Southern District Kentucky Association of School Librarians Bylaws Article 1: Name The name of our organization is Southern District

Kentucky Association of School Librarians Article 2: Objective The objective of Southern District Kentucky Association of School Librarians is to promote school library media interests and service to public and private school librarians in the following counties: Allen, Barren, Butler, Cumberland, Edmonson, Logan, Metcalfe, Monroe, Muhlenberg, Ohio, Simpson, Todd & Warren. Article 3: Affiliation Our association is a district section of Kentucky Association of School Librarians (KASL), which is a section of Kentucky Library Association (KLA). Our association functions under its own constitution and bylaws. No article of which is to conflict with either KASL or KLA. Article 4: Membership Any person employed as a media librarian in Allen, Barren, Butler, Cumberland, Edmonson, Logan, Metcalfe, Monroe, Muhlenberg, Ohio, Simpson, Todd & Warren Counties may become a voting member of Southern District Kentucky Association of School Librarians. Library Science students, retired librarians and other interested persons may become nonvoting associate members of Southern District Kentucky Association of School Librarians upon payment of stated dues. Article 5: Officers Officers of Southern District Kentucky Association of School Librarians include President, President-Elect, Past-President, Secretary & Treasurer. 1. The officers are elected at the annual fall meeting and assume office immediately in conjunction with the KLA Fall Conference. 2. President, President-Elect & Past-President are elected for terms of one year. 3. The Secretary and Treasurer are elected for terms of two years.

Southern District Kentucky Association of School Librarians Bylaws 4. The officers compose the executive board. Article 6: Duties of Officers 1. The President shall preside at all meetings of Southern District Kentucky Association of School Librarian and the executive board. The current president also serves as a member of the KASL board of directors and attends the KASL board of directors meetings after the induction into office. 2. The retiring president becomes an ex-officio member of the Executive Board for one year. The Past-President will also promote the Evelyn Thurman Scholarship. 3. The President-Elect shall assist the President when needed and shall preside in his/her absence. If the office of President becomes vacant between elections, the President-Elect shall fill the vacancy. The President-Elect will remain vacant until the next general election. 4. The Secretary shall keep in permanent form the minutes of our association meetings and the executive board meetings and shall provide for the President, copies of these minutes within two weeks of a meeting. The secretary shall conduct general correspondence of our association as directed by the President and the executive board. 5. The Treasurer shall receive all monies of our association and shall deposit that amount in the bank in the name of our association. S/he shall collect all dues and keep an accurate account of all receipts and disbursements. All bills shall be paid by check. The treasurers binder should be brought to all meetings for review. Article 7: Nomination 1. Nominations are made from the floor. The slate will consist of one candidate each for the offices of President-Elect, (every year), Secretary and Treasurer (every two years). 2. The term of office begins at the adjournment of the Associations annual fall meeting. Article 8: Meetings

Southern District Kentucky Association of School Librarians Bylaws 1. The presiding President will determine the location and programming of the annual fall meeting. The fall meeting will meet at least two-three weeks before the KLA Fall Conference. 2. The presiding president will host the annual spring meeting. Article 9: Finances 1. Amount of dues is determined by majority vote of the members in attendance at a business meeting. 2. No officer or member of our association may incur any expenses in the associations name. 3. The President of Southern District Kentucky Association of School Librarians may receive a set amount of money from KASL upon request at their annual fall meeting by completing a KASL Treasurers Voucher. The President should request $100 for District Assistance & $100 for Scholarship Fund. Article 10: Quorum 1. A quorum at a business meeting shall be those members in attendance. 2. A quorum at the executive board shall be a majority of the members of the executive board. Article 11: Amendments This Constitution and By-Laws may be amended by a two-thirds vote of the members present at any annual business meeting. The announcement of the proposed changes will be provided to all members at least two weeks prior to the meeting. Any changes proposed must comply with the KASL and KLA Constitutions and Policies. Article 12: Authority Roberts Rules of Order, Latest Edition shall govern the proceedings of Southern District Kentucky Association of School Librarians.
