The Administrative Reforms Commission (1969) had in its repot on Machinery of the Government of India and its procedure of wor recommended inter!a"ia settin# up of a separate $epartment of %ersonne" direct"y under the %rime Minister& In pursuance of these recommendations' a new $epartment of %ersonne" was created in Au#ust' 19() under the Ca*inet +ecretariat *y transferrin# the su*,ect concernin# pu*"ic services from the Ministry of -ome Affairs& The detai"s of chan#es made in the nomenc"ature.a""ocation of wor of the $epartment durin# the su*se/uent years are as #iven *e"ow0 (i) The wor concernin# administrative reforms was transferred from the Ministry of -ome Affairs to the $epartment of %ersonne" and the $epartment was re! desi#nated as $epartment of %ersonne" and Administrative Reforms in 1e*ruary' 19(2&

The !inistry of Personnel, Pu"lic #rievances and Pensions is the coordinatin a ency of the &entral #overnment in personnel matters specially issues concernin recruitment, trainin , career development, staff welfare as well as the post retirement dispensation. The !inistry is also concerned with the process of responsive people,oriented modern administration. The !inistry comprises three Departments , the Department of Personnel and Trainin , the Department of Pensions and Pensioners 4elfare and the Department of 1dministrative /eforms and Pu"lic #rievances.

The !inistry is under the overall char e of the Prime !inister assisted "y a !inister of State. 1ll the three Departments of the !inistry are functionin under the char e of Secretary (Personnel) and Secretary(Pensions) who are presently assisted "y two 1dditional Secretaries, five Aoint Secretary level officers and other supportin officers and staff. 7unctionally, the !inistry is presently divided into ten Divisions, each of which is headed "y either 1dditional Secretary or a Aoint Secretary. !e1a7t0e.t o= Pe72o..el > T7a-.-.g The role of the Department of Personnel & Trainin can "e conceptually divided into two parts, In its lar e nodal role, it acts as the formulator of policy and the watch,do of the #overnment ensurin that certain accepted standards and norms, as laid down "y it, are followed "y all !inistries'Departments, in the recruitment, re ulation of service conditions, postin 'transfers, deputation of personnel as well as other related issues. Towards this end, uidelines are issued "y it for the "enefit of all !inistries'Departments and it monitors the implementation of these

uidelines. It also advises all or ani6ations of the &entral #overnment on issues of personnel !ana ement. 1t a more immediate level, the Department has the direct responsi"ility of "ein the cadre controllin authority for the I1S and the three Secretariat Services in the &entral Secretariat. The Department also operates the &entral Staffin Scheme under which suita"le officers from 1ll India Services and #roup G1H &entral Services are selected and then placed in posts at the level of Deputy Secretary'Director and Aoint Secretary, on the "asis of tenure deputation. The Department also deal with cases of appointment to posts of &hairman, !ana in Director, full,time functional Director'!em"er of the 3oard of !ana ement of various Pu"lic Sector Fnderta<in s' =nterprises, &orporations, 3an<s and financial institutions. The two or ani6ations throu h which the Department ensures recruitment of personnel for the #overnment are the Fnion Pu"lic Service &ommission (FPS&) and the Staff Selection &ommission (SS&). The former is constituted under a provision of the &onstitution and is responsi"le for conductin e8aminations for appointment to the hi her civil services and civil posts under the Fnion #overnmentN includin recruitment to the 1ll India Services. There is a mandatory provision for consultin the &ommission on all matters relatin to methods of recruitment, principles to "e followed in ma<in promotions and transfers from one service to another and on all disciplinary matters. The SS& is responsi"le for ma<in recruitment to su"ordinate staff such as 1ssistants, Steno raphers etc. The office of the FPS& is located in Dholpur @ouse, %ew Delhi, while that of the Staff Selection &ommission is located at the &#O &omple8, 2odhi /oad, %ew Delhi. :.@ T7a-.-.g !-6-2-o.

Two ma:or trainin institutions directly under the administrative control of the Department are the 2al 3ahadur Shastri %ational 1cademy of 1dministration (23S%11), !ussorie and the Institute of Secretariat Trainin and !ana ement (IST!), A%F &ampus, %ew Delhi. The former is mainly responsi"le for providin induction trainin to recruits to the Indian 1dministrative Service and other 1ll India Services and &entral Services. 1ll proposals for senior appointments under the #overnment of India, which re9uire the approval of the 1ppointments &ommittee of the &a"inet (1&&), are processed throu h the =sta"lishment Officer as Secretary of the 1&&. These include 3oard level appointments to &entral Pu"lic Sector

Fnderta<in s and appointments of Aoint Secretaries, Directors and Deputy Secretaries in the !inistries'Departments. In addition, all appointments "y promotion, which re9uire the approval of the 1&& are also processed throu h the =sta"lishment Officer, whose office is located in the %orth 3loc<, %ew Delhi. :.A ,0-.-2t7at-6e V-g-la.ce 1n important element of personnel mana ement is the maintenance of the professional ethics and standards of the "ureaucracy. The Department of Personnel & Trainin determines #overnment policy for the maintenance of the inte rity of the pu"lic services and eradication of corruption and coordinates the activities of various !inistries'Departments in that area. @owever, all !inistries'Departments and offices of the #overnment of India have the direct responsi"ility for the maintenance of discipline and inte rity of their staff "y ta<in preventive measures and eradication of corruption in their operational area of wor<. :.B Co00-22-o. 1dvice on all vi ilance matters is provided "y &entral .i ilance &ommission. It has :urisdiction and power in respect of all matters to which the e8ecutive power of the &entral #overnment e8tends. The &ommission en:oys the same measure of independence and autonomy as the Fnion pu"lic Service &ommission. The &ommission has its office at Satar<ta 3havan, I%1 &olony, %ew Delhi. :.) The &entral 3ureau of Investi ation (&3I) is the premier investi atin a ency of the country and watchdo of the nation to arrest the rowin menace of corruption as also to investi ate the various types of "an<in , non,"an<in and the multitude of economic and other conventional offences. 1 new addition to its function is investi ation of in9uiries into terrorist crimes, vandalism etc. &ases are referred to this a ency, on the "asis of concurrence of the State #overnments, "y the @i h &ourt as well as "y the Supreme &ourt and there is an ever rowin pu"lic demand for &3I investi ation on account of the eneral perception that investi ation "y the &3I is more o":ective. There is a well,structured machinery for :oint consultation "etween the &entral #overnment and its employees on a wide variety of service matters havin a "earin on the administration and the eneral interests of the #overnment employees. It is a three,tier machinery consistin of the

%ational &ouncil, the Department &ouncil and the /e ional'Office &ouncil. Service matters, pertainin to the interests of the enerality of the employees or specific roups of them, are dealt with "y this machinery. :.( Ce.t7al ,0-.-2t7at-6e T7-bu.al

In spite of the ela"orate system of rules and re ulations, which overn personnel mana ement, there are #overnment employees who feel a rieved "y the #overnment decisions. The courts used to ta<e many year to decide these cases and liti ation was e8pensive. In order to provide speedy and ine8pensive :ustice to employees a rieved "y #overnment decisions, the #overnment set up the &entral 1dministrative Tri"unal (&1T) in $(0-, which now deals with all cases relatin to service matters which were previously dealt with "y courts up to and includin the @i h &ourt. /ealisin that improvement in the wor<in and livin conditions of the employees and their families leads to efficiency and hi h morale, the Department supports various welfare pro rammes. These are provided throu h /ecreation @alls'&lu"s in various !inistries'Departments, &entral #overnment =mployees 4elfare &oordination &ommittees in &entral #overnment Offices located outside Delhi, /esidentsH 4elfare 1ssociation'1rea 4elfare Officers, 3enevolent 7und and Departmental canteens. Department of Personnel and Trainin is the nodal a ency for four re istered societies set up for the welfare of #overnment employees and their families. The Department functions as the nodal a ency, for formulation of eneral policy on pension and other retirement "enefits, as also for redressal of rievances on retirement "enefits.
