NO ONE IS ABOVE THE LAW

Our Riverwalk Place Resident Council was NOT legitimately dissolved on February 4, 2013. The Appleton Housing Authority (AHA) is an independent governmental agency, and its Executive Director, Debra
Dillenberg, and the AHAs Community Manager at the Oneida Heights project, Katie Hammen, both knew that they were doing wrong when they did what they did because they well knew HUD Regulations, HUD-assisted project residents rights, and the Bylaws of the Riverwalk Place Residents Council when they called for a building residents meeting and then proceeded to conduct Riverwalk Place Residents Council business without any legitimate right or authority to do so. 1.) HUD Regulations give residents the right to press for improved conditions by organizing independent (from property owners and/or management) resident associations without harassment or retaliation by property owners or management see the Secretary of HUD Resident Rights & Responsibilities publication . In other words, property owners and/or management have no legitimate authority over resident associations like our Resident Council or the authority to call a Resident Council meeting for anything involving our Resident Councils business as it/they did on February 4, 2013. 2.) The Riverwalk Place Resident Council Bylaws, formerly known as the Washington Place Resident Council Bylaws, have nothing in them allowing the Appleton Housing Authority to have any kind of oversight or authority over it. 3.) They cant claim that this was either a regular or special Council meeting because regular Council meetings were to always be held on the third Thursday of the month @ 3:30 PM, and special meetings could only be legitimately called for by the Council President after three council representatives had approved it, and a clear reason for the meeting was given to the Resident Council members (all the buildings residents) with a 24 hour advance notice none of which happened. 4.) In addition to the above reasons why the dissolution of the Riverwalk Place Resident Council was an illegitimate act, (a.) the ballots that the residents had to use were immediately removed from the room, (b.) no resident was allowed to witness or verify the ballot count, (c.) Katie Hammen declared that we had voted to dissolve the Resident Council, and later that the vote was 18 to 13 (just a simple majority), (d.) the Councils Bylaws require a 2/3rds majority on any change of the Councils Bylaws as a dissolution of it would be, and (e.) if they were supposedly trying to help the residents straighten out some problem with the Councils sitting Executive Committee, why didnt they have on their ballot something like dismiss the Executive Committee (or Governing Board) and hold new elections? It seems quite clear that they didnt (and dont) want the residents of Riverwalk Place to have any kind of residents association. It was all a sham. It isnt rational for anyone to think that these two didnt know that what they were doing wasnt right because Debra has been the Executive Director of the AHA for more than a decade, is the one responsible for seeing to it that all residents and soon to be residents get a copy of the HUD Resident Rights & Responsibilities publication, and also actually helped some of the Washington Place Resident Council members write their older/former Bylaws. Katie Hammen cant claim ignorance of the rules either because she usually acts as Debras number two and also has a very good understanding of HUD Regulations and the Riverwalk Place Residents Council Bylaws.
The federal government (HUD) gives us certain rights that Debra Dillenberg and Katie Hammen have taken away from us of on and ever since February 4. 2014, and Title 18, U.S.C., Section 242 Deprivation of Rights Under Color of Law, and Title 18, U.S.C., Section 241 Conspiracy Against Rights apply to such activities, and its the FBI (Federal Bureau of Investigation) that usually takes the lead in investigations involving such acts and then turns their findings over to the U.S District Attorney to decide if the offenders should be prosecuted.
