APES- Ozone (Good and Bad) Good Up High 1: How can ozone be both good and bad?

It can be good if it is up in the stratosphere as it protects Earth from UV radiation. It is bad if it near the ground as it is harmful to breath. 2: What is happening to the good ozone layer? The good layer is being destroyed by manmade CFS and other ozone-depleting substances. 3: How much damage can 1 Chlorine atom do?
