GK Bayani Challenge to build 2,000 houses, 264 in Ormoc

ORMOC CITY No one is too poor to contribute and no one is too rich that they cannot help is the rallying cry of organizers of this years GK Bayani Challenge, which aims to build 2,000 houses in Yolanda-devastated Leyte towns, 264 of which will be in Ormoc City. The grand launching of the challenge was held at Alang-alang town on Saturday, April 5, with Ormoc Mayor Edward Codilla as a guest speaker. The mayor is expected to share Ormocs experience with the Bayani Challenge volunteers as the city is the first site of the first ever Bayani Challenge, a few years back. The challenge aims to generate some 1-million volunteers this year to work on 20,000 houses to be built in all Yolanda-devastated areas. Here in Ormoc alone, organizers estimate that some 10,000 volunteers are expected to work on 264 houses, to come in batches for a period of nine weeks starting April 9. The organizers say that at least 2,000 of the volunteers will come from outside of Leyte, to include 400 warm bodies from the Metro Manila Development

BASEY, SAMAR Singapore President Tony Tan Keng Yam touched 6-month old Frence Ligan, who was confined in the Basey District Hospital, during his visit this Saturday, April 5. He talked to the baby boy to get well soon and shook hands with the babys mother Richie to comfort her. President Tony Tan visited this municipality, one of the most devastated by typhoon Yolanda, as part of his four-day state visit to the Philippines, which is also his first visit to the country. President Tan, in coordination with the Red Cross in Singapore of which he is also the President, has given P36million for the renovation of the Basey District Hospital. VM Toto Locsin Jr.s son raises P 248,000 for school repair

VICE MAYOR Toto Locsin Jr.s sons, together with classmates and the management of the Everest Academy-Manila, were able to raise P 248,000.00 from donations after they made appeals to parents of students and their friends to help Yolanda-hit Ormoc. A video clip of Leo Locsin III, his youngest son, making his appeal is on YouTube together with seven other students. Vice Mayor Toto Locsin Jr. said the funds his sons school raised was used to rebuild and rehabilitate the elementary school in Brgy. Nueva Vista. He is also very grateful to the All Hands Volunteer group for providing the needed manpower to rebuild the school. This week, the vice-mayor, together with school officials, feted the All Hands volunteers with a simple ceremony. The vice-mayor handed a certificate of appreciation to the All Hands volunteers. Another unknown killed at Brgy. Doa Feliza
ORMOC CITY- A still unidentified person died on the spot after he was peppered with bullets past midnight of Saturday, April 5, along the road at Purok 2 in Brgy. Doa Feliza Mejia Subdivision. As of press time, the victim was brought to the city health office for post-mortem examination. Responding policemen described the victim as around 2030 years old. He was wearing a white and red basketball shorts and a light blue V-neck T-shirt, had on a hat and black sandals. Based on the spot report, the police at station 2 in Brgy. Linao received a call at around 12:30 midnight about the shooting. Their initial investigation indicate that the crime was done by two men who fled the scene on a single motorcycle. Barangay kagawad Ronald Aguilar also told policemen that at around 11:45 that evening, they passed by the same road and he noticed two men. He heard one telling the other dili na mao bay (hes not the one!), and surmised he could have been a victim of mistaken identity because he also was garbed similarly to the victim. A few minutes later, they would hear a series of gunshots. The victim sustained multiple gunshot wounds on his body and head. Ormoc has a city tourism officer in the making while city legal officers confirmation hits snag with council

THE NEW administration is grooming a young doctorate in leadership and management to become Ormocs city tourism officer. Meanwhile, the city council is still studying the matter of the appointment of Atty. Ivan Verallo, noting that he is still one year short of the requirement of 5-year to be appointed as city legal officer. Being groomed to be city tourism officer is Dr. Ma. Concepcion Maico, Ph.D., 26 years old and currently residing at Fatima Village. In an interview, Maico said she is a resident of Ormoc though her father is a Maico from Abuyog, Leyte. Maico started working for the city on April 1. She has a Bachelors Degree in Nursing and a Masters Degree in Nursing Administration. Maico said that while her educational background is on nursing, her forte is more on management and administration. Her previous work experiences include being a marketing officer of a certain college in Cebu and an officer at the Center for Information, Publications and Promotions of another college. She declined to name the school, however but a check at the internet indicates it is the South Western University. She said she applied for the job when she learned the possibility that it could be open and that I could be a candidate. She said that as of the moment, however, she was

Penserga aims to professionalize trike drivers

ORMOC CITY- In an effort to professionalize the comport of tricycle drivers in the city and to remind operators how they should monitor and supervise them, city councilor Gerry Penserga, chairman of the committee on transportation and communication, conducts weekly meetings with them to remind them of their duties and responsibilities. Penserga said he usually meets with those seeking to renew their licenses on Mondays, not only to remind them of what the public expects from them, but also listen to them. They are the ones on the street. They know the problems and can offer the solutions, he said. A part of Pensergas discussion with them is reminding them of some local ordinances governing how tricycle drivers comport themselves. Among these is not smoking while driving, to be dressed decently and be well-groomed, and to wear shoes. Bennet Pongos Jr. said that while they recognize the city needs a city legal counsel, they cannot also shortcut procedures. ALBUERA, LEYTE Newbie Albuera mayor Ramon Juny dela Cerna Jr. is proud to announce that in the short six months he has served as mayor, his administration has improved revenue collection from sand and gravel concessionaires in the town. This despite having a hostile Sanggunian Bayan whom he said was not cooperating with him in his visions for Albuera. In 2012, dela Cerna said, the revenue collection from SAG concessionaires was a mere P 172,000. In 2013, he had increased this to P 2.1-million, most of which were collected towards the end of the year, when he became mayor. THE CITY OF BAYBAY RECEIVED ONE PATROL BOAT FROM BFAR. Baybay City was a recipient of a patrol boat from the Bureau of Fisheries and Aquatic Resources (BFAR) to help them monitor against illegal fishers and enforce fishery laws. The turnover was done early this week by BFAR regional director Dr. Juan D. Albaladejo (5th from left) and was received by Vice Mayor Mike Cari (beside him) and city councilors.

BFARs Ahon! program hits 60%!

THE BUREAU of Fisheries and Aquatic Resources (BFAR) Ahon! Sampung Libong Bangka para sa Dalawampung Libong Pamilya program has reached more than 60% of its goal or a total of 6,308 fishing boats since it was launched in November 28 last year. This boat-building initiative of BFAR targets 10,000 boats for 20,000 fishing families affected by typhoon Yolanda, The current total number of fishing boats built and/or repaired under the Ahon! would benefit some 12,616 families in Regions 6, 7 and 8. At least 22 municipalities have been reached out in Region 8 while 11 in Region 6. In Region 7, 14 coastal municipalities are target beneficiaries. In the Eastern Visayas, assistance to rebuild the damaged boats of fisherfolk was given in the form of materials for repair and construction such as plywood, nails and marine adhesives. Once construction/repair is completed, fisherfolk beneficiaries can expect the awarding of motor engine and fishing gears. Ten teams were deployed in Leyte and Samar provinces since December last year to conduct actual boat damage assessment simultaneous with the delivery of the required boat-building materials to the affected fisherfolk whose counterpart is the labor for the repair of his own boat. Still part of the strategy to speed up the rehabilitation of the municipal fisherfolk, the BFAR has set up a boat building site in Bogo City, Northern Cebu. Meanwhile, contributions and/or pledges from the private sector continue to pour in. At present, cash donations already reached P 2.7-million while inkind contributions amounted to P 39,000 plus 30 units of fishing boats. On February 1 and 2, 2014, two of Ahon!s partners from the private sector, Charoen Pokphand or C. P. Foods and Mr. Federico Sevilla, Jr. personally turned over 213 sponsored fishing boats to fisherfolk beneficiaries in Eastern Samar, specifically in Guiuan and Basey. Donors and beneficiaries alike have expressed their appreciation to Ahon! BFAR surprised us in giving an undeniably quick assistance. Now, we are ready to continue with our lives as fisherfolk. Long before government began talking about rehabilitating the farmers and their fields, the vice-mayor was already writing seed companies for donations. In less than a month, he got his first donor of vegetable seeds

which were distributed by city agriculture office. I am a farmer and with one look at the devastation, I knew we had to help our farmers plant short-term crops like vegetables to help them up their feet, he said. I immediately sent out letters to seed companies and was happy to get a positive response.

I JUST learned belatedly that Vice Mayor Toto Locsin has been looking for the trapal used as the City Halls temporary roofing, now that it has GI sheets. He wanted to use it for the public market in the meantime the LGU is waiting for the money from the national government to come. By the way, the money was actually just downloaded to the city hall last week and accordingly, the public market will be built back better as an imposition of the national government. The vice mayor was upset to see the vendors in the market, especially those in the fish section, very exposed to the elements. Not only the vendors but also the marketgoers. So started the classic search of the vanishing trapal. It seems that it could not be found anymore and what little is left is not enough. I was listening to councilors talking about it when Vince Rama butted in with his wisdom: Bay, wa man gani makit-e ang Malaysian Airlines nga kadako adto nga eroplano, kana pa bang trapal nga pwede pilo-piloon! Forming the youth

ONE OF the occasional advantages of being a senior citizen is to see the welcoming sight of talents emerging among the young people in the different fields of human interest. Young prodigies can be seen in the fields of arts, sciences and technologies, definitely warming the hearts of the elders among us. Even in the fields of business and politics, sensational personalities among the youth are coming up. This gives us a very uplifting and reassuring feeling that the world continues to be in good hands, and the prospect of further development, advancement and progress becomes clearer. That high, exhilarating feeling, of course, is accompanied by the ardent desire that there be more of these talents, and that they really pursue and develop their gifts properly, that is, for the common good and ultimately for the greater glory of God, since nothing can be good and proper for us unless it is related to God. This truth has to be made clear always. We cannot depend on mere philosophies and ideologies, and, much less, on good intentions alone. God has to enter into the picture. In fact, he has to be given the pride of place, since more than us it is he who is the real engine of human development. He is, after all, the Lord of History. Divine providence permeates in a mysterious way the whole human history. We cannot deny the fact that many times these precious human treasures that give us so much joy, get wasted on idle and selfish pursuits, or worse, are employed for destructive, if not immoral purposes. History, so far, can attest abundantly on this sad phenomenon. Many of the game-changing and trendsetting characters through the centuries, who in their youth were driven with passionate idealism with matching capabilities, aiming at excellence and leaving mediocrity behind, though their motives might not have been pure, have caused more harm than good. They might have put the people of their time under their spell, but after sometime their ideas and contributions were found to be destructive or corruptive. They managed to embody a certain spirit of the times that was actually not a good spirit, but one that often was highly deceptive. This can only mean that Gods providence continues to work effectively regardless of our sins and violations to the divine plan. Anything bad or false, no matter how attractive, popular and useful at least for a while, would sooner or later be exposed, usually with some drama or bloody and violent events as reagents. We need to form our youth so that they may really have a vital relationship with God, a living encounter with Christ, an abiding and synching union with the Holy Spirit. This ideal should not be in the abstract anymore, detached from the prevailing conditions, but rather translated into concrete, breathing and functioning reality. The problem we often have is that many of us consider this business of developing a relationship with God through Christ in the Holy Spirit to be too spiritual, or too personal and individualistic, that nothing tangible, practical and systematic can be made out of it. Dont ask Imelda and Ferdinand Marcos Jr. The Supreme Court, this week, affirmed with finality its 2012 ruling forfeiting P1.8 billion stashed in the Panaman corporation Arelma. In 1972, President Ferdinand Marcos secretly deposited $2million. That ballooned into over $40 million today. Ferdinand Jr and Imelda claimed that as their own. That belongs to Juan Q. Taxpayer, the court affirmed. Government, meanwhile, plans to bankroll a billion pesos, through Department of Environment and Natural Resources, for mangrove replanting. That will be a building block in efforts to rise from Supertyphoon Yolandas ruins. Mangroves are among the most productive of ecosystems that Providence lavished. Worldwide, they sprawl over 15.2 million hectares of tropical coasts. They are habitats for wide varieties of fish and plants and buffer against storms. A mangrove stand of 30 trees per 0.01 hectare with a depth of 100 meters can reduce the destructive force of a tsunami by up to 90%. They act as carbon sinks too. But theyre also in rapid decline, warns Wetland International. Globally, half of all mangrove forests have been lost since the mid-20th century. The Philippines loses about 39 hectares of mangroves per day, estimates marine biologist K. Katherson. Until Yolanda, most local governments razed mangroves or paved them with concrete. Except in Palawan, Surigao, Samar and Leyte, extensive mangrove belts have disappeared. In southern Bohol, they have made a startling comeback, reports FAO Regional Forester Patrick Durst. Villages from Eastern Samar to Negros Oriental, however, were buffered by sturdy mangrove stands, notes Dr. Jurgene Primavera in an earlier report. Time magazine earlier named her among the worlds top 100 environmental scientists. She is Pew Fellow in Marine Conservation and Chief Mangrove Scientific Advisor for the Zoological Society of London Greenbelts are mandated by Presidential Decree No. 705 and the 1998 Fisheries Code. But non-compliance resulted in a graveyard of dead laws. Replace inutile greenbelt stipulations stashed in forgettable sections of unenforced regulations, Primavera urges. Enact a National Greenbelt Law. Primavera, with a team of NGO membersscientists, completed early April a post Yolanda assessment of mangroves. In Leyte and Eastern Samar, mangroves mostly sustained partial or minimal to no damage at all. Most are recovering, as seen by shoots on once defoliated trees, as well as seed and saplings present. They need no new planting, only protection, the team concluded. After all, they are bio-shields and damage-cum-recovery is par for their course. This was underscored by resilient mangroves in Guiuan, Quinapondan and Hernani in Samar and Palompon with Merida in Leyte. Enrichment planting could close gaps in partially damaged areas. Our survey documented probably 100-200 hectares in 13 municipalities plus one city where mangroves were totally wiped out. Totally damaged mangroves or bakhaw plantations occurred in Bantayan and Maliwaliw Island, Guiuan. In Ormoc, illegal mangrove into fishpond conversion is rampant. For ecological stability, a 4:1 mangrove-pond ratio is needed. The present ratio is only 1:1. There is critical need for planting for protection against storms that will come more frequently in the future. Throwing money at a problem is like spitting into the wind. Many are cash-starved survivors, who could clear recovering but inconspicuous mangrove stands. Thatd enable a number to dip into the Cash-for-Work scheme Primavera and fellow scientists say it is imperative to share the on-the-ground findings with decision-makers before that one billion bucks is released. As currently drafted, the DENR plan will anchor post-Haiyan mangrove rehabilitation program on good intentions without being grounded in science. We are presently drafting: (1) Criteria for Mangrove Damage and Recovery Assessment, and (b) Guidelines for Mangrove Cleaning, both for peoples organizations and scientific groups. A post-Yolanda Workshop II for other local stakeholders is scheduled for 13-14 May 2014 in Tacloban City. A Call To Action earlier was issued by a University of the Philippines workshop on Mapping Yolandas Impact on Philippine Mangroves: Impacts and Recovery late March. It is a race to see how 364 million bucks. No. Top that to a billion pesos instead --- can be put to good use or wasted. What are the odds for the scientists --- and Mr Juan Q. Taxpayer?

The City reportedly got only about P 92-million of some P 102-million expected because the budget from the city hall rehab was slashed from it. Because the repair couldnt wait for the BBB (Build Back Better) plans, the city went on repairing the city hall, hence disqualifying it from the grant. I was also wondering why the public market was still unroofed when I personally talked to the Mayor during the wake of Marie Manuel and he told me gwapo na kaayo ang Mercado, so I really thought it was already repaired. On a positive note, Cholo and Debbie Franco who runs Fran-Con Viaje, said they were happy to see the public market already spruced up with some greenery. With the funds already downloaded, we can expect we would be seeing action on some vital public infrastructures like the public market, terminal and health centers.

We were at Kuting Reef over the weekend. They had their first ever Beach Party on Saturday night and it was a smashing success. They printed tickets for 400, not really expecting it to be all sold out, but by around 8:00 PM, they already registered 560 guests, said owner Babes Castaares. 90 percent of the crowd were Maasinhons or from neighboring towns. I was impressed with the discipline of the Southern Leyteos. When I used the comfort room at the hotel lobby (intended for nonstaying guests) at around 11:00 in the evening, the two cubicles were still very clean and nary a drop of water or pee was splattered on the floor. It made me wonder if Southern Leyteos have better potty-training because in the many street parties I have attended here in Ormoc, usually the CRs of the nearby places would be so dirty by 9:00 PM and the party has barely started. The next morning, I could only count two pieces of trash thrown wantonly. A small bottle of purified water and an empty pack of chips!

5 Gardening in pots
I KNOW of some people who would like to raise their own vegetables but find it difficult because of limited space in their yard. But that should be the least of their worries because one of the best ways to start growing your own food is in pots or containers. First of all you do not really need a yard. It only requires some containers (tin cans, plastic cans or bags, pots, etc.), a small amount of potting soil and some seedlings. Almost any used container that would be thrown away can be recycled. Make a lot of holes in the bottom of containers and even some on the sides. Make them big enough so they dont get clogged, and there is enough room under the container for the water to drain into. To grow food in a yard garden requires building soil fertility and that takes time. With a container garden, you can get started in a few hours. Its such a convenient way of gardening that even expert and experienced gardeners usually have a few containers. During bad weather that might otherwise kill the plants, a container can be moved to a shady or sheltered area, or even inside the house. Almost any plant can be grown in a container, but one of the best to start with are culinary herbs such as parsley, cilantro, basil, oregano, mint, chives, and others. There is no single thing that will improve the taste of what you cook more than homegrown herbs. You just use them when needed, in the amount needed, and the freshness is unbeatable. I estimate that you can get a full-grown seedling of an herb for twice the price of buying a package of that herb in the store, only it tastes 100 times better. Many herbs are biannual and perennials, meaning they grow for 2 or more years. People often grow biannual vegetables in containers such as eggplants and peppers. Salad greens are also great to grow in containers. Lettuce, spinach, green onions, and other leafy greens are also ideal. Besides, the more you pick from them, the more they produce. I like to have at least 2-3 such containers going at the same time so that there is always one to mow for a fresh salad. The crops for containers also include tomatoes, eggplant, peppers, cucumbers, beans, peas, and cucumbers to name just a few. Crops that are not recommended for growing in containers are ones that dont give a big yield per plant. Examples include cabbage and cauliflower. Each plant gives one head, which is not much food for one container over a 3-4 month period. Corn is not ideal for containers because each plant gives 2-3 cobs of corn at best. They are very tall and if they dont have a very big container, they can fall over in even a light wind. Corn is a very big fertilizer user (nitrogen, specifically), which is difficult to supply in a container in the required amounts. Compare these examples to the herbs and leafy green salad plants, where you cut and recut many times. As a gardening tip, too much or too little watering is the cause of most container gardening failure. Soil should always be kept moist or humid, but not wet. If you were to grab a fist of the soil and then squeeze it, the soil should stick together when you release the fist. It should then break apart easily. If water comes out when the soil is squeezed, then its too wet and will suffocate the plants.

Limasawa celebrated 493rd First Mass Anniversary

THE ISLAND-municipality of Limasawa, Province of Southern Leyte, celebrated its 493rd first massanniversary last 31st March 2014. The first mass in 31 Mar 1521 was then celebrated by Friar Pedro Valderrama in what was to be the first Catholic Mass in the Philippines and in the whole Far East. Southern Leyte belongs to the Diocese of Maasin City now under Bishop Precioso D. Cantillas. According to the report of Ms Vicky C. Arnaiz of this paper EV Mail March 17-23, 2014 , it was to have started with a fluvial procession from Maasin City to the Triana Port of Limasawa. The guest list is composed of: Hon. Roger G. Mercado, Governor of Southern Leyte, Rep. Damian Mercado, Maasin City Mayor Maloney Samaco, Bishop Precioso Cantillas and others guests. The welcoming party was composed of the Hon. Melchor Petracorta, Mayor of Limasawa and local officials. That the first mass was in Limasawa was once a bone of contention because of conflicting interpretations on its history as written by Historian Pigafetta who went with the expedition on the invitation of Portuguese explorer Ferdinand Magellan. The seeming puzzle became more evident because he claimed the discovery of the Philippines for Spain not for Portugal; after all, it was Spain that financed the expedition. Hence the land that he discovered was named Filipinas in honor of King Felipe of Spain. An entry in the work of Historian Ambeth R. Ocampo in pamphlet entitled Looking Back, pp 72 : In 1872, a monument to commemorate the site of the first Mass on Philippine soil was erected in Butuan. In time, the monument erected near a river went underwater, so the people of Butuan retrieved it and brought it to higher ground. In 1953, the people of Butuan asked the Philippine Historical Committee to rehabilitate the monument, or place a marker on the site. This would have been a simple thing to do, because for more than three centuries, Butuan had been acknowledged as the site of the first Mass in the Philippines. Then Jaime de Veyra, during a meeting of the Committee deciding the Butuan request, stated that the first Mass was celebrated in Limasawa, not Butuan. On the basis of this objection, the monument was reerected, but the marble slab stating it was the site of the first Mass was removed. The people of Butuan want it back and they want Congress to repeal an Act declaring Limasawa as the site of the first Mass. They want the Act changed to state that Masao in Butuan was the real site of the first Mass. Controversy over this issue seems far from over. Supplementing U.P. Dean Leslie Bauzons pro-Masao (Butuan) arguments with six editions of Pigafetta, I thought the matter settled. X x x Two letters were sent by Mr. Jose Caburian and Bishop Ataviado. The latter sent an article by the Jesuit historian, Fr. Miguel Bernad, which traces the shift in opinion from Masao (Butuan) to Limasawa through the centuries. Bernad says it was not the American James Robertson who is to blame for saying turning Mazaua into Limasawa. The Jesuit historian, Pablo Pastells, was the first to question and correct the centuries-old Butuan tradition in 1903 by stating in a footnote to Francisco Colins Labor Evangelica that Magellan did not go to Butuan but from Limasawa to Cebu. James Robertson agreed with Pastells, so in his edition of Pigafetta, he stated in a footnote that Mazaua was actually Limasawa. Fr. Bernad presents data in the log-book of Francisco Albo, the pilot of Magellans flagship, who writes that the expedition sailed to a large island, Seilani (Leyte), later turning southwest to a small island called Mazava. Albo gave a latitude of 9 and 2/3 degrees north for this island which, given allowances for error, fits Limasawa. However, Albo does not mention the first Mass but writes that they erected a cross on a mountain which overlooked three islands to the west and southwest. These islands can be seen from Limasawa and not Butuan, where islands are only visible towards the north. From Limasawa, they proceeded to Cebu. X x x x x x Fr. Bernad studied all of Pigafettas maps, which place Mazaua off the southern tip of the larger island of Ceilon (Leyte) and to the east of Bohol. With this as reference, a check with modern maps will show that this jibes with Limasawa and not Masao or Butuan. Fr. Bernad also notes that if Mazaua was Masao in Butuan, how come the detailed account of Pigafetta does not mention the Agusan River? The expedition stayed in Mazaua for seven days and yet mention no river. Thus, according to Bernad, we must take him literally: Mazaua was an island surrounded by sea, not a river delta. Considering that almost five centuries have passed, any controversy arising from where the first mass was held, other than in Limasawa, is therefore laid to rest.

sonal, but it does not mean that it has no material, practical and systematic manifestations and possibilities. Since we are both spiritual and material, individual persons and social beings, this ideal of having a living relationship with God should meet the requirements of those conditions. Otherwise, that ideal would just be a fantasy. We have to train the youth in the art of developing and keeping a living relationship with God. We have to introduce them to the gospel and the truths of faith. We have to teach them to pray, to see the great value of sacrifice, the virtues and the sacraments. We have to see to it that Christ to them and to all of us is a living person who is with us here and now, and not just a historical figure or a slogan. Everyone should realize that only in him would we have the fullness of our humanity. We just have to learn how to bring Christ to our life and to our concerns. We have to know how to discern and follow the many flowing implications and consequences of his presence, will and action in all our human affairs. To be sure, Christ always intervenes in our life. Jail guard shouts police brutality
ALBUERA, LEYTE A man who claims he was manhandled and almost salvaged by elements of the police here is threatening to file charges against them at the Commission on Human Rights and the Northern Leyte Criminal Investigation and Detection Group (NL-CIDG). Glenn Veloso, 39, a jail guard of the Leyte Sub-Provincial Jail for 14 years already and resident of Brgy. Talisayan, this town, told media that while waiting for his turn to get the shelter kits that Rep. Lucy Torres-Gomez distributed in Albuera on April 2, cops came to pick him up. He was with his live-in partner that time. Veloso admitted he was drunk that time, agitating the crowd, which was why the police picked him up. Relations said Veloso could be rowdy when drunk. Onlookers also said Veloso resisted the arrest. Veloso claims that when his live-in partner went home to get a blanket and change of clothes, a cop named PO1 Rosito Sanaco went inside his detention cell and started manhandling him. There were two others who reportedly joined in, whom he does not recognize. After which, he was brought to the Ormoc District Hospital for checkup. By then, he was badly bruised and had a wound on his forehead. Veloso further claimed that on their way back, the police car took a turn at Brgy. Canadieng in Ormoc and went to the cemetery. There, the cops wanted him to get off and run but he adamantly refused. He suspects he would have been salvaged had he run away. PO1 Sanaco, he said, wanted him to get APRIL 5, a day before my eldest daughter Jima Zandra J. Vergaras birthday, we arrived at Kuting Reef at Macrohon, Southern Leyte for an overnight stay. With just one look, I now understand why it is her favorite getaway. Kuting Reef did not disappoint, especially during our visit there. The sea cooperated and was calm and blue with nary a wave, the peeble beach was perfect and looking around with a critical eye, I could not find one astray garbage whatsoever. We were billeted in one room, seven of us, but we did not mind because we were not to go there to just stay inside the room but to enjoy Mother Natures gift of a paradise called Kuting. After changing into our swimsuits, we immediately ran to take a dip at the cool, clear blue waters. Jima and her kids preferred the infinity pool while the rest of us gravitated to the beach. Kayaking is free, we also learned and it is noteworthy to point out the resort had real life guards who were very vigilant. We were also lucky that evening. It happened to be the first time for Kuting Reef to host a beach party. It was a success. The band, Pure Soul, was good and the music was just right to our ears. Since we availed of the Barkadahan Package, the P 1,500.00 per person for an overnight stay included three meals. We had our first dinner by 6:30 PM and 3-course food was good. I particularly loved their chicken, pork and beef adobo smothered with black pepper. Later, while drinking buckets of beer at their open air resto, we ordered pancit bihon and it was one of the best I have ever tasted. I also love Sals Restaurants pancit bihon but thats another topic! Back to Kuting Reef, it was while we wanted to order food that I came to know Babes Castaares, the wife of Engr. Robert Castaares, a stalwart in the chamber movement in the region. She was keenly keeping an eye on things, as it was their first Beach Party ever, and saw we had a problem ordering pica-pica to go with our beer. Initially, a waitress refused our order because the kitchen was busy refilling the party food but Babes said it was already okay, especially that we were stay-in guests. We also did not have any complaints with the staff. They were courteous and very accommodating. The next morning, after breakfast, we again took to the sea. It was when we learned that the resort had a Banana Boat. A 5-minute ride is P 1,250 for 5 people. My apo Paul Daniel was interested to ride it but his aunties were busy playing chess on a giant

By 6:30 AM of the next day, Veloso was released from police custody. The victim is set to give his deposition to the NL-CIDG on Monday. Together which his family, they also went to the Commission on Human Rights in Tacloban already. PO3 Dennis Torrefiel of the NLCIDG said the suspects could face possible criminal charges of serious physical injury and attempted murder while a separate complaint for grave misconduct can be filed at the Provincial Internal Affairs Service (PIAS).

The buffet breakfast was good albeit by 8:30, when we arrived, food had run short already and we had to wait for a refill. Coffee was unlimited, though. Breakfast is served up to 9:30 AM. It was when I learned that Kuting Reef also sponsors a Sunday school and feeding program for kids in the neighborhood. My other apo, Phoebe Dawn, was able to ask champorado from the staff which were intended for around 80 kids in the neighborhood. Aside from using soap from a local out-of-school youth organization to help them go back to school, the Sunday school was one of Kutings social responsibility program. It was during our breakfast that a sign about Limbarok caught my eye. Limbarok, the sign said, is a mild Visayan curse commonly used by Southern Leyteos to express their anger or frustration. In relation to Limbarok, Kuting Reef has an anger management center where one can throw vases, plates, even a TV at a gaily painted wall and vent his/her frustrations. Among the words painted on the wall which could be good targets are mother-inlaw, even sister-in-law. Issues more loftier than ordinary family quarrels include drugs and corruption. Signages at the center suggest one close their eyes and visualize their frustrations, then throw whatever they want to and shout Limbarok to release their negative energies. In a text message, Robert Castaares say they sell vases, cups and plates at P 20.00 each for those who want to throw at the anger management wall. There are also TV sets for P 1,500 each to those who have big time anger issues. You should have tried it, he joked, saying that had Yolanda found her way to Southern Leyte, she could have had a ball venting her anger at their wall. Southern Leyte was spared from Yolandas wrath. Travelling from Ormocs ravaged landscape to Southern Leytes virtually unscathed scape is a wonder in itself, a manifestation that God does not forsake His people for good. He would always give us that glimmer of hope that somewhere, someday, things would be better. We left Kuting Reef after lunch. The food was another three-courser. We ordered fried chicken from the kitchen for those who do not eat pork and service was fast. Kuting Reef is just a few kilometers away from Maasin City. It is two hours and a half drive away from Ormoc City on optimum speed. The road is good.

OCPO to form SWAT and SAR teams

ORMOC CITY The Ormoc City Police Office now has an elite Special Weapons and Tactics (SWAT) and a Search and Rescue (SAR) team which are expected to be the first responders on crisis situations that need them and their expertise. This was the announcement of Sr. Supt. Jose Macanas before officials of Brgy. Camp Downes during an assembly. The SWAT and SAR teams, said Macanas, would be under the supervision of the Public Safety Company and composed of handpicked individual policemen from the various police stations of Ormoc City. Macanas said these men would be well trained to handle various crisis situations. When finished with their training, the men return to their respective police stations and will be mobilized should there be a need. PS1 is under the supervision of Ch. Insp. Ibrahim Jambiran, PS2 in Valencia under Sr. Insp. Maturino Diaz, and PS3 under Ch. Insp. Edgardo Encina. Macanas also said he wants some of his men trained on Explosives and Ordnance. ORMOCS NEWEST hotel and hangout has opened! It is the DNarra Hotel and Restobar located at Brgy. Tuog, this city. The mini-hotel has 12 rooms and 1 function room. Rates are reasonable and the facilities excellent. The place is owned by for Energy Development Corporation community relations officer Emil Argoncillo and his partner, Jenny Wenceslao. Aside from tasteful lodgings, the place has the potential to become a favorite watering hole of Ormocs famed drinkers. It has a well-lit and well-designed restobar where one can order food, pica-pica and booze. They also serve coffee, from plain brewed to flavored coffee drinks hot and cold. The 4-story hotel is another masterpiece of Architect Wenceslao Arcuino Jr. who is known for his ability to maximize a small space without sacrificing comfort. Set on just 100 square meters, the second and third floors have six rooms each, all just sized right. Emil Argoncillo said that the hotel is his life savings and looks forward for more fruitful years of managing it, maybe also expanding it! Parking is not a problem as there is a parking lot that they rented on a long term lease for the convenience of travelling guests. Former councilor Dudy Larrazabal, Rep. Peace Winds-Japan, LCDE and CDRC partner to rebuild 690 homes in Carigara
CARIGARA, LEYTE The LCDE (Leyte Centre for Developent), a disaster response and mitigation NGO, along with its national partner CDRC (Citizens Disaster Response Centre) have joined Peace Winds Japan, an NGO that operates across the world providing humanitarian aid, to help in their efforts to give homes to the people of Carigara that were severely stricken by Typhoon Yolanda. Peace Winds, through the partnership with local NGOs, are currently implementing shelter assistance projects in 26 barangays in Carigara, to benefit 690 households. Beneficiaries are those whose houses were totally damaged and have no capacity to rebuild. The selection was done by MOFAC (Municipal Farmers Association of Carigara), a local peoples organization. The beneficiaries from Peace Winds received shelter materials consisting of cement, coco lumber for posts, plywood, GI sheets and basic carpentry tools enough to build a decent house. The LCDE, CDRC and Peace Winds project staff began the program on January 15. They laid the groundwork for the project, preparing and selecting target areas in the town. By February 18, the first batch of beneficiaries numbering 301 households composed of 5 barangays received their shelter materials. The second batch, 389 households from 21 barangays in all, received their shelter materials on March 26. The project ends by May 15, which also will include the complete repair of two Daycare Centers in Carigara. To ensure that all shelter materials are fully utilized, the partners have a monitoring team composed of skilled carpenters and a locally appointed engineer to be regularly on site in project areas. At the GK website, these include the Cities of Tacloban and Maasin, the towns of Albuera, Dulag, Isabel, Kananga, Matag-ob, Palo, Palompon, San Isidro, San Miguel, Tanauan and Tolosa. This years national build is also unique, he said, because for the first time, GK bought lands to accommodate the resettlement areas. Meanwhile, here in Ormoc, a soft launch will be held on April 9. From April 9 to April 11, when the actual build starts, the organizers will go on a massive recruitment of volunteers. Monforte also pointed out that the launch coincides with National Heroes Day or Araw ng mga Bayani while its culmination, on the other hand, would be on June 12 which is the Philippine Independence Day or Araw ng Kagitingan. Monforte said the organizers see April 9 as a significant day because the GK Bayani Challenge is an activity for modern-day heroes, and they call everybody to join, either in groups of 15 or as individuals. Contributions in cash, kind, food and logistics are also very much welcome, he said. The GK Bayani Challenge here would be held in four sites: the Rotary GK Village at Brgy. Tambulilid, incidentally the first site of the national build, where 104 houses would be constructed; Block 7 of the old relocation site at Brgy. Tambulilid also where 100 houses are being constructed by Globe Tattoo; and at Barangays Quezon Jr. and Maticaa where a total of 60 houses will be constructed. It was also learned that the houses were designed with the BBB (Build Back Better) in mind. Typhoon resistant houses Councilor Pedro Godiardo Ebcas, an engineer, said the new homes are designed to withstand winds of 260 km/hour. The redesigned GK homes cost P 125,000.00 each. The houses in Tambulilid will be taller, with lofts as sleeping places, to maximize the space but will have smaller windows than usual. It was also learned that not only houses would be built during the Bayani Challenge. The Energy Development Corporation (EDC) has committed to refurbish 16 more schools aside from the 20 they have previously committed to rehabilitate during the challenge. Childrens Parks or Paraisong Pambata in the 36 schools would also be rehabilitated. The school level activities will also coincide with the yearly Brigada Eskwela. 20,000 trees would also be replanted aside from 2,500 mangrove saplings. The Department of Environment and Natural Resources has committed to provide the seedlings. Ebcas added that Ormoc Vice Mayor Leo Carmelo Locsin Jr. has sponsored 10,000 of the seedlings. The tree planting would be held in pre-identified areas at Brgy. Milagro and the denuded forests inside the Lake Danao protected area. Mangrove replanting would also be done in the coastal areas of the city, aside from a coastal cleanup. Volun-tourism Pocholo Franco, president of the Ormoc City Tourism Operators (OCTA), said the GK Bayani Challenge is a realization of the so-called Voluntourism program, where tourists come to volunteer. As president of OCTA, he said they are upbeat that the GK Bayani Challenge would help jumpstart Ormocs tourism programs. The culmination would be on June 12, he said, which also coincides with the opening day of our fiesta activities. The feast day of St. Peter and Paul, Ormocs patron saints, is on June 29 and pre-fiesta activities are traditionally started on June 12. Franco said OCTA is very much involved in the preparations to welcome the voluntourists to Ormoc. Up in the works is a Lumba sa mga Bida ala Amazing Race for volun-tourists who sign up after spending the day at the build areas. There would also be periodic city tours where the volun-tourists would be shown around the city, including the scenic Lake Danao.

Finally, after 48 years of complaining, through the paper and to their office, SMART Communications, Inc. has taken cognizance of my complaint about their lousy signal. Three days ago, Atty. Nilo Ahat, a friend from college days, shared my complaint to Atty. Jane Paredes of the regional office of SMART. Her secretary Lourdes Gocotano called me up and I gave her a litany of what was wrong, or has been wrong after Yolanda. I told her that after Yolanda, they were the only signal available here but after two weeks, it deteriorated and has not been the same anymore. I said that as a postpaid subscriber with an unli data service thrown in, I had yet to enjoy its full service since Yolanda. And that I am not alone. A day after, Ms Jacky of SMART in Ormoc also called me up and said they wanted to come to the house to check if the problem was just in Malbasag. I said it was not because I have received similar complaints from other people. In Tacloban, its worse. Well, they were here at the house, said my secretary, and indeed, signal was bad. Again, I reiterate that the problem is not only here in Malbasag but elsewhere. The least I expect is that service be restored to pre-Yolanda levels. In fairness, Ms Jacky said that the repeater or whatchamacallit on top of Zenaidas Chateau has yet to be restored fully. Cebu Pac launches new flights to Tokyo, Nagoya
CEBU PACIFIC Air (PSE:CEB) launched two new international destinations on March 30, 2014 and became the first Philippine low-cost carrier to operate direct daily flights from Manila to Tokyo (Narita), and four times weekly flights from Manila to Nagoya. We are very excited to finally be able to offer Cebu Pacifics trademark lowest fares to these two new destinations in Japan. With our seat sales, seamless Manila airport terminal connection and extensive network, we hope to stimulate travel and bring Japanese tourists to various destinations in fun Philippines, said Candice Iyog, CEB VP for marketing and distribution. Similarly, we hope these two new destinations will enable many Filipinos to explore Japan for leisure or business travel. Japan is now more accessible and more affordable with Cebu Pacific flights, she added. Lowest year-round fares start at P5,499. CEB fares to Nagoya and Narita are up to 70% lower than other full-service airlines. CEB also operates daily flights between Manila and Osaka, for as low as P3,999. On March 30, 2014, CEB launched daily services to Tokyo (Narita), utilizing the airlines brand-new Airbus A320 fleet. The flight departs Manila at 5:25am, arriving in Tokyo at 10:35am. The return flight departs Tokyo at 11:45am, and arrives in Manila at 3:45pm. On the same day, CEB launched its Manila-Nagoya-Manila service, with a Tuesday, Thursday, Saturday and Sunday frequency. Departing Manila at 3:20pm, the flight arrives in Nagoya at 8:25pm. The return flight departs Nagoya at 9:10pm, and arrives in Manila at 12:10am the next day. Aside from Tokyo, Nagoya and Osaka, CEB offers flights to 21 other international destinations, namely Bali, Bangkok, Beijing, Brunei, Busan, Dubai, Guangzhou, Hanoi, Ho Chi Minh, Hong Kong, Incheon (Seoul), Jakarta, Kota Kinabalu, Kuala Lumpur, Macau, Phuket, Shanghai, Siem Reap, Singapore, Taipei and Xiamen. OCD starts releasing assistance of P 10,000 for Yolanda victims with dead kin, P 5,000 to those injured
TACLOBAN CITY The Office of Civil Defense has started distribution of government assistance to Yolanda survivors who were injured during the typhoon or those who suffered fatality in their families. It was learned that early this week, the OCD distributed financial assistance to the second batch of 109 claimants, 101 were for dead victims and the remaining eight for those injured. 82 of the claimants were from Tacloban City, 2 from Palo, and 14 from Basey, Samar. Those who have dead kin get P 10,000 for each fatality while those injured get P 5,000, said Rey Gozon, OCD director who is also the chairman of the Regional Disaster Risk Reduction and Management Council in Eastern Visayas. The first batch of claimants number 106, it was learned. They were from Basey, Samar; Julita, Pastrana, Palo and Tacloban City in Leyte. Five batches of claims have already been sent to the National Disaster Risk Reduction Management Council for final processing. Funds have already been downloaded for distribution to the first three batches. The 4th and 5th batches were sent to the NDRRMC on March 10 and are now process The OCD is still accepting requests for financial assistance from the victims nearest of kin. To further help the victims, said Gozon, they dont have to go to the OCD office in Tacloban to submit their claims but may do so to their respective city o Municipal Disaster Risk Reduction and Management Officer. It will be the City or MDRRMO who will forward the documents to the OCD Regional Office which will in turn submit the same to the NDRRMC. For the nearest kin of dead persons, they are required to submit the fatalitys death certificate; Police Report or Municipal Disaster Risk Reduction and Management Council Report; certification from the barangay chairman that the victim was a resident of his barangay and that the claimant is the legal beneficiary of the victim; endorsement for payment from the Chairperson, MDRRMC; and endorsement of the OCD Regional Office to the Chairperson of the NDRRMC. On the other hand, for injured persons, the requirements include medical certificate from hospital or clinic where the victim was confined for at least three days; MDRRMC Report; Endorsement for payment from the chairperson of MDRRMC; and endorsement of the OCD Regional Officer to the Chairperson of NDRRMC. 16 inmates escape Calbayog City Jail

TACLOBAN CITY - Authorities in Calbayog City are now hunting inmates who escaped from the Calbayog City Jail at 9:30 in the morning of April 2, Wednesday. Ch. Insp. Elmer Cinco, chief of police, confirmed to the Philippine Information Agency the jailbreak, saying it happened while the inmates were having Bible Study. During the Bible study, some inmates who apparently have been planning the jail break, ganged up on the jail guards and took their firearms away. The escapees, it was further learned, were in prison for heinous or serious crimes. They are considered armed and dangerous as they took away the firearms of the jail guards. They are Romeo Coligado Jr with a rape case from Barangay Hamorawon; Crisanto Delos Reyes with a frustrated murder case from Barangay Tarabucan; Romeo Penote with attempted rape case of Barangay Danao; Dindo Calagos Magbutay with rape case from Barangay Cabucnacao; Ian Pante with murder case of Barangay Tarabucan; Efren Pante, with murder case of barangay Tarabucan; Jefrey Dealagdon with murder case of Barangay Cabjumadac; Romeo Carpio with murder case of Barangay Tarabucan; Edwin Abria with murder case of Barangay Calilihan; Malix Losente with murder case of Barangay Roxas 2; Melvin Juanerio with murder of Barangay Migara, all of Calbayog City. Completing the list are Dante Galileo and Joey Agas with a case of highway robbery of Barangay Palanit, San Isidro, Northern Samar; Rogelio Cuanico with robbery in band of Barangay Bonifacio, Lope De Vega, Northern Samar; Freddie Cagomoc with robbery in band of Barangay Bonifacio, Lope De Vega, Northern Samar; and Roberto Pintuan with a rape case of Barangay Dagum, Calbayog City. Cinco related that 71 of the 87 inmates remained in jail. The inmates who ran away were reported to have run towards the north of Calbayog. A hot pursuit, as of press time, is being conducted by joint elements from PNP Calbayog, BJMP, Samar Police Provincial Office, Philippine Army elements of the 43rd and 63rd Infantry Battalion and 801st Brigade. Malaysian Hotels offer Supervisory Course

THE MALAYSIAN Association of Hotels Training and Education Centre (MAHTEC) is inviting hospitality management, hotel and restaurant management and tourism graduates to enroll in a six month supervisory program in Malaysia beginning in June of 2014. Participants will undergo an intensive 30-day program before participating in a full time supervisory internship allowing them to be Certified Hospitality Supervisory Programme (CHSP) awardees. The program is ideal for holders of relevant degrees in the hospitality and tourism sectors, below the age of 26, and wishing to obtain supervisory skills training.The certificate offered will be advantageous, as both Malaysia and the Philippines, head towards the ASEAN intergration in 2015. MAHTEC is owned and managed by the Malaysian Association of Hotels (MAH). As the training arm of the Association, it is committed towards human resources development and strongly believes that investment in human resources is the key factor for growth, sustainability, productivity and profitability in the hospitality industry. MAHTEC has opened its training facilities and programs to students and young professionals from other countries. In the Philippines, it has tied up through, its training partner AXSEL Management International Sdn Bhd and local company, Selrahco Management & Consultancy Services to offer service training opportunities.
