls$C it measures the ,CC/ carrier of the adjacent cell and reports the results to the ,0)C according to the specification of the adjacent cell table on the ,CC/. 7t the same timeC the M) must give the ,)!C of the carrier it has measured for each freDuenc" point in the uplink measurement report. 1hen in a special environment where the adjacent cells of one cell have two or more cells use the same ,CC/ carriersC the ,0) can distinguish these cells based on the ,)!CC to avoid incorrect handoverC or even handover failure. *. 0he M) must measure the signals of the adjacent cells in the connection mode #conversation process$C and reports the measurement results to the network. )ince each measurement report sent b" the M) onl" includes the contents of si@ adjacent cellsC the M) must be controlled to report onl" the cells actuall" with handover relationships with the current cells. 0he higher three bits in the ,)!C #that isC 5CC$ are used for the above purpose. 0he network operator can use the
