oodbridge has had a few rental properties within the subdivision for many years. For a short time the number of rentals dramatically increased when the 11 lots along Bella Vista were developed. The developer, Jay Russell, leased the new homes for a short time before selling them. Only three remain as rental properties today. However, the number of rental properties throughout the subdivision has steadily increased over the past few years. We now have 16 rentals in our neighborhood, which makes up almost 13% of the Woodbridge properties. Overall, the rental properties within Woodbridge are well maintained, the owners are responsive, and the tenants are good neighbors. Despite this track record, there is concern about the growing number of rentals in the neighborhood. What affect will it have on property values? How will it affect future house sales? What can the HOA do? The board has been lightly discussing this trend. Our goal as an HOA is to insure the proper development and adequate maintenance and government of the Common Area and the rights of property owners and residents. This has the effect of maintaining the property values. Unfortunately, it is the boards understanding that too many rental properties can have a negative affect on the property values in the area. This year in conjunction with neighborhood clean up we have hired American Tree Service to drive our neighborhood and pick up and chip any limbs that you leave near the curb. Woodbridge HOA is thinking GREEN and would like you to do the same. Instead of putting reusable resources in our dumpster and into a landfill, leave them to be mulched. There are some particulars that must be followed:
All limbs will need to be placed in your yard with the cut ends toward the street. Do not block any sidewalks. Limbs do NOT need to be cut to a certain length Limbs may be up to 10 inches in diameter Please do NOT make one large pile. If you have a lot of limbs, make a few smaller piles. The heavier the pile the

Woodbridge HOA covenants require the use of a single hauler to provide trash and recycling services for all properties within Woodbridge. We currently contract with Waste Connections for these services. If you are not taking advantage of the contracted rate, call Waste Connections today at 838-4920 and let them now you are a Woodbridge resident!

The HOA will once again provide a 40 yard roll-off dumpster to our members for disposal of larger debris on the clean up day. This is a great opportunity to clean up the clutter without the need or cost of a trip to the landfill. Please remember, you cannot dispose of items such as motor oil, tires, paint, and batteries. And, this year there is no need to throw tree limbs in the roll-off. They take up a lot of room and fill the dumpster prematurely. See the adjacent article on page 3 for an alternative option for your tree limbs. Mark these dates on your calendar. Regardless of interest in a garage sale, the cleanup day will proceed as usual. Check our website or Facebook page in case of inclement weather or for general updates. We will also post the location of the roll-off dumpster for the weekend of June 28th on these sites. Through its Flood Hazard Mapping Program, FEMA identifies flood hazards, assesses flood risks, and partners with states and communities to provide accurate flood hazard and risk data to guide them to mitigation actions. FEMA maintains and updates data through Flood Insurance Rate Maps (FIRMs) and risk assessments. FEMA uses the best available technical data to create the flood hazard maps that outline each communitys different flood risk areas. Those properties identified on the map as being within a Special Flood Hazard Area (SFHA) are required to purchase flood insurance if the area includes an inhabitable structure. New maps have been proposed based heavily on county wide topography obtained from LiDAR technology. These preliminary maps should identify SFHAs more accurately than current FIRMs. As an example, the preliminary maps show a Zone A Floodplain within the Woodbridge HOA boundaries for the first time. Specifically, the area identified is the commons area around the pond and the majority of its two waterways. The flooding we experienced a few years ago supports FEMAs claim that the commons area around the pond does flood during large storm events. To the best of our knowledge, no structures have ever been adversely affected by flooding waters, but the commons area does become inundated. And, this is what the preliminary map seems to indicate. No action is necessary by the HOA or its members because the area identified does not include inhabitable structures of any kind. The map simply confirms what we already knowthe pond spills out of its banks when we get a lot of rain, but does not flood any homes. Preliminary FIRMs are not final. Sedgwick County, the city of Wichita, and other surrounding cities are currently reviewing the maps. Comments are being accepted by FEMA and will be taken into consideration before developing the effective maps. Additionally, preliminary data cannot be used to rate flood insurance policies or enforce the Federal mandatory purchase requirement. Contact the city of Wichitas stormwater engineer, Scott Lindebak, if you have any questions or concerns about the proposed maps and how they may affect you. WPD Safety Tips
As the weather begins to warm up, we invariably open our houses up more. This creates opportunities for theft. Dont make your home an easy target; close your garage doors and lock your vehicles. Shut and lock your home windows when you leave. And, dont hesitate to call 911 when you see suspicious activity. Keep an eye out when driving through the neighborhood. Children are out much more often now that spring weather is upon us.

he HOA collects an annual assessment, also referred to as dues, from each property to fund the maintenance needs of the Commons Areas and other related activities like the roll-off containers on the annual cleanup weekend. The fee was increased to $140 in 2013, and is collected every January. There are still a number of properties for which the HOA has not received a payment.

In accordance with the HOA Covenants, fees are added to late payments and are compounded monthly. More importantly, late payments can delay necessary maintenance work. And, as you may understand, we all pay more when maintenance is delayed. Now is the time to pay your annual assessment if you have not already done so. Reminder notices will be sent to all properties with outstanding debts.
