Government wanted to decrease the amount of immigration in the United States. To do this, the government passed the Immigration act of 1903 which added four new classes of people that werent admitted to the United States and they were the beggars, anarchists, and criminals that had more than three offenses.

Who would not be allowed to legally immigrate into this country and Why?
The groups that wouldnt be allowed in the U.S would be Russia,China Etc. The reason why they wouldnt be able to come to the U. S would be they would rather help out the enemy than not get involved.
How are we going to enforce this problem, immigrants crossing the border?
We will enforce this problem by adding bountys to those who make it across the border illegally. And doubling our security around the areas. Thats how we can enforce the problem of immigrants crossing the border.
