The Possibility and Limit of Market for Technology Policy in China:


The Case of Automobile Industry

Abstract
The industrial policy of market for technology has long been carried out in
China for the development of automobile industry. The policy has promoted
significantly the ability of manufacturing low and middle level components in China.
The joint venture state-owned enterprises, however, have not been able to get core
technology from foreign partners and build up automobile industrial chain fully
independent. Practical experience shows that local automobile industry cannot reach
independent development simply in terms of technology transfer. Development of
automobile industry in China has to transcend the path of market for technology.
Chinese government should formulate appropriate policy to reduce the dependence on
foreign enterprises, overcome technological barriers and open up the territory of
independent development.
