Dear Senator Liu,

Thank you reading this letter. The purpose of this letter is to inform you about the robust
underground economy operating the guise of the TNC business model. The CPUC has promoted
this underground economy business model through faux regulation. There are serious flaws in the
income reporting policies of TN C. lyft, Sidecar & UberX have been providing tax shelters to their
drivers. TNC;s have been refusing to issue 1099's for income over $600 to $19,999.99 to
drivers. TNC claim the 1099k rule applies because client pay for transportation services by credit
card. The CPUC has been negligent in researching this matter.
TNC's have another significant cost advantage because drivers can earn $19,999.99 and not
report income or have it reported to the IRS. Many drivers work at multiple TNCs or have other
jobs to exploit this loophole. TNC drivers are also providing false tax advice in online forums. TNC
drivers are recommending mileage as a deduction. In a passenger for hire situation the IRS does
not allow mileage as a deduction. The CPUC leader, Michael Peevey, has been "duped" by a tax
scam once again.
It does seem you are concerned about these issues as on your website it states on February 27,
2014 and March 13, 2014 you organized tax advice seminars for people earning income under
$52,000. It is my demand that you organize some more tax seminars for TNC operators about
income reporting guidelines and TNC drivers about reporting income over $600 and proper
deductions in the vehicle for hire industry. The credibility of the CPUC has been seriously damaged
by recent scandals and has the potential for significantly more damage in the wake of the TNC
debacle. Your actions regarding this CPUC matter are being documented.
The credibility of Democratic State Senators has taken a serious blow in light of the recent
Calderon, Wright & Vee scandals. My whole life my votes have gone to Democratic candidates. The
recent scandals make a lot of people question the Democratic vote. On another level these
scandals have all involved ethnic minorities in office. The hopes of aspiring minority politicians are
taking a huge hit as a result of these scandals. Every Chinese American and Asian American I know
has been disgraced by the recent leland Vee scandal.
It is my hope you can be part of the solution in shutting down the underground economy. That
will preserve your credibility. Regardless of your connection to the CPUC please think about the
people your actions in this matter will effect, Democrats, minority politicians, the image of every
Asian American and your own people, Chinese Americans. No one else has been able to reason
with the CPUC. It is my hope you may the only person who can. Thank you for your help from an
aspiring ethnic minority politician!!

AT CITRUS COLLEGE

Los Angeles County- Senator Carol Liu (D- La Canada, Flintridge) is partnering with the Tzu Chi Foundation and Citrus
College to provide a free tax assistance event on Saturday, March 15"', 2014 from 1 pm to 5pm at the Citrus College computer
lab. This event will have certified Volunteer Income Tax Assistance (VITA) professionals on hand to provide tax preparation
assistance and free electronic filing for those making up to $52,000.
According to a report by the New America Foundation, over 800,000 Californians let 1.2 billion dollars in tax credits go
unclaimed just in 2009 alone. These tax credits can provide much needed relief for woriking families. The Earned Income Tax
Credtt (EITC) for example, is a refundable federal income tax credit designed for low and moderate income working individuals
and families. Enacted by Congress in 1975, the EITC is intended to give a financial boost to woriking families. People who have
earned incomes at or below a certain level, are not claimed as a dependent, and meet certain other criteria may qualify.
"In these tough t i m s ~ is critical that our residents are aware tax programs, such as the Earned Income Tax Credit." said
Senator Liu. "Credits can make a big difference for families. I am pleased to work with local partners to provide this much
needed free service to our residents."
Attendees are advised to bring the following financial documents:
1 . Proof of Identify (Driver's License or photo ID) for all people who will be listed on the return.
2. Social Security Card or Individual Tax Identification Number (ITIN) for all people who will be listed on the return.
3. All income documentation: W-2's, 1099's or other tax forms received.
4. A copy of last year's tax return.
5. Bank info. (check copy) for direct deposit or withdrawal.
6. Expenses documentation if applicable: 1098 (mortgage interest), education expenses, child care expenses (need provider's
Identification number, name and address), rental expenses (landlord's name, address and phone number).
