TELECOM POLICY

This policy is applicable for Officers across all locations of Tata Steel India w.e.f. April 01, 2013.
Telecom Dept., Jamshedpur will act as the central agency for monitoring the mobile services of
entire Tata Steel India.

1. Mobile Phone

1.1. Eligibility

All Officers of Tata Steel India are eligible for mobile connection with STD and
National roaming facility.

For security purposes, ISD facility is not activated in the official mobile connections.
However, if an Officer wants to activate ISD facility, an email can be sent to local
telecom coordinator with a copy marked to head.telecom@tatasteel.com with a
request to activate ISD facility.

Control rooms / Shift offices can be provided with mobile connection with local calling
facility on need basis and subject to approval from concerned IL1 Executive.

Email services will be provided to IL2/E3/R2/L2/IL3/E4/E5/R3S/L3 Executives over
the 3G data plan through existing approval workflows. The cost of email connectivity
will be borne by the Officers respective departments. The Executive has the option
for configuring his/her corporate email on official mobile connection. In addition to the
above, the Executive has the choice to configure his/her corporate email on
maximum one personal tablet device.

1.2. Service Provider

An Officer can opt for any telecom operator as per his/her choice from among the
operators available at their work location. In addition to Tata DoCoMo GSM / CDMA
Services, Telecom Dept. is introducing the services of Airtel and Vodafone. Telecom
Dept. will review the list of services providers from time to time depending on quality
of service and network coverage.

In case none of the above service providers are operational at a location, local
telecom coordinator in consultation with Telecom Dept., Jamshedpur will introduce
services of another service provider.

All Officers will have to take company provided connection from among the operators
available at their work location. No reimbursement will be made to the Officers who
are on personal mobile connection and pay their bills of their own.

1.3 Change of Service Provider

In case of change of service provider, Officer shall submit the existing SIM Card and
obtain a SIM Card of new service provider from the respective Telecom Dept. /
Admin Dept.

The same information should be passed on by the local telecom coordinator to
Telecom dept. Jamshedpur for documentation and billing.

User can retain the old SIM Card for a maximum period of 30 days along with the
SIM Card of the new service provider. However, expenditure incurred on both SIM
Cards during the period will be within the entitlement of the Officer as per his/her
eligibility.

Change of service provider within the same telecom circle is not permitted more than
twice in a year.
1.4. Mobile Monthly Bills

The monthly usage charges beyond the specified eligibility limit will be deducted from
the salary of the Officer by Tata Steel Finance & Accounts Dept. once in a year.

E.g. If the eligibility of the Officer is 1,000/- per month, annual eligibility is 12,000/-
per year. If the usage charges exceed 12,000/- in the year, excess amount will be
deducted from the salary of the Officer in the month of August every year. Bill Cycle
is from July of a year to June of next year.

In case the job requirement of certain Officers need regular high value of mobile
usage charges (above the eligibility limit), one-time approval of the revised monthly
usage value can be obtained from the respective IL1 executive for a maximum period
of one bill cycle at a time. This approval must be sent to local telecom coordinator
with a copy marked to head.telecom@tatasteel.com for making necessary changes
in the telecom system.

In case of monthly mobile bills exceeding specific limit due to calls / data usage for
official purpose and subsequently the Officer is making the claim, the same will have
to be approved by the respective IL1 Executive on case to case basis for
reimbursement of excess amount deducted from Officers salary. This approval must
be sent to local telecom coordinator with a copy marked to
head.telecom@tatasteel.com for making necessary changes in the telecom system.

1.5. Procedure for Obtaining a SIM Card / Mobile handset

Officers have to collect SIM Card from Telecom Dept. / Admin Dept. of the respective
location.

Officers have to procure their own mobile handset.

An Officer can claim reimbursement of mobile handset cost as per entitlement given
above by submitting self-certified original bill of the mobile handset to Finance &
Accounts Dept. in the given format. Finance & Accounts Dept. at each location would
make the necessary payment to the Officer under Revenue Expenses.

A new joinee can claim reimbursement of cost of mobile handset which he/she might
have purchased prior to joining Tata Steel, provided such purchase was made not
more than 30 days before joining Tata Steel.

The mobile handset to Control rooms / Shift offices will be provided by the company
under E&F budget of the concerned Dept. to the maximum value of 5,000/-.

1.6. Repair of Mobile Handset

The cost of repairs and maintenance, if any, pertaining to the mobile handset would be borne
by the user and Tata Steel would not be responsible for reimbursement of such expenses,
nor would facilitate any such repair work.

1.7. Replacement of Mobile Handset

A mobile handset will be replaced after a minimum period of 2 years from the date of
last reimbursement recorded with the Finance & Accounts Dept. of the Company.
Any interim replacement would be at the cost of the Officer.

All Officers whose claim for the handset cost completes 2 years on or after April 01,
2013 and who have purchased handset on or after April 01, 2013 will be eligible for
reimbursement of handset cost as per new entitlement. Officers, who have
purchased handset on or after April 01, 2013 but claimed the old amount will be
eligible for differential reimbursement as per the new eligibility, provided the mobile
handset purchased was for that value.

In case of promotion, the 2 years time frame from the date of last reimbursement will
stand.

The old mobile handset (after replacement) will be retained by the concerned Officer.

1.8. Loss of Mobile Handset

In case of loss of a mobile handset, the user is required to inform the Telecom Dept. /
Admin Dept. and ITS (in case Officer is using Corporate email and applications
access on mobile phones) to disable the connection and avoid misuse. Officer has to
purchase a replacement handset at his / her own cost.

Telecom Dept. / Admin Dept. shall organize configuration of mobile number on
replacement SIM card which is to be purchased by the Officer.

1.9. Separation / Transfer to another Location

1.9.1. Transfer

When an Officer is transferred, he / she shall carry the mobile handset along with the SIM
Card. In case of change of telecom circle, he/she shall submit the old SIM Card at the
new location and obtain a new SIM Card from the respective Telecom Dept. / Admin
Dept. The same information should be passed on by the local telecom coordinator to
Telecom dept. Jamshedpur for documentation and billing.

In case of transfer, user can retain the old SIM card for a maximum period of one month
along with the new SIM Card of the new location/circle. However, expenditure incurred on
both SIM cards during the period will be within the entitlement as per his/her eligibility.

1.9.2. Retirement

When an Officer retires, he / she shall be allowed to retain the mobile handset and the
SIM connection could be transferred to his/her name if so desired. The monthly charges
thereafter will be borne by the Officer. In case the Officer does not want to retain the
connection, the SIM card has to be returned to the respective Telecom Dept. / Admin
Dept. Company data will be deleted from the mobile handset

1.9.3. Resignation / Discharge

When an Officer separates due to resignation/discharge, Officer has to deposit SIM
Card to Telecom/Admin dept.

The mobile handset (which was procured and reimbursement claimed) has to be
returned by the Officer to the Telecom / Admin. Dept. Alternatively, if the separating
Officer wants to retain his/her mobile set, reimbursement made towards cost of
handset will be proportionally deducted by Finance & Accounts dept. from the
settlement dues of the Officer.

Company data will be deleted from the mobile handset

1.10. Temporary Mobile Requirement

In case of critical short term jobs, the Department Chiefs (IL2/E3/R2/L2) executives will have
the authority to approve temporary mobile for a maximum period of 3 months. For any
extension beyond 3 months, approval must be taken from concerned IL1 executive. SIM
Cards will be obtained from Telecom Dept. / Admin Dept.

1.11. Mobile Requirement during International Visits

All IL2/E3/R2/L2/IL3/E4/E5/R3S/L3 Officers visiting abroad on official purpose will be
provided temporary country-specific SIM cards from the pool maintained at Telecom
Dept. / Admin Dept.

All IL4/IL5/IL6/E6/E7/O1/O2/O3/O4/O5/O6/R3/R4.1/R4.2/L4/L5/L6 Officers visiting
abroad on official purpose will be provided temporary country-specific SIM cards from
the pool maintained at Telecom Dept. / Admin Dept. subject to approval from
concerned IL1.

Officers visiting abroad in a group on official purpose will be provided with few
country-specific SIM cards with set depending on the size of group.

1.12. Information Security

Ownership of corporate data (including corporate email and email attachments) on the mobile
phone remains with Tata Steel. However, the user shall be responsible for the security of the
corporate data on the mobile device. Users should adhere to the following information
security guidelines:

Mobile phones should not be left unattended and always secured with a
password/passcode protected Screen Lock.

Do not save or copy critical company information and data on the mobile phone.

In case of handset replacement, Company data including email should be wiped off
from old mobile phones before they are disposed.

Company data and access to applications should be secured or deleted before
sending mobile phone for maintenance to service provider

Company will enforce appropriate controls for corporate data on mobile phones

1.13. Dual Connection

An Officer can have only one official mobile connection. All those Officers who currently
have two mobile handsets / connections will be eligible for replacement of only one
handset. Such officers are also requested to migrate to one connection.

2. Voice Over Data (VOD) Card / USB Modem

Voice Over Data (VOD) card or USB Modem is an attachment of Laptop, which is helpful
to the traveling Executives for accessing their e-mails, internet, etc. while they are mobile.
All IL2/E3/R2/L2 Executives will be provided with Voice over Data Card / USB Modem.
Officers in
IL3/IL4/IL5/IL6/E4/E5/E6/E7/O1/O2/O3/O4/O5/O6/R3S/R3/R4.1/R4.2/L3L4/L5/L6 will be
provided with Voice Over Data Card / USB Modem on need basis subject to approval by
concerned IL1 executive.

A pool of Voice Over Data Card / USB Modem will also be maintained at Telecom Dept.
for short term usage by Officers subject to approval from concerned IL1 Executive.

3. There is no change in rules pertaining to TSL Phone, P&T Phone and Residential
Phone
This document supersedes all past communication on the above subject. Review of the Telecom
Policy will be after duration of 3 years.
Non-compliance to this policy shall invoke action as per Company rules.

Important Note:

ITS is designing a telecom system for monitoring the telecom services of entire Tata
Steel India. System will be in place by August 01, 2013. Till that time, local telecom
coordinators will maintain the data manually and coordinate with Telecom Dept.,
Jamshedpur through emails.

Telecom Dept., Jamshedpur will act as the central agency for monitoring the mobile
services of entire Tata Steel India. Payment of mobile bills will be centralized for entire
Tata Steel India from Jamshedpur. However, the current arrangement of payment of bills
will continue till the telecom system is in place till August 01, 2013. From August 01,
2013, payment of mobile bills of entire Tata Steel India will be centralized from
Jamshedpur.

An Officer can opt for any telecom operator as per his/her choice from among the
operators available at their work location. Since there is no proper system in place for
Mobile Number Portability (MNP) for corporate connections, till the time the MNP
process is established, Officers can switch to new service provider by
surrendering their existing number and getting a new mobile number.
