Preface
The Government of Abu Dhabi Emirate is committed to protect and conserve the
environment, and to protect and promote human health and safety for all inhabitants
of the Emirate.
This commitment can be achieved through partnership between all government and
private sectors to ensure activities within Abu Dhabi Emirate are undertaken in a
responsible, safe and sustainable manner and within an Environment, Health and
Safety Management System (EHSMS) Framework.
EHSMS is a performance based management system that defines the roles and
responsibilities of all concerned parties and sets the minimum requirements needed
at Emirate level for development of individual EHSMS and implementation. It is an
approach that recognises the inter-relationships between workers, the community,
and the environment in contributing to diverse risks.
On 6
th
December 2006, the Executive Council issued a Decree (Committee Decree 2-
Session 31/2006) approving "Abu Dhabi Emirate EHS policy" and nominated the
Environment AgencyAbu Dhabi (EAD) as the Authority responsible for supervising
the implementation of the EHSMS at Abu Dhabi Emirate level in cooperation and
coordination with all concerned parties.
The EHS Policy has the following main goals:
1. Implementation of EHSMS framework by all sectors.
2. Compliance with EHSMS requirements.
3. Minimization of hazards and risks to the environment and to the health and
safety of workers and the community.
4. Continual progress towards sustainable development.
The policy focuses on the importance of partnering with government and private
sector and on engaging all members of the society in protecting the environment and
being responsible for health and safety issues.
To facilitate the development and implementation of Abu Dhabi Emirate EHSMS
Framework, the Executive Council established the "EHS Higher Committee"
(Committee Decree 10-Session 19/2007)) on 11

The committee is chaired by EAD and comprises members from the following parties:

Starting J une 2007, the Higher Committee supervised the development of the
EHSMS Framework with the help of seven "Sector Technical Committees" chaired by
the member of the Higher Committee representing that sector (Energy, Industry,
Transport, Tourism, Health, Oil and Gas, Construction and Building). Waste sector
was recently added to the targeted sectors.
Abu Dhabi Emirate EHSMS Framework was initially produced in the form of a
Manual (draft version) that included a set of documents designed to facilitate
development and implementation of the system, in addition to a set of sector
guidelines that outlines the basic requirements of economic sectors initially targeted.
These documents were reviewed by all sector technical committees.
Abu Dhabi EHSMS Framework was launched in February 2008 during the National
Symposium held under the patronage of H.H Sheikh Hamdan Bin Zayed Al Nahyan,
UAE Deputy Prime Minister and Chairman of EAD. Initially the documents of the
framework were included in one Manual was distributed to all sectors and other
concerned parties during the Symposium.
Starting March 2008, the Framework went through a one year process of
consultation and revision to produce the system documents within Abu Dhabi
EHSMS Regulatory Framework which incorporates the main requirements any
government entity/private entity needs to satisfy in order to develop and implement
an EHSMS, taking into consideration that this is supplemented by entity specific
procedures.
This process culminated with an EHSMS consultation workshop held during 12-13
J anuary 2009.
This version of the EHSMS Regulatory Framework includes the EHSMS Manual
and a set of Codes of Practice identifying the main requirements for system
implementation, administration, management, monitoring, auditing, inspection and
reporting as well as specific issues related to environment and occupational health
and safety.
