I am Barrister James Moses, the Principal Attorney of the above law chamber, based
in Accra, Ghana. Writing you in absolute confidence, to avail you with this
opportunity. Believing that you would cooperate with me for our mutual benefit.

Recently, the Government of Ghana approved the payment of twenty-four million


United States dollars (US$24M), to my foreign client, Mr. Roman Dubonovic, the
MD/CEO of a construction company. Informing him, through me, as his Attorney, to
come and receive the payment of the said funds. Being the final payment of a Hydro
Power Dam construction project executed for the Government of Ghana some years
ago, during the turbulent military regime of former Ruler, Jerry J. Rawlings

The final work was completed and delivered to the Government in 1982. But due to
the military coup, and counter coups that followed, which characterized Ghana
then. Leading to the public execution of many top Government functionaries,
including some Ministers, some of whom were involved in the award of the contract.
All these caused the withholding of the payment, until now.

Gladly, the African Heads of State and Leaders, under the umbrella of the African
Union, held a meeting in Accra, Ghana, in the month of July, 2007, hosted by
President John Kuffour. And took a landmark resolution to unite the entire
continent of Africa, under the name of the United States of Africa. Some of the
important decisions reached, to actualize the noble idea is that “all individual
governments/states must settle its internal debts” within one year. To enable the
United States of Africa take-off on a clean slate. In compliance with this, the
Government of Ghana, through the office of the President, wrote me. Requesting
that, I come forward with my client/contractor Mr. Roman Dubonovic for the claim
of the US$24M.

I’ve made several attempts to locate my client, Mr. Dubonovic abroad,


unfortunately, all my efforts proved abortive. Upon my persistence, the latest
information I received revealed that Mr. Roman Dubonovic died some years ago of
heart failure. After going bankrupt, which led to the collapse of his company and
the subsequent confiscation of all his assets by the bank.

Therefore, my reason of contacting you is for you to stand in place of my late


client, Mr. Dubonovic To receive this payment of twenty-four million U.S. dollars
(US$24M) in your name, as A CO-DIRECTOR of the company This does not necessarily
require your presence here n Accra, Ghana . You only need to send your following
informations:

(1) Full Names


(2) Bank account details
(3) Full contact address
(4) Telephone/Fax numbers
(5) Cell/mobile numbers.

Upon the receipt of your above details, as the Attorney, it is my duty to obtain a
SWORN AFFIDAVIT from the Ghana high court of justice. Then revoke the original
contract file, to include your name as the Co-Director of the company. Then the
Government of Ghana shall make the payment of the US$24M in your name
It is noteworthy to inform you that this arrangement is between you, myself, and
the Honorable Minister in charge of Finance. Who actually threw up this idea,
after I let him know, as a good friend, that my foreign client/Beneficiary, Mr.
Dubonovic is late.

We then agreed that as the payment is made, and the funds transferred into your
bank account abroad. We all, three, shall share it equally. The Minister decided
that, as soon as the funds are transferred out to you, he will relinquish his
appointment and relocate abroad. To start a business venture, which hopefully, you
may be of assistance to him He also requested that his name be left out of the
entire process, though he should be clandestinely involved, in view of his
position in government.

I hope that you, the Hon. Minister, and I shall utilize this golden opportunity to
our mutual benefit as partners in progress.
