Los Baos participates in
La Laguna FestivaI 2013
The municipality of Los Baos participated
in this year`s La Laguna Festival in Sta. Cruz
held at the Provincial Capitol with the theme Sa
Puso at Diwa, Una sa Lahat ang Bagong Laguna.
The Iestival showcased 72 events Irom March 8-17
at the Laguna Provincial Capitol. Among the programs
lined up by Los Baos is the showcase oI Laguna
delicacies like buko pie and banana chips. The Los Bao
booth showcase aimed to highlight the reasons why the
town was dubbed as a Science and Nature City. Thus,
biotechnology and spas were also Ieatured in the Iestival.
In line with the celebration of the
International Women`s Month, the municipality
of Los Baos, through the initiatives of the
Gender and Development Ofce (GAD) and
other participating Local Government Units,
held a series of activities from March 1 to 22.
According to Matilde Erasga, head oI GAD, the
celebration oI Women`s Month in Los Baos aimed at
making women Ieel that they belong in the society.
Mayet Lopez, a 59 year old resident oI Brgy.
Bambang, had a Iree haircut, massage, manicure and
pedicure during the Pampering Day, one oI the activities
Ior the Women`s Month celebration, held last March 12.

is set to allot a two-million peso budget for
the installation of a closed circuit television
technology or CCTV within the municipality.
According to Municipal Engineer Ricky Estopace,
the original plan oI the local government is to implement
the project at the start oI the year, but it was postponed
because oI the election ban. The public bidding Ior the
CCTV cameras may start on the third quarter oI the year.
The number oI the units to be installed will depend on the
price oIIered by the winning bidder.
Selection oI the CCTV units will be based on the
standard specifcations set by the Department oI Interior
and Local Government (DILG) such as weather resistant
radio system, operational Irequencies oI 4.9 GHz to 5.8
GHz and central bandwidth management.
Estopace said that the CCTV cameras will be
installed in highly-populated or busiest areas in town
like the Los Baos Crossing. The cameras, according
to him, will be managed and monitored 24/7 by the
local government through the Engineering OIfce in
cooperation with PNP Los Baos.

Ojie Sanchez, they are also encouraging business
establishment owners to avail the CCTV technology Ior
their stores.

oI fve CCTV cameras around Brgy. Batong Malake last
February 2013.

said as she spoke about his great grandfather,
Paciano Rizal.
On March 9, Los Baos celebrated the 162
nd
birth
anniversary oI Paciano Rizal at the Gen. Paciano Rizal
Shrine, Los Baos. Relatives and Iriends oI the Iamily
and some residents oI the town gathered in the place to
commemorate the birth oI the national hero`s brother.
Students and teachers oI Paciano Rizal Elementary
School oI Los Baos and Bay, Laguna were also present
in the program.
Two oI Rizal`s grandchildren gave speeches to give
honor to their late great grandIather. AIter delivering the
speeches, awards were given to the outstanding students
oI the said schools.
Towards the end oI the program, students oI Paciano
Rizal Elementary School Los Baos gave a presentation
to honor Paciano Rizal. The presentation included
the sacrifces made by Paciano Ior the Ireedom oI the
Philippines during the Spanish regime and the support he
gave to his brother, Jose Rizal, during the revolution.
The house oI Paciano Rizal stands in Baybayin, Los
Banos. This is where Paciano raised his Iamily aIter the
revolution, and spent his liIe until his death in 1930. The
place is said to be Paciano`s home close to home.` u
Barangay Anos is now on its third and
last month of conducting weekly house-to-
house Operation Timbang for babies aged 2-71
months. The program, which is conducted at
Puroks 1 to 7, started last 1anuary and ended
during the last week of March.
According to Edita Lozano, barangay nutritionist,
the project aims to reduce and/or dissolve the number oI
underweight babies and to prevent malnutrition in the
barangay by tracking the number oI underweight and
allowing them to participate in a Ieeding program later.
Lozano added that as oI the moment, 629 out oI
1,137 babies aged 2-71 months were already identifed as
underweight. Last year, there were only 12 underweight
babies in the community.

presentation oI their platIorms and interact with the
people regarding their political concern.
According to Joshua Santos, a BS Agricultural
Economics student in UPLB, he Iound the Iorum
'helpIul in seeing the diIIerences oI each student.
Santos adds, 'Their stances will really help us in making
our decisions this upcoming elections.

UPLB Makiling Center for Mountain
Ecosystems (MCME) reopened the Makiling
Forest Reserve (MFR) to the public last March
1. Stricter rules were implemented to prevent
unwanted incidents.
According to UPLB Vice-Chancellor Ior Community
AIIairs (OVCCA), Dr. Enrique Tolentino Jr., they will
impose tighter security measures to prevent cases such
as the Enzo Valdez and Kevin Lagadon incident last
December.
One oI the said measures was the strict
implementation oI the 'No ID, No Entry ordinance
in the area to monitor the people entering the MFR.
'I emphasize that it has to be a valid ID. Based on
observations, people don`t bother logging out in the
guard house, Dr. Tolentino said.
Additional measures in monitoring vehicles entering
the area was also implemented by increasing the number
oI security Iorces in MFR. Dr. Tolentino said that the
Community Service Brigade (CSB) will substitute the
Iorest oIfcers oI MCME aIter their 8am-5pm duty. The
CSB will be the ones on duty Ior the whole night.

The Iorest oIfcers also plan to put up Closed Circuit
Television (CCTV) cameras and more signages in the
area. They will also improve their communication
systems.
Dr. Tolentino suggested that there be tour guides in
the area. Since there have been many cases where visitors
get lost, the Vice Chancellor said that they plan to involve
the residents in MFR by giving them trainings on how to
promote saIety in the area.
Since its temporary closure in December, MFR
was able to recover Irom the impact oI high number oI
visitors, Dr. Tolentino explained.
According to MCME Director, Dr. Nathaniel
Bantayan, the Makiling Trail security was in Iull Iorce
Ior last Holy Week. Around 10,000 visitors came during
the occasion MCME coordinated with volunteers such
as the PNP, army, rescue teams, and NGOs Irom all over
Laguna to make the security Iull-alert Ior Holy Week.

is celebrated not only to appreciate and show love
Ior women, but also to show their achievements and
contributions to the society, said Erasga.
In the Philippines, this year`s theme is 'Kababaihan
Gabay sa Pagtahak sa Tuwid na Daan. According to the
Philippine Commission on Women, the theme emphasizes
the leadership roles oI women and their participation in
decision-making, particularly in the political arena.
GAD also scheduled seminars on topics such as
responsible parenthood and HIV awareness, to guide
women as they take part in the development process oI
the society.

A veterinarian from the University of
the Philippines Los Baos (UPLB) declared
~environment as the root cause of the death
of Lolong, the largest crocodile in the world.
Dr. Emilia Lastica, UPLB Veterinarian and
assistant team leader oI Lolong`s necropsy team,
announced that Lolong died oI heart attack. However,
aIter two weeks oI Lolong`s death, Dr. Lastica
said that such instance was initiated mainly by the
crocodile`s distressing environment. Dr. Lastica and
her teammates initially conducted the necropsy in
Agusan del Sur where they studied Lolong`s whole
body Ieatures. They saw various details like hand
ulcers, teeth erosions, and gout in the internal organs.
Tissue samples were also brought to the
UPLB College oI Veterinary Medicine (CVM) Ior
microscopic examinations. Results indicated several
diseases including chronic pneumonia, Iatty liver, and
wounds in Lolong`s liver and kidneys. Lolong`s body
was also Iound to have high mercury content.
Dr. Lastica explained that such details Iound
in Lolong`s body are possibly caused by his hostile
environment. She said that the ulcers in Lolong`s
hands show that the crocodile suIIered Irom carrying
his weight nonstop because he had no chance to foat
in deep waters. The erosions in his teeth, on the other
hand, were caused by constant bumping against the
concrete sides oI the pool.
Since Lolong is a cold-blooded animal, he had
to seek diIIerent temperatures to perIorm certain
Iunctions. According to Dr. Lastica, crocodiles need
deep waters to acquire varying temperatures. Dr.
Lastica also said that since Lolong had no access to
such, his organs began to weaken. Lolong`s immune
system slowly degraded making the crocodile at risk
to pathogen or germ attacks. The lungs also started
to develop pus, causing the crocodile to experience
diIfculties in acquiring oxygen that resulted to
congestive heart Iailure or heart atack.
As stated in Republic Act 9147 or the 'WildliIe
Resources Conservation and Protection Act, holding
a threatening animal such as Lolong captive is legal.
However, Dr. Lastica doubts whether the people who
managed Lolong Iollowed the guidelines set by the
Protected Areas and WildliIe Bureau (PAWB). For the
veterinarian, the death oI Lolong can be attributed to
the lack oI inIormation about the animal.

oI keeping Lolong knew better about the animal`s
needs and how it behaves, the crocodile`s health could
have been preserved longer u

siyang ito ang magiging susi sa pag-unlad.
Muli niyang dadagdagan ang mga pangkabuhayan sa iba`t ibang sector ng lipunan at paiigtingin ang
seguridad ng bayan. 'Sisikipan kong mas lalong pagbutihan ang aking paninilbihan at paglilingkod sa bayan
dagdag ni Perez.
Si Marcelino R. de Guzman, isa sa mga independent mayoral candidates ay nakahihigit raw sa iba dahil
sa mayroon siyang integritv, innovation, initiative, at originalitv na ihahain niya sa mga masasakupan niya
kung siya ang maihahalal.
Ayon kay de Guzman, kumandidato siya sa pagka-alkalde dahil naniniwala siya na malaki pa ang iuunlad
ng Los Baos, lalo na ang kabuhayan ng mamamayan nito sa pamamagitan ng tamang pamamahala.
Aminado si de Guzman na talagang mahirap ang mangampanya lalo na`t siya ay independent, ngunit
sinabi niya na planado na ang kanyang gagawin. Magiging masigasig daw siya sa pagbabahay-bahay,
magdadaos ng caucus kung may pagkakataon, at hihingi ng tulong sa mga kaibigan para sa malawakan at
mabilisang pagpapakilala at pagbabahagi ng kaalamang politikal.
Si Francisco 'Frank M. Lapis ay muling kumakandidato sa pagiging alkalde ng Los Baos. Ito ay
dahil gusto niyang maipagpatuloy ang mga proyektong pangkaunlaran na naudlot noong termino niya bilang
alkalde.
Sa muling pagtakbo ni Lapis, kasama sa plataporma niya ang pagresolba ng problema sa trapiko sa
Crossing Los Baos, karagdagang mga programa para sa mga senior citizens, kabataan, at kababaihan, at
pagpapaigting nga mga proyektong pangkabuhayan at pangturismo para sa mga mamamayan ng Los Baos.
'Meron akong katapatan sa aking tungkulin bilang isang alkalde at ito ay napatunayan ko noong
nakaraang eleksyon dahil yung aking mga ipinangako noon ay aking natupad, ani Lapis ukol sa kanyang
kaibahan sa ibang kandidato.
Si Juan 'Mang Juan Leron ang pinakamatandang kumakandidato sa pagiging alkalde ng Los Baos. Sa
edad na 72 ay isa na siyang retiradong government employee. Tatlumpong-taon na siyang naninirahan sa bayan
ng Los Baos, Laguna.
Ayon kay Leron, kaya siya tumakbo bilang punong-bayan ay upang isulong ang pagbawas ng krimen sa
bayan. 'Gusto kong maging tahimik ang bayan tulad ng dati, dagdag niya.
'Hindi ako corrupt na tao. Kung ako ay mahahalal, kakasuhan natin lahat ng corrupt, saad niya. Kasama
sa plataporma ni Leron ay ang pagbibigay ng scholarship para sa mga kabataan, maraming trabaho sa mga
mamamayan, at pagsulong ng turismo para makatulong sa pamumuhay ng mga taga-Los Baos.

IIang Iinggo na Iang at eIeksyon na naman. Handa
ka na ba sa naIaIapit na haIaIan?
Noon pa man ay napakaaktibo na sa pagpaparamdam
ng mga politikong tumatakbo sa iba't ibang pwesto ng
gobyerno. Kitang-kita sa mga makukulay at naglalakihang
mga tarpaulin nila. Sa sobrang dami ng mga tarpaulin at
patalastas tungkol sa kanila, kilala na nga ba natin sila?
Sa dami ng mga kandidato, tila mahirap nga naman
silang kilalanin ng masinsinan. Ngunit may mga iba't
ibang paraan pa naman kung paano sila kikilatisin. May
mga aktibidades katulad ng forums, debates at miting de
avance na isinasagawa ng mga barangay at iba' t ibang
organisasyon na maaring lahukan. Kailangan talagang
siguraduhin na kilalang-kilala natin ang mga kandidato,
dahil nakadepende rito ang patutunguhan ng ating boto.
Miyembro ba siya ng isang political dynasty kung saan halos
lahat ng myembro ng kanilang pamilya ay may posisyon sa
pamahalaan? sa ba siyang artista? Dati na rin ba siyang
politiko? Ating tandaan na hindi sa pangalan o sa pag-
eendorso ng mga sikat na tao nasusukat ang galing, husay
at kredibilidad ng isang kandidato.
Alalahanin natin ang tatlong 'M' ngayong eleksyon.
MakiaIam. Bago pumunta sa iba't ibang prisinto,
siguraduhin na may listahan ka na ng mga kandidato
na gusto mong mahalal sa gobyerno. Hindi lamang
mapapabilis ang proseso bagkus ay maipapakita mo pa ang
kasiguraduhan mo sa pagboto sa kanila.

Chapter. to ay isang Non-Government
Organization na naglalayong matulungan
ang mga magulang ng mga batang may
autism na maibigay ang nararapat na
edukasyon para sa mga ito. Sa kasalukuyan,
mayroon kaming 24 na mga taong may
autism na dumadalo sa isang programa ng
organisasyon sa ilalim ng proyekto ng Autism
Resource Center.
Mga serbisyong hatid ng ASP
Sa ilang taon na pagbibigay serbisyo ng
ASP sa mga mamayan ng Laguna na may
autism, may mga activities na patuloy na
isinasagawa ang organisasyon para mas lalo
pang matulungan ang mga may autism.
Bagaman may kaliitan ang pondo ng
organisasyon, sa tulong ng mga volunteers,
partners at donors at ng supporta ng pamilya
ng mga may autism, naisagawa namin ang
mga sumusunod na gawain:
Pagsasanay sa mga guro ng
pampublikong paaralan, daycare
workers at mga barangay health
workers kung papaano makitungo sa
mga batang may autism. Kasama na
dito ang pagbibigay ng mga seminars
at social skill trainings sa mga batang
may autism.
Nagkakaroon din kaming Family
Support Services kung saan aming
binibigyan ng suporta ang mga pamilya ng
mga taong may autism sa pamamagitan
ng pagdiriwang ng family day, monthly
parents support group meetings at
summer siblings workshop.
Amin ring pinapangalap ang pagkamulat
ng publiko sa mga mamamayan ng
Laguna na may autism. Kabilang na sa
kanilang advocacy ay ang pagdiriwang
ng Annual Celebration of Autism
Consciousness Week tuwing ikatlong
linggo ng Enero, World Autism Awareness
Day (WAAD) tuwing Abril 2, at National
Disability Protection and Rehabilitation
Week tuwing Hulyo.
Nagkaroon na din ng mga networks
ang ASP Laguna kabilang na dito ang
pagkilala sa kanila ng DSWD bilang isang
social welfare and development agency at
lehitimong organisasyon sa Brgy. Batong
Malake.
Mayroon din kaming mga fund raising
activities tulad ng "A Festival of Arts, flm
Showing ng "Alyana: A study of Autism
in the Philippines at nakapag-organisa
din kami ng mga livelihood projects para
sa mga matatandang may autism at ang
pamilya nito.

isinasagawa sa UPLB lower feld at Trace
College pool.
Kamakailan lamang nang magkaroon ng
proyekto ang aming organisasyon kaakibat ang
lokal na gobyerno ng Los Baos na pinondohan
ng Canada Fund for Local nitiatives. to ay
ang Los Baos Community Center for Therapy,
ntervention and Support Services. Bilang
bahagi ng proyektong ito, inorganisa ng ASP-
Laguna ang mga magulang ng mga taong
may kapansanan tulad ng autism, cerebral
palsy, at iba pa. Sla ay aming tinuruan kung
paano pangalagaan ang kanilang mga anak
at iba pang mga katulad nito. nilaan ng lokal
na gobyerno ang lumang opisina ng DSWD sa
lumang munisipyo upang maging therapy center
ng ASP-Laguna.

To make sure that diIIerent sectors are represented
in the Iestival, a pageant Ior Senior Citizens was also
held last March 8. The grand winners received P10, 000.
For March 12-13, Little Miss and Mister Laguna 2013
composed oI children aged Iour to six years old was held
wherein the winners received P20, 000 Ior Little Mister
& Miss Laguna 2013, P15, 000 Little Mister & Miss
Laguna Tourism 2013 and P12, 000 Ior Little Mister and
Miss La Laguna. Finally, Miss Gay Laguna 2013 was
also held wherein the grand winner received P50, 000.
Pyro-Musical Fireworks Competition
The competition held last March 8 aims to attract
more tourists through showcasing Filipino`s talent in the
feld oI pyro-musical presentations. The winners received
P200, 000 Ior frst place, P150, 000 Ior second place,
P100, 000 Ior the third place and P35, 000 Ior consolation
prize, respectively.
Street Dance Competition
One oI the major events oI the Iestival is the Street
Dance Competition held last March 9 with the theme
'Sagipin ang Lawa, Gamitin ang Puso at Diwa'
Contestants were composed oI 70-100 high school
students Irom diIIerent municipalities and cities oI
Laguna. It aims to exhibit various Iorms oI dancing.
Winners Ior the competition received P500, 000 Ior the
frst place, P300, 000 Ior the second place, P200, 000 Ior
the third place and P50, 000 Ior the consolation prize.
Paralympics
In order to support and give an opportunity to
diIIerently abled persons in Laguna, they were invited
to join the Paralympics held last March 10 which is
consisted oI two games namely sprinting, composed oI
25 participants, and the wheelchair race, composed oI 20
participants. Winners Ior both games received P3,000 Ior
the frst place, P2,000 Ior the second place and P1, 000
Ior the third place.
Brass Band Showdown
A brass band, composed oI local amateur composers,
becomes a popular Iorm oI entertainment in the province
oI Laguna. According to Angelito Bambay oI the Sectoral
Concern OIfce and coordinator oI the said competition,
there were signs that these composers wanted to test out
their skills against other bands. With that, the Brass Band
Showdown composed oI composers Irom the diIIerent
municipalities and cities in Laguna was held last March
11.
Artisan`s Village 2013
The Artisan`s Village is an event which aims to
promote the skills oI the citizens and to showcase the
products oI Laguna. It is a two-day event wherein
everyone is invited to be part oI Iour product-making
activities, namely: 'Chicken, Pork and Ham Making
oI Kalayaan and 'Ice cream Making oI Lumban,
'Calamansi Jam Making oI Pagsanjan and 'Longganisa
and Tocino Making oI Kalayaan. The said event was
held last March 12.

Pangasius is an ornamental fsh introduced by
Vietnam to the country years back and is now known Ior
its fllet. In 1986, Engr. Alberto Mallari introduced the
fsh to Provincial Agriculture OIfce-Field Agricultural
Extension Services (PAO-FAES) which lead to the
establishment oI a Pangasius Iarm. In 2010, Laguna
Governor Jeorge 'ER Ejercito led the launching oI the
Pangasius Industry Development Program (Livelihood
Backyard Fish Farming), with the help oI the Department
oI Trade and Industry (DTI), in diIIerent markets within
Laguna. This opened the opportunity to the province
to be identifed as the major producer oI Pangasius in
the country by the Bureau oI Fisheries and Aquatic
Resources (BFAR), DTI and Pangasius stakeholders
during the Regional Consultative Meeting on the
CALABARZON Pangasius Industry.
The event, held last March 15, aims to achieve the
title oI 'Longest Inihaw na Pangasius by simultaneously
grilling 1,000 Pangasius at the La Laguna Festival
grounds, making it an opportunity to advertise the fsh as
the next promising industry oI the Laguna province.
Land Float and Parade Competition
Another highlight oI the Iestival is the Land Float
and Parade Competition held on March 16 with the theme
'Bavan ko, Ipagmamalaki ko' The parade started at
Areza Complex, Pagsanjan and ended at the Provincial
Capitol wherein the foats were placed at the Iestival area

Banca Race
The Banca Race held last March 17 at the Sta.
Cruz River is a Iour-man team competition open Ior all
'Bangkeros residing within the province oI Laguna.
According to Gilbert Lozada, program head oI the
competition, twenty teams Irom diIIerent municipalities
and cities competed in a 300-meter line course. Winners
received P32, 000 Ior frst place, P20, 000 Ior second
place, P12, 000 Ior third place and P1,000 Ior consolation
prize.
The La Laguna Festival was conceptualized in order
to replace the Anihan sa Laguna (AniLag) Iestival that
was changed in order to show that the province believes
in transIormative leadership, advocates the rehabilitation
oI the Laguna Lake and reminds the people oI the
importance oI the province as a tourist destination and
industrial haven.
According to Michael Abarquez Jr., Laguna Tourism,
Culture, Arts and Trade OIfce (LTCATO) head, the
name also signifes progress and growth Ior the ordinary
people. 'Kava nga Bagong Laguna, Una sa Lahat. Una
sa progresso, Una sa Sava'... di ba? In the name itself, it
is alreadv incorporated whv we changed the name of our
festival, he added.
He also added that it is also called the 'Festival
oI LiIe because all aspects in our society are given
importance and are represented through the Iestival.
This is also one oI the reasons why every sector was
encouraged to join the said Iestival.

The Philippine Football Federation (PFF)
with the Suzuki Philippines, Inc. will hold the
PFF Suzuki U23 National Cup at the University
of the Philippines Los Baos (UPLB) on April
8-13.
The tournament aimed to help create a stronger
National U23 Iootball team to represent the country in
the upcoming games like the Myanmar Southeast Asian
games.

added that they want to develop new generation oI
'Azkals by launching the activity. 'We would like to
winners and runners-up oI the Boy`s 18 Yrs. Old and
Below Doubles category.

another Mayor`s Cup at the end oI 2013 u
give younger generations a venue to play and we chose
UPLB because the environment is very good, he said.
Players Irom the Laguna Football Association,
Masbate Football Association and Baguio-Benguet
Football Association battled it out Ior the Regional
QualiIying Round wherein the top two teams
proceeded to the Final QualiIying Round battling the
top two teams Irom Visayas and Mindanao.
'Yung competitions is a showcase ng lahat ng
programa when it comes to player`s development.

LB-SWO katuwang sa pagpapanatiIi ng KaIinisan

This call spurred FO1 Zion William Maningas to
action. Maningas was at his Iriends` barbeque kiosk at
the UPLB Parade Grounds when an LPG tank`s cylinder
valve caught fre. He quickly grabbed a rag Irom a
nearby kiosk and shut the burning valves. His quick
thinking saved the nearby stalls Irom catching fre.
Maningas` heroic deed has not gone unnoticed.
His eIIorts beyond the call oI duty have earned him a
commendation Irom the Bureau oI Fire Protection (BFP)
Laguna Provincial Quarters and recognition Irom Los
Baos mayor, Anthony Genuino.
FO1 Zion William Mannigas is no ordinary fre man.
He was a nursing graduate Irom San Pablo Colleges. 'I
became a nurse because my parents wanted me to. At the
time, the nursing proIession was in bloom, so I grabbed
the opportunity, recalls Maningas.
Maningas volunteered at the BFP Irom January to
June 2010 aIter his brieI stint in nursing. Becoming a
freman was one oI the last things in Maningas` mind.
When his Iriend introduced him to the program, he was
surprised that he was qualifed to be one. Then, Maningas
made a decision to 'respond to a higher calling.
He entered the fre service on August 17, 2010.
Maningas was assigned at Los Baos Fire Station on
October 26 oI the same year. There were signifcantly
diIIerent reactions Irom his Iamily and his colleagues
in nursing. According to Maningas, his Iamily`s initial
reaction was positive. Aside Irom the fre service being a
government job, they were proud oI him because it was
an opportunity Ior him to render a much wider service.
His colleagues in nursing, however, were shocked
at his entry into the fre service. They were not aware
oI the qualifcationsin to becoming a freman. Unlike
beIore when one only needed to be a high school
graduate to become a policeman or freman, the DILG
proIessionalized the fre service through RA 6975. The
act that requires aspiring fremen to be at least a graduate
oI a Iour-year course and pass the board exam Ior
fremen.
Ang Los Baos Solid Waste Organization o
LB-SWO ay sinimulang itaguyod bilang isang
proyekto noong taong 2004. Ito ay isa sa mga
ipinagmamalaking resulta ng pinalawak na
pagpapatupad ng Solid Waste Management
Program sa bayan ng Los Baos. Makalipas
ang halos isang dekada, kumusta na kaya ang
nasabing organisasyon?
Tuwing magtatakip-silim ay binabaybay ng 54
taong gulang na si Aling Ester ang daan mula Villegas
Compound hanggang Raymundo Gate sa Brgy. Batong
Malake. Si Aling Ester ay nangongolekta ng mga basura
na kanyang ipaglalako. Aniya, halos dalawang dekada na
niyang hanapbuhay iyon.
Si Aling Ester ay isa sa mga pinakaunang miyembro
ng Los Baos Solid Waste Organization o LB-SWO.
Ang LB-SWO ay isang proyekto na sinimulan nina
Dr. Ricardo Bagarinao, presidente noon ng Philippine
Society Ior the Study in Nature, Inc. o PSSN, at ni
Vella Atienza na miyembro rin ng PSSN. Ang nasabing
proyekto ay naglalayon na kilalanin ang mga nasa
inIormal sector o iyong mga namumulot, namimili, at
nagbebenta ng basura bilang katuwang para mabawasan
ang problema sa basura ng komunidad.
Ang mga myembro ng LB-SWO ay binigyan ng ID
at pormal na ipinakilala sa iba`t ibang sektor ng lungsod
bilang opisyal na tagakolekta ng basura. Ang LB-SWO
ay nabigyan din ng seminars at trainings tungkol sa solid
waste management pati na tungkol sa pagpapanatili
ng kaayusan sa organisasyon. Nabigyan din ang mga
miyembro ng uniIorms at pedicabs, pati na ng paunang
kapital na magagamit nila sa paghahanapbuhay.
Ayon kay Micheal Herras, miyembro ng LB-SWO
simula taong 2009, regular noon ang kanilang meetings.
Aniya, isa sa mga napag-uusapan nila ang tungkol sa
mga dayo na nangongolekta ng basura sa LB. Kasama
nila noon sa mga meetings ang ilang mga kinatawan
mula sa lokal na pamahalaan.
As the only child his Iamily, Maningas grew up with
his cousin April Gallega. April reminisces, 'Zion became
my brother` and I became his sister`. His mother is my
second mom. She was the one taking care oI me when
both oI my parents were away.
'Zion grew up in a God-Iearing Iamily. He is a
responsible kid and a very loving son to his parents,
April added.
When asked about the incident at UPLB, she
responded, 'He is very passionate about his chosen career
which means that his job continues even oII-duty.
As a graduate oI nursing, Maningas is able to render
frst aid in the event oI fre-related injuries and vehicular
accidents.
According to Non-UniIormed Personnel (NUP)
Marivic Gregorio, who is also the secretary oI the Los
Baos fre station, Maningas also conducts seminars
and fre drills. 'I saw his dedication to being a freman.
He doesn`t complain about his work and he is willing
to learn, to the point that he asks his superiors about
everything there is to the fre service, she said.
Laine Aguila, a good Iriend oI Maningas and a
Customer Relations OIfcer (CRO) at the BFP, shared her
experiences with Maningas during the Fire Basic Recruit
Course (FBRC). 'We were co-applicants back at the BFP.
He`s one oI those guys who always cheer me up even
when training gets very diIfcult. He`s sweet Iunny and
reliable. When I`m about to give up, he motivates me to
go on. However, he knows how to balance work with Iun.
AIter a day oI training, we usually hang out and share
good times and laughs.
Aguila shared that Maningas was at the top oI their
FBRC course. 'He`s multi-talented, skilled, and very
smart too. You can talk to him about almost anything
under the sun, serious or not so., she adds.
According to Aguila, she was not surprised to hear
the news about Maningas` bravery. She Iurther added that
regardless oI his proIession, Maningas would have done
the same act oI heroism.
Even the colleagues oI Maningas Irom other fre
stations remember him to as a responsible and reliable
individual. 'He`s someone that I could entrust with my
liIe, Iellow freman Kennedy Dimaano notes.
Fire ChieI Inspector Renato Samson reIerred to
Maningas as 'an example to everybody that you really
need to prepare yourselI to help the people whenever
problems arise.
'It is extraordinary Ior us because aside Irom the Iact
that he was oII-duty at the time, one normally wouldn`t
expect him to perIorm while he wasn`t at the station. We
are proud, because we see that our personnel are very
capable. We are ready to serve the people, especially Los
Baos, added Fire ChieI Inspector Samson. u
Sa kasamaang palad, hindi na kagaya ng dati ang
LB-SWO. Ayon kay Vic Magas, pangulo ng LB-SWO,
dati ay higit sa isang daan ang kanilang miyembro, ngunit
ngayon ay halos 52 na lamang ang aktibo.
Isa sa mga nabanggit nina Magas at Herras na
dahilan sa tila pagkakawatak-watak ng kanilang grupo
ay ang seguridad sa itinuturing nilang teritoryo o iyong
lugar kung saan sila nangunguha ng mga basura. Ayon
sa kanila, noon ay mahigpit ang lokal na pamahalaan
sa pagpapapasok ng mga taga-labas para mangolekta
ng mga basura rito. Dagdag pa nila na ngayon ay tila
malaya nang nakakapasok ang mga taga ibang bayan
para manguha ng mga basura sa dapat ay teritoryo
ng mga taga-Los Baos. Ayon kay Herras, minsan ay
napagbibintangan pa sila sa mga pagnanakaw na gawa di
umano ng mga dayo.
Nabanggit naman ni Leo Pantua, Municipal
Environment and Natural Resources OIfce (MENRO)
consultant, na kaya lamang nila pinagbawalan ang mga
taga ibang lugar na mangalakal ng basura sa Los Baos
ay upang matulungan ang mga miyembro ng LB-SWO.
Sa ganoong paraan ay madadagdagan ang kita ng mga
myembro ng LB-SWO at mababawasan rin ang mga
nakawan na dulot ng mga taga labas ng bayan.
Samantala, nabanggit ni Magas na hindi na kagaya
ng dati ang suporta sa kanila ng lokal na pamahalaan.
Nasabi naman ni Pantua na pinapaubaya na nila sa mga
miyembro ng LB-SWO ang pagbabantay sa kanilang
mga teritoryo. Dagdag pa ni Pantua na tinulungan nila
noon ang LB-SWO para makatayo sila sa sarili nilang
kakayahan. Ani Pantua, maaari namang makipagtulungan
ang LB-SWO sa lokal na pamahalaan.
Hiling na lang ni Herras na sana ay maibalik sa
dati ang paghihigpit ng mga kinatawan mula sa bawat
barangay pagdating sa mga dayo na nangangalakal ng
basura sa Los Baos.
Ayon naman kay Aling Ester, sapat naman ang
kaniyang kinikita mula sa pangangalakal ng basura para
sa kanilang pang-araw-araw na gastusin. Lingguhan raw
kung ibenta ni Aling Ester ang mga naiipon niyang mga
basura.
Malaki ang naitutulong ng LB-SWO upang
mabawasan ang problemang dulot ng basura sa bayan
ng Los Baos. Ayon kay Vella Atienza, dating Associate
Project Leader ng proyektong tinawag na 'Enhancing the
role oI the inIormal sector in solid waste management in
Los Baos, Laguna at dating Science Research Specialist
mula sa PCARRD-DOST, iyong mga hindi 'saleable
na lamang ang kokolektahin ng lokal na pamahalaan
dahil nakokolekta ng mga miyembro ng LB-SWO ang
mga basurang mapapakinabangan pa. Ibig sabihin,
nababawasan ang gastusin ng lokal na pamahalaan sa
pangongolekta ng basura dahil sa LB-SWO.
Ang LB-SWO ay katuwang ng buong kumunidad
upang maiwasan ang problema na dulot ng dumaraming
basura sa bayan. Madalas man silang maliitin ng ilan, sila
ay may mahalagang trabaho na ginagamapanan para na
rin sa ikabubuti ng buong bayan u

Bukluran ng Kababaihan ng Baybayin
Higit pa sa turismong alok ng Barangay
Baybayin ay ang mga kababaihang nagkakaisa
para sa kabuhayan at kaunlaran ng kanilang
barangay.
Bilang parte ng proyektong One Barangav, One
Product ng pamahalaan ng Los Baos, ang mga
kababaihan ng Brgy. Baybayin ay nagsisikap upang
magkaroon ng sari-sariling kabuhayan para sa kanilang
pamilya.
Ang Bukluran ng Kababaihan ng Brgy. Baybayin
na binubuo ng humigit kumulang sa 45 na miyembro
ay naitatag noong 2010. Ito ay binuo upang makatulong
sa mga kababaihan ng Brgy. Baybayin na ganapin ang
kanilang mga kakayahan sa pag-unlad.
Ayon kay Eden Lanuzo, presidente ng Bukluran ng
Kababaihan, kahit sinong babae sa kanilang barangay
basta`t interesado ay hinihikayat nilang matuto ng iba`t-
ibang kabuhayan. Bukod pa sa kinikita ng kaniyang
asawa bilang barangay kagawad at ng kanilang t-shirt
printing business ay nakakatulong ang mga natutunan
niyang kabuhayan bilang panustos sa kaniyang dalawang
anak na nag-aaral.
Isa sa mga natutunan ng mga kababaihan ng
Baybayin ay ang paggawa ng detergent at Iabric
conditioner. Ang proyektong ito ay pinondohan ng
Gender and Development (GAD) OIfce. Dagdag pa rito,
nagkaroon din ng proyektong Ganda Mo, Hanapbuhay
Mo` na nagturo sa kanila kung paano isinasagawa ang
manicure, pedicure, at pagkukulay ng buhok. Ito ay sa
pamumuno ng International Rice Research Institute
(IRRI) na nagkaloob ng mga certifcates para sa kanilang
pagtatapos sa programa.
Kamakailan lamang ay nagkaroon din ng seminar
tungkol sa meat processing na itinaguyod naman ng
University oI the Philippines Los Baos. Ilan sa mga
may kayang mamuhunan ay ipinagpatuloy ang paggawa
ng iba`t ibang produkto at pagnenegosyo. Si Emilia
Soria, isang dating guro sa Lalakay Elementary School,
ay isa sa mga nagpatuloy ng meat processing bilang
hanapbuhay at upang matustusan ang kanyang pamilya.
Ayon kay Ginang Soria, pandagdag ito sa kanilang pang-
araw-araw na gastusin at upang hindi lamang sila umasa
sa kaniyang pensiyon.
Iba`t ibang mga meat-processed products tulad ng
longganisa, embutido, at tocino ang ginagawa ni Ginang
Soria. Nagpapa-order siya sa kanyang mga kaibigan at
madalas ay naglalako siya sa iba`t ibang lugar. Aniya,
ayos din naman ang kita sa ganitong pagkakakitaan
basta`t tama ang pagpepresyo at nagbabayad sa oras ang
mga kumukuha.
Ilan lamang ang mga nabanggit sa
pinagkakaabalahan ng mga kababaihan ng Brgy.
