Members of the city

council sat face-to-face


with administration be-
ginning last Monday as
the citys annual budget
hearings got underway.
One by one, depart-
ment heads rattled off
accomplishments from
the previous fiscal year,
and faced questions
from council members
regarding expenditures,
projections and budget-
ary concerns within
each department.
Among the dozens of
line items discussed at
the hearings is a pro-
posed water-and-sewer-
rate increase for resi-
dents reflective of the in-
creases in cost passed on
to the city from the City
of Detroit, Wayne
County, and Southeast
Macomb Sani tary
District.
After a lot of discus-
sion and a lot of back-
and-forth, said Finance
Director Doug Haag. We
felt that the fairest thing
at this point was to sim-
ply do a pass-through
based on the rates that
were getting charged by
Detroit Water and
Sewerage Department.
Detroit Water and
Sewerage increased
rates by 4.9 percent this
year for water, Haag said.
In terms of sewer
rates, Haag said, the for-
mula is a little more com-
plicated.
Its a little more in-
volved on the sewer
side, he said. Based on
the analysis and the find-
ings from the city engi-
neer, DWSD is looking at
a 5.26 percent increase.
Wayne County has indi-
cated, although its not
finalized, an increase of
7.28 percent. Likewise,
Southeast Macomb
hasnt released new
rates yet, but were antic-
ipating somewhere
around a 6 percent in-
crease.
The result is a recom-
mendation that the city
increase rates to resi-
dents by 6 percent, Haag
said.
The increase is actual-
ly less than many sur-
rounding communities,
Department of Public
Works Director Bryan
Babcock told the coun-
cil.
For nearly 20 years volunteers have dedicated a
morning in the springtime to help clean the water-
front.
The 19th Annual Nautical Coast Clean Up gets
underway at 8 a.m., Sunday, May 18, at the
Jefferson Yacht Club at 24504 Jefferson, along the
Nautical Mile.
In the past, the clean up has collected, and
removed from the waters of Lake St. Clair, more
than 610 tons of debris, decaying seaweed and
trash.

Nautical Coast Clean Up seeks volunteers

City Council approved
the sale of a vacant parcel
of land, clearing the way
for builders to construct a
new house on the proper-
ty located at 22712
Stephens in the citys
south end.
The city acquired the
property in 2013, after
filing a lawsuit against
the bank to either repair
or demolish the struc-
ture.
The bank didnt want
to go through the fight to
either repair it or tear it
down so they offered it to
us, Communi t y
Development Director
Chris Rayes said. We
had money in escrow
from the insurance com-
pany from the previous
owner to pay for the de-
molition. It cost us $8,200
to tear it down, and when
you factor in the pluses
and minus, we have
about $7,900 into it.
The offer presented to
council for approval was
for the sale of the parcel
for $9,200.
The property was origi-
nally listed for $13,200.
The approval is contin-
gent upon the construc-
tion of a 1,200 square foot
house, of which the floor
plan and design sketches
were submitted to the city
before council approved
the sale, within 12
months.
This is a nice looking
house, Councilman
Chris Vitale said of the
plan. I drove that neigh-
borhood and its fairly
mixed. Theres kind of a
little bit of everything
there. To even have them
build to what is around
there is pretty tough.
Were getting a pretty
good house out of this.

of doing this.
Tons will be removed
this year, too, St. John
said, thanks to the help
of volunteers.
We can never have
too many volunteers, he
said. Theres a lot to be
done out there and the
more people we have the
better.
St. John and the
Waterfront Environ-
mental Commi ttee
spearhead the clean up
effort each year, but the
cooperation of the many,
including the city and
Jefferson Yacht Club,
make everything run as
smoothly as possible.
We have four places
along the shoreline that
we address during the
clean up, St. John said.
We have both the
beaches (Veterans
Memorial and Blossom
Heath), 12 Mile Road
(Champine Park) and
the shoreline at the
Chapaton Retention
Basin. Those are the
places we concentrate
on.
Volunteers come in all
shapes and sizes, and
there is a much-needed
spot for anyone willing
to lend a hand, St. John
said.
Id say half of all our
volunteers are kids, he
said. But we get adults
too, and we need them
also. Everyone is wel-
come.
Volunteering for the
event is as easy as just
showing up at the
Jefferson Yacht Club at
8 a.m. May 18.
Just show up, St.
John said. That would
be a great thing. We
have food there in the
morning, things like
doughnuts, coffee, wa-
ter, lots of things to grab
before we get out there
and start. Then, we can
get the volunteers
where they want to be.
After the clean up,
which lasts until about
noon, volunteers are
brought back to the club
for hot dogs, soda and
live music.
St. John added that
the clean up goes on as
scheduled, rain or shine,
with only thunder-
storms canceling the
event.

St. Clair Shore Police
identified the body of a
man found in a portable
toilet April 19, near the 9
Mile Road boat launch, as
63-year old Gary Szarek.
According to the St.
Clair Shores Police
Departments Margaret
Eidt, who led the investi-
gation for the department,
Szarek was homeless and
had been using the struc-
ture as a means to stay
protected from the harsh
winter weather.
Based on evidence col-
lected at the scene, the last
date police could confirm
Szarek was alive was
December 8, 2013.
Its really a very sad
thing, Eidt said. I was de-
termined to make sure he
didnt die nameless.
A Kroger Plus card
helped Eidt identify
Szarek, whose identity
was confirmed by finger-
print analysis that
matched a 2011 arrest for
trespassing in Grosse
Pointe Woods.
The Kroger card was
actually under the name
G. Stark, Edit said. But it
listed an address in Grosse
Pointe Woods, and I was
able to track that down
and learn that it was Mr.
Szarek. The fingerprint
card confirmed it.
Eidt said Szarek was
evicted from his Grosse
Pointe Woods house in
2010 for failure to pay tax-
es, but snuck back into the
house after his eviction,
which eventually led to his
2011 arrest.
Szareks story is a tragic
one, Edit said, that is rid-
dled with signs of mental
illness and reclusion.
Some of his cousins ac-
tually saw a report on their
local news and reached
out to me, she said. They
said he was a recluse for
years and they thought he
suffered from schizophre-
nia and other forms of
mental illness.
Initial autopsy reports
showed no signs of alco-
hol, tobacco or drug
abuse.
Szarek was found with
cash and bottle-return re-
ceipts on his person, Eidt
said.
He had enough to go
somewhere and get out of
the cold, she said. That
fact just adds to the trage-
dy of this.
Kroger employees at
Marter and Jefferson, and
residents in the citys
south end, were known to
help Szarek with food,
blankets, gift cards, and
cash, Eidt said.
A lot of people cared for
him, she said. Im glad
we were able to identify
him so he didnt die name-
less. In my 21-year career I
cant remember ever hav-
ing a case like this. Its very
sad.

grade students.
This is something
weve done for a really
long time, Babcock said.
Its our 26th year doing
this. We try and rotate the
districts each year be-
tween the three. Its
something that I really en-
joy, and I know the kids
enjoy it too. Its great.
The event is in honor of
Arbor Day, and coincides
with the lessons the stu-
dents are leaning in the
classroom.
Its a wonderful oppor-
tunity for children to
learn about botany and
about trees, Ardmore
Elementary School
Principal Donna Block
said. The children has
some background knowl-
edge about the trees be-
cause the city provided
books for the children
about them. These are all
first graders and we feel
very fortunate that we
were chosen this year.
The students gathered
on the lawn as Babcock
went over the history of
Arbor Day, posed ques-
tions to the students
about the benefits of
trees, and presented the
school with a proclama-
tion from the city com-
memorating the event.
Now, lets plant those
trees, Babcock said, sig-
naling the beginning of
many shovels full of top
soil and many handfuls of
mulch.
Each student got the
opportunity to shovel in
first and spread the mulch
around the base of the
two trees, meanwhile
DPW workers assisted in
the project, making sure
each tree got just enough
for the job.
The children really
have fun with this,
Babcock said. And to
think they can come back
here for years and see
these trees growing and
growing. Theyll know
they were here to plant
them. Thats pretty neat.

Every year, hundreds
of residents gather
household items, collect-
ibles, electronics, tools
and just about everything
else, organize these
items, then open up their
garages, driveways and
front yards with the
hopes of selling as many
of these things as possi-
ble.
Meanwhile, bargain
hunters scour the city
streets looking for these
sales, hoping to find a
treasure or two theyve
been missing.
Garage sales, however,
can be time consuming
and labor intensive for
those having them, and
also for the shoppers.
This year, however, the
Optimist Club of St. Clair
Shores believes they
have just the event to pla-
cate both buyers and sell-
ers.
The Communi t y
Garageless Garage sale
is still weeks away,
Saturday, June 21, in the
parking lot of the South
Lake Administration
Building located on
Stadium Boulavard
(north of 9 Mile between
Harper and I-94), but the
organization is putting
out the call to those who
might want to set up shop
at the event.
Its spring cleaning
now, Optimist Club
member and event orga-
nizer Kathy Rayner said.
So when youre cleaning
out that garage or base-
ment, dont throw those
things away, save them.
Save them and get a spot
at this sale.
The club is charging
$25 for a spot that is two
parking spaces wide,
Rayner said, and there
are nearly 100 spots
available.
The only condition is
that you cant set up a
tent, she said. Canopies
are fine, but no tents are
allowed. Tables are avail-
able to rent too, for $5
each, or you can bring
your own.
Rayner added that a
donation truck will also
be available in case ven-
dors wanted to donate
items after the event.
Itll be there, she said,
regarding the donation
truck. That way people
can make donations of
things that didnt sell, so
they dont even have to
bring anything home if
they dont want to.
The event gets under-
way at 8 a.m. and contin-
ues until 2 p.m.,
Saturday, June 21.
Its going to be a great
thing, Rayner said. I
happen to go to som-
ethng similar last year
and thought this would
be so cool for St. Clair
Shores.
The idea took root after
that and Rayner said she
thinks its something that
will make buyers and
sellers happy.
Its all going to be
right there for shoppers,
she said. You dont have
to go to one garage sale,
get back in your car and
drive two blocks to an-
other, then do that all
over again. Its all going
to be right here. And for
sellers, its a place where
people are going to come
to shop. Theyre going to
be there with a purpose
in mind go to all these
sales in one place. Whats
not to like about it.

Its time for the shore-
line to roll up its pant legs
because the Great Lakes
are on the rise.
Lake St. Clair, too.
Already nine inches
above last years level at
the end of March, its pro-
jected to rise another five
inches this month, ac-
cording to the U.S. Army
Corps of Engineers most
recent update.
More water bodes well
for pleasure boaters.
It cant hurt, said
Greg Ricardi, owner of
Platinum Yacht Sales in
St. Clair Shores.
It wasnt long ago that
low water had motor
boaters sweating the
odds of grounding pro-
pellers, a pricey repair
ranging from $50 to
$12,000, Ricardi said.
Now, with Lake St.
Clair 16 inches above
chart datum, worries are
almost nil.
Cruisers usually need
drafts of 24 to 31 inches,
Ricardi said.
Great Lakes water lev-
els typically rise in spring,
peak during late summer
and decline in fall.
This springs extra vol-
ume results from last win-
ters high precipitation
and cold temperatures.
The combination gen-
erated a large amount of
what scientists call
snow-water equivalent.
What really matters
for lake levels is how
much equivalent water is
in that snow, said Jim
Lewis, the Corps lead
forecaster of Great Lakes
water levels, stationed in
the Detroit district.
A large snow-water
equivalent built up last
winter because cold tem-
peratures kept heavy
snowfalls on land.
As that melts, it gets to
the lakes through runoff,
Lewis said. That would
boost lake levels.
The Great Lakes cover
94,000 square miles.
Their watershed is
more than twice that ar-
ea, including all of
Michigan plus parts of
seven other states and
two Canadian provinces.
Its Lewis job to esti-
mate the regions annual
precipitation, evapora-
tion and runoff.
I really appreciate the
huge scale of the work I
do, he said. Trying to
understand evaporation
and organize historical
data to make sense out of
it is a fun aspect of what I
do.
Cold temperatures im-
pact lake levels by creat-
ing ice coverage and re-
ducing open water evapo-
ration.
That is a complicated
relationship because you
need cold temperatures
to develop ice cover,
Lewis said. Usually, cold
temperatures drive evap-
oration because warm
water with cool, dry air is
the primary driver of
large amounts of evapo-
ration.
It changes with the
weather.
The lakes are coming
off a wet 2013.
Each of the Great
Lakes rose relative to
their average levels,
Lewis said. On the up-
per two lakes, Superior
and Michigan-Huron, we
had well above average
seasonal rises and has re-
ally helped lake levels
rise.
The upper lakes are 13
inches above normal with
another two to four inch-
es coming this month.
The higher those up-
per lakes, go, typically the
more outflow reaches the
lower lakes, Lewis said.

Professionals from
nearly all walks of life
were represented last
Wednesday, from firefight-
ers to accountants to so-
cial workers and just
about everything in be-
tween, were part of
Pat ri ot s Expl ore
Professions career day at
Jefferson Middle School.
The day featured pre-
sentations from a variety
of lines of work, lunch pro-
vided by South Lakes
Lake Front Bistro, and,
more importantly, the op-
portunity for students to
delve deeper into each of
these professions.
Students were encour-
aged to interact and en-
gage with the presenters,
JMS Principal David
Lavender said.
This is the first time
weve done something like
this, he said. I think ev-
erything went extremely
well. It was great to see the
excitement of the kids,
and how excited the adults
were, too. The whole idea
of the program was to help
these 8th grade students
connect to possible ca-
reers in their future. To be
able to connect early on in
their schooling will help
them to have some focus,
and it should help these to
students to do better in
school and in life.
The idea was hatched
thanks to the schools

Improvement Team,
Lavender said.
This team works to-
gether all the time, focus-
ing on how to improve the
school academically, so-
cially, emotionally, every-
thing, Lavender said.
And we present ideas on
how to create better pro-
grams to help kids con-
nect to learning and to life.
A subcommittee of that
group took the idea of hav-
ing a career day and built
it into what it was this
year.
Finding presenters was
a challenge handed out to
the committee and then
the entire staff, and one
that was met with flying
colors.
We generated a list of
potential careers that kids
would be interested in first
off, he said. Then we all
just started adding careers
to a spreadsheet we creat-
ed. Next we started con-
tacting people we knew ei-
ther in our school commu-
nity, in the St. Clair Shores
area, and to family, friends
or other networks. Then
we handed it out to the en-
tire staff showing teachers
all the job we have repre-
sented so far, and some
ideas we had for others,
then asked them if they
had any ideas that would
be beneficial to the kids.
Once the presenters
were lined up, each wrote
a biography to share with
the students.
The success of this
years event already has
Lavender already thinking
about next years Patriots
Explore Professions ca-
reer day.
Its something we ab-
solutely will continue with
each year, he said. At the
end of the day, we actually
surveyed he students to
see what they thought
could be improved on to
make it more effective for
them. The feedback they
gave us was very consis-
tent with what we felt
with our own self-reflec-
tion based on our obser-
vations and experience.
We will be using that in-
formation to make im-
provements to the pro-
gram for next year and
beyond.

three local bike dealers are
all in on the popular Michigan
sport.
Finding the right bike is the
most important step, accord-
ing to the owners of Macomb
Bike & Fitness, Albes and
Tims Bike Shop.
The first thing we need to
know is what type of riding
youll do, said Jeff Radke of
Macomb Bike & Fitness, a
third-generation family-
owned business celebrating
40 years in Warren. Road
riding, mountain biking or rid-
ing the trails.
It makes all the difference
in the world if you just plan to
cruise the trails or careen
down the mountain biking
trails of Pontiac Lake, Bald
Mountain, Stoney Creek or a
host of other great trails
throughout the state.
And you need experts in
what theyre selling, said
Mark Filipowicz of Albes, in
business since 1968 and al-
so located in Warren.
Filipowicz owns Albes with
John Smith. Thats why we
only sell BMX bikes and
equipment. We sell what we
know.
Filipowicz has a video on-
line showing what he knows
about riding BMX bikes.
We know the bikes inside
and out, he said.
At Tims Bike Shop in St.
Clair Shores, owner Tim
Focht also offers the person-
al touch with his sales and
service.
I tell my guys the quality of
our work is very important,
Focht said. I tell them to re-
member that giving the cus-
tomer what they want is what
matters.
Albes, located at 5743 E.
13 Mile Road, near Mound
Road, has a large selection
of bikes, parts, clothing and
safety equipment.
Much of their sales are
through albes.com, but BMX
enthusiasts who want expert
advice, a great selection and
quality repair or replacement
work should visit the store.
Everybody here is a pro
level rider and they know ev-
erything to know about BMX
bikes, Filipowicz said. We
sell and stress the impor-
tance of safety gear and we
have bikes ready to ride or
we can design and build
whatever the rider is looking
for.
Albes has a huge selec-
tion of bikes and brands, in-
cluding Fit, Kink, Haro,
Redline and many more.
We do all the custom work
on BMX bikes, Filipowicz
said. Everything from handle
grips to entire bikes.
Another name with a great
reputation is Macomb Bike &
Fitness, which is located at
28411 Schoenherr, just south
of 12 Mile Road.
Top quality bikes from
Trek, Gary Fisher, Orbea,
Redline and more are in
stock, with a wide selection of
mountain, road, comfort, chil-
drens and BMX bikes.
Radke, whose father start-
ed the business and his old-
est son now works there, said
they work to find out the goals
of the rider before they match
them with a bike.
There are so many types
of riding and theres a perfect
bike for each type, Radke
said. We help educate the
rider as much as possible,
because it can be intimidat-
ing if you dont have some-
one who knows what theyre
selling. We want them to en-
joy riding and well help find
the right bike.
Tims Bike Shop is located

variety of mountain, trail,
cruising and childrens bikes.
For this year, Focht said a
trend has developed.
The fat-tire bikes are really
getting more popular and
more people wanting to get
those and then theres al-
ways the hybrid and comfort
bikes, Focht said. Those
are the bikes people always
seem to want.
The three shops encour-
age using safety equipment
and have a wide range of hel-
mets, lights and other fea-
tures.

Invisible car
Pioneering technology,
named Transparent
Bonnet by its creators, is
being developed to give
Land Rover drivers a digi-
tal vision of the terrain
ahead by making the front
of the car virtually invisi-
ble.
Cameras located in the
vehicles grille capture da-
ta used to feed a Head-Up
Display, effectively
creating a see-
through view of
the terrain through
the bonnet and en-
gine bay, breaking
new ground in vi-
sual driver assis-
tance.
The technology
enables a driver
climbing a steep in-
cline or maneuver-
ing in a confined space to
see an augmented reality
view capturing the terrain
in front of the car and the
angle and position of the
front wheels under the car.

Lake Shores girls soft-
ball team needed a boost
from its early season of-
fensive slump and it
found the mojo during a
20-6 and 10-0 double-
header sweep over city ri-
val Lakeview last week.
We brought our bats
today and we had focus
on what we needed to do
to get a couple of wins,
Lake Shore head coach
Will Puvalowski said. I
could see the girls playing
with more confidence to-
day after losing some
close games to good
teams. This is what we
needed to get going.
Every time we got a
chance to score some
runs, something went
wrong, and everything
they (Lake Shore) had a
chance, they came
through with a big hit,
Lakeview head coach
Steve Corbett said. We
didnt play well in the
field and we didnt get it
done on the mound or at
the plate.
I tip my hat to Lake
Shore because they came
to play today and we
didnt. The girls have to
come to play each and ev-
ery day and we talked
about that after the
game.
In the opener, the visit-
ing Shorians scored sev-
en runs in the second in-
ning, sending 11 players
to the plate, and added
nine runs in the fourth
when they sent 14 hitters
to the dish.
Andrea Rico was the of-
fensive star for the
Shorians in game one, go-
ing 4-for-5 with four dou-
bles, four runs and five
RBIs, and Brooke
Wouters was also 4-for-5
with a homer, triple, three
runs and three RBIs.
McKenzie Alvae was
3-for-3 with four runs and
a walk, while Jordan
Miller, Gabby Loprieto
and Jordan Dunlap (three
RBIs and a double) each
chipped in with two hits
apiece.
Natalie VanDerHaegen
had only one hit, but
reached base four of the
five times she came up to
bat and scored two runs.
Rico earned the win on
the mound, giving up six
earned runs on seven
hits, and three walks.
For the Huskies, Becky
Corbett suffered the loss
as the defense behind her
committed several errors.
Offensively, Josalyn
Spear was 2-for-2 with
two doubles and a walk.
Corbett walked twice,
while Taylor Genzman,
Alexis Nowowiecki, Beth
Cooley, Emily Seccombe
and Jessica Bohl (home
run) each had one hit.
Things didnt get any
better for the Huskies in
the nightcap as the
Shorians continued to hit
the hide off the ball, col-
lecting 14 more hits in the
game called after five in-
nings.
Nowowiecki took the
loss, while her counter-
part for the Shorians,
Sarah Ratledge, earned
the shutout victory, scat-
tering eight hits and strik-
ing out five.
Genzman, Nowowiecki
and Seccombe each had
two hits for the Huskies,
which dropped to 1-3 in
the Macomb Area
Conference Whi te
Division.
For the Shorians,
Mackenzie Nemitz was
3-for-3 with a three-run
homer, a double, and two
runs, while Rico was
2-for-4 with a double, two
stolen bases, two RBIs
and two runs.

run-scoring double in the
three-run fourth inning.
The Shorians scored
six runs in the second in-
ning and put the game in
the win column when
LaPorte singled home
Rico for the 10th run in
the bottom of the fifth.
With the sweep, Lake
Shore improved to 2-2 in
the MAC White Division.
In other action last
week, Lakeview played
Fraser in a MAC cross-
over game and won 14-3
as Nowowiecki was the
winning pitcher.

Nowowiecki, Corbett,

Cooley had two hits
apiece, while Spear hit a
home run as part of her
two-hit game with five
RBIs.
Both Lakeview and
Lake Shore competed in
the Macomb Classic
Tournament at Anchor
Bay last weekend.
Lake Shore finished 2-1
in pool play, losing two
one-run games to
Milford, 6-5, and Troy, 3-2
in extra innings, before
rallying from a 5-0 deficit
to beat Anchor Bay 6-5,
thanks to Millers home
run.
Against Troy, Ratledge
pitched seven innings,
striking out eight and
walking only one. Jordan
Dunlop was 1-for-2 with a
run scoring.
Against Milford, Rico
went 2-for-4 and Dunlop
went 2-for-4 with two
runs. Nemitz was 3-for-4
with a run scored and two
RBIs.
In the come-from-be-
hind win over Anchor
Bay, Rico earned the win
to back Millers homer.
Natalie Stepaneko was
3-for-3 with two runs and
Alvae was 3-for-3 with the
game-winning RBI. She
had three RBIs for the
game.
In bracket play, Millers
power stroke was back as
she blasted a grand slam
and added a two-run
homer to help the
Shorians beat Warren
Cousino, 12-7. As a team,
the Shorians had 15 hits,
including a Rico two-run
