Another unknown killed at Brgy. Doa Feliza
ORMOC CITY- A still unidentified person died on the spot after he was peppered with bullets past midnight of Saturday, April 5, along the road at Purok 2 in Brgy. Doa Feliza Mejia Subdivision. As of press time, the victim was brought to the city health office for post-mortem examination. Responding policemen described the victim as around 2030 years old. He was wearing a white and red basketball shorts and a light blue V-neck T-shirt, had on a hat and black sandals. Based on the spot report, the police at station 2 in Brgy. Linao received a call at around 12:30 midnight about the shooting. Their initial investigation indicate that the crime was done by two men who fled the scene on a single motorcycle. Barangay kagawad Ronald Aguilar also told policemen that at around 11:45 that evening, they passed by the same road and he noticed two men. He heard one telling the other dili na mao bay (hes not the one!), and surmised he could have been a victim of mistaken identity because he also was garbed similarly to the victim. A few minutes later, they would hear a series of gunshots. The victim sustained multiple gunshot wounds on his body and head. The police recovered from the scene nine empty shells of a caliber 45 and four deformed slugs. By Paul Libres

Ormoc has a city tourism officer in the making while city legal officers confirmation hits snag with council

THE NEW administration is grooming a young doctorate in leadership and management to become Ormocs city tourism officer. Meanwhile, the city council is still studying the matter of the appointment of Atty. Ivan Verallo, noting that he is still one year short of the requirement of 5-year to be appointed as city legal officer. Being groomed to be city tourism officer is Dr. Ma. Concepcion Maico, Ph.D., 26 years old and currently residing at Fatima Village. In an interview, Maico said she is a resident of Ormoc though her father is a Maico from Abuyog, Leyte. Maico started working for the city on April 1. She has a Bachelors Degree in Nursing and a Masters Degree in Nursing Administration. Maico said that while her educational background is on nursing, her forte is more on management and administration. Her previous work experiences include being a marketing officer of a certain college in Cebu and an officer at the Center for Information, Publications and Promotions of another college. She declined to name the school, however but a check at the internet indicates it is the South Western University. She said she applied for the job when she learned the possibility that it could be open and that I could be a candidate. She said that as of the moment, however, she was

Asked what her first moves would be, Maico said she wanted to strengthen the internal marketing of Ormoc. I agree with the observation that before we can sell Ormoc to outsiders, the locals must be aware what Ormoc has to offer and be proud of Ormoc. She was also poised to start a Facebook page for Ormoc City, saying it was the most cost efficient way for people to know what Ormoc has to offer. She said the first question she asked from the staff of the tourism information office was if Ormoc or Lake Danao already had an FB fan page and was disappointed to find out it had none. Maico said she also wanted to work on Ormocs tag line. A few years ago, a slogan contest for Ormoc was launched and the winning entry was Ormoc City Beauty by the Bay. Atty. Ivan Verallo, a Cebuano lawyer whom Mayor Edward Codilla hired as city legal counsel. Atty. Bennet Pongos Jr. said that while they recognize the city needs a city legal counsel, they cannot also shortcut procedures. We want a city legal officer but cannot also confirm somebody who is not qualified, said Pongos. Atty. Verallos appointment, it was learned, was already deliberated twice by the council. It was during the first deliberation that the council discovered that Atty. Verallos experience was short by one year of the required five years. Councilor Vicente Rama said it was easy to overlook the requirement of residency but

Albuera mayor says the days of inato-ato are over, increases SAG collection to P 2.1-million
ALBUERA, LEYTE Newbie Albuera mayor Ramon Juny dela Cerna Jr. is proud to announce that in the short six months he has served as mayor, his administration has improved revenue collection from sand and gravel concessionaires in the town. This despite having a hostile Sanggunian Bayan whom he said was not cooperating with him in his visions for Albuera. In 2012, dela Cerna said, the revenue collection from SAG concessionaires was a mere P 172,000. In 2013, he had increased this to P 2.1-million, most of which were collected towards the end of the year, when he became mayor. Dela Cerna said that based on the 2013 figures, he expects the revenue collection to double to P 4-million this year. The days of inato-ato (personal transactions) are gone, he said. Lucy was in Albuera to distribute more than 1,000 shelter kits to constituents there which was coursed through her office by the Sultanate of Oman. The congresswoman said that much as she wanted to distribute the materials immediately, transporting them delayed the process.

THE CITY OF BAYBAY RECEIVED ONE PATROL BOAT FROM BFAR. Baybay City was a recipient of a patrol boat from the Bureau of Fisheries and Aquatic Resources (BFAR) to help them monitor against illegal fishers and enforce fishery laws. The turnover was done early this week by BFAR regional director Dr. Juan D. Albaladejo (5th from left) and was received by Vice Mayor Mike Cari (beside him) and city councilors.

In 1972, President Ferdinand Marcos secretly deposited $2million. That ballooned into over $40 million today. Ferdinand Jr and Imelda claimed that as their own. That belongs to Juan Q. Taxpayer, the court affirmed. Government, meanwhile, plans to bankroll a billion pesos, through Department of Environment and Natural Resources, for mangrove replanting. That will be a building block in efforts to rise from Supertyphoon Yolandas ruins. Mangroves are among the most productive of ecosystems that Providence lavished. Worldwide, they sprawl over 15.2 million hectares of tropical coasts. They are habitats for wide varieties of fish and plants and buffer against storms. A mangrove stand of 30 trees per 0.01 hectare with a depth of 100 meters can reduce the destructive force of a tsunami by up to 90%. They act as carbon sinks too. But theyre also in rapid decline, warns Wetland International. Globally, half of all mangrove forests have been lost since the mid-20th century. The Philippines loses about 39 hectares of mangroves per day, estimates marine biologist K. Katherson. Until Yolanda, most local governments razed mangroves or paved them with concrete. Except in Palawan, Surigao, Samar and Leyte, extensive mangrove belts have disappeared. In southern Bohol, they have made a startling comeback, reports FAO Regional Forester Patrick Durst. Villages from Eastern Samar to Negros Oriental, however, were buffered by sturdy mangrove stands, notes Dr. Jurgene Primavera in an earlier report. Time magazine earlier named her among the worlds top 100 environmental scientists. She is Pew Fellow in Marine Conservation and Chief Mangrove Scientific Advisor for the Zoological Society of London Greenbelts are mandated by Presidential Decree No. 705 and the 1998 Fisheries Code. They need no new planting, only protection, the team concluded. After all, they are bio-shields and damage-cum-recovery is par for their course. This was underscored by resilient mangroves in Guiuan, Quinapondan and Hernani in Samar and Palompon with Merida in Leyte. Enrichment planting could close gaps in partially damaged areas. Our survey documented probably 100-200 hectares in 13 municipalities plus one city where mangroves were totally wiped out. Totally damaged mangroves or bakhaw plantations occurred in Bantayan and Maliwaliw Island, Guiuan. In Ormoc, illegal mangrove into fishpond conversion is rampant. For ecological stability, a 4:1 mangrove-pond ratio is needed. The present ratio is only 1:1. There is critical need for planting for protection against storms that will come more frequently in the future. Throwing money at a problem is like spitting into the wind. Many are cash-starved survivors, who could clear recovering but inconspicuous mangrove stands. Thatd enable a number to dip into the Cash-for-Work scheme Primavera and fellow scientists say it is imperative to share the on-the-ground findings with decision-makers before that one billion bucks is released. As currently drafted, the DENR plan will anchor post-Haiyan mangrove rehabilitation program on good intentions without being grounded in science. We are presently drafting: (1) Criteria for Mangrove Damage and Recovery Assessment, and (b) Guidelines for Mangrove Cleaning, both for peoples organizations and scientific groups. A post-Yolanda Workshop II for other local stakeholders is scheduled for 13-14 May 2014 in Tacloban City. A Call To Action earlier was issued by a University of the Philippines workshop on Mapping Yolandas Impact on Philippine Mangroves: Impacts and Recovery late March. It is a race to see how 364 million bucks. No. Top that to a billion pesos instead --- can be put to good use or wasted. What are the odds for the scientists --- and Mr Juan Q. Taxpayer?
The City reportedly got only about P 92-million of some P 102-million expected because the budget from the city hall rehab was slashed from it. Because the repair couldnt wait for the BBB (Build Back Better) plans, the city went on repairing the city hall, hence disqualifying it from the grant. I was also wondering why the public market was still unroofed when I personally talked to the Mayor during the wake of Marie Manuel and he told me gwapo na kaayo ang Mercado, so I really thought it was already repaired. On a positive note, Cholo and Debbie Franco who runs Fran-Con Viaje, said they were happy to see the public market already spruced up with some greenery. With the funds already downloaded, we can expect we would be seeing action on some vital public infrastructures like the public market, terminal and health centers.

We were at Kuting Reef over the weekend. They had their first ever Beach Party on Saturday night and it was a smashing success. They printed tickets for 400, not really expecting it to be all sold out, but by around 8:00 PM, they already registered 560 guests, said owner Babes Castaares. 90 percent of the crowd were Maasinhons or from neighboring towns. I was impressed with the discipline of the Southern Leyteos. When I used the comfort room at the hotel lobby (intended for nonstaying guests) at around 11:00 in the evening, the two cubicles were still very clean and nary a drop of water or pee was splattered on the floor. It made me wonder if Southern Leyteos have better potty-training because in the many street parties I have attended here in Ormoc, usually the CRs of the nearby places would be so dirty by 9:00 PM and the party has barely started. The next morning, I could only count two pieces of trash thrown wantonly. A small bottle of purified water and an empty pack of chips!

5 Gardening in pots
I KNOW of some people who would like to raise their own vegetables but find it difficult because of limited space in their yard. But that should be the least of their worries because one of the best ways to start growing your own food is in pots or containers. First of all you do not really need a yard. It only requires some containers (tin cans, plastic cans or bags, pots, etc.), a small amount of potting soil and some seedlings. Almost any used container that would be thrown away can be recycled. Make a lot of holes in the bottom of containers and even some on the sides. Make them big enough so they dont get clogged, and there is enough room under the container for the water to drain into. To grow food in a yard garden requires building soil fertility and that takes time. With a container garden, you can get started in a few hours. Its such a convenient way of gardening that even expert and experienced gardeners usually have a few containers. During bad weather that might otherwise kill the plants, a container can be moved to a shady or sheltered area, or even inside the house. Almost any plant can be grown in a container, but one of the best to start with are culinary herbs such as parsley, cilantro, basil, oregano, mint, chives, and others. There is no single thing that will improve the taste of what you cook more than homegrown herbs. You just use them when needed, in the amount needed, and the freshness is unbeatable. I estimate that you can get a full-grown seedling of an herb for twice the price of buying a package of that herb in the store, only it tastes 100 times better. Many herbs are biannual and perennials, meaning they grow for 2 or more years. People often grow biannual vegetables in containers such as eggplants and peppers. Salad greens are also great to grow in containers. Lettuce, spinach, green onions, and other leafy greens are also ideal. Besides, the more you pick from them, the more they produce. I like to have at least 2-3 such containers going at the same time so that there is always one to mow for a fresh salad. The crops for containers also include tomatoes, eggplant, peppers, cucumbers, beans, peas, and cucumbers to name just a few. Crops that are not recommended for growing in containers are ones that dont give a big yield per plant. Examples include cabbage and cauliflower. Each plant gives one head, which is not much food for one container over a 3-4 month period. Corn is not ideal for containers because each plant gives 2-3 cobs of corn at best. They are very tall and if they dont have a very big container, they can fall over in even a light wind. Corn is a very big fertilizer user (nitrogen, specifically), which is difficult to supply in a container in the required amounts. Compare these examples to the herbs and leafy green salad plants, where you cut and recut many times. As a gardening tip, too much or too little watering is the cause of most container gardening failure. Soil should always be kept moist or humid, but not wet. If you were to grab a fist of the soil and then squeeze it, the soil should stick together when you release the fist. It should then break apart easily. If water comes out when the soil is squeezed, then its too wet and will suffocate the plants.

Jail guard shouts police brutality
ALBUERA, LEYTE A man who claims he was manhandled and almost salvaged by elements of the police here is threatening to file charges against them at the Commission on Human Rights and the Northern Leyte Criminal Investigation and Detection Group (NL-CIDG). Glenn Veloso, 39, a jail guard of the Leyte Sub-Provincial Jail for 14 years already and resident of Brgy. Talisayan, this town, told media that while waiting for his turn to get the shelter kits that Rep. Lucy Torres-Gomez distributed in Albuera on April 2, cops came to pick him up. He was with his live-in partner that time. Veloso admitted he was drunk that time, agitating the crowd, which was why the police picked him up. Relations said Veloso could be rowdy when drunk. Onlookers also said Veloso resisted the arrest. Veloso claims that when his live-in partner went home to get a blanket and change of clothes, a cop named PO1 Rosito Sanaco went inside his detention cell and started manhandling him. There were two others who reportedly joined in, whom he does not recognize. After which, he was brought to the Ormoc District Hospital for checkup. By then, he was badly bruised and had a wound on his forehead. Veloso further claimed that on their way back, the police car took a turn at Brgy. Canadieng in Ormoc and went to the cemetery. There, the cops wanted him to get off and run but he adamantly refused. He suspects he would have been salvaged had he run away. PO1 Sanaco, he said, wanted him to get APRIL 5, a day before my eldest daughter Jima Zandra J. Vergaras birthday, we arrived at Kuting Reef at Macrohon, Southern Leyte for an overnight stay. With just one look, I now understand why it is her favorite getaway. Kuting Reef did not disappoint, especially during our visit there. The sea cooperated and was calm and blue with nary a wave, the peeble beach was perfect and looking around with a critical eye, I could not find one astray garbage whatsoever. We were billeted in one room, seven of us, but we did not mind because we were not to go there to just stay inside the room but to enjoy Mother Natures gift of a paradise called Kuting. After changing into our swimsuits, we immediately ran to take a dip at the cool, clear blue waters. Jima and her kids preferred the infinity pool while the rest of us gravitated to the beach. Kayaking is free, we also learned and it is noteworthy to point out the resort had real life guards who were very vigilant. We were also lucky that evening. It happened to be the first time for Kuting Reef to host a beach party. It was a success. The band, Pure Soul, was good and the music was just right to our ears. Since we availed of the Barkadahan Package, the P 1,500.00 per person for an overnight stay included three meals. We had our first dinner by 6:30 PM and 3-course food was good. I particularly loved their chicken, pork and beef adobo smothered with black pepper. Later, while drinking buckets of beer at their open air resto, we ordered pancit bihon and it was one of the best I have ever tasted. I also love Sals Restaurants pancit bihon but thats another topic! Back to Kuting Reef, it was while we wanted to order food that I came to know Babes Castaares, the wife of Engr. Robert Castaares, a stalwart in the chamber movement in the region. She was keenly keeping an eye on things, as it was their first Beach Party ever, and saw we had a problem ordering pica-pica to go with our beer. Initially, a waitress refused our order because the kitchen was busy refilling the party food but Babes said it was already okay, especially that we were stay-in guests. We also did not have any complaints with the staff. They were courteous and very accommodating. The next morning, after breakfast, we again took to the sea. It was when we learned that the resort had a Banana Boat. A 5-minute ride is P 1,250 for 5 people. My apo Paul Daniel was interested to ride it but his aunties were busy playing chess on a giant

By 6:30 AM of the next day, Veloso was released from police custody. The victim is set to give his deposition to the NL-CIDG on Monday. Together which his family, they also went to the Commission on Human Rights in Tacloban already. PO3 Dennis Torrefiel of the NLCIDG said the suspects could face possible criminal charges of serious physical injury and attempted murder while a separate complaint for grave misconduct can be filed at the Provincial Internal Affairs Service (PIAS).

The buffet breakfast was good albeit by 8:30, when we arrived, food had run short already and we had to wait for a refill. Coffee was unlimited, though. Breakfast is served up to 9:30 AM. It was when I learned that Kuting Reef also sponsors a Sunday school and feeding program for kids in the neighborhood. My other apo, Phoebe Dawn, was able to ask champorado from the staff which were intended for around 80 kids in the neighborhood. Aside from using soap from a local out-of-school youth organization to help them go back to school, the Sunday school was one of Kutings social responsibility program. It was during our breakfast that a sign about Limbarok caught my eye. Limbarok, the sign said, is a mild Visayan curse commonly used by Southern Leyteos to express their anger or frustration. In relation to Limbarok, Kuting Reef has an anger management center where one can throw vases, plates, even a TV at a gaily painted wall and vent his/her frustrations. Among the words painted on the wall which could be good targets are mother-inlaw, even sister-in-law. Issues more loftier than ordinary family quarrels include drugs and corruption. Signages at the center suggest one close their eyes and visualize their frustrations, then throw whatever they want to and shout Limbarok to release their negative energies. In a text message, Robert Castaares say they sell vases, cups and plates at P 20.00 each for those who want to throw at the anger management wall. There are also TV sets for P 1,500 each to those who have big time anger issues. You should have tried it, he joked, saying that had Yolanda found her way to Southern Leyte, she could have had a ball venting her anger at their wall. Southern Leyte was spared from Yolandas wrath. Travelling from Ormocs ravaged landscape to Southern Leytes virtually unscathed scape is a wonder in itself, a manifestation that God does not forsake His people for good. He would always give us that glimmer of hope that somewhere, someday, things would be better. We left Kuting Reef after lunch. The food was another three-courser. We ordered fried chicken from the kitchen for those who do not eat pork and service was fast. Kuting Reef is just a few kilometers away from Maasin City. It is two hours and a half drive away from Ormoc City on optimum speed. The road is good.

It has a well-lit and well-designed restobar where one can order food, pica-pica and booze. They also serve coffee, from plain brewed to flavored coffee drinks hot and cold. The 4-story hotel is another masterpiece of Architect Wenceslao Arcuino Jr. who is known for his ability to maximize a small space without sacrificing comfort. Set on just 100 square meters, the second and third floors have six rooms each, all just sized right. Emil Argoncillo said that the hotel is his life savings and looks forward for more fruitful years of managing it, maybe also expanding it! Peace Winds-Japan, LCDE and CDRC partner to rebuild 690 homes in Carigara
CARIGARA, LEYTE The LCDE (Leyte Centre for Developent), a disaster response and mitigation NGO, along with its national partner CDRC (Citizens Disaster Response Centre) have joined Peace Winds Japan, an NGO that operates across the world providing humanitarian aid, to help in their efforts to give homes to the people of Carigara that were severely stricken by Typhoon Yolanda. Peace Winds, through the partnership with local NGOs, are currently implementing shelter assistance projects in 26 barangays in Carigara, to benefit 690 households. Beneficiaries are those whose houses were totally damaged and have no capacity to rebuild. The selection was done by MOFAC (Municipal Farmers Association of Carigara), a local peoples organization. The beneficiaries from Peace Winds received shelter materials consisting of cement, coco lumber for posts, plywood, GI sheets and basic carpentry tools enough to build a decent house. The LCDE, CDRC and Peace Winds project staff began the program on January 15. They laid the groundwork for the project, preparing and selecting target areas in the town. By February 18, the first batch of beneficiaries numbering 301 households composed of 5 barangays received their shelter materials. The second batch, 389 households from 21 barangays in all, received their shelter materials on March 26. The project ends by May 15, which also will include the complete repair of two Daycare Centers in Carigara. To ensure that all shelter materials are fully utilized, the partners have a monitoring team composed of skilled carpenters and a locally appointed engineer to be regularly on site in project areas. Finally, after 48 years of complaining, through the paper and to their office, SMART Communications, Inc. has taken cognizance of my complaint about their lousy signal. Three days ago, Atty. Nilo Ahat, a friend from college days, shared my complaint to Atty. Jane Paredes of the regional office of SMART. Her secretary Lourdes Gocotano called me up and I gave her a litany of what was wrong, or has been wrong after Yolanda. I told her that after Yolanda, they were the only signal available here but after two weeks, it deteriorated and has not been the same anymore. I said that as a postpaid subscriber with an unli data service thrown in, I had yet to enjoy its full service since Yolanda. And that I am not alone. A day after, Ms Jacky of SMART in Ormoc also called me up and said they wanted to come to the house to check if the problem was just in Malbasag. I said it was not because I have received similar complaints from other people. In Tacloban, its worse. Well, they were here at the house, said my secretary, and indeed, signal was bad. Again, I reiterate that the problem is not only here in Malbasag but elsewhere. The least I expect is that service be restored to pre-Yolanda levels. In fairness, Ms Jacky said that the repeater or whatchamacallit on top of Zenaidas Chateau has yet to be restored fully. WHEREAS, with the occurrence of calamity in the province of Eastern Samar and other provinces brought about by super typhoon Yolanda last November 8, 2013 that caused irrepairable damage to properties and general failure of crops; WHEREAS, upon the report and recommendation of the Provincial Disaster Risk Reduction Management Council the Sangguniang Panlalawigan declared the entire province under state of calamity; WHEREAS, under the foregoing circumstances pursuant to Article 367 IRR implementing Section 276 of RA 7160 the Sangguniang Panlalawigan is authorized to condone taxes and interests on real properties; BE IT ORDAINED BY THE SANGGUNIANG PANLALAWIGAN OF THE PROVINCE OF EASTERN SAMAR IN ITS REGULAR SESSION DULY ASSEMBLED THAT: SECTION 1.DEFINITION OF TERMS. The following terms when used in this ordinance shall mean as follows: 1. Condonation- to grant exemption on the payment of Real Property Taxes justified by the occurrence of calamity. 2. Real Property includes all rights, interest and benefits related to the ownership of real state. Ownership of real estate is evidenced by a Certificate of Title, Free Patent or Tax declaration in the absence of Certificate of Title; 3. Assessed Value is the market value of the property multiplied by the assessment level. SECTION 2. COVERAGE.Condonation on the payments of Real Property Taxes can only be availed of provided the real property owner/s shall pay the Special Education Fund (SEF) equivalent also to One Percent (1%) of the current assessed value of real Property covering the taxable year 2014 provided further that the same is paid within the year 2014 otherwise upon failure of the tax payer to comply the assessed tax will be reimposed as unpaid tax in the succeeding year. SECTION 3.REPEALING CLAUSE. All existing ordinances inconsistent hereof are hereby repealed or modified accordingly. SECTION 4.SEPARABILITY CLAUSE. OCD starts releasing assistance of P 10,000 for Yolanda victims with dead kin, P 5,000 to those injured
TACLOBAN CITY The Office of Civil Defense has started distribution of government assistance to Yolanda survivors who were injured during the typhoon or those who suffered fatality in their families. It was learned that early this week, the OCD distributed financial assistance to the second batch of 109 claimants, 101 were for dead victims and the remaining eight for those injured. 82 of the claimants were from Tacloban City, 2 from Palo, and 14 from Basey, Samar. Those who have dead kin get P 10,000 for each fatality while those injured get P 5,000, said Rey Gozon, OCD director who is also the chairman of the Regional Disaster Risk Reduction and Management Council in Eastern Visayas. The first batch of claimants number 106, it was learned. They were from Basey, Samar; Julita, Pastrana, Palo and Tacloban City in Leyte. Five batches of claims have already been sent to the National Disaster Risk Reduction Management Council for final processing. Funds have already been downloaded for distribution to the first three batches. The 4th and 5th batches were sent to the NDRRMC on March 10 and are now process The OCD is still accepting requests for financial assistance from the victims nearest of kin. To further help the victims, said Gozon, they dont have to go to the OCD office in Tacloban to submit their claims but may do so to their respective city o Municipal Disaster Risk Reduction and Management Officer. It will be the City or MDRRMO who will forward the documents to the OCD Regional Office which will in turn submit the same to the NDRRMC. For the nearest kin of dead persons, they are required to submit the fatalitys death certificate; Police Report or Municipal Disaster Risk Reduction and Management Council Report; certification from the barangay chairman that the victim was a resident of his barangay and that the claimant is the legal beneficiary of the victim; endorsement for payment from the Chairperson, MDRRMC; and endorsement of the OCD Regional Office to the Chairperson of the NDRRMC. On the other hand, for injured persons, the requirements include medical certificate from hospital or clinic where the victim was confined for at least three days; MDRRMC Report; Endorsement for payment from the chairperson of MDRRMC; and endorsement of the OCD Regional Officer to the Chairperson of NDRRMC.
