The awards keep coming to
Naval Base Ventura County.
For the past five consecutive
years, the base has received a
Chief of Naval Operations En-
vironmental Award, and this
year it received two: one for its
environmental quality teamand
one for sustainability for an in-
dustrial installation.
In addition, base officials re-
cently learned that NBVC is
home to the Navys Journalist
of the Year and the Navy Re-
gion Southwests Supervisory
Civilian of the Year.
Mass Communications Spe-
cialist 1st Class Chris Fahey of
Naval Mobile Construction
Battalion 3, homeported at
NBVC Port Hueneme, is the
Navys Journalist of the Year
as well as MC of the Year
(Sea).
And John T. Adkins Jr., the
fire chief for NBVCs Federal
Fire Department, was named
the Southwest Regions Civilian
of the Year.

For the second consecutive
year, Naval Mobile Construction
Battalion (NMCB) 4 has been
awarded the Battle Efficiency
award for best of type in the Pa-
cific Fleet.
The award, commonly known
as the Battle E, is presented an-
nually to the most outstanding
active and reserve mobile con-
struction battalion from each of
the fleets. The purpose of the
award is to recognize outstanding
operational performance, attain-

I get a lot of questions, ranging from ques-
tions about golf passes to those about services
we provide, such as maintenance. What I dont
get enough of, except for a yearly survey, is feed-
back about what you think about those services.
We want to hear from you. Do you live in
on-base housing? Tell us how were doing! How
would you rate the quality of your on-base hous-
ing? Would you recommend on-base housing to
your friends and family?
What services would you like to see improved
or changed? In todays tight fiscal environment,
we might not be able to make all the changes we
would like, but until we know what you want, we
wont know where to start. Ive gotten feedback
regarding gym hours and Internet speeds, food
offerings and movie listings. What would YOU
like us to know about?

Construction Mechanic 2nd Class Ei-
lene Clark from Naval Mobile Construc-
tion Battalion (NMCB) 5 received the
2014 Joyce W. Stewart Memorial Award
during a March 27 ceremony at the Bard
Mansion at Naval Base Ventura County
(NBVC) Port Hueneme.
The award recognizes individuals and
teams that have made significant achieve-
ments in promoting diversity and encour-
aging equality.
As a member of NMCB 5s Diversity
Committee, Clark participated in a clothes
drive inhonor of Womens History Month,
collecting items for a local womens and
childrens shelter, and she helped bring in
money and toys for a local childrens hos-
pital.
As an avid fitness enthusiast, Clark
makes sure that fitness challenges include
a female class.
But most of all, Clark has established
herself as a role model and mentor for her
fellow female troops.
Her unique perspective as a seasoned
female Seabee allowed her to establish an
informal mentorship program for young
females joining the battalion, stated her
nomination letter, written by Chief Equip-
ment Operator Matthew Morgan. She
personally advised and counseled each of
the Alfa Company females on a biweekly
basis and provided guidance to help them
succeed in a male-dominated workforce.
Her interest in their success, coupled with
her prior experiences, has helped prepare
these young troops for deployment and
success within the Navy and in life.
The award is presented each year by the
Federal Womens Program (FWP) Com-
mittee of the NBVC Diversity Council. It
was established in 1992 after the late Joyce
Stewart, and the nominees embody the
qualities Stewart appreciated in others:
commitment, generosity and the desire to
help others.
The speakers at this years event focused
on leadership abilities, mentoring and this
years Womens History Month theme of
Celebrating Women of Character, Cour-
age and Commitment.

Naval Surface Warfare Center, Port
Hueneme Division (NSWC PHD) will be
hosting a free Industry Forumthis month
that is open to all companies interested
in doing business with the naval com-
mand. This includes businesses already
performing work, as well as companies
that want to find out how to get start-
ed.
Participants will hear from various
representatives from the small business
office, the acquisitions office and the
technical departments. Theyll learn what
this naval command does and how the
contracting process works.
The event is from 8 a.m. to 4 p.m.
Wednesday, April 23, at the Embassy
Suites Mandalay Beach. The morning
will include briefings from NSWC PHD
officials and a question-and-answer ses-
sion. The afternoon will include an over-
view of how to do business with the Navy
in the following areas of support: engi-
neering (hardware and software), inte-
grated logistics support, management
services, industrial (shipyard), financial
and technical support services.

Earth Day is Tuesday, April
22, and Naval Base Ventura
County (NBVC) is taking part
in several related events this
month both inside and outside
the gates.
Saturday, April 5, representa-
tives from the Environmental
Division took part in the City
of Oxnards Earth Day event.
From 11 a.m. to 3 p.m., they
staffed a booth that featured
photos of the base and its many
natural resources, including
Mugu Lagoon and its adjacent
wetlands and beaches, and San
Nicolas Island. They also had
skulls of various wild animals
found on and near the base
foxes, coyotes, California sea
lions and harbor seals among
them.
Next week, metal recycling
events are taking place on base.
Theyre scheduled from 9 a.m.
to 2 p.m. Tuesday, April 15, at
Bldg. 345, the recycling center
at NBVC Port Hueneme, and
Thursday, April 17, at Bldg.
354, the recycling center at
NBVC Point Mugu. Metal
cabinets, lockers, desks and
other furniture, along with re-
frigerators, air conditioning
units, stoves, hot water heaters,
microwave ovens and other ap-
pliances will be accepted. For
more information, contact
Lloyd Nash, NBVCsolid waste
coordinator, at 805-989-9899.
Throughout the month, the
Sustainable Solid Waste Man-
agement Program on base is
holding a spring cleaning event
for paper. Old documents can
be dropped off at the recycling
centers, or additional bins can
be provided if necessary. Reg-
ularly scheduled pickups of
recycling material are continu-
ing as normal.
On Earth Day itself, April 22,
an electronic waste event will
take place at the Navy Exchange
at NBVCPort Hueneme. From
10 a.m. to 2 p.m., anyone with
base access is invitedtodropoff
electronic waste for recycling.
Environmental Division staff
members will have a booth set
up explaining how NBVC pro-
tects the environment while car-
rying out the Navys mission.
Also during the month, the
Environmental Division is visit-
ing local elementary schools
and hosting student tours on
base.

The Naval Base Ventura County
(NBVC) Active Duty Fund Drive, which
benefits the Navy-Marine Corps Relief
Society (NMCRS), continues through the
end of April.
The event is a way to raise funds for the
organization and make Sailors aware of
the many services it offers.
Last year, NMCRS Ventura County
provided assistance to more than 870 local
Sailors, Marines and their families. Inter-
est-free loans of more than $470,000 were
disbursed, as well as grants totaling near
$9,985.
In addition, the organization provides
budget counseling, gives out layettes to
new parents through its Budget For Baby
classes and operates the thrift shop at
NBVC Port Hueneme.

A Military Kids Day event will
take place from 10 a.m. to 2 p.m.
Saturday, April 26, outside the Youth
Center at Naval Base Ventura Coun-
ty (NBVC) Point Mugu.
Worldwide, more than 1 million
children have at least one parent serv-
ing on active duty, and Ventura
County has nearly 5,000 children
who are military-connected. This
event is intended to show apprecia-
tion to those youngsters.
Among the events planned are an
Armed Forces Kids Run, and young-
sters who participate will get a free
T-shirt.
The 4-H curriculum used at
NBVCs Youth Centers will on dis-
play, and children who stop by each
station will receive a prize.
There will also be arts and crafts
tables and bubbles galore.

Kids Day set for
April 26 at Mugu
In1986, April was designatedthe Month
of the Military Child, a time when each
branch of the military recognizes the sac-
rifices made by the children of parents
who are serving our country.
Here at Naval Base Ventura County
(NBVC), military children are important
year-round. There are many programs and
services in place to support military fam-
ilies with children. The month of April
allows us to highlight these programs.
Child development centers, child devel-
opment homes and youth centers are avail-
able for children of all ages. These pro-
grams provide child care and enriching
activities for military-connected children
ages 6 weeks through 18. All of the centers
are accredited by national accrediting
agencies. The youth centers provide after-
school care for elementary-age children
and cater their schedule to that of local
schools. With either a walking bus or
an actual bus, children can be taken safe-
ly from the doorstep of the youth center
to the steps of their school.
Teens may not need child care, but
they still need a safe place to hang out
and meet other teens. Child and Youth
Programs (CYP) offers activities in high-
ly interactive teen rooms, and best of all,
teens who are new to the area (or maybe
havent even arrived yet) can connect with
teens who are already here and familiar
with the area through the Navy Youth
Sponsorship Program.
Flag football, tae kwon do, basketball,
soccer, hiking and track and field are just
a fewof the offerings of the NBVCYouth
Sports program. Some of the sports have
a Smart Start program for youngsters as
young as 3.
Even prior to birth, military children
are taken care of through the New Parent
Support Program at the Fleet & Family
Support Center (FFSC), where expectant
parents can find support, knowledge and
resources. Once the baby arrives, a new
spectrum of questions and concerns may
arise, and New Parent Support will be
there to lead parents to the resources they
need. Parenting classes, step-parenting
classes and support for families with ex-
ceptional family members are also offered
at the FFSC. When parents seek support
and knowledge, children benefit.
The NBVC School Liaison Officer
(SLO) is also available to families with any
education-related questions and can help
find educational resources such as free
online tutoring.
Please take time this month to recognize
and appreciate the military child in your
life. Their support, sacrifices and contribu-
tions are essential to a healthy military
family.

We are currently in the Holy Season of
Lent, a time of introspection, a time to
reflect on the things that truly matter.
Those who are observing Lent will focus
on prayer, repentance, making amends,
atonement (reconciliation of God and
humanity), self-denial and giving.
The reason the aspects of Lent are so
important is that they fine-tune us spiritu-
ally.
We recently had the pianos tuned at the
chapel. It took two hours just to tune one
piano. I was surprised to learn that much
of the tuning is computerized now, and
yet the expert technician painstakingly
plunked the same keys on the piano re-
peatedly as he listened and made adjust-
ments and listened again and readjust-
ed.
So much of our life is spent trying to
gain a perfect sense of balance, to hit a
note in life where everything is just click-
ing along in perfect stride and we are
truly happy. Its almost like chasing an
elusive dream because life comes with im-
perfections that knock us off balance and
cause us to hit some sour notes along the
way.
Giving up some time during Lent to get
alone with God, to seek Him out about
the course of our life, is the best way to
get back in tune with God and with those
around us. As we sit alone to read, to pray,
to contemplate and repent we must survey
the notes in our life and listen for guid-
ance. As God gives us wisdom to make
adjustments and we make them, our life
will begin to sound like a beautiful ar-
rangement once again.
In your quiet time, as you listen, you
may come to an understanding that there
are some things that you need to not only
adjust, but you may need to outright sur-
render, exchange or give up. Your mind
and your will may tell you to stubbornly
cling to these things you are asked to sur-
render. Yet fine-tuning cannot be accom-
plished without the stretching and tension
of the strings.
I can tell you, I understand howdifficult
this can be because I have been there, but
it is in these times that I am reminded of
a statement I learned from the journal of
a missionary who gave his life for a great-
er cause. JimElliott (1927-1956) wrote this
quote, also attributed to Reverend Philip
Henry (1631-1696): He is no fool, who
gives what he cannot keep, to gain that
which he cannot lose.

Holy Week services are being conduct-
ed at Naval Base Ventura County (NBVC)
at the Seabee Chapel at NBVC Port
Hueneme and at the Chapel of Faith at
NBVC Point Mugu.
Palm Sunday is April 13. Catholic
services will be conducted at 9 a.m. at the
Chapel of Faith and at 11:15 a.m. at the
Seabee Chapel. Protestant services will be
held from 9 to 10 a.m. at the Seabee Cha-
pel, and a liturgal service will be held from
11 a.m. to noon at the Chapel of Faith.
Holy Thursday is April 17. For Cath-
olics, the Last Supper of the Lord Cele-
bration followed by a family supper will
be held at 6:30 p.m. at the Seabee Cha-
pel.
Good Friday is April 18. For Catho-
lics, a fast and abstinence break by Soup
Supper, followed by a youth retreat, will
be held at 6:30 p.m. at the Seabee Chapel.
For Protestants, a service will be held from
11 a.m. to noon at the Seabee Chapel.
Easter is April 20. For Catholics, Mass
of the Resurrection will be said at 9 a.m.
at the Chapel of Faith and at 11:15 a.m.
at the Seabee Chapel. An Easter egg hunt
will follow both ceremonies. For Protes-
tants, an Easter Sunrise Service will be
held at 7 a.m. in the Seabee Chapel court-
yard, followed by breakfast. Another
service will be held at 9 a.m., also at the
Seabee Chapel.
Jewish services are being conducted at
Temple Beth Torah, 7620 Foothill Road,
Ventura. Passover at the Beach is April
13 at 6 p.m. Congregational Seder is April
15 at 6 p.m.
Holocaust Remembrance is April 27 at
4 p.m.

Holy Week services culminate with Easter Sunday
Easter services Sunday, April 27, will be
the last regularly scheduled services at the
Chapel of Faith at Naval Base Ventura
County (NBVC) Point Mugu.
Roman Catholic and Protestant ser-
vices will continue at the Seabee Chapel
at NBVCPort Hueneme, where attendance
is eight times higher than at Mugu.
Declining attendance, staffing issues and
tightening budgets are forcing the closure
of the 53-year-old chapel, according to
Lt. Cmdr. Jeffrey Han, command chaplain
at the base.
He said the sanctuary will still be avail-
able for baptisms, memorials and funer-
als.
In a Jan. 30 story in The Lighthouse
announcing the closure, Han said he real-
ized a change like this can be difficult.
Youhave families whohave worshipped
at a particular chapel for years, and its
always hard to give up something that
youve been a part of for a long time, he
said at the time. But in this case, we re-
ally arent losing anything. Were just shift-
ing everything to another part of the
base.
The Chapel of Faith was dedicated May
13, 1961. At the time, it was called the
Chapel of Faith for the Space Age. It fea-
tures 15 stained glass windows.
Base records showthat in calendar year
1964, 513 services were conducted in the
chapel. Attendance that year totaled
36,569, and there were 37 baptisms, 30
weddings and five funerals.

Six volunteers fromNaval Base Ventura
County (NBVC) spent several hours last
month helping reorganize a local shelter
for women and children after it reopened
a 20-bed emergency facility on the Oxnard
property where it runs a six-room transi-
tional housing establishment.
The emergency shelter had closed eight
months ago due to funding issues.
Theres a lot that needs to be moved,
said Cindy Wilson, director of Kingdom
Center Oxnard, also known as Gabriels
House.
Volunteers also cleaned up and sorted
through a storage area stuffed with bags
of goods donated for an April 26 garage
sale. The event, which includes a barbecue,
will run from 8 a.m. to 3 p.m. The last ga-
rage sale, held in February, raised $2,000.
Religious Ministries on base has orga-
nized several volunteer events at the shelter,
something Wilson said she deeply appreci-
ates.
The people fromthe Navy are so indus-
trious, she said. Theyre polite and con-
siderate. They bring a wonderful spirit of
serving to the house.
In addition, she said, they get the job
done and they dont stop until they do.
Yeoman 2nd Class Muhammed Felton
of NBVC said he welcomed the opportu-
nity to volunteer and set an example for
his children, ages 11 and 4.
A womens shelter is a huge deal, he
said. Helping others is a plus, and its
something I want to teach my kids.

More than 500 people seeking employ-
ment from weekend jobs to second
careers packed the Bee Hive Gym at
Naval Base Ventura County (NBVC) Port
Hueneme as the Fleet & Family Support
Center put on a Spring Career Fair
Wednesday, April 2.
Sixty-two companies with immediate
job openings and 16 educational insti-
tutions interested in training those who
arent ready for the job market sent
representatives to meet with transitioning
military personnel, spouses, civilians, con-
tractors and anyone else with base access
looking to change their employment sta-
tus.
The companies ranged from law en-
forcement and security the Secret Ser-
vice was there, as was the Bureau of Dip-
lomatic Security and several local police
agencies to biomedical firms like Bax-
ter and Amgen and retail outlets like
Home Depot and Whole Foods Market.
Such a wide range of employment op-
portunities meshed well with the attending
labor force. Some people were looking to
boost their weekly paychecks with a few
hours of weekend work; others were look-
ing for post-military careers.
And some were simply looking.
Im exploring options, said Builder
2nd Class Lindsay Barnes with Naval
Construction Group (NCG) 1, who was
attending her first job fair.
She moved down the aisles, chatting
with human resources representatives and
finding out what the job market will look
like when she leaves the Navy in Septem-
ber after seven years.
Builder 2nd Class Cory Cummins, also
of NCG 1, was doing the same thing.
Leaving the military, he said, is his Plan
B, but he wants to be prepared if thats
what happens.
Im looking to see what the next path
might be, he said.

Participation in this event is by
invitation only. Applications for con-
sideration and all required documen-
tation must be received by April 15.
For individuals with disabilities to
be considered for a non-competitive
Schedule A Appointment, you must
submit a resume and a letter certify-
ing you have either a severe physical,
or an emotional, psychiatric or cog-
nitive learning disability. Certifica-
tion is a signed document on letter-
head from either a licensed medical
professional, vocational rehab spe-
cialist or a federal or state agency
that issues payment based on disabil-

To qualify as a Wounded Warrior
you must be a veteran with a disabil-
ity rating of 30 percent or more. You
must submit a resume, DD-214
(member 4 copy), and a letter verify-

partment of Veterans Affairs on or

rating by a branch of the armed
forces.
Positions are available for scientists
and engineers, business professionals,
information technology specialists,
logisticians, engineering and electron-
ics technicians and clerical workers.

tended. Candidates invited to the
event will be interviewed by a hiring

struction Battalion 3. At 24,
hes planned out his future on
26 acres hes purchased in
southeastern Ohio where hell
start up a permaculture-based
farm as soon as he gets out of
the military.
So why was he at the career
fair?
Id like to get a part-time
job and make as much money
as I can in the meantime, he
said.
And the Whole Foods Mar-
ket table was the perfect place
to stop. Not only did they
have part-time employment
opportunities, they were also
giving away free bananas.

The Wallbangers of Carrier
Airborne Early Warning Squad-
ron (VAW) 117 recently hosted a
visit from Boy Scout Troop 228
for tours of squadron spaces, the
Ready Room and the E-2C
Hawkeye aircraft at Naval Base
Ventura County (NBVC) Point
Mugu.
Twenty-one Boy Scouts, ac-
companied by as many Scout
leaders and parents, filled the
Wallbanger Ready Room for a
presentation by a Wallbanger pi-
lot, Lt. Ryan Rankin, who earned
the rank of Eagle Scout in 1998.
He briefed the Scouts on the mis-
sion of the Hawkeye, crewduties
and history of the squadron.
Troop 228 Scout Master Jeff
Zook explained how important
it was to visit a Navy squadron.
The field trip to visit the Wall-
bangers gave our Scouts an op-
portunity to witness actual lead-
ership in an exciting and
adventure-filled profession, he
said. Our boys were given the
opportunity to see how hard
work and training pays off.
Eager to participate, Boy Scout
Teddy Whitecomb volunteered to
put on the gear worn by flight
crews during each mission. The
flight gear included a harness,
survival vest, helmet and mask.
All onlookers smiled as Rankin
placed the items on Teddy and
transformed the Boy Scout into
an aviator.
Despite the fun had in the
Ready Room, the highlight of the
evening was the aircraft tour. All
the Scouts filed downstairs where
they sawone of the Wallbangers
Hawkeyes parked in the hangar.
Wallbanger pilots and naval
flight officers were on hand to
answer any questions the Scouts
had about the Hawkeye and life
aboard an aircraft carrier.
Based out of Oxnard, the
Scouts of Troop 228 often see
Hawkeyes flying but had never
been close enough to touch
one.
They go right over my house,
Teddy exclaimed. Its really
cool to see them up close.
Nearly half of the Scouts had
a family member who has served
in the armed forces. Zook said
he would welcome any new ad-
ditions to the troop who are part
of military families in the area.
Troop 228, part of the Chan-
nel Islands District, makes it a
priority to take regular trips
once a month. In addition to
visiting the Wallbangers at
NBVC Point Mugu, the troop
has canoed the Black Canyon of
the Colorado River, backpacked
the North Rimof Yosemite Val-
ley and rock climbed in Santa
Barbara.
At times it is challenging to
offer a year-round program that
varies and keeps these young
boys and men engaged, Zook
said. Opportunities like the one
we had (at Point Mugu) keep
our Scouts engaged in Scouting
when there are so many other
things pulling them away.

Hospital Corpsman 1st Class Reina
Reyes of Navy Operational Support Cen-
ter (NOSC) Ventura County has navi-
gated her way into a new career through
the Nurse Corps Medical Enlisted Com-
missioning Program (MECP).
MECP gives qualified enlisted men and
women from all ratings a chance to earn
an entry-level nursing degree, followed by
an appointment as an ensign in the Nurse
Corps.
Capt. Ronald Oswald, commanding of-
ficer of NOSC Ventura County, recently
gathered the entire crew and congratu-
lated Reyes on her selection to the pro-
gram.
Her selection to the Medical Enlisted
Commissioning Program is well-deserved
for an outstanding Sailor, Oswald said.
I commend her on personal commitment
and complete dedication to our mission.
Her personal excellence and committed
drive to achieve a goal that is thought of
sometimes as unattainable to most, is what
separates her from an extremely keen and
competitive field; she does not accept no
for an answer.
Reyes learned in February that she was
one of 45 Sailors Navywide selected for
MECP.
This is something I wanted my whole
life, said Reyes, who had to complete at
least 60 semester hours of undergraduate
courses accepted for transfer toward a
bachelors degree with a cumulative grade
point average of 3.3 on a 4.0 scale. I was
just determined and didnt want to give
up.
Reyes has been on active duty for 11
years and checked into NOSC Ventura
County in April 2010 as a second-class
petty officer. She credits several people,
particularly Chief Yeoman (EXW/AW)
Vanessa Gutierrez, for providing her with
sound guidance, exceptional leadership
and the opportunity to excel.
Gutierrez, she said, became my mentor
and gave me some sound advice early
on.
She said Gutierrez gave her the oppor-
tunity to be a leader in the department
and the command.
Her daily mentorship and support has
helped me to succeed in more ways than
one,Reyes said. Ive learned a great deal
from her and everyone Ive worked
with.
Gutierrez, the administration depart-
ments leading chief petty officer and se-
curity manager, called Reyes the quintes-
sential MECP candidate.
Her leadership ability, commitment to
excellence and challenging opportunities
to excel are the qualities that will assure
her success as a naval officer, Gutierrez
said. Its Sailors like Petty Officer Reyes
that give me comfort in knowing that the
future of our Navy is in great hands.
Reyes has some advice for those think-
ing about applying for the MECPprogram
and for everyone else who wants a suc-
cessful Navy career.
Always improve yourself profession-
ally and personally every year,Reyes said.
Volunteer for challenging positions and
then do something once youre there. Get
involved with your Sailors, work center,
division, department, command and the
community.
NOSC Ventura County, located at Na-
val Base Ventura County (NBVC) Port
Hueneme, conducts training, administra-
tion and execution of Navy Reserve pol-
icy for approximately 1,200 reserve Sailors
in 39 administratively assigned units.

Seabee Divers from Underwater Con-
struction Team (UCT) 2s Construction
Diving Detachment Charlie (CDD/C)
spent the first leg of their six-month de-
ployment at Naval Support Facility
(NSF) Diego Garcia, where they inspect-
ed and repaired fleet moorings and off-
shore hydro-acoustic cables in the Indian
Ocean.
Waterfront facilities at the small island
provide vital support to U.S. and Allied
operations in the region.
Shortly after arriving in February on
two C-130s loaded with more than 40,000
pounds of diving and support equipment,
12 members of CDD/C began conduct-
ing diving operations, inspecting two fleet
mooring buoys in support of 6th Fleet
operations in the Indian Ocean. During
inspections, divers used specialized tools
to measure chain links so they could
identify and document excessive wear.
Seabee Divers also replaced more than
150 sacrificial zinc anodes that provide
cathodic (corrosion) protection, extend-
ing the life span and serviceability of fleet
moorings.
During the mission, the team collected
hydrographic and geotechnical survey
data. They used underwater hydraulics
to operate a rapid penetration test (RPT)
unit to drive steel rods at measured in-
tervals in over 80 feet of seawater. The
amount of time it took to penetrate two-
foot increments was recorded, along with
torque measurements at the end of each
rod.
Engineers from the Naval Facilities
Engineering Command will use this data
to design mooring solutions based on
bottom type and density.
The divers also inspected and repaired
two Hydro-acoustic Data Acquisition
System (HDAS) cables located outside
of a lagoon north of the island. The
cables start from the shore and extend to
110 feet of seawater until they plunge to
the ocean floor 600 feet below the crystal
clear water of the Indian Ocean.
This by far is what Ive been waiting
for, said Equipment Operator 1st Class
(SCW/DV) Manuel Terrero, assistant of-
ficer in charge of CDD/C. The dives we
get to conduct outside the lagoon are the
best in the world, and were the only ones
that get to dive out there. Every dive is
like watching the National Geographic
Channel or peering into a pristine aquar-
ium.
Battling high surf and heavy winds,
divers inspected more than 3,000 feet of
cable in depths of up to 110 feet. They
replaced more than 70 zinc anodes and
installed 10 newstabilization points using
underwater hydraulic tools.
As Seabee Divers, we dive all around
the world, from the frigid waters of the
Arctic to the tropics of the Indian Ocean.

Cody Oswald, the project supervisor.
Seabee Divers begin their careers as
non-diving Seabees, learning their con-
struction skills. This allows them to bring
a unique problem-solving capability to
diving and underwater construction, of-
ten functioning in depths of up to 190
feet of seawater.
This was the first of seven locations
CDD/Cwill visit over the next six months.
The divers travel by military airlift, mov-
ing 40,000 pounds of gear over 40,000
miles across six countries. They do this
without having to return to their home
base at Naval Base Ventura County
(NBVC) Port Hueneme for resupply.
Their next stop is Guam, where they
are supporting fleet mooring inspections
and conducting repairs in Apra Harbor.

Withjust afewdays left for preparation, Naval Mobile Construc-
tionBattalion(NMCB) 4 is rapidly increasing focus onits upcom-
ing field training exercise (FTX). Designed to test tactical profi-
ciency andconstructioncapability ina simulated, deployment-like
environment, FTXis a routine event in every mobile construction
battalions homeport-deployment cycle.
FTX is our opportunity to demonstrate that we build and we
fight, says Lt. Cmdr. Mike Guzzi, NMCB 4s operations officer.
We need to be prepared for every possible situation that might
present itself duringour upcomingdeployment inthe Pacific. FTX
reinforces and tests the last eight months of our homeport prepa-
ration for those situations.
Inmid-April, the entire battalionwill headtoFort Hunter Liggett
along the Central California coast for 19 days of nearly constant
evaluation. The training department from Naval Construction
Group 1, the command in charge of training all NMCBs on the
West Coast, will scrutinizethebattalions abilitytohandleeverything
froma chemical weapons attack to constructing an expeditionary
bridge.
By the endof the 19 days, NMCB4 anticipates constructing five
projects, running dozens of convoys, conducting more than30 foot
patrols and running countless tactical drills. With many of these
events running simultaneously, the battalion can get stretched
pretty thin.
The operations officer has a plan to get ahead of the frenetic
pace and keep the focus on preparing the battalion for its upcom-
ing deployment.
Were practicinglike we play,saidGuzzi. We are goingtotreat
FTX no differently than we would any other deployment or as-
signment. This means we plan as far in advance as we can with
whatever information and resources we have at our disposal. Our
goal is to walk into FTXcompletely prepared for deployment.
FTXis anall-hands evolutionandtakes months of coordination
in advance.
Coordinationis very important. We have five movements toget
over 570 personnel fromPort Hueneme to Fort Hunter Liggett in
the first four days alone,said Chief Builder Sean Savage, NMCB
4s FTXchief petty officer. Its absolutely essential that we involve
all departments andcompanies toensure everydetail is scrutinized,
so everyone is completely prepared.
Savage has been holding weekly meetings with battalion leader-
ship to synchronize efforts.
Without proper planning, the battalion would have little to no
understanding of what to expect, said Savage. There is no way
we can succeed unless we plan early and plan together.
During the exercise the battalion uses a scenario to mimic situ-
ations NMCB4 is expected to face in its upcoming deployment.
Ultimately, our scenario sets us up for humanitarian aid and
disaster relief that we anticipate being tasked with during deploy-
ment,said Lt. Billy Woodward, NMCB4 FTXofficer in charge.
More often than conventional military action, U.S. armed forc-
es in the Pacific provide aid and relief to island nations and af-
flicted areas in Southeast Asia.
As we transition from focus in Afghanistan to humanitarian
aid and disaster relief missions in the Pacific, so too has our train-
ing shifted,said Woodward.
NMCB4 is scheduled for a deployment this summer.

The ability of a Naval Mobile
Construction Battalion (NMCB)
to deploy the Air Detachment
91 Seabees along with their
construction equipment anywhere
around the world within 48 hours
distinguishes it from any other
military engineering unit.
The wide capabilities and fast
response of Seabees have earned
them a reputation for humanitar-
ian assistance and disaster recov-
ery efforts around the world. Air
Detachments have been deployed
to help in recovery efforts after
earthquakes in Pakistan and Hai-
ti, hurricanes in Mississippi and
tsunamis in Indonesia.
The Air Detachment is a min-
iature battalion that is flexible in
construction capability and re-
sponsive to engineering missions
worldwide, said Chief Utilities-
man Jason Hutchinson, Air De-
tachment operations chief.
NMCB4 recently completed the
first of several exercises that dem-
onstrate the ability to quickly de-
ploy the Air Detachment. Over
100 Seabees, all from NMCB 4,
practiced their skills in a two-part
embark exercise last month.
The first part tested the battal-
ions ability to deploy the 91-Sea-
bee Air Detachment from Port
Hueneme over a 32-hour period.
NMCB 4 Seabees processed 20
pieces of construction equipment
and prepared 10 pallets of support
equipment, a total of 250 short
tons, for shipment by air and
sea.
The unit worked around the
clock in order to meet exercise
deadlines.
Everything was scheduled at
the same time as the exercise. Peo-
ple who I thought would be there
ended up in class,said Equipment
Operator 2nd Class Priscilla
French. But we took charge and
got it done. At stations where
thered normally be six people, we
did it with three. Every crew was
working together. Offgoing shifts
even stayed late into the night after
turnover times to teach the oncom-
ing shifts. There was great team-
work by everyone involved.
The first part of the exercises
ended with a difficult inspection
by graders from Naval Construc-
tion Group (NCG) 1. The inspec-
tion ensures that airlifted cargo is
clean, free of leaks and properly
documented.
The second part of the exercise
tested the Air Detachments abil-
ity to bring itself home after a
deployment. The company was
required to prepare the same
amount of equipment and to go
through the same rigorous inspec-
tion as the battalion, despite its
smaller size.
We can do everything that a
battalion can do, said Lt. j.g. De-
laine Anderson. The embark ex-
ercise was great practice for Air
Det Seabees to experience our fast
pace and demonstrate our ability
to move personnel and equipment
just like main body.

al success through their work at
NAWCWD.
Miller attended Ocean ViewJu-
nior High.
Though I didnt know it at the
time, I made decisions as far back
as junior high that affected my ca-
reer in research, development, ac-
quisition, andtest andevaluation,
he said. These types of commu-
nity events give students who will
be in our workforce anywhere be-
tweenfive to10 years fromnowan
opportunity to imagine a future
they may not have ever considered
before.
Miller and McQueen discussed
science, technology, engineering
and mathematics (STEM) and
fielded questions from students
who wanted to know more about
what kindof workis done at Point
Mugu, what kind of college class-
es they might have to take to work
at Point Mugu, and how much
money an engineer might make.
While I dont have a technical
background, I understand the im-
portance of STEM, McQueen
said. Not only is it vital to our
current NAWCWDcommunities,
STEM is fundamental to our fu-
ture andthe future of our children.
Its encompassed in everything we
experience.
Miller spent time explaining his
background, schooling, what he
did at work and the mistakes he
made growing up. After Ocean
View, Miller graduatedfromChan-
nel Islands High School in 1990,
then went on to study at Univer-
sity of California Santa Barbara,
where he earnedbachelors degrees
inbusiness economics, accounting
and medieval studies.
Miller, who admitted to his
young audience that his biggest
mistake was not studying what he
was good at, said he has per-
sonal motivation that drives his
STEM involvement.
A few of the teachers who
taught me at OVJHare still there,
he said. When I went through
school I had little to no exposure
to engineering as a career field.
Evennow, whenI talktoeducators,
there is little acknowledgement of
STEM as a professional avenue
until the college level. As a result,
children are left to consider only
those positions to which they have
exposure and they direct their
learning accordingly. If I cancom-
municate the opportunities that
may be available by pursuing
STEM, Im hoping they will be
preparedwhenthose opportunities
present themselves.
Millers advice to students was:
Be you. Listen to yourself. Do
what youlike todoandapplyyour-
self to the things you dont like to
do.

The Department of Defense has an-
nounced the theme of this years Sexual
Assault Awareness Month (SAAM), oc-
curring throughout April, as Live Our
Values: Step Up to Stop Sexual As-
sault.
The past year has been filled with aware-
ness training throughout the Navy
training aimed at educating Sailors at all
levels about sexual assault and howto seek
assistance for yourself or a friend who has
experienced unwanted sexual contact.
This years SAAM theme challenges
Sailors to take that awareness and turn it
into action.
Sexual assault affects people in all walks
of life, including those in the Navy. The
effects of this crime are far-reaching; not
only is the victimimpacted, a victims fam-
ily and unit can all suffer after a sexual
assault. Too often, these assaults occur
when they could have been prevented.
To combat instances of sexual assault,
as well as other inappropriate behaviors,
the Navy has stressed the message of by-
stander intervention, which encourages
Sailors to step in when they see a situation
that makes themor others feel uncomfort-
able. Bystander intervention is a very ba-
sic way for all Sailors to step up and
take care of their fellow shipmates.
Many of us feel uncomfortable about
becoming involved when we see a situation
that makes us feel uneasy, and sometimes
it is difficult to interpret whether or not
the situation truly requires someone to get
involved. Trust your instincts; if you feel
uncomfortable, there are many different
ways that you can intervene. When you
see an individual that may need assistance,
ask yourself: How would you want a by-
stander to act if that individual was some-
one you cared about? Remember to always
be mindful of your safety and enlist the
help of friends or authorities should the
situation require it.

provides confidential support and refer-

Sexual assault is not inevitable. If all
levels continue to support the prevention
of sexual assault and actively live the val-
ues of the Navy, we can prevent these
crimes from occurring.

Nearly three dozen T-shirts embla-
zoned with messages in support of sex-
ual assault victims and urging people to
fight the crime are on display in the Fleet
& Family Support Center (FFSC) at
Naval Base Ventura County (NBVC)
Port Hueneme this month.
Military personnel and people who
work at NBVC decorated the T-shirts as
part of The Clothesline Project, an an-
nual event designed to increase aware-
ness and promote the prevention of
sexual assault.
This is such a personal event that its
hard to get the masses out for it, said
Julie Whirlow, the sexual assault re-
sponse coordinator (SARC) for the base.
But every year, Im impressed by the
messages we do get. This year, theyve
been really creative.
The FFSC invited people to decorate
shirts at NBVC Port Hueneme March
26 and 27 and at NBVC Point Mugu
March 31 and April 1.
Dawn Reid, the civilian victim advo-
cacy support specialist for the base,
decorated one March 31 with the Maya
Angelou quote, Theres no greater
agony than the bearing of an untold
story inside you. She added the words,
Tell it!
Another shirt stated, I could tell she
was totally asking for it to stop. So
my friends and I stepped in and told him
to back off.
One T-shirt tackled the issue of mar-
ital rape.
Reid said this event and eight others
she has attended on college campuses
clearly have an impact.
It shows that people genuinely care,
she said. Its impressive.

Retiree Town Hall offers peek into future of NBVC

representatives of two dozen military-con-
nected organizations, ranging from Tricare
Medical and the NBVC Clinic and Phar-
macy to the commissary, the Navy Lodge
and the Gold Coast Veterans Foundation.
The Fleet & Family Support Center
(FFSC) and its Retired Activities Office,
together with Morale, Welfare and Recre-
ation (MWR), put on the three-hour event.
Asimilar event last year was held at Dukes
but featured speakers only; the format this
year allowed for one-on-one discussions.
I got a lot of information, said Pettis
Clayton, aretiredSeabee whoservedinViet-
nam and now lives in Oxnard. I retired in
1970 and wanted to see whats going on.
Vasquez told him.
For starters, Vasquez told the group, the
base is growing, with NBVC Point Mugu
poised to become a hub for the Navys un-
manned aerial vehicles and systems, com-
monly known as drones. The MQ-8C Fire
Scout, a drone helicopter, is currently being
tested on base, and a hangar is being reno-
vated to accommodate it. The MQ-4CTri-
ton Unmanned Aerial System, which has a
131-foot wingspan and weighs 16 tons, is
also expected on base once environmental
assessments are complete. That project is
expected to bring up to 700 Sailors on base
by 2020.
NBVCPort Hueneme is alsogrowing. An
Army boat unit is bringing in more people
andmore vehicles, andthree Seabee Reserve
battalions Naval Mobile Construction
Battalion (NMCB) 18 fromKitsap, Wash.;
NMCB22fromDallas; andNMCB25from
Fort McCoy, Wis. are relocating to the
base. Once a quarter, one of these battalions
will activate for training, bringing 200 Sail-
ors to the base each time.
Vasquez saidthe Seabees bring withthem
some logistical challenges.
Seabees come withalot of stuff,he said.
Its the coolest gear anywhere but theres
a lot of it.
And the base has to figure out where to
store it.
It also has to figure out where all these
additional people will live, given that base
housing is nearly at capacity.
At the same time, NBVC, like all military
bases worldwide, is feeling the effects of De-
fense Department downsizing.
This is a resource-constraining environ-
ment,Vasquez toldthe retirees. There are
fiscal realities we have to live with.
The commanding officer said he is often
asked to justify services that are offered on
base, especially ones that duplicate services
offered outside the gates including the
Seabee Golf Course.
For now, he said, the golf course is safe,
as is the commissary.
But were at the point where we are look-
ing for change in the seat cushions to make
ends meet,Vasquez said. We are looking
at everything to make sure it makes sense.
After Vasquez closing remarks, many of
the retirees headed to the back of the gym
to chat with representatives of two dozen
military-relatedservices. They includedPer-
sonnel Support Detachment, the Military
Officers Association of America, the CBC
Federal Credit Union and the Navy
League.
Mary Lopez, whose husband George is
retiredfromthe Air Force Reserves, saidshe
attended last years town hall shortly after
moving to Oxnard and was astonished to
learn about the different services available.
I had no idea,she said. When the CO
talkedabout the gymandsaidUse it or lose
it, we started coming every week. Now we
love going tothe movies, andwe shopat the
commissary. Were fortunate to live so
close.
Gordon Fisher, an Army retiree, comes
to the base once every couple of months to
shop at the commissary, play golf and es-
cape out of Bakersfield.He said he appre-
ciated the update.
Also impressed was Jim Stone of the
Navys RetiredActivities BranchinMilling-
ton, Tenn. He wandered through the town
hall, visiting with retirees.
Askedif events like this were commonon
Navy bases, Stone replied, I wish it was
more common.

batant commander, and in planning
and executing your homeport training
and projects, said Morneau. Your
superior logistics, supply and equip-
ment management clearly set the stan-
dards of [Construction Engineering
Support Equipment] readiness for oth-
ers to emulate.
You demonstrated exceptional flex-
ibility, innovation, and responsiveness
through planning, logistics, mobility
and contingency construction opera-
tions on three continents and in 27
countries,Morneau continued. You
provided vital engineering support as
you showcased a broad spectrum of
conventional and contingency con-
struction. You successfully executed
numerous high-priority, high-visibil-
ity counterinsurgency projects, while
maintaining effective command and
control and logistics support for 89
projects.
Throughout a challenging year,
you have consistently and unequivo-
cally proven your commitment to ex-
cellence and epitomized the Seabee
can-do spirit. Congratulations on a
job well done, Morneau said.
This marked the 15th overall Battle
E for NMCB 4, more than any oth-
er active or reserve mobile construc-
tion battalion.

Jeff Kilian, commanding officer, laud-
ed the accomplishments of the team.

level of professionalism and tireless
dedication, Kilian said. I am proud

accredited college or university with a
Bachelor's Degree in recreation or related

experience along with a minimum of one year
working in a full-time responsible leadership
capacity.
