April Rice Submitted to Professor Steven Fifield COMM 1020 Speech 4: Persuasive Speech April 17, 2014 Persuasive Speech: Audience Assessment Specific Goal: To persuade my audience to agree that Utah should have a state lottery. Type of Claim: This is a claim of value. Ethos: Primary Ethos: a) Competence: Research done from other states that have lotteries. What they spend the revenue on for state improvements and research. I have lived in Arizona and Idaho with children in the public school system. The programs seemed better, the facilities were much better, although tests scores between these three states are about the same. b) Fairness: I am not just giving my point of view. I want to show the pros vs. the cons of having a state lottery. I will state my opinion and why but let the audience decide for themselves by the facts presented. Secondary Ethos: I will state five authoritative reverences and one opinionate reference. (Wikipedia) Audience Assessment: Most of my audience members will probably have an attitude toward my proposition that is mostly favorable. Adaptation to Audience Attitude: a. Common ground: I believe everyone works hard for their dollar. By show a way to subsidize revenue for tax payers to get a break on taxes is highly positive. b. Latitude of acceptance: My audience has gone through almost a whole semester together and I feel I have a knowledge of my audience to be more on the liberal side Baby Steps: I think by showing actual numbers to be able to relate to is the best way to show the whys this would be a good move for Utah to have a state lottery Pattern of Organization: the persuasive organizational pattern I am using is comparative advantages

Advantages of a Utah Lottery Introduction Hook: Who likes paying taxes? Who thinks taxes are too high? Who would like to hear more on how can lower taxes? Proposition: By offering a state lottery we could use the revenue to lower property taxes, have more income for education, develop better road conditions, help fund National Parks and government buildings, funding to become more energy efficient and develop research for medical cures, such as cancer.

Preview: I will discuss three major topics 1. The economics of State Lotteries 2. Where does the lottery revenue go? 3. Pros vs. Cons of a state lottery Transition: Lets look into how a lottery could benefit the state of Utah by understanding the lottery economics. Body I. Economics of State Lotteries A. Lottery education i. The Journal of Economics claims b. Two perspectives one as a consumer commodity other public revenue (i) 60% of adults in lottery states play at least once a year. (ii) Annual growth of 12% per year (iii) Funded major institutions-Jamestown Settlement, Harvard College, Continental Army, hundreds of bridges, firehouses and schools. ii. States that have state lottery 1. Wyoming didnt join until Jan 2013 iii. US Lottery Sales and Distribution of Revenues 1. US $19,648 million 2. 40% net revenue B. Why Do people play i. Equal amount purchased with annual income of $10,000 or $60,000 Transition: Now that we understand the basics of Lottery Economics let look into where lottery revenues go or where they are spent. In the Idaho State Lottery Annual Report completed by Eide Baily CPA advisors they show where the Idaho State Lottery money have been distributed II. Here is an example on how money is spent with the Idaho lottery this is how Utah could use the lottery revenue for their state funding. A. Where does the money go? Annual report for 2013 i. Prizes 62% (90 Million paid out ) ii. Dividends and revenue 25% iii. Retailer Commissions 6% (9 million paid out)

iv. Operations 4% v. Administration 3% vi. Advertising and Marketing 2% Education Fund for 2011 i. 17 million revenue dollars to Idaho education ii. Scratch and Win for schools 1. Earned these schools an additional $97,321 iii. Department of education can spend this money on buildings, operations, and maintenance iv. An additional 3 million was returned to the department of education bond levy equalization fund 1. This fund aids smaller schools for their facilities. Permanent Buildings Fund for 2011 i. 17 million was returned to the Department of Administrations Permanent Building Fund ii. Improvements on state parks, renovations and new facilities for their college campuses, and maintenance projects for the state of Idaho

Those are all examples of how the state of Utah could benefit for having a state lottery. Now lets understand the pros and cons of having a state lottery.

Pros Help fund state education, road repair, reduce property taxes. Keeps our dollars in state instead of funding bordering Utah states, such as, Idaho, Wyoming, Colorado and Nevada

The solidity of lottery sales to state unemployed is positive, but relatively small (National Tax Journal) The income resilience of state lottery sales is positive(National Tax Journal) The sales of lotto ticket help local business with commission from the sale of lottery tickets. The average is 5% to 6% Is this really a con? I took a chance bought us all Lotto tickets

Buying lotto tickets instead of essentials Gives wrong message about solving poverty Advertisement and marketing cost average 2%-3%

Big winners often see their lives come undone with such large sum of money to manage

Conclusion

In conclusion there are more positives then negatives to have a Utah State Lottery, It boost the economy, it helps fund education, construction, reduce property taxes but, most importantly it keeps Utah dollars in the state of Utah to help fund these essential needs of our great state instead of boarding surrounding states.

SO VOTE YES TO A UTAH STATE LOTTERY!
